Part 3: Open Government and Transformation ; International audience ; Over the last decade all kinds of e-government processes have been developed. Governments are seeking rationalization of these processes in order to save money while maintaining or improving service levels. In the private sector Lean methods have been used to achieve these goals, whereas these are hardly explored for e-government. The goal of this paper is to translate the concept of Lean to the field of government. An in-depth case study was conducted in which Lean was applied. Lean concepts like value stream and removing of waste proved to be useful. Some public sector characteristics impede the direct use of Lean concepts. We recommend to adjust Lean to the nature of e-government. Attention should be given to public values, fragmentation, financial aspects and culture when applying the concept of Lean in the public sector and e-government.
La mission de stage effectuée au sein du Groupe Ornithologique du Nord-Pas-de-Calais consistait à mettre en place dans leur bibliothèque une politique de gestion documentaire. Afin de réaliser pleinement le stage, différents aspects étaient à prendre en compte : le classement physique des documents de l'association, le choix et le paramétrage d'un logiciel documentaire, et enfin l'adoption d'un liste d'autorité pour la réalisation du travail d'indexation. Ce projet a été entrepris dans l'optique d'une pensée en réseau; pour cela un état des lieux de l'existant a été établit : le constat démontre ainsi que les fonctionnements en place dans le même type de structure sont plutôt empiriques ; cette observation aura été prise en compte dans l'élaboration des différentes opérations. Néanmoins, une perspective d'ouverture vers les autres organisations reste toujours à envisager : pour une circulation des connaissances et des richesses de chacun, la communication et le partage des Savoirs.

While liberal-democratic states like America, Britain and Australia claim to value freedom of expression and the right to dissent, they have always actually criminalized dissent. This disposition has worsened since 9/11 and the 2008 Great Recession. This ground-breaking study shows that just as dissent involves far more than protest marches, so too liberal-democratic states have expanded the criminalization of dissent. Drawing on political and social theorists like Arendt, Bourdieu and Isin, the book offers a new way of thinking about politics, dissent and its criminalization relationally. Using case studies like the Occupy movement, selective refusal by Israeli soldiers, urban squatters, democratic education and violence by anti-Apartheid activists, the book highlights the many forms dissent takes along with the many ways liberal-democratic states criminalize it. The book highlights the mix of fear and delusion in play when states privilege security to protect an imagined 'political order' from difference and disagreement. The book makes a major contribution to political theory, legal studies and sociology. Linking legal, political and normative studies in new ways, Watts shows that ultimately liberal-democracies rely more on sovereignty and the capacity for coercion and declarations of legal 'states of exception' than on liberal-democratic principles. The reforms in the public sector require ongoing appropriateness of staff to accompany the new, legal and institutional policy.A better understanding of the role of trainers is essential to better understand the scope, success and constraints of training projects in the Cape Verdean government.We propose in this thesis to understand the roles and the place of trainers in this institutional development challenges of the public sector and the professionalism of civil servants. From their perceptions of their roles and challenges in carrying out the training activity, we analyzed their representations: Is there a professional identity of trainers in the Cape Verdean government? Is a process of professionalization in the process of developpement? Is a professional group being structured?We combined two phases of a field survey of service managers and trainers to understand better the place of these actors within the State Administration. ; Dans un contexte de modernisation de l'Administration Publique capverdienne, la formation des fonctionnaires constitue un aspect clé de la réussite de ce projet institutionnel. A democratic government requires the consent of its citizens. But how is that consent formed? Why should free people submit to any rule? Pursuing this question to its source for the first time, The Crucible of Consent argues that the explanation is to be found in the nursery and the schoolroom. Only in the receptive and less visible realms of childhood and youth could the necessary synthesis of self-direction and integrative social conduct--so contradictory in logic yet so functional in practice--be established without provoking reservation or resistance. From the early postrevolutionary republic, two liberal child-rearing institutions--the family and schooling--took on a responsibility crucial to the growing nation: to produce the willing and seemingly self-initiated conformability on which the society's claim of freedom and demand for order depended. Developing the institutional mechanisms for generating early consent required the constant transformation of child-rearing theory and practice over the course of the nineteenth century. By exploring the systematic reframing of relations between generations that resulted, this book offers new insight into the consenting citizenry at the foundation of liberal society, the novel domestic and educational structures that made it possible, and the unprecedented role created for the young in the modern world.

The paper is on premature deindustrialization that India is experiencing and the role that government must play. Significant economic reforms were initiated in India in the early 1990s. These have brought about significant changes in the economy, but these have failed to stimulate the manufacturing sector. In fact the situation is worse than that in the pre-reforms period. After discussing the nature of the manufacturing crisis, the paper focusses on three important aspects – import liberalization, foreign direct investment and technological development. The paper analyses the impact of reforms and what has been the official response. The paper stresses the vital importance of industrial policy in India today. It argues for an industrial strategy coordinated and led by the government. The objective of such an intervention is not to replace the private sector but to supplement the efforts of the private sector and enable it to play a more proactive role. ; Ce document de travail traite de la désindustrialisation précoce que connait l'Inde et du rôle que le gouvernement devrait jouer. Les réformes importantes qui ont été lançées en Inde au début des années 1990 ont transformé l'économie, sans pour autant stimuler le secteur manufacturier. Sa situation actuelle s'est même détériorée par rapport à la période antérieure aux réformes. Après une discussion de la nature de la crise du secteur manufacturier, cet article se concentre sur trois aspects importants : la libéralisation des importations, les investissements directs étrangers et le développement technologique, où l'on analyse l'impact des réformes et les réponses officielles. L'article souligne l'importance vitale d'une politique industrielle pour l'Inde d'aujourd'hui, en argumentant en faveur d'une stratégie industrielle coordonnée et conduite par le gouvernement. L'objectif d'une telle intervention n'est pas de se substituer au secteur privé mais de contribuer à ses efforts et de de lui permettre de jouer un rôle plus dynamique.
Belief systems are core organizing factors of social attitudes and behaviors, and their study has highlighted the role of conservatism as a contributing mechanism in mitigating concerns associated with change avoidance, as well as the reduction of uncertainty and ambiguity in life. Moreover, these aspects seem to be consistently used as powerful tools in the political and social discourse of the far-right. Life and death ethics are an example of issues that deal with the need for stability and control over personal and social life that people endorsing conservative values seek to attain. There is a rich line of studies on the individual and social explanatory factors of political conservatism, but less attention has been dedicated to moral conservatism as an autonomous and meaningful concept. The current research follows a multilevel approach to disentangle the individual and contextual correlates of conservative attitudes toward life and death. Thus, besides looking at the influence of individual choices related to religion and political orientation, this study also seeks to analyse the impact of the context, introducing in the model variables measuring economic performance, social and gender inequality, religious diversity and the prevalence of materialism and post-materialism values. Multilevel models using data from the 34 countries that participated in the last wave of the European Values Study (2017–2020), revealed an association between far-right orientation and conservative attitudes toward life and death, and that this relationship is moderated by materialism/post-materialism values, economic performance, and social inequality. Our findings reinforce the role of democracy as an environment where freedom of choice and thought are indisputable rights, cherished by most of the populations, regardless of their political position or their stance on moral issues.

Worldwide religion represents a significant component in most traditional and modern societies, democracies, and cultures, and forms an organizing, inspiring, legitimizing, and social power that have gained an unexpected anthropological and political importance during the last few centuries. Therefore, religious institutions and organizations morphed into a crucial identity factor that generates cohesion among people and every so often triggers tension, agitation, and violence. Religion forms an integral part of the social fabric that has a considerable influence on other social institutions and groups. It is not a particular moment in history since it belongs to the nature of man that strives to secure a common good, however, through time, this area of dynamism, socialization, belonging, and collective emotions has morphed into a historical and geopolitical force. Religion represents a central issue for individual and collective identity even in modern societies in which agnostic thought increasingly dominates the social and political sphere. The separation of religion from public policy has not abolished its involvement in the political and social decision-making processes, and even if secularization increasingly marks urban and modern civilizations, many people still show a great curiosity and inquisitiveness acquisitiveness for spiritual and religious experiences. This social body plays influential roles in matters of personal, collective identity and societal activities and lays down the rules governing life in society. It is not only the reflection or emanation of society, but rather its foundation that offers stability, solidarity, integration, unity, and cohesion. In the last decades, religion started occupying a growing position in museums, and religious object and lived experience have gained importance in the new museology.
