From the very beginning of the so-called Arab Spring in the winter of 2010, different authors drew parallels with the fall of communism and the democratization of Eastern Europe in 1989/1991. Even the name given to the political processes of the 2010 in North Africa was similar to the names of the political changes in communist Eastern Europe. The Eastern Europe parallel was strongly emphasized and the arguments that accompany it do carry some weight. However, this paper claims that because of the specificity of the communist regimes in Eastern Europe, its comparison to the Arab Spring is not completely adequate. Eastern Europe went through a triple transition and was later heavily influenced by the allure to join the European Union, unlike North Africa. Therefore, this paper stipulates that the Arab Spring is more adequately compared to the democratization of Central America then the democratization of Eastern Europe. ; Od samog početka takozvanog Arapskog proljeća u zimu 2010. godine različiti izvori povlače usporedbe s padom komunizma i demokratizacijom Istočne Europe 1989/1991. Čak je i sam naziv ovog političkog fenomena sličan nazivima političkih promjena u komunističkoj Istočnoj Europi. Usporedba s Istočnom Europom bila je snažno naglašavana, a argumenti koji tom toku misli idu u prilog imaju neku težinu. Međutim, članak tvrdi da, zbog iznimne specifičnosti komunističkih režima u Istočnoj Europi, usporedba s Arapskim proljećem nije u potpunosti adekvatna. Istočna Europa prošla je kroz trostruku tranziciju i bila je pod jakim utjecajem želje da se pridruži Europskoj uniji, za razliku od Sjeverne Afrike. Zbog toga članak tvrdi kako je demokratizacija Srednje Amerike daleko adekvatnija za usporedbu sa zemljama Arapskog proljeća.
Terrorist attacks on critical infrastructures can cause problems to a national stability and functioning. Food and water supply chains are some of the most important infrastructures, and it is the country's (government's) obligation to provide sufficient quantities of food and water to its population. Intentional food contamination can, among other motives, originate from an act of terrorism (with political or ideological motives) with the aim of causing fear (terror) among people. Food defence systems can help assess vulnerabilities, determine mitigation strategies for terrorist attack, estimate risks, and prevent a terrorist attack. Risk assessment and prevention also include control over the production and distribution of potential chemical, biological, radiological or nuclear (CBRN) agents or their related materials. When a terrorist attack occurs, rapid and organised response is essential in terms of determining the type of agent used, managing the diseased, ensuring the functioning of the food and water supply, and the recovery of the infrastructure system under attack. Food defence planning as part of a food counterterrorism strategy should include considerations regarding the global food market and the fact that ingredients are supplied from all over the world (vendor certificates). Preventing terrorist attacks on sources of food and water is a far better option than crisis management once an attack had already been committed, but governments should have a response to any scenario. ; Potencijalni teroristički napad na kritične infrastrukture može prouzročiti problem za stabilnost i funkcioniranje države. Opskrbni lanci hranom i vodom važne su državne infrastrukture, stoga država ima obvezu osigurati dovoljne količine hrane i vode svom pučanstvu. Namjerno trovanje hrane kazneno je djelo koje nastaje terorističkim činom (politički i ideološki motivi) ili izazivanjem straha (terora) među ljudima. Sustavi zaštite hrane mogu pomoći pri procjeni ranjivosti, određivanju strategija ublažavanja terorističkoga napada te pri procjeni rizika i sprječavanju rizika od terorističkoga napada. U procjenu i sprječavanje rizika pripada i kontrola prometa i proizvodnje potencijalnih kemijskih, bioloških, radioloških i nuklearnih (KBRN) agensâ ili srodnih materijala u državi i izvan nje. Kada se teroristički napad dogodi, bitan je brz i organiziran odgovor države u smislu određivanja vrste korištenog agensa, zbrinjavanja oboljelih, nastavka funkcioniranja opskrbe hranom i vodom nakon napada te oporavka napadnutoga sustava. Planiranje zaštite hrane kao dio strategije za borbu protiv terorizma hranom odnosno agroterorizma treba uključiti razmatranje globalnoga lanca opskrbe sastojcima hrane koja se nabavlja diljem svijeta (proizvođački certifikati). Prevencija terorističkoga napada na hranu bolji je izbor nego upravljanje kriznim događajem (počinjeni napad), ali država bi trebala imati spreman odgovor na sve opcije.
Gospodarske i društvene krize prilika su za protestne stranke da dignu svoj glas i da se izbore za nove pozicije na političkoj sceni. Mnogi analitičari smatraju da su stranke radikalne desnice dobile zamah upravo na protestima građana protiv globalizacije, ekonomske deprivacije i utjecaja gospodarske krize. Pomnijim proučavanjem radikalizacije politike vidi se da pojednostavljivanje te teze nema naročito čvrsto uporište. U nedostatku jasnih metodologija politolozi i drugi društveni znanstvenici pokušavaju uobličiti teorije zasnovane na empirijskim istraživanjima. Jedan je od čestih teorijskih okvira odnos populističkih stranaka prema socioekonomskom stanju u zemlji. Prema toj tezi, u vremenu globalne krize postotak glasača za radikalne političke opcije raste, većinom iz protesta, a ne antisustavnosti. Ovo izlaganje prati i stanje u Srednjoj Europi, odnosno rezultate ovogodišnjih izbora u Mađarskoj, Latviji i Slovačkoj kao zemljama sa snažnom radikalnom desnicom. Na primjerima tih zemalja nastoji se utvrditi može li se socioekonomska teorija aplicirati ili se radi o većim izazovima liberalnoj demokraciji s krajnjeg desnog pola. ; Economic and social crises provide an opportunity for protest parties to raise their voices and to win new positions in the political arena. Many analysts deem that the parties of the radical Right gained momentum exactly with the protests by citizens against globalisation, economic deprivation and the impact of the economic crisis. A more detailed study of the radicalisation of politics reveals that the simplification of this thesis does not have a particularly strong justification. In the absence of clear methodologies, political scientists and other social scientists seek to formulate theories based on empirical research. One of the frequent theoretical frameworks is the attitude of populist parties toward the socio-economic situation in the country. According to this thesis, in the period of a global crisis, the percentage of voters of radical political options increases, mostly out of protest, and not as an anti-systemic phenomenon. This paper also examines the situation in Central Europe, as well as the outcomes of this year's elections in Hungary, Latvia and Slovakia as countries with a strong radical Right. By analysing the cases of these countries, the author seeks to establish whether the socio-economic theory can be applied, or whether these countries are facing greater challenges to liberal democracy posed by the far-right pole.
Negativni ishod referenduma o Ustavu Europske unije u Francuskoj i Nizozemskoj doveo je u žarište alternativu između preoblikovanja Europe u federativnu državu i njezinog zadržavanja statusa svojevrsne međunarodne organizacije. U radu se naglašava da je ta alternativa manje oštra nego što se čini. Europska je unija proces koji obje mogućnosti drži otvorenima. Europa se može istodobno razvijati i prema čvršćim strukturama u nekim područjima i prema većoj elastičnosti i prilagodljivosti u drugima: sigurnost, regulacija, javne službe, socijalna skrb, snaženje kapaciteta za ekonomsku kompeticiju, poboljšanje sposobnosti za suočavanje s globalnim izazovima. Uspoređuju se rezultati radova o upravljanju višerazinskim teritorijalnim sustavima, osobito u njemačkoj i američkoj tradiciji, u pogledu kapaciteta rješavanja problama u višerazinskim sustavima pod uvjetima pregovaranja i labave skopčanosti među razinama. U konačnici, taj je kapacitet važniji od formalnih obilježja europskog integracijskog oblika. ; The negative out come of the referenda about the European Constitution in France and the Netherlands have, apparently, put the alternative between the transformation of Europe in a federative State and its remaining an international organization in to sharper focus. The argument in this paper is that this alternative is less sharp than it might appear. The European Union is an evolving proces that keeps both alternatives open. Europe could move simultaneously towards tighter structures in some fields and towards greater elasticity and adaptivenes in others: security, regulation, public services, social benefits, increasing capacity for economic competition, better ability to face new global challenges. Work done about the govenance of multi level territorial systems, particularly in the German and American traditions, is compared from the point of view of the problem-solving capacity of multi level systems under conditions of bargaining and loose coupling among its levels. This capacity, in the final analysis, is more important than the formal attributes of the European construction.

Različitost pojedinih definicija polupredsjedničke vlade i njihovi nedostatci naznačuju nepostojanje konsenzusa o temeljnim značajkama toga sustava što posljedično omogućuje da se politički sustavi promatraju ili kao parlamentarni ili kao polupredsjednički, ovisno o značajkama koje se koriste u pojedinim definicijama. Na temelju analize izvornih polupredsjedničkih modela (Weimarski ustav, Ustav francuske Pete Republike) u radu se nastoji ponuditi jednu sveobuhvatniju definiciju polupredsjedničke vlade kao sustava predsjedničke dominacije u političkom sustavu. U tom se smislu taj sustav definira kao sustav u kojem: 1. predsjednika države neposredno izabiru građani, odnosno posredno izborni kolegij u kojem ne prevladava predstavničko tijelo ili je ono isključeno iz njega; 2. njegov se mandat ne može okončati političkom odlukom predstavničkoga tijela; 3. je on stvarni šef izvršne vlasti, a obavlja je osobno i putem vlade koju predlaže parlamentu i 4. temelj njegova ključnoga položaja unutar izvršne vlasti određeni su ustavni prerogativi (raspuštanje parlamenta, imenovanje i razrješenje vlade) i/ili liderski položaj u stranci/stranačkoj koaliciji koja ima većinu zastupnika u parlamentu. ; The article elaborates the basic features of the system of semi-presidential government, which was popularized by Maurice Duverger as a "new model of the political system". Rad se bavi istraživanjem učinaka personalizacije izbornog sustava prije svega na političke stranke i kandidate za zastupnike. Pod personalizacijom izbornog sustava smatra se uvođenje mehanizama u izborni sustav koji osiguravaju veću ulogu birača u izboru njihovih parlamentarnih zastupnika. U radu su predstavljene četiri gusto opisane studije slučaja koje su služile kao temelj za testiranje temeljne i pomoćnih hipoteza. Rad sadrži fokusiranu poredbenu analizu dometa personalizacije izbornog sustava u odnosu na tri ključna slučaja (Austrija, Nizozemska i Finska), kao i u odnosu na kontrolni slučaj Kosovo. U radu je dokazano da snažni personalizirani izborni sustavi, koji imaju najveće vrijednosti personalizacije, odnosno izmjerene vrijednosti utjecaja dva institucionalna potičuća mehanizma koji su predstavljali nezavisne varijable ovog istraživanja (a. preferencijsko glasovanje unutar razmjernog sustava stranačkih lista i b. procedura selekcije kandidata), dovode do personalizacije političkih stranaka na razini zastupnika. Kroz dokazivanje pomoćnih hipoteza ispraćeni su učinci personalizacije izbornog sustava na političke stranke, kandidate/zastupnike, birače odnosno stranački/politički sustav. U radu predstavljeni nalazi fokusirane poredbene analize potvrđuju da snažna personalizacija izbornog sustava vodi personalizaciji izborne kampanje te smanjenoj ulozi političkih stranaka u političkom životu. Smanjena uloga stranaka u kampanjama otvara prostor jačanju uloge konkretnih donatora. Poslanici postaju nezavisniji u odnosu na stranku, ali s druge strane otvoreni za utjecaje donatora svojih kampanja. Nemogućnost opoziva, odnosno tekovina da je zastupnik, a ne stranka vlasnik mandata, dodatno ojačava poziciju zastupnika, a slabi poziciju stranke. Pozicija zastupnika jača, kao i birača koji imaju u snažno personaliziranim izbornim sustavima mogućnost presudnog utjecanja na to tko će ih zastupati u parlamentu, odnosno na koga će privremeno prenijeti suverenitet kao njegovi nositelji. Finski primjer najbolje pokazuje utjecaj snažne personalizacije izbornog sustava na političke stranke, kandidate i birače u konsolidiranoj demokraciji. Slučaj Kosova kao kontrolni slučaj govori da ukoliko izostane prevlast osobnog u odnosu na stranačko u unutarstranačkim procesima, učinci snažnog preferencijskog sustava bit će umanjeni. Izostanak vladavine prava utječe na ravnopravnost kandidata u predizbornim kampanjama, ali snažno preferencijsko glasovanje umanjuje negativne efekte izostanka demokratskih procedura unutar stranke te potiče daljnju demokratsku konsolidaciju u nekonsolidiranim demokracijama. ; The doctoral dissertation deals with research into the effects of personalization of the electoral system primarily on political parties and candidates for deputies. The personalization of the electoral system means the introduction of mechanisms in the electoral system that ensure a greater role for voters in the election of their parliamentary representatives. I define the electoral system as a "set of laws and party rules governing electoral competition between and within the parties" (Cox 1997: 38). This wider definition of the electoral system gives us space to build a more complete picture of the electoral system's impact on political parties, candidates and voters as main actors in the electoral process. The focus of the research is the relationship between personal and party representation. In order to conduct a more comprehensive analysis of the effects of personalization on political parties, the research framework is narrowed down to list proportional electoral systems with preferential voting. Contemporary liberal democracy is characterized by a highly personalized politics. Governments are more recognizable by their leaders than by the parties that are the basis of their constitution. This personalization trend is not characteristic exclusively of presidential systems, but has become a feature of parliamentary political systems. In addition to personalization of the party at the leader level, there is also the personalization of politics at the level of members of parliament (MPs). In this paper, we only use the term 'personalization of a party' in reference to personalization at the level of the MP. We will not deal with the question of the presidentialization of political parties. Under the personalization of a political party at the level of MPs, we mean strengthening the position of deputies in the intra-party decision-making process. Thanks to the introduction of preferential voting in list proportional list systems, the group of electoral systems in which voters play an important role in the selection of their representatives has significantly expanded. Historically speaking, the representative position has been strengthened by the accepted attitude that the MP, not the party, is the 'owner of the mandate'; preferential voting supports this. This paper deals with the personalization of politics at the level of the representative—the political party. That is to say, it explores the question of to what degree personalization of the electoral system affects the political party, its intra- and its inter-party dimension. Moreover, the paper deals with personal and party representation, an area that is a new field of interest for political scientists. Through this relationship, I explore the effect of electoral systems on political parties, candidates and voters. in developing this work, I was guided by the results achieved by Katz (1980, 1986) and Marsh 9 (1985) who first dealt with this issue. In his book A Theory of Parties and Electoral Systems (1980), Katz took his first steps in the research of preferential systems. Five years later, Marsh (1985) was dealing with differences between the preferential systems in Europe. In their works, Katz and Marsh set forth the first hypotheses about the effects of preferential voting. Although there has been a growing interest in research in this area over the last decade, no significant progress has yet been made. Karvonen (2004) made a significant step in systematizing the hypotheses of Katz and Marsh, and he added some more points. In his last paper on this subject (2011), Karvonen was working within the same group of hypotheses, which were open to further research. They are the basis of this research, with additional contributions. A major impetus for this work was one of the most influential articles in this field, 'Incentives to Cultivate a Personal Vote: A Rank Ordering of Electoral Formulas' by Carey and Shugart (1995), which examines the question of the influence of electoral systems on the candidate's electoral strategies—that is, how electoral systems influence the pre-election roles of parties and their candidates. The authors developed three variables: (1) lack of party leadership control over access to and rank in ballots; (2) degree to which candidates are elected on individual votes independent of copartisans; and (3) whether voters cast a single intra-party vote instead of multiple votes or a party-level vote. By combining these three variables, there are up to thirteen combinations. This approach set me up to explore the impact that personalization creates when it comes to the relationship between the MP candidate and the party, or the MP and the party. Most authors agree that the introduction of personalization of the electoral system significantly affects interparty relations, which are sometimes reflected in a high degree of autonomy in campaigning and even in the collection and spending of funds for funding of their personal campaign. The bidding of candidates from the same party exercises a strong influence on intra-party relations, and it often happens that rival relations within the parties remain in the shadow of rival relations between the parties.
New countries on the territory of the former Yugoslavia can be divided into three groups, with regard to direct election of local mayors: forerunners (Slovenia, Macedonia), lead-legs runners (Bosnia and Herzegovina, Kosovo, Montenegro), and hesitators or latecomers (Serbia, Croatia). A research of local leaders' roles and styles perceptions was conducted in the winter of 2008, when all those countries except Croatia had directly elected local mayors. Mayors in Croatia were elected by the local representative bodies. Conceptual framework distinguishes four local leaders' roles or leadership dimensions: political (politician), administrative and managerial (manager), internally oriented(populist or domestic worker), and externally oriented leadership (network builder or foreign minister). Six styles' characteristics were also researched (participative vs. authoritarian style; personal autonomy vs. political party dependence; authority-orientation vs. service-orientation; proactive vs. reactive style; external vs. internal orientation; business-like vs. specific local political style). From the research results, an optimist can conclude that direct election of mayors on the territory of the former Yugoslavia produces mainly expected results, but a bit more slowly than expected. He/she can stress that the observed differences are in line with the expectations. A pessimist can conclude that the way of electing mayors is not decisive for their real political behaviour, at least in the current stage of the development of local political systems. ; Nove zemlje na području bivše Jugoslavije mogu se u pogledu neposrednog izbora lokalnih načelnika svrstati u tri grupe: predvodnici (Slovenija, Makedonija), »trkači olovnih nogu« (Bosna i Hercegovina, Kosovo, Crna Gora) i oklijevala ili »zakašnjeli« (Srbija, Hrvatska). Empirijsko je istraživanje percepcije uloga i stilova lokalnih vođa provedeno tijekom zime 2008. kad su neposredno izabrani načelnici postojali u svim zemljama osim u Hrvatskoj. U Hrvatskoj su načelnici bili izabrani od lokalnih predstavničkih tijela. Konceptualni okvir razlikuje četiri uloge lokalnih vođa ili dimenzije lokalnog vodstva: političku (političar), upravnu i menadžersku (menadžer), interno orijentirano vodstvo (populist ili domaći radnik) te vodstvo usmjereno izvan lokalne samoupravne jedinice (graditelj mreže ili ministar vanjskih poslova). Istraživano je i šest karakteristika stila (participativni ili autoritarni stil; osobna autonomija ili ovisnost o političkoj stranci; orijentacija prema vlasti ili prema služenju; proaktivni ili reaktivni stil; vanjska ili unutarnja orijentacija; stil nalik onome u privatnom sektoru ili specifičan stil lokalnih političara). Na temelju rezultata istraživanja optimist bi zaključio da neposredni izbori načelnika na području bivše Jugoslavije dovode do očekivanih rezultata, ali nešto sporije nego što bi se moglo očekivati. Smjer razlika koje postoje između zemalja s neposredno izabranim načelnicima na jednoj strani i Hrvatske na drugoj u skladu je s očekivanjima. Pesimist bi zaključio da način izbora načelnika nije odlučan za njihovo stvarno političko djelovanje, u najmanju ruku u sadašnjoj fazi razvoja lokalnih političkih sustava.
Rasprava o izborima i izbornim sustavima zapravo je rasprava o tome kakvi mogu biti učinci predstavništva u demokratskim političkim sustavima. Razumijevanje te poveznice nije moguće bez poznavanja tehničkih detalja od kojih su satkani izborni sustavi. Unatoč nepostojanju općeprihvatljivoga pojmovnog okvira i postojanju kompleksnosti različitih definicijskih pristupa i interpretacijskih polazišta, i o izborima i o izbornim sustavima, postignuto je suglasje o tome da se izbori vežu uz predstavničku demokraciju te da predstavljaju njezinu središnju instituciju, a da izborni sustavi predstavljaju načine na koje birači mogu izraziti svoje preferencije kroz glasove, te mogućnosti kako se ti glasovi mogu pretvoriti u zastupničke mandate. Kakvu izbornu strategiju, uobličenu u izbornom modelu, primijeniti? Kako kombinirati strukturne elemente izbornih sustava da bi se postigli priželjkivani politički učinci? Pitanja su na koje odgovor može dati samo dobro poznavanje složene izborne problematike koja je u dodiru s ukupnim krajolikom političkog: institucijama, procesima i sadržajima. ; Discussion about elections and electoral systems is in fact discussion about the effects of representative bodies in democratic political systems. Understanding of that link is not possible without knowing technical details used for forming electoral systems. Despite nonexistence of generally accepted conceptual framework and complexity of different definition approaches and interpretation bases of both elections and electoral systems, there is an agreement that elections are related to representative democracy and they represent its central institution, while electoral systems represent the ways in which voters can express their preferences through their votes and possibilities how those voices can be turned into representative mandates. Which elections strategy, formed in electoral model, should be applied? How to combine structural elements of electoral systems in order to achieve hoped-for political effects? Those are the question which could be answered only by good knowledge of the complex electoral problem area which is in contact with total political landscape: institutions, processes and contents.
This paper deals with the Europeanization of public administration and public policy in the context of participative democracy and good governance. The main argument is that without a strong participative democracy, neither the efficiency nor the political legitimacy can develop properly in Central and East European (CEE) new democracies. This theoretical paper analyses the stages of development of the modern states in a comparative way as the polity, politics and policy stages. It points out that while CEE states are still only coping with the difficulties of the second stage, the most advanced member states are already in the third stage. Since the new democracies haveto be evaluated against the background of these latest EU requirements in the period of global crisis, the f conclusion is that they have to catch up not only in the economic field but also in the respect to their public administration and public policy systems. ; Rad se bavi europeizacijom javne uprave i javne politike u kontekstu participativne demokracije i dobrog upravljanja. Glavna je teza da se bez jake participativne demokracije ne mogu pravilno razvijati ni učinkovitost niti politički legitimitet u novim demokracijama srednje i istočne Europe. Usporedno se analiziraju faze razvoja modernih država – faza početne političke zajednice (polity), politička faza (politics) te faza javnih politika (policy). Dok se države srednje i istočne Europe još uvijek bore s teškoćama u drugoj fazi razvoja, najnaprednije države članice EU već su u trećoj razvojnoj fazi. Novi sustavi javne uprave razvijali su se od rane faze profesionalizacije do faze pojačane politizacije na na iskrivljen način jer je stvorena svojevrsna političko-upravna elita kao nisko učinkovita vrsta nove nomenklature. Rad se oslanja na opsežna komparativna istraživanja provedena od strane Mreže instituta i škola javne uprave središnje i istočne Europe (NISPACee). Budući se uspjeh novih demokracija ocjenjuje s obzirom na najnovije zahtjeve EU koji se pojavljuju u doba globalne krize, zaključuje se da te zemlje moraju sustići naprednije zemlje ne samo na gospodarskom polju već i u pogledu načina funkcioniranja upravnog i političkog sustava.
Trieste è stata, per un certo periodo di tempo, un privilegiato punto di osservazione sui principali fatti del mondo, in quanto sede di importanti compagnie di navigazione e di assicurazioni che fondavano i loro traffici e i loro interessi sulla raccolta e l'analisi puntuale della situazione internazionale. Infatti il giornalista triestino Silvio Benco dimostra notevole attenzione per la "geopolitica", una disciplina che si afferma alla fine del XIX secolo come strumento di interpretazione dei fatti della politica internazionale in relazione alla geografia terrestre. Grazie agli strumenti scientifici della geopolitica, egli è in grado di esaminare la trasformazione degli equilibri internazionali nei primi 50 anni del XX secolo, prestando attenzione ad alcuni aspetti molto importanti: la corsa agli armamenti delle grandi potenze europee per ottenere il predominio marittimo con spese così pesanti da pregiudicare l'economia dei singoli Stati; l'affermazione di nuove potenze (Giappone e Stati Uniti) che si contendono l'Oceano Pacifico e il declino dell'Impero russo messo in crisi dalla grave situazione interna; il declino dell'Europa dove i sistemi politici sembrano troppo fragili ed incapaci di dare vita ad una società realmente democratica, in essi prevalgono le spinte autoritarie e l'ascesa delle caste militari in pieno accordo con i circoli finanziari e industriali; la crisi balcanica che accelera il processo di dissoluzione dell'Impero austro-ungarico e dell'Impero ottomano, aprendo un pericoloso varco negli equilibri dell'Europa sud orientale. Infine, dopo la seconda guerra mondiale, Silvio Benco ripone molta fiducia nella possibilità di costruire un nuovo spirito europeo in considerazione degli errori che hanno portato ad un conflitto più terribile del precedente. Benco è consapevole che l'Europa ha esaurito il suo ruolo storico rinunciando da tempo alla cultura e allo spirito liberale, il continente sembra escluso dal futuro. La maggiore preoccupazione di Benco è la perdita di identità: egli è attratto dal progresso e dalla modernità ma guarda con diffidenza i grandi movimenti di massa che sembrano non controllabili. ; U određenom povijesnom razdoblju Trst je bio istaknuto mjesto za promatranje glavnih svjetskih događanja jer je bio sjedište važnih pomorskih i osiguravateljskih kompanija koje su temeljile svoj promet i interese na prikupljanju podataka i raščlambi međunarodne situacije. Tršćanski je novinar Silvio Benco pokazivao znatan interes za geopolitiku, disciplinu koja se krajem XIX. stoljeća potvrdila kao sredstvo za tumačenje događanja u međunarodnoj politici u odnosu na zemljopisne okolnosti. Zahvaljujući znanstvenom instrumentariju geopolitike bio je u stanju razmatrati promjene međunarodne ravnoteže u prvih pedeset godina XX. stoljeća posvećujući pozornost pojedinim vrlo važnim gledištima: utrci u naoružanju velikih europskih sila kako bi postigle pomorsku prevlast uz tako velike troškove da su naškodili gospodarstvu pojedinih država; potvrđivanju novih sila (Japana i Sjedinjenih Američkih Država) koje su se otimale za Tihi ocean i opadanju Ruskoga Carstva upaloga u krizu zbog teškoga unutarnjeg stanja; slabljenju Europe u kojoj su politički sustavi pokazivali krhkost i nesposobnost da oživotvore stvarno demokratsko društvo i u kojoj su prevladavala autoritarna stremljenja i uspon vojnih staleža u punoj suglasnosti s financijskim i industrijskim krugovima; balkanskoj krizi koja će ubrzati proces raspadanja Austro-Ugarskog i Osmanskog Carstva otvarajući opasnu pukotinu u ravnoteži Jugoistočne Europe. Konačno, poslije Drugoga svjetskog rata Silvio Benco vjerovao je u mogućnost izgradnje novoga europskoga duha s obzirom na pogreške koje su dovele do toga sukoba koji je bio strašniji od prethodnoga. Benco je bio svjestan da je Europa iscrpila svoju povijesnu ulogu odrekavši se odavno kulture i liberalnoga duha, da je kontinent izgledao isključen iz budućnosti. Glavna je Bencova preokupacija bila gubitak identiteta: bio je znatiželjan prema napretku i modernosti, ali je s nepovjerenjem gledao na velike masovne pokrete, za koje nije smatrao da ih je moguće držati pod nadzorom. ; At a certain point in history, Trieste was a crucial place for observing main political events due to its role as a centre of important naval and insurance companies which based their trade and interests on collecting data and analyzing the international affairs. Silvio Benco, a journalist from Trieste, showed interest for geopolitics, a discipline which proved to be a useful instrument for analyzing international political events in regard to geographical circumstances at the end of the 19th century. Thanks to the scientific instruments of geopolitics, he was able to investigate the changes in the international balance of the first half of the 20th century, giving much attention to certain important aspects: the arms race of great European countries over the domination of the sea which resulted in an expense so large that it damaged the economies of certain countries, the appearance of new political powers (Japan and United States of America) which fought over the domination of Pacific, the decline of Russian Empire which was in deep crisis because of hard inner turbulence, the weakness of European countries, whose political systems were becoming more fragile and were unable to properly shift towards democratic societies and were dominated by authoritarianism and the rise of military class with the full approval of financial and industrial circles; the crisis of Balkans which will accelerate the decline of Austrian-Hungarian Empire and Ottoman Empire, revealing a dangerous crack in the balance of South-East Europe. Finally, after Second World War, Silvio Benco believed that a new European spirit could be created considering the mistakes which created a conflict even more terrifying than the one before. Benco was aware that Europe's historical role had faded when it gave up its culture and liberal spirit, that the continent was excluded from the process of creating the future. Benco's main concern was the loss of identity: he was curious to see what the progress and modern times shall bring, but he did not trust the great mass movements, he believed they could not be kept under control.
Biblical Criticism, the historical study of Biblical texts, spread across the European universities during the late 19th century, the same period when the European states modernized, and identifying state and nation became a political project. The new scientific view on the Bible became in this political reform context a topic of public debate: Should the national education systems under construction implement the modern scientific understanding of the Bible, should school keep teaching the Catechism, or should religious instruction be separated from the school of the nation in order to become a 'school for all'? Whereas the academic hotbeds of Biblical Criticism were not least the Germanspeaking universities and academic institutions in France, the popularization of Biblical Criticism through education proved more successful in the Nordic states than in e.g. Prussia and France. The article explores the gradual success of Biblical Criticism education reform efforts in the case of Denmark from the late 19th to mid-20th century in relation to the development of the state from an absolutist kingdom to a nation state with constitutional monarchy and parliamentarism, and discusses on this basis the relation between religion, secularization and educational nation-state crafting. ; Biblijski kriticizam, tj. povijesno proučavanje biblijskih tekstova, proširio se europskim sveučilištima tijekom kasnog 19. stoljeća, u istom periodu u kojem su se europske države modernizirale, a identifikacija države i nacije postala politički projekt. Neka znanstvena gledišta na Bibliju postala su tema javne rasprave u kontekstu spomenute političke reforme: trebaju li nacionalni obrazovni sustavi u okviru reforme primijeniti moderno znanstveno razumijevanje Biblije; treba li škola nastaviti poučavati katekizam ili bi se poduka religije trebala odvojiti od državne škole da bi postala 'škola za sve'? Dok su akademska legla biblijskog kriticizma bila posebno sveučilišta na kojima se govorio njemački i akademske institucije u Francuskoj, popularizacija biblijskoga kriticizma kroz obrazovanje bila je uspješnija u nordijskim zemljama nego u npr. Prusiji i Francuskoj. U ovom radu istražuje se postupan uspjeh nastojanja reforme obrazovanja u području biblijskoga kriticizma u slučaju Danske iz perioda kasnog 19. do sredine 20. stoljeća, u odnosu na razvoj države iz apsolutističke kraljevine u nacionalnu državu s konstitucionalnom monarhijom i parlamentarizmom, i na toj osnovi propituje odnos između religije, sekularizacije i obrazovnoga oblikovanja nacionalne države.
U članku predstavljamo kvalitativno istraživanje svakodnevne građanske prakse dijela Čeha, s posebnim naglaskom na ulogu novih medija. Temi smo pristupili tako da smo se orijentirali na sadržaj, a ne na medije. U fokusu našeg istraživanja jesu načini na koje su građanske prakse strukturirane u užem i širem društvenom i političkom kontekstu te kako te kontekste doživljavaju postsocijalistički građani iz sela i velikih gradova. Uzimajući u obzir navedene kontekste, analizirali smo ulogu novih medija i građanske prakse u svakodnevnom životu. Istraživanje se temelji na polustrukturiranim dubinskim intervjuima s 22 politički i javno aktivna građanina, a pokazalo je da se Česi suočavaju sa sličnom krizom u institucionalnoj politici kao što je to slučaj i u starijim demokracijama. Istraživanje je također otkrilo razlike u načinu informiranja između sela i gradova, kako u participacijskim praksama tako i u načinima kako građani koriste nove medije. Međutim, istraživanje nije dokazalo da su novi mediji radikalno transformirali građanstvo, već je pokazalo da je došlo do suptilnih pomaka u praksi i do pragmatičnog miješanja komunikacije licem u lice i tradicionalnih medija (tiskani mediji, sustavi razglasa, oglasne ploče) s novim komunikacijskim tehnologijama. ; The article discusses qualitative research on the mundane civic practices of some Czechs, with a specific focus on the role of new media. It works with a context-oriented approach in order to avoid media-centrism. Our research is focussed on the ways in which civic practices are structured by immediate and wider social and political contexts and how they are experienced by post-socialist citizens from villages and large cities. The role of new media and the place of civic practices in everyday life is analysed with respect to these contexts. The research based on semi-structured in-depth interviews with 22 politically and publicly active citizens indicates that Czechs experience a similar crisis in relation to institutional politics as their counterparts in long established democracies and it reveals tell-tale differences between the social spaces of villages and cities both in participatory practices and in civic uses of new media. However, the study does not indicate a radical, new media-driven transformation of citizenship, rather it suggests subtle shifts in practices and a pragmatic mixing of face-to-face communication and traditional media (print, public address systems, noticeboards) with new communication technologies.
The Transformation of Economic Imagery in Croatian Culture in the 1990sThe article problematizes the relationship between culture and capitalism in creating a specific economic imagery of the 1990s in the Croatian cultural space as part of the post-Yugoslav context. One of the assumptions in analysing the connection between economics, culture and literature is that different political and economic systems (such as socialism or capitalism) always represent a certain type of culture. It is necessary to have a certain type of culture that will introduce and legitimize certain political and economic systems, which inevitably means that at the same time, certain types of cultural practices will also appear that will challenge and question them. The analysis detects processes of intellectual dismantling and transformation of socialism and creating the foundation for a new "moral and affective economy" (Ahmed, Bowles) of capitalism on post-socialist terrain. The author focuses on three "cultural patterns" (Williams) from the sphere of consumer culture, everyday life, scientific, artistic and cultural literature, through which she follows symptomatic traces of creating, negotiating and opposing the hegemonic culture in early 1990s Croatia. Transformacija ekonomskog imaginarija u hrvatskoj kulturi 90-ih godina 20. stoljeća Članak problematizira odnos kulture i kapitalizma u kreiranju specifičnog ekonomskog imaginarija devedesetih godina u hrvatskom kulturnom prostoru kao dijelu postjugoslavenskog prostora. Temeljno polazište rada jest da da različiti politički i ekonomski sustavi (kao što su socijalizam i kapitalizam) uvijek predstavljaju i određeni tip kulture. Nužno je da određen tip kulture uvede i legitimizira određene političke i ekonomske sisteme što znači da se isto tako javiti i one kulturne prakse koje će ih izazvati, propitivati i oponirati im. Analiza detektira procese intelektualne demontaže socijalizma i kreiranje nove ''moralne i afektivne ekonomije'' (Ahmed, Bowles) kapitalizma na postsocijalističkom terenu.
