This is an ambitious but often frustrating book. Its goal, as laid out by Fred Rosen in the introduction, is to "explore the ways in which the contours of dissent and resistance have been generated by the activities of empire, as well as the ways in which the contours of empire have been given shape by opposition, resistance, and disaffection" (5). The ambition is to demonstrate the causal relationships between the empire of the United States on the one hand, and the resistance that has emerged as a result.My frustration stems primarily from the fact that the book offers no definition of "empire" despite its centrality to the chapters. Rosen does not define it in the introduction. Indeed, one has to dig deeply into Alan Knight's impressive discussion of U.S. imperialism and hegemony to find the following in endnote 24: "I have deliberately refrained from trying to define imperialism" (47; emphasis in original). Endnote 99 states very plainly that "I have made the prudent but cowardly decision to avoid attempting any definition or discussion of "resistance," a concept that, due to overuse, may be yielding diminishing returns" (52).

AbstractAs more Latin American migrants make their way to the United States, the issue of transnationalism has received increased scholarly attention. Transnationalism refers to the delinking of the individual from his or her government and an increase in international ties as a result of the economic globalization that promotes the movement of people, goods, money, and ideas. Prevailing consensus is that the state, particularly in Latin America, is weakened by transnationalism because individuals are freer than ever from state control. This article argues that examining Latin American emigrant policies yields a different conclusion, namely that the state's response to transnational pressures has made governments more active and relevant in certain ways than in the past. Studies of transnationalism must therefore incorporate state strategies for a better understanding of its impact on Latin American governments.

This paper analyzes the contradictions in the process of accumula tion in the context of backwardness, looking in detail at the Peruvian economy over an eight year period. A general theoretical framework is developed in which the barrier to accumulation is derived from the sphere of production, following the method of Marx (a fuller development of this analysis is found in a forthcom ing joint work by Elizabeth Dore and John Weeks). The economic crises of 1967- 1969 and 1975 to the present are explained in terms of this theoretical analysis. Annual and quarterly data are employed to describe the form of these crises. It is argued that these crises are not the result of deficiencies in demand, either in the domestic market or in exports, but result from fundamental contradictions in the sphere of production. It is these contradictions which gave rise to the coup of 1968, in which the local industrial capitalist class seized power from an alliance of financial and exporting capitalists and pre-capitalist expropriators.

Gregory Weeks's Embracing Autonomy departs from other general treatments of Latin American-US relations not by putting US policy aside but by bringing in the Latin American and global contexts more closely and thus avoiding the incomplete picture provided by a narrow focus solely on the policies of the United States. The core of autonomy for Latin America from the United States is seen in new, deeper, and more numerous relationships that do not include the United States. The book is not a study of rebellion against the United States, or even a critique of US policy. Instead, it is an examination of the major shifts that have taken place in the region in recent decades and how they have shaped Latin American-US relations. Weeks's book provides a clearer understanding of where Latin America stands vis-à-vis the United States in the early twenty-first century. In doing so, we gain a better sense of the trajectory of Latin American-US relations and how they develop in turbulent times
