The purpose of this study is to investigate and analyze: 1). knowledge management processes on the development of activities to share and absorb knowledge, 2). Information Technology's role in accommodating the process of knowledge management. The object of this research is at Research and Development Institution of Government. This study used a qualitative analysis approach with the single case study. From the collection and analysis of data and information can be seen that: 1) The process of knowledge management in development activity to share and absorb knowledge R & D institutions of government have been run and produced several innovations through various recommendations of research results are submitted to the technical unit, 2) Utilization of information technology advances in the development of activities to share and absorb knowledge is a requirement for a functional official researcher, but there are still limited availability of computer equipment. Penelitian ini bertujuan untuk menganalisis: 1) proses manajemen pengetahuan (knowledge management) pada pengembangan aktivitas berbagi dan menyerap pengetahuan, 2) peran Teknologi Informasi dalam mengakomodasi proses manajemen pengetahuan (knowledge management). Obyek penelitian ini adalah Lembaga LIT-BANG Pemerintah Pengambil Kebijakan. Penelitian ini menggunakan pendekatan analisis kualitatif dengansingle case study. Hasil penelitian menunjukkan bahwa: 1) prosesknowledge managementpada pengembangan aktivitas berbagi dan menyerap pengetahuan di Lembaga Litbang pemerintah telah berjalan dan telah menghasilkan beberapa inovasi melalui berbagai rekomendasi hasil penelitian yang disampaikan kepada unit teknis, 2) pemanfaatan kemajuan teknologi informasi dalam pengembangan aktivitas berbagi dan menyerap pengetahuan sudah merupakan kebutuhan bagi pejabat fungsional peneliti, namun ketersediaan perangkat komputer masih terbatas.

The impact of technological developments and the application of GNNT or Cashless in toll road transactions can trigger company to terminate employment, but the company is not allowed to lay off, this is a challenge for Jasa Marga so that there are no layoffs and operational services in the field continue to run by Government policies and the PUPR Ministerial Decree. In 2017-2019 PT Jasa Marga (Persero) Tbk. made a change by preparing a voluntary Professional Transfer Program (A-Life) for employees. In this process, Jasa Marga Management, the Employees, and Employees Union are committed to jointly leading the change management process in a professional transfer program that takes into account the interests of the Company and the Employees, however should improve the quality of organizational culture as well. The method used a qualitative approach based on a case study to examine the state of natural objects, in which the researcher is the key tool, the data collection technique is performed by triangulation (a combination of observations, interviews, documents), the resulting data tends to be qualitative data, analytical data is inductive/qualitative and research finding of qualitative research is about understanding meaning, understanding unique, construct phenomena and find hypotheses. The conclusion there were the process, obstacles, and effectiveness of change management implementation in the professional transition program (ALife) and organizational culture which has not been implemented optimally.

Payments are traditionally made through cash or credit card even as virtual payments are made the use of proprietary software program such as payment cards, and electronic money. Less Cash Society is a new structure that exists in society, where the physical form of money can be replaced by a new system, namely electronic money as a medium for transactions, so that money is no longer seen as a physical form like a sheet of paper or metal coins. Within the future, the less cash society application is campaigned with the aid of the government as a part of one of the following: community training, especially in Indonesia in facing various demanding situations of global competition, due to the fact minimizing using physical money is one of the strategies implemented in order that the price of the rupiah stays stable. The method used by the author in collecting data is the literature study method. By studying relevant books and literatures related to research on information systems and the use of electronic money as a transaction tool towards a cashless society. In the near future, Indonesia can truly maximize the strength of local resources and utilize what is in this country to realize a less cash society through manufacturing all needs, hardware and payment infrastructure using electronic money. Indonesia do not only act as consumers, but also grow local industries and optimally utilize human resources.
