An explanation of the emergence of a substantial-sized small-scale sector in an industry in which a number of large enterprises were already well established. A review of statistical & secondary data on the development of the tubewell industry in Pakistan from the 1950s through the 1970s shows that the barrier normally set up by the requirements associated with large-scale production was overcome by small enterprises practicing vertical specialization. The survival of the small-scale sector was ensured by these units occupying the low-quality, low-price segment of the market & the large firms having access to more protected & lucrative markets. 3 Tables, 29 References. The authors explain the emergence of a substantial-sized small-scale sector in an industry in which a number of large enterprises were already well established. The barrier normally set up by the requirements associated with large-scale production was overcome by small enterprises practising vertical specialisation. It is pointed out that the prior establishment of large enterprises that imported the technology of tubewell production into the country was another condition necessary for the emergence of the small-scale sector.
