Abstract
An explanation of the emergence of a substantial-sized small-scale sector in an industry in which a number of large enterprises were already well established. A review of statistical & secondary data on the development of the tubewell industry in Pakistan from the 1950s through the 1970s shows that the barrier normally set up by the requirements associated with large-scale production was overcome by small enterprises practicing vertical specialization. The survival of the small-scale sector was ensured by these units occupying the low-quality, low-price segment of the market & the large firms having access to more protected & lucrative markets. 3 Tables, 29 References.
