The emerging concern on the reliability of property valuations coupled with the attendant consequences of growing number of distressed banks in Nigeria necessitate this study. Therefore, the study examined the mortgage valuation process including sources of valuation instructions, bases and methods being adopted and their implications on lending decisions and valuation profession in the study area. To accomplish the study, questionnaires were randomly administered on samples of estate surveying and valuation firms and lending institutions respectively in Lagos Metropolis. The data emanating there from were analysed using frequency distributions, ranking mean and relative important index ranking. The study, prima facie, established that mortgage valuation has been an important input in lending decisions. It further showed the implications of the blind adoption of the cost approach, inconsistency amongst valuers and non ‐ inclusion of insurance valuation in the mortgage valuation process. The continued productivity of urban economies depends upon the provision of urban infrastructure and social services. And, a large share of the service‐provision role is conventionally assigned to local government as tastes and preferences vary among individuals and communities. This requires financing the public expenditures and, although, there are other sources of revenue, taxation is very central to effective and efficient service‐delivery. The paper, therefore, examines the role of property taxation in this regard with a view to promoting and building urban local governance autonomy in cities of developing world. The paper also examines the essentials of a good property tax and problems of its administration in Africa urban local governments. Consequently, aprima faciecase for property tax reforms is made in order to improve the revenue‐generating potentials of the tax. More importantly, the paper concludes that the real challenge towards sustainable fiscal autonomy for urban local governance in developing countries is to rally all actors or stakeholders at the policy planning and administration of property tax stages. This will ensure effective mobilization of all for the success of such tax. Nors egzistuoja kitų pajamų šaltinių, mokesčiai yra labai svarbūs kokybiškoms paslaugoms teikti. Todėl šiame darbe tiriamas nuosavybės apmokestinimo vaidmuo, miestų savivaldos autonomiją propaguojant ir kuriant besivystančių valstybių miestuose. Darbe nagrinėjama nuosavybės mokesčio esmė bei jo administravimo problemos Afrikos miestų savivaldos organizacijose. Akivaizdu, kad reikalinga nuosavybės mokesčių reforma, kuri leistų geriau pasinaudoti pajamų surinkimo iš mokesčių potencialu. Darbe taip pat pateikiama svarbi išvada, jog kuriant subalansuotą iždo politiką pagrindinis uždavinys, tenkantis miestų savivaldos organizacijoms besivystančiose šalyse, ‐ pasistengti visas suinteresuotas puses įtraukti į politikos planavimą ir nuosavybės mokesčių administravimą. PurposeQuite a substantial number of academic papers have examined the performance of both direct and indirect real estate relative to other investment assets. While these studies are valuable in the field of real estate investment performance measurements, a gap still exist in the literature on the comparative performance of investment assets in the various sectors of the stock markets of most emerging economies. This paper aims to fill the gap by providing analysis of the historical performance of real estate and other securities in the Nigerian capital market.Design/methodology/approachAnnual open and closing market prices of shares and dividend of sampled listed companies in addition to data on all share index (ASI), consumer price index (CPI) and yield on 90‐days T‐Bill were obtained for the period 1999‐2005. These were then analysed using descriptive, risk‐adjusted measures and regression models.FindingsThe empirical evidence suggests that while real estate outperformed the market on a nominal basis, it underperformed the market stock on a risk‐adjusted basis over the time period of analysis. Unexpectedly, real estate security did not provide a good protection against inflation and is also uncorrelated with the stock market.Originality/valueThis paper provides empirical evidence of the investment characteristic of indirect real estate investment in Nigeria. The results suggest that real estate security does not after all provide a good substitute to direct real estate investment.
