ONE IMPORTANT CONSEQUENCE OF GLOBALIZATION HAS BEEN THE CUMULATIVE SHIFTING OF TAX BURDENS FROM CORPORATIONS TO INDIVIDUALS. IN RESPONSE, A NUMBER OF CITIZENS' GROUPS IN THE USA AND CANADA HAVE MOUNTED CAMPAIGNS TO REDUCE THE SUBSIDIES AND TAX CONCESSION GIVEN TO CORPORATIONS, WHAT MANY CALL "CORPORATE WELFARE." THIS ARTICLE EXMAINES THE ACTIVITIES OF ORGANIZATIONS, ASSESSING THEIR LOCAL SUCCESSES AND FAILURES AS WELL AS THEIR PROSPECTS OF REDUCING COMPETITION FOR INVESTMENT AND ENDING OR REVERSING THE LONG-RUN SHIFT IN TAX BURDEN.
