В статье рассматривается уровень доходов рабочих в первые годы советской власти. Основное внимание в статье уделяется соотношению заработной платы, продовольственного пайка и ценам на вольном рынке региона. Авторы приходят к выводу, что материальное стимулирование не обеспечивало рабочих региона минимальными жизнедеятельными потребностями, в результате чего возрастал социальный протест, который заставил власти перейти к нэпу. ; The article deals with the income level of workers in the first years of the Soviet government. Serious consideration is given to the interrelation between wages, food rations and prices on the open market in the region. The authors conclude that financial incentives did not provide the workers of the region with the minimum vital needs. It resulted in the increase of the social protest, which forced the government to turn to the NEP.

В статье в контексте происходившей в России радикальной ломки социальных связей в результате Октябрьской революции рассматривается формирование и деятельность инженерных рабочих войск как РККА, так и Белой армии, а также условия комплектования их инженерными и рабочими кадрами начиная с 25 октября 1917 г. и в годы Гражданской войны. В исследовательских целях в оборот введен ряд новых архивных документов. ; Formation of the administrative and militaryeconomic institutions in Russia during the civil war and the intervention of the allied forces (1918-1921) took place on the territory controlled by both the Bolsheviks and the White Army. However, this aspect, especially the state of military engineering and military engineering troops, it is not investigated in Western historiography. Even Russian historiography is limited to mention a few famous names and few major military-engineering solutions that period. Meanwhile, in this case, we should talk not only about the impact of the revolutionary break-up of former social relations and the civil war on the Corps of Engineers, but also on the impact of state and quality of engineering troops to the results of military operations and social relations (at least in the army). This topic is of interest in terms of the fortification art development during the Civil War (for example, there is extensive bibliography on fortification in American Civil War). This article is the second piece of my research in the history of Russian Corps of Engineers. Subjects of this part are institutional aspects of Russian Corps of Engineers formation in Civil War (both in Red and White armies), training and activity of labor construction units (divisions) and military engineering personnel in the wartime conditions. I put my study on the basis of a large array of previously not studied archival materials from the central archives of Russia. In this article, I tried to fill the existing gaps in the history of the becoming of Soviet engineer troops, its command and control, as well as defensive engineering and construction measures on the Civil War fronts in 1918-1921 (especially on the Eastern Front against Admiral Kolchak). In the first year of Soviet Russia, the Bolsheviks began to form a control system engineering troops as part of a new army. To do this, two management headquarters were set up in series. These were the Central Military Technical Department and Main Military Engineers Department, which was then transformed into the Engineer Defense Division. At the head of these institutions were Konstantin Velichko and Alexey Ovchinnikov, who were most experienced and authoritative officers of engineer troops of Tsarist Russia, adhered to Bolsheviks. They are attracted to cooperation the most qualified military engineering personnel (for example, an outstanding military engineer Dmitry Karbyshev) and were able to efficiently use the available resources. These engineers designed and built a new type of fortified regions to cover all major destinations and cities in Russia, which significantly increased security and military potential of the new government. This fact, as well as the centralization of the Bolshevik government and military control (including military engineering controls) contributed significantly to the victory of the Red Army over the fragmented and far less coordinated actions of the White Army (whose leaders often do not find a common language because of their ambitions). In addition, the leaders of the White movement and their military engineering departments and divisions had a much bigger deficit of material and human resources, a much weaker organization, and the lack of time, because they were attackers. This significantly weakened them both in the attack and defense. In my article, I pay special attention to the political and social changes in Russian society and in the army caused by Civil War. Thus, I show the reasons for Russian military engineers adhering from the Red Army to the White one and back were not only ideological but also economic (necessity for survive a depreciation of money and devastation) and personal (corporate relations, personal likes and dislikes). Also I first has made a summary table of colonels and generals of engineering troops of the Red, White and national armies in 1918-1920. I conclude in time of war, in the destruction of social bonds, defensibility of the army and viability of the state essentially depend on control of military engineering troops (which determine arrangement of theaters of war and preservation of civilian communications), on the organization of human and material resources for the needs of military construction.

Examines the legal framework of RGSC, the tasks that can be solved by RGSC. Looks at the possible role RGSK in the electoral process at the level of MS and evaluated the potential results RGSC. Offers the best option of using RGSC in the interests of the population in the form of an all-Russian program "Development of mechanisms for the formation and establishment of a network of working groups promote and monitor the activities of Executive bodies on the territory of the Russian Federation" with a preliminary pilot project on the territory of Moscow and Sevastopol.

В статье анализируются особенности и итоги деятельности «рабочих партий», возникших в северных штатах США в 1827-1828 гг. и действовавших до середины 1830-х гг. Эти протестные движения объединяли недовольных, были реформаторскими и радикальными. «Рабочие партии» боролись за права трудящихся и выступали за глубокие и масштабные демократические реформы в стране. ; The article analyzes workers' parties peculiarities and activity results. These organizations had emerged in the northern states of the USA in 1827-1828 and were in force until the middle of the 1830s. These protest movements united discontented people and were both reformatory and radical. Workers' parties struggled for working people's rights and supported profound and fundamental democratic reforms in the country.

В современном обществоведческом дискурсе существуют две трактовки понятия "человеческий капитал". Использование его в классическом (узком) значении дает исследователю благоприятные возможности получения количественных данных об уровне обученности работников, помогает зафиксировать и описать тот объем квалификационного ресурса, которым люди оперируют на рынке труда. Так, компаративистское исследование ряда стран (на данных Международной программы социальных исследований ISSP "Трудовая деятельность" 2015 г.) выявило хороший уровень базового образования российских рабочих, а также накопления ими опыта в процессе трудовой деятельности (то есть общего и специфического человеческого капитала). В то же время среди российских рабочих мало практикуется повышение квалификации и дополнительное образование. Стремление получить продвинутое базовое образование (вплоть до высшего) выглядит иррациональным на фоне дальнейшего полного пренебрежения к обучению как таковому. Понять такую модель поведения российских рабочих в рамках классической трактовки человеческого капитала представляется затруднительным. Разрешить парадоксы поведения в сфере трудовой занятости помогает более широкая трактовка человеческого капитала, включающая помимо образовательных характеристик более разнообразный спектр показателей. При таком подходе человеческий капитал - это не только сами по себе профессиональные умения и знания, но и некоторые ментальные характеристики, тесно связанные с нормами национальной культуры. Изучение этой проблемы основывалось на данных всероссийского исследования, проведенного в 2010 г. Институтом социологии РАН по методике Г. Хофстеда VSM94. Концепция человеческого капитала в такой интерпретации приобретает большую объяснительную силу (позволяя рассматривать поведение людей не только как сугубо рациональное), давая выходы на теорию и практику менеджмента. В рамках этого подхода изучение культурных норм дает понимание того, что в российской трудовой культуре регулярное повышение квалификации (то есть обновление человеческого капитала) не является общепризнанной ценностью, ибо такого рода поведение во многом зависит от наличия у трудящегося стремления к личному успеху, желания и способности к самопрезентации и т.д. В то же время производственная культура российских рабочих, отражающаяся в культурных показателях Г. Хофстеда, хорошо сочетается с исконно российской высокоэффективной организацией труда в форме артелей.
В контексте актуальной проблемы оздоровления депрессивных территорий авторы статьи подвергают критике устоявшиеся в практике государственного и муниципального управления способы преодоления депрессивности за счет вливания в развитие неблагополучных территорий внешних, преимущественно бюджетных, ресурсов. Концентрируя внимание на внутренних источниках развития территории, авторы статьи прорисовывают контуры модели, где местные домохозяйства показаны главной движущей силой, способной дать энергетический импульс выходу муниципального образования из состояния депрессивности. В качестве отдельного элемента модели предложено рассматривать целевое кредитование домохозяйств, которое одновременно должно способствовать увеличению доходов и сокращению расходов домохозяйств, а также выступать в качестве внебюджетного источника реализации программ местного развития. Кроме того, поставлен вопрос построения управленческого контура модели, и определена роль органов местного самоуправления, результатом действий которых должны стать активизация выявленных источников развития и консолидация ресурсов заинтересованных сторон. ; Reviewing perspectives for revitalization of depressed territories, authors criticize the conventional governmental and municipal practical approaches for rehabilitation of depressed territories. Most of these approaches are based on the injections of budget resources into development of disadvantaged regions. By focusing on endogenous sources of the regional development, authors carefully draw the model outlines, picturing households as the main driving force capable of providing the energy impulse for pulling the municipality out of depression. The purpose lending to households is suggested to be considered as a separate element of the model. This type of lending should simultaneously trigger income increase and expenses decrease of a household; at the same time it should serve as the off-budget source of local economical development programs implementation. In addition, authors raise the question of building the management contour of the model and define the role of local authorities whose activities should result in intensification of identified sources of development and in consolidation of the interested parties' resources.

<p align="justify">В статье анализируются причины и характер забастовочного движения в СССР в 1920-е годы и уроки, которые извлекала большевистская власть из протестов различных групп работников против действий нанимателей. Политика в области трудовых конфликтов носила дуалистический характер, когда одни забастовки (в частном и концессионном секторах) пользовались институциональной поддержкой, а другие (в государственном секторе) пресекались административными и репрессивными методами. Устойчивое воспроизводство острых конфликтов в сфере труда ставит вопрос о действительной природе системы власти и экономического базиса, обозначавшихся как социалистические.

На основе не публиковавшихся ранее источников реконструируются обстоятельства приезда, жизни и работы китайцев в Молотовской области в 1950-1960-е гг. Рассматривается социально-демографический облик, выявляются особенности культуры, адаптации и повседневного быта рабочих китайцев из КНР. Китайцы, прожив в СССР, смогли перенять ряд поведенческих установок и обычаев местного населения, сохраняя при этом свое этническое сознание и элементы традиционной культуры. Для принимающего же сообщества они были чрезвычайно интересны своей культурой, которая проявлялась и в сфере труда, и в сфере общения и в повседневном быте. При этом дети китайцев, вопреки мнению, что в браке с китайцем родится только китаец, обрусели уже во втором поколении, сохранив лишь внешние этнические признаки. Делается вывод о том, что на примере советско-китайской дружбы можно проследить пути и модели адаптации китайцев в иноэтнокультурной среде. ; The essay analyses circumstances of arrival, live and work of the Chinese people in Molotov region in the 1950–1960s. Based on previously non-published documents, archive resources, transcripts of the interviews, the essay reconstructs the specificities of everyday life, social and cultural adaptation of Chinese workers in the USSR. More than 1,000 Chinese workers lived and worked in Molotov region in 1954–1965. Most of them were people of 1935-1940 years of birth from poor peasant families (from Hebei and Shandong provinces) and without education. The life of the Chinese in the USSR in the 1950s is considered to be one of the least surveyed parts of the history of Chinese immigration to Russia. The Chinese workers who had come from poor and devastated by the long-term war country to the "closed" Soviet society were pleasantly surprised by a genuinely warm welcoming, which often crossed the line of mere official political "friendship". The Chinese, who lived in the USSR, managed to accept a number of behaviorist norms and traditions of the locals without losing their own ethnical identification and traditional culture. Even after 60 years of constant staying in the USSR, they kept the citizenship of their own country, though they could not use social benefits available to the Soviet citizens. For the Soviet society those immigrants were extremely interesting in terms of their culture, which influenced their work, interaction and communication, and everyday life. Many of the Chinese created international marriages and though it was widely believed that a child in an international marriage with the Chinese was always born the Chinese, the children of such unions became truly Russians in the second generation already, resembling the Chinese only in their ethnical features of appearance. It is possible to use Soviet-Chinese friendly relationship as an example for studying the ways and patterns of adaptations of the Chinese in foreign ethno-cultural environment. Nowadays, Chinese immigration is becoming a problem for many developed countries, therefore this example can be viewed as a good empirical basis for analysis of the evolution of ethnical self-identification of Chinese immigrants, for further surveying of the image of their own origins in 2-3 generations, for developing the policy of adaptation of the Chinese and including them into the local society.

The Far East Soviet Laborers in the Early 1920s: Social Status and Political Aspirations
This article, based on exclusive archives and the results of current research by leading Russian historians, examines the state of the Far East labor class post Civil War and military intervention. We pay special attention to the causes of complex political, economic, and social status of the Far Eastern region. We conclude that acute economic hardship of the Far Eastern workers, combined with the rise of political tension, compelled the Soviet leadership to promote a an accelerated economic development policy for the region.
В статье рассматривается создание, развитие и деятельность инженерных рабочих войск, а также условия комплектования их инженерными и рабочими кадрами в период, предшествовавший Первой мировой войны, и на протяжении четырех военных лет вплоть до 25 октября 1917 г.В исследовательских целях в оборот введен ряд новых архивных документов. ; The dramatic experience of the defense and rear construction, as well as the formation and activities of Russian labor construction troops and Engineering Corps of Russian Imperial Army during the First World War I is the least studied both in Russian and Western historiography. Meanwhile, preparation of the territory of State in the military-engineering terms is an essential component of military policy and public administration in the security sphere as a whole. Operational organization state territory includes a system of measures for the creation, development and use of defense infrastructure. However, social and institutional aspects of the formation, training and activity of labor construction units (divisions) and military engineering personnel in the pre-war and wartime conditions is essential. This article is the first piece of research of this problem on the basis of a large array of previously not studied archival materials from the central archives of Russia. In this article, I tried to fill the existing gaps in the history of working construction units, as well as defensive engineering and construction measures on the WWI Russian front in 1914-1917. I show the state-management approach to military engineering, developed in Russia on the eve of the WWI, as well as attempts that Russian military and civilian leadership are taking throughout four years of war to provide construction of infrastructure of theaters of operations and rear strategic objects. Thus, on the eve of World War I Russian top military leadership neglected construction of military fortresses and fortified areas and did not supported the existing ones in the necessary condition. Moreover, in 1914 Emperor Nicholas Engineering Academy was closed, and Russia ceased to prepare military engineers of all levels. This led to disastrous consequences because it proved that war became protracted and positional, and war effort was quickly exhausted resources of military engineers and construction workers. In 1915-1916 all Russian military and civilian leadership's efforts were focused on compensation of acute shortage of military engineers and construction workers with the help of various social groups and categories of civilians (refugees, prisoners of war, non-Russian population of the Russian Empire). Severe conditions of rear work and forced mobilization for these works, as well as the lack of material provision of the strategic construction and the weakness of civil administration contributed to increasing social tension. At the same time in 1916, Major General A. Satkevich organized accelerated training of officers and warrant officers at engineering schools. In my article, I pay special attention to the political and social changes in Russian society and in the army caused by the February Revolution of 1917. Based on archival documents and diaries of the witnesses, I show that the destruction of the Russian army in 1917 affected all kinds of troops, including engineering ones and put the military engineering on the brink of disaster. I conclude the organization of the engineering troops and military construction workers essentially depends on the social and economic conditions in the State and on public administration in social and economic spheres. In turn, in the pre-war and wartime, organization of engineering significantly affects not only the on defense of the State, but also on the social climate in it.
