Conflict between police, private security and political protesters is a topic that has been researched widely in criminology and other disciplines (e.g., Choudry 2019; Gilmore et al. 2019; Goyes and South 2017; Jackson et al. 2018; Rigakos 2002; South 1988; Weiss 1978). Adopting a green criminological lens, this article seeks to contribute to this rich body of research by examining police and private security responses to campaigning against opencast (open-pit) coal mining in Pont Valley, County Durham, United Kingdom (UK). Based on qualitative interviews, the article examines activists' perceptions of responses to their campaign. Our findings reveal that rather than acting as neutral arbiters, police colluded with private interests, overlooking the abusive behavior of private security and bailiffs, particularly during the eviction of a protest camp at the proposed mining site. Activists believed that their right to protest was not respected, that their safety was jeopardized, and that police had willfully ignored a wildlife crime perpetrated by the mining company in order to enable mining to go ahead. Our article argues that the Pont Valley case fits into a wider pattern of repression of environmentalism in the UK, supporting Gilmore and colleagues' (2019) argument that a progressive transformation in policing has been overstated.

Politicians are influential both in directing policies about refugees and in framing public discourse about them. However, unlike other host country residents, politicians' attitudes towards refugees and integration are remarkably understudied. We therefore examine similarities and differences between politicians' attitudes towards refugee integration and those held by citizens. Based on the stereotype content model, we expect that political ideology informs stereotypes about refugees, which subsequently shape attitudes towards refugee integration. Based on the Contact Hypothesis, we further argue that personal contact with refugees reduces negative stereotypes about them—in particular for those endorsing a right‐wing ideology. We draw on data collected via two surveys with 905 politicians and 8013 citizens in the Netherlands to show that (1) unlike those with a left‐wing orientation, residents (i.e., both politicians and citizens) with a right‐wing orientation hold more negative stereotypes about refugees, which in turn relate to more negative attitudes towards refugee integration; (2) personal contact with refugees is associated with less negative stereotypes among residents; and (3) politicians, compared to citizens, report less negative stereotypes and more positive attitudes towards refugee integration. The practical implication of fostering residents' contact with refugees as well as the implications for future research are discussed.

In response to the COVID-19 pandemic, many Governments are instituting mobile tracking technologies to perform rapid contact tracing. However, these technologies are only effective if the public is willing to use them, implying that their perceived public health benefits must outweigh personal concerns over privacy and security. The Australian federal government recently launched the "COVIDSafe" app, designed to anonymously register nearby contacts. If a contact later identifies as infected with COVID-19, health department officials can rapidly followup with their registered contacts to stop the virus' spread. The current study assessed attitudes towards three tracking technologies (telecommunication network tracking, a government app, and Apple and Google's Bluetooth exposure notification system) in two representative samples of the Australian public prior to the launch of COVIDSafe. We compared these attitudes to usage of the COVIDSafe app after its launch in a further two representative samples of the Australian public. Using Bayesian methods, we find widespread acceptance for all tracking technologies, however, observe a large intention-behaviour gap between people's stated attitudes and actual uptake of the COVIDSafe app. We consider the policy implications of these results for Australia and the world at large.

The Common Fisheries Policy of the European Union was reformed in 2013 with the aim of improving the sustainability of the fishing sector. The Landing Obligation, a cornerstone of this reform, requires fishers to land their unwanted catch instead of discarding it at sea. Existing literature pays little attention to what becomes of this unwanted catch once it is landed. To further the discourse on the sustainable valorisation of unwanted catch, this study explores whether unwanted catch that is safe for human consumption could be used for improving food security. The paper focuses on Dutch food banks, which deliver critical food aid to over 160,000 individuals yearly but struggle to provide all dependant recipients with nutritionally balanced food parcels. The research question is addressed in two ways. The food bank recipients' willingness to consume UWC is evaluated quantitatively through a survey. Next to this, data from interviews with relevant stakeholders are analysed qualitatively. Results indicate that the Food Bank Foundation and its recipients are willing to receive this fish if it is safe to consume and accessible. However, various factors such as existing infrastructure, lack of economic incentive to donate, competition from non-food and black markets, and the fishing industry's conflict with the landing obligation might pose barriers to this kind of valorisation. The dissonance between fisheries, food, and sustainability policies is discussed and identified as a key limiting factor. To bridge the differences between these policy areas, we propose public-private partnerships and voluntary agreements among involved stakeholders.

The recent release of the Covid-19 vaccine supply contract between the European Commission and Astra Zeneca has caused a political and media storm about vaccine production logistics and supply issues. A lesser noticed but controversial issue revealed by the contract is that of where ultimate liabilities should lie, which has potentially far-reaching consequences for the public purse. Many commercial contracts include so-called indemnity clauses hereby one party contractually agrees to cover liabilities incurred by the other. The European Commission accepted in Article 14 of the agreement an extremely broad indemnity of the manufacturer covering almost any and every defect imaginable whether that be the vaccine's inherent characteristics, manufacturing / distribution, and storage issues, labelling errors or even problems due to administration of the vaccine. This is a potentially significant burden to place on the state, and ultimately taxpayers.

Policy design has returned as a central topic in public policy research. An important area of policy design study deals with effectively attaining desired policy outcomes by aligning goals and means to achieve policy design fit. So far, only a few empirical studies have explored the relationship between policy design fit and effectiveness. In this paper, we adopt the multilevel framework for policy design to determine which conditions of policy design fit—i.e., goal coherence, means consistency, and congruence of goals and means across policy levels—are necessary and/or sufficient for policy design effectiveness in the context of policy integration. To this end, we performed a qualitative comparative analysis of Dutch regional transport planning including all twelve provinces. Outcomes show no condition is necessary and two combinations of conditions are sufficient for effectiveness. The first sufficient combination confirms what the literature suggests, namely that policy design fit results in policy design effectiveness. The second indicates that the combination goal incoherence and incongruence of goals and means is sufficient for policy design effectiveness. An in-depth interpretation of this counterintuitive result leads to the conclusion that for achieving policy integration the supportive relationship between policy design fit and policy design effectiveness is less straightforward as theory suggests. Instead, results indicate there are varying degrees of coherence, consistency, and congruence that affect effectiveness in different ways. Furthermore, outcomes reveal that under specific circumstances a policy design may be effective in promoting desired policy integration even if it is incoherent, inconsistent, and/or incongruent.

Although artificial intelligence is blamed for many societal challenges, it also has underexplored potential in political contexts online. We rely on six preregistered experiments in three countries (N = 6,728) to test the expectation that AI and AI-assisted humans would be perceived more favorably than humans (a) across various content moderation, generation, and recommendation scenarios and (b) when exposing individuals to counter-attitudinal political information. Contrary to the preregistered hypotheses, participants see human agents as more just than AI across the scenarios tested, with the exception of news recommendations. At the same time, participants are not more open to counter-attitudinal information attributed to AI rather than a human or an AI-assisted human. These findings, which—with minor variations—emerged across countries, scenarios, and issues, suggest that human intervention is preferred online and that people reject dissimilar information regardless of its source. We discuss the theoretical and practical implications of these findings.

Background: Sustainable shifts in population behaviours require system-level implementation and embeddedness of large-scale health interventions. This paper aims to understand how different contexts of scaling up interventions affect mechanisms to produce intended and unintended scale up outcomes. Methods: A mixed method study combining a realist perspective and systems analysis (causal loop diagrams) of scaled-up physical activity and/or nutrition interventions implemented at a state/national level in Australia (2010–18). The study involved four distinct phases: Phase 1 expert consultation, database and grey literature searches to identify scaled-up interventions; Phase 2 generating initial Context-Mechanism-Outcome configurations (CMOs) from the WHO ExpandNet framework for scaling up; Phase 3 testing and refining CMOs via online surveys and realist interviews with academics, government and non-government organisations (NGOs) involved in scale up of selected interventions (Phase 1); and Phase 4 generating cross-case mid-range theories represented in systems models of scaling up; validated by member checking. Descriptive statistics were reported for online survey data and realist analysis for interview data. Results: Seven interventions were analysed, targeting nutrition (n = 1), physical activity (n = 1), or a combination (n = 5). Twenty-six participants completed surveys; 19 completed interviews. Sixty-three CMO pathways underpinned successful scale up, reflecting 36 scale up contexts, 8 key outcomes; linked via 53 commonly occurring mechanisms. All five WHO framework domains were represented in the systems models. Most CMO pathways included 'intervention attributes' and led to outcomes 'community sustainability/embeddedness' and 'stakeholder buy-in/perceived value'. Irrespective of interventions being scaled in similar contexts (e.g., having political favourability); mechanisms still led to both intended and unintended scale up outcomes (e.g., increased or reduced sustainability). Conclusion: This paper provides the first evidence for mechanisms underpinning outcomes required for successful scale up of state or nationally delivered interventions. Our findings challenge current prerequisites for effective scaling suggesting other conditions may be necessary. Future scale up approaches that plan for complexity and encourage iterative adaptation throughout, may enhance scale up outcomes. Current linear, context-to-outcome depictions of scale up oversimplify what is a clearly a complex interaction between perceptions, worldviews and goals of those involved. Mechanisms identified in this study could potentially be leveraged during future scale up efforts, to positively influence intervention scalability and sustainability.

A European-wide online survey was conducted to generate an overview on the state-of-the-art using massively parallel sequencing (MPS) platforms for forensic DNA analysis and DNA phenotyping among forensic practitioners in Europe. The survey was part of the dissemination activities of the VISible Attributes through GEnomics - VISAGE Horizon 2020 funded European research project [30], in preparation of a series of educational training activities. A total of 105 replies from 32 European countries representing participants from police, governmental, academic, and private laboratories providing professional services in the field of forensic genetics were included in the final analysis. Of these, 73% already own an MPS platform or are planning to acquire one within the next 1-2 years. One-third of the participants have already carried out MPS-based STR sequencing, identity, or ancestry SNP typing. A total of 23-40% of participants are planning to explore all FDP applications showing the overall very high interest in using MPS for the whole range of forensic MPS markers and applications. About 50% of the participants have previously gathered experience using forensic DNA phenotyping (FDP) markers based on conventional (i.e., not MPS-based) DNA typing methods. A total of 55% of the participants have attended training on the general use of MPS technology, but 36% have received no training whatsoever. Accordingly, 90% have expressed high or medium interest to attend training on the analysis and interpretation of DNA phenotyping data for predicting appearance, ancestry, and age. The results of our survey will provide valuable information for organizing relevant training workshops on all aspects of MPS-based DNA phenotyping for the forensic genetics scientific community.

Introduction: In December 2020 and January 2021 Public Health England (PHE) with NHS Test and Trace conducted a study to explore the feasibility and acceptability of daily testing as an alternative to self-isolation following close contact with a confirmed COVID-19 case. This qualitative paper aims to identify factors influencing uptake among those offered daily testing, and the subsequent impact on behaviour. Methods: We conducted in-depth interviews with 52 participants who had taken part in the feasibility study. Participants were asked about their experiences of daily testing or self-isolating, their reasons for choosing to test or isolate, and their behaviour during the study period. Data were analysed using inductive thematic analysis. Results: Results are presented under two main headings: (1) factors influencing acceptance of testing and (2) impact of test results. Participants appeared highly motivated to engage in behaviours that would protect others from the virus. Factors influencing the decision to accept testing included (1) needing to avoid self-isolation, (2) concerns about test sensitivity, and (3) perceived benefits of detecting infection. Participants who were taking tests reported: (1) positive consequences following confirmation of COVID status, (2) engaging in essential activities, (3) uncertainty, and (4) self-isolating whilst testing. Conclusions: This study has identified a range of factors that appear to influence the decision to engage in daily testing or to self-isolate following close contact with a positive case, many of which could be addressed by clear communications. Covid-19 infection rates and government restrictions influenced experiences, and so further research is needed to explore perceptions of daily testing and behaviour following close contact with a positive case among a wider range of individuals, in the context of lower rates of COVID-19, few government restrictions on general population behaviour and more widespread testing.

Governments have widely established policy goals, which span the domains of land use and transport. Despite these integrated ambitions, government action often remains fragmented. This study adopts an instrumental perspective to encourage land-use and transport integration (LUTI). So far, the existing literature on this subject has adopted a single-instrument perspective and has been primarily focused on technical, rather than governance-oriented, instruments. Using a comprehensive analytical framework derived from combining policy integration and policy instrument theory, this in-depth multiple case study of the Dutch provinces of Friesland, Overijssel and North Brabant investigates how governments use a mix of policy instruments throughout the policy process to achieve LUTI in collaboration with municipalities. These instruments are compared based on how they structure interaction — i.e., the transfer of resources — across horizontal and vertical boundaries. The study finds that there is not one right tool to achieve LUTI. Instead, it is about finding the right mix of instruments, which, in line with LUTI goals, helps overcome government fragmentation by structuring interaction patterns across horizontal and vertical boundaries. Interestingly, each province adopts a unique mix of instruments that reflects a specific approach, typical to the case.

Solutions to current complex environmental challenges demand the consultation and involvement of various groups in society. In light of the WFD's requirements of public participation, this paper presents an analysis of the establishment and development of nine different multi-actor platforms (MAPs) across Europe set up as arenas for long-term engagements to solve water quality challenges in relation to agriculture. The MAPs represent different histories and legacies of engagement; some are recent initiatives and some are affiliated with previous government-initiated projects, while other MAPs are long-term engagement platforms. A case study approach drawing on insights from the nine engagement processes is used to discuss conditions for enabling long-term multi-actor engagement. The perceived pressure for change and preferred prioritization in complying with mitigating water quality problems vary within and among the MAPs. The results show that governmental and local actors' concern for water quality improvements and focusing on pressure for change are important for establishing meaningful multi-actor engagement when concerns translate into a clear mandate of the MAP. Furthermore, the degree to which the MAPs have been able to establish relationships and networks with other institutions such as water companies, agricultural and environmental authorities, farmers, and civil society organizations influences possibilities for long-term meaningful engagement.

BackgroundThe WHO identified the importance of macro-socioeconomic determinants and political context as interlinked key factors affecting healthcare quality and health equity. As a response to the recent economic and financial crisis, Portugal approved in 2011 the Economic Adjustment Programme (EAP) to obtain financial assistance from the Troika in order to reduce public debt. This study aims to analyse the impact of the economic crisis and the EAP on perinatal healthcare quality for very preterm (VPT) and/or very low birth weight (VLBW) infants, as perceived by healthcare professionals and experts, within the health administrative regions of the two major metropolitan areas in Portugal.MethodsA qualitative approach was applied to receive an in-depth understanding and accomplish perspective variability. A purposive sampling technique was used. Semi-structured interviews were conducted with twenty-one healthcare professionals and experts between October 2018-July 2019. Inductive thematic analysis was performed which encompassed a five-step categorization procedure. Data analysis was undertaken by utilizing Nvivo2011 software. Evolved themes were then associated with WHO's Quality Standards on Maternal and New-born Care. A framework on the impact of macro-socioeconomic determinants on perinatal health care quality was developed.ResultsAlthough participants did not perceive the quality of perinatal care had deteriorated, the analysis of their accounts on work experience revealed that it was indeed adversely modified in all WHO Quality Standards. Health care provision was perceived as detrimental in five main areas: 1) Availability of human resources; 2) Functional referral systems; 3) Competent and motivated human resources; 4) Emotional support; and 5) Essential physical resources available. Policy reforms by the EAP resulted in reduced timeliness of care, increased waiting times, cuts in sequence and duration of consultations, and deficiencies in follow-up care for VPT/VLBW infants and their mothers. The introduction first explains the rationale and theoretical and empirical contributions of the edited volume. The book seeks to address a considerable gap in knowledge of the nature of the relationship between institutions governing the climate-energy nexus in a multilevel context. In particular, there is scant research on consequences on the legitimacy and effectiveness of governance arrangements and the climate-energy nexus as a whole. For an in-depth analysis of institutional complexity in the nexus, we selected three policy fields as case studies: renewable energy, fossil fuel subsidy reform, and carbon pricing. We made this choice since the three cases represent urgent and major components of the climate-energy nexus, since they vary considerably in the number and mix of institutions that govern them at the international level, and since they differ in their positioning within the climate-energy nexus – with carbon pricing primarily a climate change issue, renewable energy lying at the core of energy governance, and fossil fuel subsidy reform falling in between. The chapter concludes with an outline of the ccontributions to the book, structured along the volume's three parts on mapping (I) coherence and management (II), and legitimacy and effectiveness (III).

This chapter outlines the historical process of classification in Malaysia and discusses its influence on the contemporary lives of Malaysians with multiple racial identities. Racial categorization is salient in the daily experiences of Malaysians because many social policies governing housing, education, language acquisition, and employment are administered based on a rigid racial classification system that imposes a single racial identity on citizens. While the current system is underpinned by colonial administrative practices, the construction of Malay (and by extension Bumiputera), Sakai (Aborigines), Chinese, and Indian identities in the country has been an evolving process that can be traced back to the second century. 'Mixedness' is therefore not new in the region and has been a central feature of Malaysian identity. The recognition of mixed race however has changed over time in Malaysia as will be shown through an investigation of census classifications. We highlight how political processes such as colonialism, independence, and nation-building impact racial classification in the country and the everyday lives of multiracial individuals today. By considering the current political trends and the lived experiences of multiracial individuals, the chapter ends by discussing the potential for changing existing racial classification practices in Malaysia to better reflect multiracial identities.
