Military veterans are at heightened risk of problem gambling. Little is known about the costs of problem gambling and related harm among United Kingdom (UK) Armed Forces (AF) veterans. We investigated the social and economic costs of gambling among a large sample of veterans through differences in healthcare and social service resource use compared with age-matched and gender-matched non-veterans from the UK AF Veterans' Health and Gambling Study. An online survey measured sociodemographic characteristics, gambling experience and problem severity, mental health and healthcare resource utilisation. Healthcare provider, personal social service and societal costs were estimated as total adjusted mean costs and utility, with cost-consequence analysis of a single timepoint. Veterans in our sample had higher healthcare, social service and societal costs and lower utility. Veterans had greater contacts with the criminal justice system, received more social service benefits, had more lost work hours and greater accrued debt. A cost difference of £590 (95% CI -£1016 to -£163) was evident between veterans with scores indicating problem gambling and those reporting no problems. Costs varied by problem gambling status. Our sample of UK AF veterans has higher healthcare, social service and societal costs than non-veterans. Veterans experiencing problem gambling are more costly but have no reduction in quality of life.

The implementation challenge of ecosystem-based (fisheries) management (EB(F)M) has entailed calls for integrated governance (IG) approaches in the marine field. We arranged an expert workshop to study the preconditions and applicability of IG, and to suggest how IG could be arranged in practice. Focusing on the management of the dioxin problem shared by the herring and salmon fisheries in the Baltic Sea, and using a coupled 'insight network'- SWOT (strengths, weaknesses, opportunities, threats) methodology, we evaluated two scenarios: 1) IG of herring and salmon fisheries to benefit from collaboration between these fisheries that suffer from the same problem, and 2) IG between the fisheries sector and the food/public health sector to incorporate food safety in fisheries governance. Our results demonstrate that a variety of societal, political, institutional, operational, instrumental, and biological factors affect the applicability of IG in marine contexts, and work as preconditions for IG. While societal needs for IG were obvious in our case, as major challenges for it we identified the competing cross-sectoral objectives, path dependencies, and limitations of experts to think and work across fields. The study suggests that establishing an IG framework by adding new aspects upon the current governance structures may be easier to accept and adapt to, than creating new strategic or advisory bodies or other new capacities. Viewing IG as a framework for understanding cross-sectoral issues instead of one that requires a defined level and form of integrated assessment and management may be a way towards social learning, and thereby towards the implementation of more sophisticated, open and broad EB(F)M frameworks. ; The implementation challenge of ecosystem-based (fisheries) management (EB(F)M) has entailed calls for integrated governance (IG) approaches in the marine field. Background During the SARS-CoV-2 pandemic all educational activities in Denmark were suspended by the Danish Government. Department of Clinical Medicine at Aalborg University Denmark chose an approach allowing the medical students to take part in the preparations for the emerging pandemic crisis. The purpose of the study was to report the recruitment of the students. Experiment A course program was set up within 48 hours to train students to be able to work as nursing assistants and ventilator therapy assistants, and to employ final year students as temporary residents. We shifted teaching to a digital platform allowing students to follow planned learning activities while participating in the clinical work. 454 Medical bachelor students, and 257 Medical Master Students participated. Within two weeks, 95% of master's students volunteered, and 62 % were active in the pandemic emergency as temporary residents (50 %), ventilator therapy assistants (30 %), or nursing assistants (20 %). More than 72 % of bachelor students volunteered within one week, and 31 % were temporary nursing assistants in the pandemic emergency. Conclusion The majority of medical students could be recruited with very short notice to meet the critical shortage and call for healthcare workers during the COVID-19 pandemic. This was supported by alignment with and reflection on the undergraduate medical curriculum, which prevented suspending education when delayed medical education may be detrimental.

This paper unfolds how informal civil society quickly mobilised citizen-to-citizen support when government and non-government organisations locked down during the COVID-19 pandemic. The paper focuses on two elements of the mobilisation: the role of social networks and social media groups. It reveals that the vast majority of this support was distributed through existing social networks and, therefore, not available to those lacking social connections. However, we also find that social media groups played an important role in the mobilisation, that support organised on social media does not diverge significantly in commitment or kind from support organised in other settings. The paper concludes by discussing the potential of social media to mitigate the impact of social networks on the distribution of support, pointing to some of the potential barriers to social media groups' successful facilitation of support to those without a social network.

We critically examine the discussion on the role of evidence-based medicine (EBM) in healthcare governance. We take the institutionally layered Dutch healthcare system as our case study. Here, different actors are involved in the regulation, provision and financing of healthcare services. Over the last decades, these actors have related to EBM to inform their actor specific roles. At the same time, EBM has increasingly been problematised. To better understand this problematisation, we organised focus groups and interviews. We noticed that particularly EBM's reductionist epistemology and its uncritical use by 'professional others' are considered problematic. However, our analysis also reveals that something else seems to be at stake. In fact, all the actors involved underwrite EBM's reductionist epistemology and emphasise that evidence should be contextualised. They however do so in different ways and with different contexts in mind. Moreover, the ways in which some actors contextualise evidence has consequences for the ways in which others can do the same. We therefore emphasise that behind EBM's scientific problematisation lurks a political issue. A dispute over who should contextualise evidence how, in a layered healthcare system with interdependent actors that cater to both individual patients and the public. We urge public administration scholars and policymakers to open-up the political confrontation between healthcare actors and their sometimes irreconcilable, yet evidence-informed perspectives.

Orientation: The coronavirus disease 2019 (COVID-19) pandemic has caused a 'coronafication' of research and academia, including the instrumentalisation of academic research towards the demands of society and governments. Whilst an enormous number of special issues and articles are devoted on the topic, there are few fundamental reflections on how the current pandemic will affect science and work and organisational psychology in the long run. Research purpose: The current overview, written by a group of members of the Future of Work and Organisational Psychology (FOWOP) Movement, focuses on the central issues relating to work and organisational psychology that have emerged as a result of the COVID-19 crisis. Motivation for the study: The study discusses the inability of dominant theories in work and organisational psychology to understand contemporary problems and the need to advance the theoretical realm of work psychology. We also discuss the need for pluralism in methodologies to understand the post-COVID-19 workplace, the urgency of attending to neglected voices and populations during the COVID-19 crisis and teaching during COVID-19. Research approach/design and method: This article uses conceptual argumentation. Main findings: The COVID-19 crisis forces work psychology to address at least its theorising, methods, unheard voices and teaching in the COVID-19 crisis. Practical/managerial implications: On the basis of this article, researchers and practitioners may be better aware of the neglected perspectives in the current pandemic. Contribution/value-add: This article adds to the understanding of the future directions for a sustainable Work and Organisational Psychology as an applied scientific discipline during and beyond the COVID-19 crisis.

The nature of the COVID-19 pandemic may require governments to use privacy-encroaching technologies to help contain its spread. One technology involves co-location tracking through mobile Wi-Fi, GPS, and Bluetooth to permit health agencies to monitor people's contact with each other, thereby triggering targeted social-distancing when a person turns out to be infected. The effectiveness of tracking relies on the willingness of the population to support such privacy encroaching measures. We report the results of two large surveys in the United Kingdom, conducted during the peak of the pandemic, that probe people's attitudes towards various tracking technologies. The results show that by and large there is widespread acceptance for co-location tracking. Acceptance increases when the measures are explicitly time-limited and come with opt-out clauses or other assurances of privacy. Another possible future technology to control the pandemic involves "immunity passports", which could be issued to people who carry antibodies for the COVID-19 virus, potentially implying that they are immune and therefore unable to spread the virus to other people. Immunity passports have been considered as a potential future step to manage the pandemic. We probe people's attitudes towards immunity passports and find considerable support overall, although around 20% of the public strongly oppose passports.

European Reference Networks (ERNs) were founded on the principle that many rare disease (RD) issues are pan-European and any single Member State cannot solve them alone. In 2021, ERNs are already in the deployment stage; however, their day-to-day functioning and realization of their potential are still severely hampered by many challenges, including issues in governance and regulation, lack of legal status, insufficient and unsustainable funding, lack of ERN integration into national systems, endangered collaboration with UK RD experts due to Brexit, insufficient exploitation of ERN potential in RD research, underappreciation of highly qualified human resources, problems with the involvement of patient representatives, and still unclear place of ERNs in the overall European RD and digital ecosystem. Bold and innovative solutions that must be taken to solve these challenges inevitably involve pan-European collaboration across several sectors and among multistakeholder RD communities and in many cases crucially rely on the constructive dialogue and coherent, united decisions of national and European authorities that are based on common EU values. Importantly, unresolved challenges may have a strong impact on the further sustainability of ERNs and their ability to realize full potential in addressing huge unmet needs of RD patients and their families.

The European Union Common Agricultural Policy (CAP) has failed to achieve its aim of preserving European farmland biodiversity, despite massive investment in subsidies to incentivise environmentally-beneficial farming practices. This failure calls into question the design of the subsidy schemes, which are intended to either function as a safety net and make farming profitable or compensate farmers for costs and loss of income while undertaking environmental management. In this study, we assess whether the design of environmental payments in the CAP reflects current knowledge about farmers' decision-making as found in the research literature. We do so on the basis of a comprehensive literature review on farmers' uptake of agri-environmental management practices over the past 10 years and interviews specifically focused on Ecological Focus Areas with policy-makers, advisors and farmers in seven European countries. We find that economic and structural factors are the most commonly-identified determinants of farmers' adoption of environmental management practices in the literature and in interviews. However, the literature suggests that these are complemented by – and partially dependent on – a broad range of social, attitudinal and other contextual factors that are not recognised in interview responses or, potentially, in policy design. The relatively simplistic conceptualisation of farmer behaviour that underlies some aspects of policy design may hamper the effectiveness of environmental payments in the CAP by over-emphasising economic considerations, potentially corroding farmer attitudes to policy and environmental objectives. We conclude that an urgent redesign of agricultural subsidies is needed to better align them with the economic, social and environmental factors affecting farmer decision-making in a complex production climate, and therefore to maximise potential environmental benefits.
