In his most recent book on the moral duty to obey the law, A. John Simmons considers and rejects a number of natural duty approaches to justifying political authority. Among the targets of Simmons' criticism is the account defended by the book's co-author, Christopher Heath Wellman. In this essay, I evaluate the force of Simmons' objections to Wellman's account of political obligation. As will become clear below, I think Wellman's defense of the duty to obey the law defective in certain ways—but not in all of the ways that Simmons argues it is. By rebutting some of Simmons' criticisms and identifying the limits of others, I aim not only to indicate one direction in which a renewed defense of natural duty approaches to political obligation might proceed, but also to encourage the pursuit of such a philosophical project.

This text breaks new ground by arguing that we have a moral duty to vote that is based on a Samaritan obligation to aid fellow citizens improve their lot in society. The argument adds a fresh perspective to the voting ethics literature, which is dominated by views that reject the morality and rationality of voting. Maskivker shows that voting is not irrational if we view it as a valuable contribution to a collectively rational activity. This reasoning means that the duty to vote is a duty of common pursuit to help society achieve good governance. Furthermore, voting is not morally optional just because other ways of helping society exist since its connection with the establishment of government is unique, which makes voting morally obligatory under the right circumstances.

DOES A JOURNALIST'S COMMITMENT TO PROTECT THE IDENTITY OF ANONYMOUS SOURCES OVERRIDE THE DUTY TO READERS AND VIEWERS?

Reports of migrants drowning in the Mediterranean have, unfortunately, become more and more frequent in recent years. A recently published MSF report has highlighted the role 'pushbacks and systematic non-assistance to those at risk of drowning proliferate' play in this regard. The report refers specifically to two events that happened in 2023 in which national authorities failed to launch rescue operations despite receiving the information on migrants in distress at sea hours before the tragedy. In this blogpost, we assess whether a coast guard's failure to act in situations of migrants in distress might violate an incumbent criminal law duty to rescue. We map the core elements of the duty to rescue under criminal law and how they might apply to such a chain of events, using the abovementioned event of 14 June as an example.

Part 3: Understanding eParticipation ; International audience ; While most existing eParticipation projects have embraced the need for citizen engagement to achieve effective democracy, as of yet only limited success has been achieved. This lack of success stems from many challenges and barriers: in some cases, it is a lack of interest in policy issues and low levels of trust in politicians; in others, it is a lack of vision or awareness about the benefits of citizens participation inside the policy-modelling process. This paper describes a three-tiered approach to eParticipation based on a multi-stream policy-making model with three levels of participation: Inform, Consult, Empower. This approach focuses on the level of participation by the user: what are the goals of participation at each of these levels and how do each of these levels of participation relate to current policy-modelling practices. The Puzzled by Policy project will adopt and implement the Inform-Consult-Empower approach, which shows how the social complexity barriers, political culture barriers, technological barriers and organizational structure barriers can be reduced in order to provide effective participation. A use case of how this model will be used to engage Spanish citizens with immigration policy is presented.

Im Rückblick auf das Verhalten der Kennedy-Administration vor allem während der Kubakrise (1962) läßt sich aber zeigen, daß das Verhältnis der amerikanischen Regierung zu den Europäern keineswegs von diesem Geist geprägt war. Wie Dokumente und Aufzeichnungen von Regierungsmitgliedern belegen, war das Verhalten amerikanischer Diplomaten zu dieser Zeit auf unilaterales Vorgehen und auf die Vermeidung ernsthafter Diskussionen ausgerichtet.
