Disparidades espaciales en la Unión Europea: aspectos nacionales y sectoriales ; Spatial disparities in the European Union: national and sectoral elements
En este trabajo se examina la dinámica de la distribución regional del producto por empleado en la Unión Europea entre 1977 y 1999 a partir de técnicas de estimación no paramétricas. Asimismo, se analiza cuál ha sido la contribución regional y sectorial a la convergencia en productividad observada en el ámbito europeo a lo largo del período contemplado. Para ello se utiliza una metodología novedosa que combina una formulación alternativa del análisis shift-share con diversos resultados procedentes de la literatura dedicada al estudio de la distribución personal de la renta. La evidencia empírica aportada sugiere que la desigualdad regional en productividad en la Unión Europea está estrechamente relacionada con la existencia de diferencias intrínsecas entre regiones. En cualquier caso, los resultados obtenidos también ponen de manifiesto el importante papel desempeñado por el componente nacional a la hora de explicar los desequilibrios territoriales observados. Adicionalmente, las conclusiones alcanzadas permiten respaldar la relevancia teórica de los modelos de crecimiento unisectoriales a la hora de explicar las disparidades regionales en renta por habitante en el ámbito europeo. ; This paper applies non-parametric techniques to examine the evolution of the entire distribution of regional productivity in the European Union between 1977 and 1999. In addition, we study the importance of the respective roles played by regional and sectoral factors in the convergence of productivity observed in the European context. To achieve this aim, we consider a new methodology involving a modification of conventional shift-share analysis and various results reported in the literarure on personal income distribution. the impirical evidence provided suggest that regional inequality in productivity in the European Union is closely linked to intrinsic differences between regions. Three essays on the relationships between socio-spatial disparities and social inequalities ; Trois essais sur les relations entre disparités socio-spatiales et inégalités sociales
Socio-spatial disparities are both a cause and a consequence of social inequalities. This thesis questions the role of social inequalities in the formation and correction of socio-spatial disparities. It is composed of three essays shedding light on different sides of this issue, involving residential migrations and public policies. The first essay analyses the relevance of the national strategic orientations of the rural development policy by the yardstick of the philosophical debate on social justice. It puts in evidence the role that play and should play the objective of reducing social inequalities in the definition of a policy acting on socio-spatial disparities. The two following essays show how social inequalities generate socio-spatial disparities through long and short distance residential moves. The second essay studies the effect of the feeling of aversion toward local inequality and of the income redistribution policy on interregional migrations and disparities, in the theoretical framework of the New Economic Geography. The last essay examines how social inequalities determine residential choices and produce socio-spatial segregation in the French urban areas, using econometric discrete choice models. ; Les disparités socio-spatiales sont à la fois une cause et une conséquence des inégalités sociales. Does MENA's Governance Lead to Spatial Agglomeration and Disparities?
In this paper the author analyze the link between spatial agglomeration, spatial disparities and political governance with an emphasis on the Middle East and North Africa (MENA) region. The agglomeration index and the urban-rural consumption ratio are used respectively as a measurement of spatial agglomeration and spatial disparities. The author distinguishes two aspects of political governance: political rights and political stability. Statistically, we find that agglomeration rate is higher in MENA, whereas the indexes of political rights and political stability are lower in MENA compared to the rest of the world and other lower middle income countries. When running the regressions, the data better fit the agglomeration model than the urban-rural consumption ratio model. Using cross-sectional data for 182 countries around the world, the author find that the political rights index is negatively and significantly linked to the agglomeration rate. Our results suggest that an improvement in MENA countries' level of political rights to the average of the rest of the world would be associated with agglomeration rate 4 percentage points lower than its average level in the region. The data also reveal an inverted-U relationship between the agglomeration rate and Gross Domestic Product (GDP) per capita, and a negative relationship between trade openness and the agglomeration rate.

International audience ; As a result of social and economic transformations over the last two decades, poverty in Germany predominantly affects the unemployed, more so than in any other European Union country. This is partly a result of the reforms implemented by the Schröder government between 2003 and 2005. The present article uses two indicators to examine and present the dynamics and geographical disparities of poverty in Germany, and shows that although the considerable East-West and North-South contrasts persist, the most remarkable recent development is the increase in poverty in the cities of the North Rhine-Westfalia and Northern Germany. Anhand von zwei statistischen Indikatoren der relativen Ar-mut werden in diesem Aufsatz die Muster, Entwicklungen und räumlichen Disparitäten der Armut in Deutschland untersucht. Die großen regionalen Unterschiede (Nord-Süd und Ost-West) sind noch erkennbar, die bemerkenswerte Entwicklung in den letzten Jahren ist aber der Anstieg der Armut in Großstädten des Rheinlands und Norddeutschlands. ; Sous l'effet des mutations économiques et sociales des deux dernières décennies, la pauvreté en Allemagne – plus que dans tout autre Etat de l'Union européenne − affecte en premier lieu les chômeurs, mais également les ménages monoparentaux et les personnes issues de l'immigration. Cet article présente les caractéristiques, les dynamiques et les disparités spatiales de la pauvreté en Allemagne, à partir de deux indicateurs statistiques. Si les grands contrastes Est-Ouest et Nord-Sud demeurent, l'évo-lution récente la plus notable est l'augmentation de la pauvreté dans les grandes villes de Rhénanie et du nord de l'Allemagne.
