»The people« (Volk) and its constitutions actually seem more than questionable: on the one hand nothing is more dubious than the historical conditions and possibilities of this political subject, which pretends its being in so many places; on the other hand »the people« is invented, constructed, fictionalized, homogenized, imagined and moreover, a supposed substance of »the people« is implored or rejected by attributions. Thus it is this object - »the people« and its creation (production) - which requires an exposition. This article deals with the political subject of »the people« in the specific forms and structures of its appearance and analyzes its historical and epistemological genealogy in the 19thConceptions of natural law tried to show that »the people« is still in the state of nature (Sieyes). But they also evoked »the people« as a population and hence as a technological and administrative object. Following this the transformations of those discourses that aim at a possible unity of »the people« have to be introduced. For the main question is: Which part of »the people« presents itself and which part is represented? Seen worldwide twentieth century was marked by expressed socio-cultural,economic, technological and scientific changes that necessarily imposed the needof deep and fundamental changes in the field of school education. In that context,education and school system were exposed on the criticism of those which in oneway or another are motivated and committed to care for the education of children andyoung people (parents, students, teachers, businessmen, politicians, scientists). Taking into account that the knowledge and experiences from the past are basicprerequisite for action in the present and visioning the future, we decided to analysisthe critical views and opinions of several experts and visionaries of school educationin the 20th century that reflected and are reflected in the concepts of developmentof school educational activities (scientific, professional, theoretical, practical) today.

ABSTRACT The debate around the economic growth and environmental degradation is the hot topic among academics. However, up to a point, all of them embrace the uncontroversial view that tells us that anthropic factors have leverage on global climate. It happens that the so-called greenhouse effect is closely related to the accumulation of certain gases in the atmosphere, e.g., carbon dioxide, whose original source comes from productive sectors. Thus, our purpose in this article is to estimate the rate of emission intensity - here we mean the ratio between CO2 emissions and GDP - which has increased since the early part of the 20th century. To support that idea, this study reports on data from 24 different countries. In terms of C02 emission, the results undoubtedly show that United Kingdom and the United States highlight a negative picture, particularly when both are compared to India. It should be noted the presence of structural changes, which coincide with three major historical events: the World War I (1914-1918), the Great Depression in the 1930s, and finally the Oil-price shocks in the 1970s. As the result of the analysis demonstrates, the amount of emission produced by developing countries is surprisingly low. That the technology reveals its relative merit for reducing the overall emission intensity is transparently obvious.

В ходе долгой кавказской войны против исламского сопротивления, возглавляемого дагестанскими имамами (ок. 1828-1859 гг.), и после ее завершения российская военная администрация пыталась противопоставить обычное право ( адаты ) системе мусульманского права. Однако для того, чтобы использовать обычное право, его следовало не только собрать, но и кодифицировать, "переведя" на юридический язык, понятный новой власти. В 1840-х и 1860-х гг. российские офицеры и этнографы организовали две масштабные кампании по сбору соответствующих материалов в отдаленных районах Северного Кавказа. Результат этих кампаний был предопределен методикой сбора данных ("компиляционная ", а не "синтезирующая") и идеологией, в особенности ориентацией на интересы местной кавказской знати и пренебрежением опытом автономных аульных общин. Полученные таким образом российские своды кавказского обычного права позволили властям манипулировать адатами, добавляя, исключая или изменяя те или иные фрагменты. Тем самым официальные своды отрывали местные собрания адатов от их социальной базы – аульных общин, интересы которых и защищали систематически разрабатывавшиеся местные своды обычного права. В итоге российские сборники адатов превратили живые развивающиеся системы общинного обычного права в обычное право колониального типа, контролируемое государством. Тем не менее, уже к концу XIX века обнаружились пределы манипулирования обычным правом, и все попытки кодификации адатов для официального использования их в суде провалились. Историк права М. М. Ковалевский даже пришел к выводу, что ставка на "модернизацию" обычного права в ущерб исламскому закону была ошибочной. По его мнению, исламское право во многих отношениях являлось "более цивилизованным", чем обычное право народов Северного Кавказа и более подходящим с точки зрения коммуникации с имперским центром и интеграции региона в имперскую систему. Тем самым Ковалевский поставил под вопрос основы европейской колониальной политики не только на Северном Кавказе, но и во многих других колониальных странах.

Relations between Russia and the United States have a long history of distrust and lack of faith. In spite of the Soviet era perestroika and glasnost, America still believes that Russia has yet to come out of the "iron curtain", and Russia has not stopped accusing the United States of wielding undue influence in world politics, economy and security. Russia is seriously holding on to countries of the former Soviet Union and her former allies and is determined to ward off any possible American influence on them. In this piece, efforts are made to review and analyze the level of preparedness of both countries in creating more trusted relationship in the face of great threat on world peace in the 21st century

Московское государство в европейском геополитическом пространстве. в середине XV - начале XVI вв. Со второй половины XV в. кончается период изоляции Северо-Восточной Руси от западноевропейских стран. Образовавшееся в это время из прежде автономных земель Северо-Восточной и Северо-Западной Особенный интерес к молодому Московскому государству проявили Папская курия и империя Габсбургов, что объяснялось не только расчетами на возобновления процесса расширения церковной унии, но, прежде всего, надеждой увидеть в этом новом восточноевропейском государстве союзника по борьбе с турецкой экспансией в Европу. Расширение Османской империи, которое шло с начала XV в. с поразительной быстротой, представляло реальную опасность христианской цивилизации. Наглядным примером этого стала гибель Византийской империи - альтернативного западному, цивилизационного центра средневековой Европы. Территориальные границы европейской цивилизации сокращались за счет поглощения османами юго-восточного европейского пространства. Греция, Сербия, Болгария и другие южнославянские государства, албанские, волошские, молдавские земли, частично территория Венгрии и южные владения Австрии превратились в турецкие колонии. Угнетение христиан здесь дополнялось угрозой их исламизации (что вскоре и случилось с большей частью албанского населения и частично с сербским населением Боснии). У всех в памяти был пример почти полной турецкой ассимиляция и исламизация малоазийских православных византийцев. Между тем в XV столетии европейский католический мир, представленный более сотней государственных формирований, составлял аморфное цивилизационное единство, раздираемое внешними и внутриполитическими конфликтами. Причем его духовно-религиозная ось - католическая церковь стояла на пороге грандиозного кризиса. Реформа католицизма в Чехии в первой половине XV в., последовавшая за гуситскими войнами 1419-1434 гг., была первой ласточкой надвигающейся реформации, которая поглотит Европу в XVI столетии. Священная Римская империя германской нации в этом хаосе старалась претендовать на роль некой консолидирующей христианский мир «вселенской» силы. Одной из главных провозглашенных ею целей являлась задача оградить европейцев-христиан от турецкого нашествия. Это на фоне объективной турецкой опасности поддерживало надежду на создание некого «общехристианского» европейского единства для отражения османской экспансии и помогало контактам Москвы с Западом. Необходимо понять, почему данные надежды папства и Габсбургов оказались только иллюзией. Не менее важен и вопрос о позиции Московской Руси на этот счет. Причем интересно выяснить насколько в контексте позиций других европейских стран (или вне его) действовала московская дипломатия. ///В плане борьбы с османами ожидания европейцев на счет Московской Руси оказались преждевременными///
