Overarching policy objectives for national wellbeing are currently being developed by national governments, replacing the objective of economic growth. Maximising the quality of people's lives, their happiness or subjective wellbeing has, however, been the conscious strategy of ecovillages.With up to a half-century of empirical experimentation, ecovillages offer an evidence base that can be utilised to benefit the wider society. In order to facilitate the research needed for appropriate government policies to deliver a high level of national wellbeing, this paper attempts to shed light on some twenty different elements the common attitudes and practices of ecovillages which have allowed them to succeed in this endeavour. Further research on the wellbeing of ecovillages is suggested to enable the wider society to focus on the process of achieving a higher level of wellbeing for sustainable development.
Today there are many challenges the modern university faces related to globalization, immigration, economic recessions, fluctuation of number of students, shrinking support from the government, commercialization of higher education establishments, etc. One of the most significant tendencies in the development in the field is the increasing role of the corporate social responsibility (the university social responsibility, in particular). The aims of the present paper are two: first, to research he current literature on the changing social roles of the university in society, second, to describe the concept of university social responsibility (USR) and its various research frameworks. Its main objective to work out model to be tested in the further empirical research of the university social responsibility in Latvia.
The functions and powers of local self-governance are broadly discussed at all levels of government institutions, non-governmental organizations and communities. There is an expressed position that local communities and their local self-governing institutions should be given the power of subsidiary decision making in locally specific issues. However, year after year, the unanimous attitude is suppressed by financial and fiscal dependence upon the central government, unreasonably large territorial units with high population density. These circumstances limit down the decision-making and, moreover, the implementation of the decisions. From this point of view, the financial and fiscal powers of local self-governing institutions and, consequently, the decision-making strata are significantly different from those in other Baltic and Central European countries, as well as Scandinavian states. This article deals with the analysis of local self-governing administration in terms of its fiscal and financial empowerment, the size of the local communities and its impact on decision-making. A comparison is drawn with Scandinavian, central European and Baltic countries. ; Lietuvos vietos savivaldos funkcionavimo bei jos galių klausimu daug diskutuojama įvairių lygių valdžios institucijose, visuomeninėse organizacijose, bendruomenėse. Vieningai pritariama, jog būtina suteikti didesnes galias pačioms bendruomenėms bei jų išrinktoms vietos valdžios institucijoms spręsti tas problemas, kurias jos geriausiai išmano (subsidiarumas). Deja, metai iš metų, kalbant apie vietos savivaldos galių didinimą, nesikeičia vietos savivaldos finansinė ir fiskalinė priklausomybė nuo centrinės valdžios, lieka nepagrįstai dideli savivaldybių teritorijos dydžiai (gyventojų kiekis). Tai lemia ribotas sprendimų priėmimo galimybes, jau priimtų sprendimų įgyvendinimą. Lietuvos vietos savivaldos finansinis ir fiskalinis savarankiškumas bei iš to sekanti sprendimų priėmimo galimybė gerokai skiriasi nuo kitų Baltijos bei Vidurio Europos ir Skandinavijos valstybių. Šis straipsnis skirtas mūsų valstybės vietos savivaldos fiskalinio bei finansinio savarankiškumo bei savivaldybių dydžių palyginti su Skandinavijos, Vidurio Europos ir Baltijos valstybėmis nulemtai sprendimų priėmimo galių analizei.
The present state of university and professional education in Lithuania and major problems of its development are outlined. The possibilities of upgrading university and professional studies are evaluated, taking into account the processes associated with the integration of Lithuania into the European Union. In addition, the prospects of education development are analyzed in the context of transitions characteristic of the states of Central and Eastern Europe. ; Apibūdinama šiuolaikinė situacija Lietuvos universitetinių ir profesinių studijų sistemoje, parodomos šios sistemos tobulinimo problemos. Universitetinių ir profesinių studijų tobulinimo galimybės yra vertinamos, atsižvelgiant į Lietuvos integracijos į Europos Sąjungą procesus. Be to, šių studijų perspektyvos analizuojamos Rytų ir Vidurio Europos šalims būdingų transformacijų kontekste. Sprendžiant aktualias universitetinių ir profesinių studijų Lietuvoje problemas, išskirtinis dėmesys turi būti skiriamas šioms aplinkybėms: – studijų tobulinimo problemos turi būti suvokiamos, svarstomos ir sprendžiamos Lietuvos integracijos į Europos Sąjungą bei pačios Europos Sąjungos plėtros bei modernizavimo problemų kontekste, ypatingai atsižvelgiant į globalizacijos, informacinės visuomenės formavimosi, naujų konkurencijos formų, naujų technologijų pasklidimo procesus. Toks požiūris leidžia pasiekti, kad studijų sistema Lietuvoje būtų atvira, dinamiška ir adaptatyvi, – studijų tobulinimas turi būti orientuotas į pozityvių transformacijų visuomenėje aktyvinimą, – studijos turi būti vykdomos taip, kad Lietuvoje būtų formuojama aukštu pragyvenimo lygiu pasižyminti visuomenė, orientuota į intelektinio darbo, aukštų technologijų kūrimo ir įgyvendinimo, aukštos kokybės produktų gamybos prioritetus, – studijų sistema turi būti integruota į tarptautines studijų sistemas, visų pirma, į Europos Sąjungos šalių studijų sistemą. Tobulinant studijų sistemą Lietuvoje, yra tikslinga plėtoti tyrimo ir projektavimo darbus šiomis kryptimis: – tikslinga atlikti išsamius tyrimus, kurie būtų skirti apibrėžti Lietuvos aukštojo mokslo funkcijas plėtojant Europos Sąjungos žmogiškuosius išteklius bei aktyvinant Europos Sąjungos plėtrą bei jos modernizavimą, – tikslinga parengti ir įgyvendinti Lietuvos universitetų ir kitų aukštųjų mokyklų racionalios specializacijos bei jų potencialo plėtojimo ilgalaikę strategiją, – tikslinga atlikti tyrimus, skirtus Europos Sąjungos šalių universitetų ir kitų aukštųjų mokyklų aktyvumui Lietuvoje skatinti, – būtina visapusiškai plėtoti atviro ir distancinio mokymo technologijas, šiuo tikslu atliekant atitinkamus tyrimo ir projektavimo darbus. In the following article, current issues of formation and implementation of budgetary policy of the Republic of Kazakhstan are considered, mechanisms of budget planning methods and budgetary resources utilization improvements are analyzed. A special emphasis is placed on the existing problems in the budgetary sector, which determines the need for further research in this area. ; Straipsnyje analizuojami šiuolaikiniai Kazachstano Respublikos biudžeto politikos formavimo ir įgyvendinimo aspektai, biudžeto planavimo mechanizmai ir metodai bei išteklių panaudojimo tobulinimo perspektyvos. The article deals with the problems of quality of training based on the analysis of Ukrainian national experience of training, retraining and advanced training of civil servants. The dependence of qualification parameters of the specialization of their training on the choice of the direction of public administration development is discussed. The specifics of government officials' training at the current stage of the state governance system development are identified. The aim of the paper is to compare civil servants' motivation in countries having different civil service model. The article starts with a short introduction of factors motivating civil servants. Later on differences between career-based and post models are explored, paying special attention towards motivational factors. Data from civil servant's motivational survey conducted in Lithuania 2007 allows the comparison with data form other countries. Comparative analysis proves that civil servants despite different level of economical development and civil service model are motivated and demotivated by rather similar factors. Among the motivators are salary, job security and social guarantees. Too much rules and regulations, bad leadership, political pressures have a negative impact on their motivation. ; Straipsnyje išryškintos valstybės tarnybos darbuotojus skatinančias priemonės skirtinguose valstybės tarnybos modeliuose. Remiantis 2007 m. autorės atlikto Lietuvos valstybės tarnautojų motyvacijos tyrimo rezultatais, palyginti Lietuvos ir kai kurių kitų ES šalių valstybės tarnautojus motyvuojantys veiksniai. Lyginamąja analize parodyta, kad, nepriklausomai nuo šalių ekonominio išsivystymo lygio ir valstybės tarnybos modelio valstybės tarnautojus skirtingose šalyse motyvuoja ir demotyvuoja gana panašūs veiksniai. Pateiktos įžvalgos Lietuvos valstybės tarnautojų motyvacijai kelti.
This work examines the phenomenon of self-regulation as a new form of governance in Lithuania. The study is based on one of the most prominent examples of self-regulation in environment protection which is non-governmental certification. This study is designed to answer the question – why companies decide to self-regulate and to adopt voluntary environmental standards and what is their effect. Knowledge of the factors which encourage adoption as well as understanding the effect these schemes have, help to comprehend better the capacity and prospects of this self-regulatory instrument. Theoretical framework of this study is based on four organizational theories and the analytical model, which allows to investigate the effects of certification, was adapted to this research. The empirical study revealed that self-regulation through environmental non-governmental certification is a new phenomenon in Lithuania. Standards' adoption pattern was mostly influenced by the external pressures from the stakeholders and the company's wish to inform the outsiders about their environmental commitments. The study also revealed that certification may have not only direct impact, but broader effects as well – both positive and negative unintended consequences. Unintended side effects and the effectiveness of certification are important areas for future research in self-regulation and private environmental governance research. ; Šis darbas analizuoja savireguliacijos, kaip naujos valdymo formos, paplitimo reiškinį Lietuvoje. Tyrimas remiasi vienu ryškiausių savireguliacijos pavyzdžių aplinkosaugoje – nevyriausybiniu sertifikavimu. Šiuo tyrimu buvo siekiama atsakyti į klausimą, kodėl įmonės renkasi savireguliaciją ir standartų diegimą bei koks yra jų poveikis. Žinios apie veiksnius, skatinančius standartų diegimą, taip pat supratimas apie tai, koks yra sertifikavimo programų poveikis, leidžia geriau suprasti šios savireguliacijos priemonės galimybes ir perspektyvas. Teorinis tyrimo pagrindas remiasi keturiomis organizacinėmis teorijomis ir tyrimui pritaikyta analitine struktūra, leidžiančia tirti sertifikavimo pasirinkimą ir sukeliamą poveikį. Empirinio tyrimo metu buvo atskleista, kad aplinkosauginė savireguliacija per nevyriausybinį sertifikavimą Lietuvoje yra naujas reiškinys. Pagrindiniai veiksniai, skatinantys standartų diegimą ir įmonių sertifikavimą, yra patiriamas spaudimas iš suinteresuotų asmenų arba pačių įmonių noras informuoti apie savo aplinkosauginius įsipareigojimus. Tyrimas taip pat atskleidė, kad sertifikavimas gali turėti ir netiesioginių pasekmių, t. y. ne tik standartus diegiančioms įmonėms. Pastarosios gali būti tiek teigiamos, tiek neigiamos neplanuotos pasekmės. Sertifikavimo veiksmingumas ir nenumatytos jo pasekmės yra svarbios sritys ateities tyrimams, analizuojantiems savireguliaciją ir privatų aplinkosaugos valdymą.
The article discusses general perception of philanthropy in public policy context analyzing the attitudes of civil servants and community leaders. Analysis of general philanthropy concept employs traditional and modern philanthropy dimensions; meanwhile philanthropic action is conceptualized in altruism vs. egoism perspective. Theoretical view is dwelling on insights of Herbet Simon, Elias L. Khalil, Patrick Rooney and Sarah Nathan, Jenny Harrow, etc. Some remarks on philanthropy policy traditions and legislation are made as well. The empirical evidence is dwelling on concept map of philanthropy perception among public policy actors: civil servants and community leaders. ; Akademinėje ir politinėje diskusijoje filantropijos politika pateikiama kaip svarbi viešosios politikos dedamoji, atskleidžia valstybės demokratijos lygmenį. Straipsnyje aptariama filantropijos koncepcija viešosios politikos kontekste. Analizuojamas valstybės tarnautojų ir vietos bendruomenių lyderių požiūris. Filantropijos koncepcijos analizė grindžiama tradicinės ir moderniosios filantropijos takoskyra, o filantropijos veiksmo imperatyvai aptariami egoizmo ir. altruizmo požiūriais. Teorinė analizė grindžiama Herbet Simon, Elias L. Khalil, Patrick Rooney ir Sarah Nathan, Jenny Harrow ir kt. autorių įžvalgomis. Taip pat apžvelgiamos filantropijos politikos tradicijos, filantropijos teisinis reglamentavimas. The author states in this paper that a civil service is one of the indicators of the political relations in the state reflecting the society. In a democratic state, including the Slovak Republic, civil service is based on democratic values in its internal organization as well as within its activities as a whole. Civil service is not understood uniformly in law theory. Civil service has two sides –organizational and legal. Civil service includes a wide area of organizational and controlling relationships. Civil service in its legal form represents a complex legal institute with an inter-disciplinary character; it incorporates standards of multiple legal areas, mainly administrative, constitutional and labour law.
The tensions between the administrative reform plans and their impact on effectiveness and legitimation of the politico-administrative system have both theoretically and practically been important and interesting questions in administrative sciences. The aim of this article is firstly to give a comprehensive evaluation summary of the profile and success or failure of the administrative reforms in the 1990's in Finland. Heavy economic depression and changes in international environment with the collapse of Soviet Union and membership in the European Union caused an active reform wave in the Finnish public administration. The main target of the reformers was to modernise the structures, steering systems and administrative culture of the administrative machinery to meet new challenges of administration. The international New Public Management (NPM) doctrine had clear impact on Finnish reform activities. These reforms have been successful in causing many real changes in Finnish administration. In spite of that, the citizen reactions have been passive and even negative concerning legitimation of the modernised administration. In this article there are some considerations of the reasons and backgrounds of citizen response and trust in the NPM-type administrative reforms. Partly the citizen response seems to be slow and depending more of real changes in every day life than political reform decisions. Partly it seems to be a "winners' and losers' game" in which the losers' response is loud and even aggressive and winners are mainly passive. In fact the case of Finland shows how much NPMtype reform programme can be described as a structural and cultural renovation of systems which can create more efficiency and service-orientation in the administration, but these impacts are instrumental, indirect and time taking. ; Prieštaravimų tarp administracinės reformos tikslų ir jos įtakos politinės-administracinės sistemos efektyvumui ir teisėtumui analizė yra teoriškai bei praktiškai svarbi ir būtina tolesnei administravimo mokslo raidai. Šio straipsnio 32 svarbiausias tikslas – pateikti Suomijos administracinių reformų, vykdytų 1990-aisiais, apibendrinantį vertinimą, išryškinant sėkmes ir nesėkmes. Tas reformas sąlygojo sunki ekonominė depresija ir išoriniai pokyčiai, susieti su Sovietų Sąjungos žlugimu ir naryste Europos Sąjungoje. Pagrindinis reformuotojų siekis buvo modernizuoti administracinės sistemos struktūras, kontrolės metodus ir administracinę kultūrą, atsižvelgiant į naujuosius iššūkius. Tai reformai ryškią įtaką darė tarptautinį pripažinimą įgyjanti naujojo viešojo administravimo doktrina. Tačiau, nepaisant daugelio sėkmingų pokyčių Suomijos administravimo sistemoje, vertinant modernizuotos administracijos teisėtumą, piliečių reakcija buvo gana pasyvi ir net negatyvi. Straipsnyje vertinamos tokios piliečių elgsenos priežastys. Iš dalies, atrodo, lėta reakcija siejasi su tuo, kad daugiau reaguojama į realius kasdienio gyvenimo pokyčius, o ne į politinių reformų sprendimus. Be to, kiekvienoje reformoje būna laimėjusiųjų ir pralaimėjusiųjų. Paprastai pralaimėjusiųjų reakcija būna garsesnė ir net agresyvi, o laimėjusiųjų – pasyvi. Suomijos pavyzdys rodo, kad naujosios viešosios vadybos įgyvendinimo reformos gali būti vertinamos kaip sistemos struktūrinė ir kultūrinė renovacija, kuri gali sukurti efektyvesnį į paslaugas orientuotą administravimą, bet jų įtaka yra instrumentinė, netiesioginė ir reikalaujanti laiko.
The aim of the paper is to discuss introduction of New Public Management (NPM) ideas in Latvian public administration after 1990 in the context of policy transfer. Since, policy transfer concept includes a wide scope of actors involved, the paper will concentrate upon politicians and elected officials. Politicians are the only actors in policy transfer who can decide to transfer entire policies. In this respect, the motivation of politicians imposed by external and internal constraints to use policy transfer is relevant. In order to explore scope of policy transfer utilised during administrative transformation in Latvia, the author will analyse governmental declarations and the activities performed as the main source describing governmental commitments. ; Viešosios politikos raidos kontekste straipsnyje analizuojamos naujosios viešosios vadybos įgyvendinimo Latvijos viešajame administravime ypatybės. Akcentuojant, kad viešosios politikos transformacijas lemia daugelis veikėjų, straipsnyje daugiausia dėmesio skiriama Latvijos aukščiausiųjų valdžios institucijų politikų ir išrinktų valstybės tarnautojų veiklai tirti. Politikai yra vieninteliai veikėjai politinių transformacijų metu lemiantys politikos kryptis. Politikų motyvacija apspręsta vidinių ir išorinių spaudimų yra svarbi politikos transformacijos laikotarpiu. Siekiant išanalizuoti politikos transformacijas Latvijos administravimo transformacijų kontekste autorė analizuoja valdžios deklaracijas ir veiklą kaip pagrindinį šaltinį, atspindintį valdžios veiklos kryptį.
Current models of human resource development (HRD) suggest that expectations about a line manager role in HRD are changing as organizations are striving to make the HRD function leaner and more strategic. In this context, line managers are increasingly held responsible and accountable for human resource development. Thus, this paper investigates the themes and implications, concerning the role of the line managers in human resource development. It also seeks to explore current developmental roles of line managers in Lithuanian government institutions and to define and discuss the factors inhibiting their greater involvement in HRD, The results of the research have revealed that line managers in government institutions of Lithuania have not assumed the responsibility for HRD. It was confirmed that it is difficult to fulfill this role, either because of their work load or lack of skills and management tradition in this area. It has been also concluded that substantial investments in capacity development of the line managers and HRD specialists are needed to make sure that line managers and HRD specialists are capable of carrying out their new roles. ; Straipsnyje aptariama šiuolaikine tendencija nukreipti žmogiskųjų isteklių vystymo (ŽIV) funkciją vidurinio lygmens vadovams. Siekiama nustatyti ir ivertinti siu pokyčių reiksmę bei įtaka ŽIV. Taip pat analizuojamas vidurinio lygmens vadovų vaidmuo vystant žmogiskuosius išteklius Lietuvos valdžios institucijose. Remiantis atlikta analize nustatyta, jog šiuo metu vidurinio lygmens vadovai Lietuvos valdžios institucijose neprisiima atsakomybės už savo pavaldinių ugdymą. Pagrindiniai veiksniai, turintys įtakos šiai situacijai yra didelis darbo kruvis, nepakankamas dėmesys šiam veiklos prioritetui valdžios institucijose, reikalingų žinių ir gebejimų ŽIV srityje stoka, taip pat atitinkamų tradicijų bei palaikančios organizacinės kultūros stoka. Šiai situacijai didelės įtakos turi ir poreikis keisti ŽIV specialistų veiklos pobudį pereiti nuo mokymii organizatoriaus vaidmens prie patarėjo-konsultanto, gebančio patarti ir padėti tarpiniams vadovams atlikti darbuotojų veiklos vertinimą, nustatyti mokymosi poreikius ir planuoti karjerą.
In the context of the health and economic crisis, indicated by the confinement and social distancing as mitigation and containment policies of the SARS CoV-2 pandemic, the expectations regarding public services are intensifying. In addition to this scenario, local elections exacerbate those expectations regarding the deterioration in the quality of the drinking water supply. The objective of the present work was to contrast a model in order to be able to discuss the findings with the state of the art. A cross-sectional, psychometric and correlational work was carried out with a selection of 100 tenants from a municipal market in central Mexico. A factorial structure was found that explained 56% of the total variance, which suggested the emergence of a common factor that would explain the synchronicity of the economic and social crises in a political crisis.
The relevance of the subject matter is conditioned by the fact that the innovative development of the Republic of Kazakhstan, which is based on the introduction of technological advances, the use of computer and resource-saving technologies, industrial and innovative achievements, is currently of great importance for the country's economy. The paper aims to prepare recommendations for the development of public-private partnerships (PPP) in the conditions of innovative development of the Republic of Kazakhstan. The leading methods of researching the issues of the paper include the analysis of theoretical sources, analysis of statistics, and comparison. The analysis of statistical indicators plays a crucial role in the study since data on the innovation level on the development of PPP can be directly obtained from statistical databases. The research results showed that for the development of projects that are carried out on an innovative basis, cooperation between the state and business is necessary. Certain risks and consequences are inherent in innovative projects. Therefore, such projects require private partners who agree to PPP even under unstable political, economic and social conditions and also have corresponding production and innovative potential. Given the improvement of the regulatory framework at the national and regional levels, increasing the attractiveness of such cooperation, and providing comprehensive support for such projects, a partnership between the state and business in the innovation sector will develop. The scientific novelty of the research is determined by the fact that the method of analysis of statistical indicators was used for the first time to analyse the concept of PPP in the context of the innovative development of the Republic of Kazakhstan. The observations of the paper have practical value for the development of PPP in the conditions of innovative development of the Republic of Kazakhstan.
