Incomes of population and poverty are key elements of the EU cohesion policy which aims at reducing disparities between the levels of development of individual regions. The traditionally appropriate study to evaluate the convergence of the Member States is the European Union Statistics on Income and Living Conditions (EU‑SILC). However, this is not the only source of information on income distribution and social inclusion in the European Union. In this article, the basis for calculations are the results of the fourth European Quality of Life Surveys (EQLS), whose purpose is to measure both objective and subjective indicators of the standard of living of citizens and their households. The aim of the paper is to assess the diversity of distributions of household incomes and the level of income poverty due to the selected socio‑demographic characteristics of the respondent or household in selected European countries in two periods: 2007 and 2016. Countries of the Visegrad Group (Poland, the Czech Republic, Slovakia and Hungary) were selected for the analysis, along with the Weimar Triangle (Poland, Germany, and France). Such a selection allowed us to compare the financial situation of households in Western Europe with those in Central and Eastern Europe. Poland becomes a natural link between all these countries. The article uses modelling methods of income distribution, indicators of distance (overlapping) of distributions and aggregate indicators of the scope, depth and severity of poverty. Those ratios were determined on the basis of the use of relative. In order to ensure comparability of incomes of households with different demographic compositions, the analysis used equivalent incomes. As a result of the preliminary analysis, differences were noted regarding the measured position, variation and asymmetry of equivalent incomes in the studied households. The applied gap measurements showed a significant disparity between the distributions of income in Western European countries (Germany, France) and the countries of the Visegrad Group, but the size of that differentation de creased significantly in 2016 relative to 2007. Important differentiation was also noted in terms of income poverty risk within the Visegrad Group: the highest proportion of households at risk of poverty exists in Poland and the lowest in the Czech Republic. ; Dochody ludności oraz ubóstwo stanowią kluczowe elementy polityki spójności Unii Europejskiej, której celem jest zmniejszenie dysproporcji w poziomach rozwoju poszczególnych regionów. Badaniem tradycyjnie stosowanym do oceny konwergencji państw członkowskich jest Europejskie badanie warunków życia ludności (EU‑SILC). Nie jest to jednak jedyne źródło informacji na temat dystrybucji dochodów i integracji społecznej w Unii Europejskiej. W niniejszym artykule podstawę obliczeń stanowią wyniki czwartego Europejskiego badania jakości życia, którego celem jest pomiar zarówno obiektywnych, jak i subiektywnych wskaźników poziomu życia obywateli i ich gospodarstw domowych. Celem artykułu jest ocena zróżnicowania rozkładów dochodów gospodarstw domowych oraz poziomu ubóstwa dochodowego ze względu na wybrane cechy społeczno‑demograficzne respondenta lub gospodarstwa domowego w krajach europejskich. Do analizy wybrano państwa należące do Grupy Wyszehradzkiej (Polska, Czechy, Słowacja i Węgry) oraz państwa Trójkąta Wajmarskiego (Polska, Niemcy, Francja). Taki dobór krajów pozwala na porównanie sytuacji materialnej gospodarstw domowych w krajach Europy Zachodniej oraz Środkowo‑Wschodniej, a Polska staje się naturalnym łącznikiem między nimi. W artykule zastosowano metody modelowania rozkładu dochodów, mierniki odległości (nakładania się) rozkładów oraz agregatowe wskaźniki zakresu, głębokości i dotkliwości ubóstwa. Wskaźniki te wyznaczono na bazie zastosowania względnej linii ubóstwa. W celu zapewnienia porównywalności dochodów gospodarstw domowych o różnym składzie demograficznym w analizie zastosowano dochody ekwiwalentne. Wstępne wyniki badań wskazują na zróżnicowanie w zakresie miar położenia, zmienności oraz asymetrii dochodów ekwiwalentnych w badanych gospodarstwach domowych. Zastosowane miary odległości wykazały znaczny dystans między rozkładami dochodów krajów Europy Zachodniej (Niemcy, Francja) a krajami Grupy Wyszehradzkiej, jednak wielkość tej różnicy znacznie spadła w 2016 roku w stosunku do 2007 roku. Ważne zróżnicowanie odnotowano także dla ryzyka ubóstwa dochodowego w ramach Grupy Wyszehradzkiej: najwyższy odsetek gospodarstw zagrożonych ubóstwem występuje w Polsce, a najniższy w Republice Czeskiej.

Change is inevitable in organizations as the internal and external environment of an organization is dynamic as well as develops and evolves. The implementation of organizational changes is, however, a significant challenge within public organizations and there are several cases where public management reforms have gone wrong since they have failed to produce the benefits claimed for undergoing such an act. Several authors suggest that the specific context of public organizations have a negative impact in the successful management of organizational change as well as that it is something that is barely taken into account although public organizations are dependent and influenced by their surrounding environment and, hence, have to change when necessary. In addition, there has only been a limited amount of attention regarding how a change is managed within organizations. Thus, scholars mean that further research is of necessity regarding in what way the implementation process is affected by the characteristics of public organizations as well as how it is managed within organizations. The case organization, the Swedish Armed Forces, is currently undergoing a systemic change during the targeting period of 2016-2020 since there is a need for a stronger defense because of the declined security situation in Europe. The purpose of this thesis is to explore and report how managers, on an operational level, manage a systemic change in the context of a public organization. A further aim of this study is to explore and report eventual factors that enable and hinder these managers from managing a systemic change in the context of a public organization. The theoretical framework for this thesis was developed simultaneously as the data analysis process following the methodology of grounded theorizing. The emerged concepts during this process were in line with the theories of systems thinking, systemic change, and change management. Semi-structured theme interviews with three operational managers in the Swedish Armed Forces were conducted. With the ambition to contribute to present knowledge within the management of systemic change on an operational level in the context of a public organization, answers to this thesis research questions were presented by first presenting the idea of this thesis and then comparing and contrasting the findings to previous literature. The findings reveal that institutional dynamics, type of change, and communication, participation, and resources influence the level of difficulty when managing a change on an operational level in the context of a public organization. The Swedish Armed Forces is a large, bureaucratic, hierarchical, and geographically spread military organization, resulting in a complicated line making decision process and several management layers, which influence the amount of communication to and participation of personnel on an operational level during times of change. The findings also disclose that managing change on an operational level is performed differently but is mainly differentiated based on the attitude of the personnel. That is if the personnel are resistant or supportive of the changes. Another finding is that, regardless the attitude of the personnel, operational managers should always strive to improve and enhance the team's atmosphere as well as, when necessary, focus on the emotions of those adversely impacted by the change by performing different activities. The final finding is that there is no "one size fits all" approach to manage change as all organizations have a unique community and own, structure, culture, history and needs as well as include different sub-cultures and perspectives. Thus, the argument that the field of management and change include several theories and approaches that are contradictory towards one another where correct recommendations have been largely misinterpreted, misrepresented, and misunderstood, may be argued to be misleading as there is no one single way to lead a change due to several influencing factors that all play a vital role in how a change can and may be managed within an organization.

The inability of monetary policy to effectively stabilize the economy during the 2008 economic and financial crises has led to a global economic sphere of budgetary activism in recent years, which can be traced back to the "glorious thirty". This has been revived in the literature through the effectiveness of discretionary fiscal policies. The objective of this thesis is to analyze the effectiveness of fiscal policies on macroeconomic stabilization in monetary union more precisely in the Central African Economic and Monetary Community (CEMAC). For, despite an abundant empirical literature review, there is still considerable uncertainies about the extent and direction of the effects of discretionary fiscal policy, particularly in developing countries, which has somehow been marginalized. In pursuit of this objective, apart from the introductory chapter, this thesis is organized around three main empirical chapters (essays) : a first empirical chapter that analyzes the effects of fiscal policy shocks on economic activity ; a second empirical chapter that analyzes the macroeconomic effects of fiscal consolidations ; and a third empirical chapter that examines the cyclicality of fiscal policy in the CEMAC zone. Empirical results from the first empirical chapter shows that, the size of fiscal multipliers is less than unity in all CEMAC countries, and that the effects of fiscal policy shocks on different macroeconomic variables (Economic growth, private consumption, private investment, inflation) vary considerably from one country to another, but still remain positive for public spending and negative for tax revenues most of the time. After having identifing the different episodes of fiscal consolidation, the empirical analysis of the second trial reveals that fiscal consolidations in the CEMAC zone depends essentially on its economic situation and its previous state of public finances, and that they have an overall Keynesian effect on economic activities. The results of the third empirical chapter indicates that fiscal policy is, on average, procyclical in the CEMAC zone, and secondly that this procyclicality is mainly explained by its economic and socio-political factors. ; L'incapacité de la politique monétaire à stabiliser efficacement l'économie pendant la crise économique et financière de 2008 a donné suite sur la sphère économique mondiale au cours de ces dernières années à un activisme budgétaire dont on peut situer le dernier d'une telle ampleur pendant les « trente glorieuses ». Cela a dans la littérature relancé le débat sur l'efficacité des politiques budgétaires discrétionnaires. L'objectif de cette thèse est d'analyser l'efficacité des politiques budgétaires en matière de stabilisation macroéconomique en union monétaire, en l'occurrence dans la Communauté Économique et Monétaire de l'Afrique Centrale (CEMAC). Car, malgré une littérature empirique abondante, il subsiste une grande incertitude quant à l'ampleur et même à l'orientation des effets de la politique budgétaire discrétionnaire, et ce encore plus dans les pays en développement qui ont été parfois quelque peu marginalisés. Dans la poursuite de cet objectif, en plus d'un chapitre introductif, cette thèse est organisée autour de trois chapitres empiriques (essais) : un premier chapitre empirique qui analyse les effets des chocs de politique budgétaire sur l'activité économique ; un deuxième chapitre empirique qui analyse les effets macroéconomiques des consolidations budgétaires ; et un troisième chapitre empirique qui étudie la cyclicité de la politique budgétaire dans la zone CEMAC. Les résultats empiriques issus du premier essai montrent d'une part que la taille des multiplicateurs budgétaires est inférieure à l'unité dans la totalité des pays de la CEMAC, et d'autre part que les effets des chocs de politique budgétaire sur les différentes variables macroéconomiques (croissance économique, consommation privée, investissement privé, inflation) varient considérablement d'un pays à un autre, mais demeurent tout de même positifs pour les dépenses publiques et négatifs pour les recettes fiscales la plupart du temps. Après avoir identifié les différents épisodes de consolidations budgétaires, l'analyse empirique du deuxième essai révèle que les consolidations budgétaires dans la zone CEMAC dépendent essentiellement de la conjoncture économique et de la situation antérieure des finances publiques, et qu'elles ont globalement des effets keynésiens sur l'activité économique. Les résultats du troisième essai quant à eux indiquent d'une part que la politique budgétaire est en moyenne procyclique dans la zone CEMAC, et d'autre part que cette procyclicité est expliquée essentiellement par des facteurs économiques et sociopolitiques.

El programa Letra Q es el sistema oficial de información de la Unión Europea que permite el registro e identificación de los agentes, establecimientos y contenedores del sector lácteo para mejora de la trazabilidad de la leche cruda con destino al consumo humano, desde la explotación productora hasta la industria transformadora. En este trabajo el objetivo fue analizar el funcionamiento del programa Letra Q en leche cruda de oveja en el sur de España (Andalucía). Se estudiaron cinco variables de gestión de procesos: estado de la muestra, resultado de la muestra (VA: muestra analizada válida, VI: muestra válida incompleta; ER: muestra en reserva y RE: muestra rechazada), tiempo desde la toma de la muestra hasta la recepción en laboratorio (TTR), tiempo desde la recepción de la muestra hasta su análisis (TRA), tiempo total desde la toma de la muestra hasta análisis (TTA); cuatro variables bromatológicas: contenido de grasa (G), contenido de proteína (P) y extracto seco magro (ESM), y punto crioscópico (PC); y tres variables higiénico- sanitarias: recuento de células somáticas (RCS), número formador de colonias (NFC) y presencia de inhibidores (PI). Se realizó un análisis estadístico descriptivo y comparativo sobre un universo de 7.507 muestras pertenecientes a 53 explotaciones. Los resultados evidenciaron VA (77,67 ± 0,54), VI (20,65 ± 0,53), ER (1,05 ± 0,01), RE (0,63 ± 0,01%), TT-R (1,27 ± 1,82d), TR-A (1,32 ± 1,67d), TT-A (2,53 ± 1,77d), G (6,98 ± 0,48 g/100g), P (5,40 ± 0,48 g/100g), ESM (12,23 ± 2,71 g/100g), PC (-0,57 ± 0,01oC), RCS (971,69 ± 764,72 x 10 3 células/mL) NFC (121,24 ± 280,675 x 10 3 células/mL) y PI (0,12 ± 0,09%). El análisis comparativo reveló existencia de diferencias significativas en las variables de gestión de procesos para los factores año y tipo de laboratorio, así como también se observaron diferencias para las variables bromatológicas e higiénico-sanitarias entre tamaño de explotación y el tipo de raza. Se concluye que el programa Letra Q contribuye a garantizar la inocuidad alimentaria en los consumidores y constituye una herramienta de gran interés para la gestión y mejora del sector lácteo. ; Letra Q program is the official information system of European Union that allows registration and identification of agents, establishments and containers of dairy sector to improve the traceability of raw milk for human consumption from farm to dairy industry. In this paper, the objective was to analyze Letra Q program functionig in raw sheep milk in the South of Spain (Andalusia). Five process management variables were studied: sample status, sample result (VA: analyzed valid sample; VI: incomplete valid sample, ER: sample in reserve,and RE: rejected sample), time from sample collection to laboratory reception (TT-R), time from sample reception to analysis (TR-A), time total from sampling to analysis (TT-A); as well as four bromatological variables: fat content (G), protein content (P) and lean dry extract (ESM), and cryoscopic point (PC); and finally three hygienic-sanitary variables: somatic cell count (RCS), colony forming number (NFC) and inhibitors presence (PI). A descriptive and comparative statistical analysis on a universe of 7,507 samples belonging to 53 farms was performed. Research Background: Demography affects human capital, which today is one of the most important factors of regional development. Demographic factors create possibilities or limit the expansion of the knowledge and skills and condition socio-economic activity. In other words, demography can favour or block regional development. Negative demographic trends, in particular referring to the size and structure of the population as well as population growth, are a significant challenge of regional policy. In addition, in the case of regions with a lower level of development, the migration rate is negative, which in turn may limit regional development. As a consequence, the following hypothesis will be verified in the article: demographic processes are a barrier to the development of regions in Eastern Poland.Purpose of the paper: The main objective of the article is to analyze the spatial diversity of demographic phenomena in Eastern Poland, along with the identification of areas with unfavorable demographic developmental conditions. Implementation of the second objective is to carry out the analysis at the level of subregions, not regions, which will allow for more precise analysis of negative demographic phenomena.Methodology/Methods/Data sources: In the article the method of linear ordering of objects using the taxonomic measure of Z. Hellwig's development is used. In addition, a comparative analysis of the main demographic phenomena in 2010, 2013 and 2016 in Eastern Poland was carried out. The main source of data used in the article was the Statistics Poland (Local Data Bank). Findings: The analysis allows to conclude that in 2010-2016 in Eastern Poland an increase in the demographic burden resulting from the aging population was observed. In addition, the migration rate is negative and sub-replacement fertility rate is common in the majority of the subregions. As a consequence, negative demographic phenomena are increasingly limiting human capital and indirectly have a negative impact on regional development. However, the conducted analysis allows to distinguish subregions with positive values of the analyzed indicators, but it refers only to a few regions including a capital of a given voivodeships, and do not significantly affect the negative general demographic trends in Eastern Poland. ; Wprowadzenie: Procesy demograficzne wpływają na kapitał ludzki, który współcześnie jest jednym z najistotniejszych czynników rozwoju regionalnego. Czynniki demograficzne stwarzają bowiem możliwości lub ograniczają poszerzenie zasobu wiedzy i umiejętności oraz warunkują aktywność społeczno-ekonomiczną. Innymi słowy, zjawiska demograficzne mogą sprzyjać lub blokować rozwój regionalny. Niekorzystne trendy demograficzne, w szczególności odnoszące się do liczebności i struktury populacji oraz przyrostu naturalnego są istotnym wyzwaniem polityki regionalnej. Dodatkowo w przypadku regionów o niższym poziomie rozwoju obserwowane jest ujemnie saldo migracji, co może ograniczać rozwój regionalny. W konsekwencji w artykule zostanie zweryfikowana następująca hipoteza: procesy demograficzne są barierą rozwoju regionów Polski Wschodniej.Cel artykułu: Głównym celem artykułu jest analiza przestrzennego zróżnicowania zjawisk demograficznych w Polsce Wschodniej, zaś celem cząstkowym jest identyfikacja obszarów o niekorzystnych demograficznych uwarunkowaniach rozwoju. Realizacji drugiego celu służy przeprowadzanie analizy na poziomie podregionów, nie zaś regionów, co pozwoli na dokładniejsze określenie obszarów o niekorzystnych zjawiskach demograficznych.Metodologia/Metody/Źródła danych: W artykule została zastosowana metoda liniowego porządkowania obiektów z wykorzystaniem taksonomicznej miary rozwoju Z. Hellwiga. Ponadto została przeprowadzona analiza porównawcza głównych zjawisk demograficznych w 2010, 2013 i 2016 w Polsce Wschodniej. Podstawowym źródłem danych wykorzystanych w artykule był Główny Urząd Statystyczny (Bank Danych Lokalnych).Wyniki/Wnioski: Przeprowadzona analiza pozwala stwierdzić, że w latach 2010-2016 w Polsce Wschodniej zaobserwowano wzrost obciążenia demograficznego będącego rezultatem starzenia się społeczeństwa. Ponadto współczynnik salda migracji przyjął wartości ujemne w większości podregionów, zaś współczynnik dzietności jest znacznie poniżej progu zastępowalności pokoleń. W konsekwencji negatywne zjawiska demograficzne w coraz większym stopniu ograniczają kapitał ludzki i pośrednio negatywnie oddziaływają na rozwój regionalny. Jednakże przeprowadzona analiza pozwala wyróżnić podregiony o korzystnych wartościach badanych wskaźników, przy czym są to podregiony nieliczne, obejmujące stolice poszczególnych województw i nie wpływają w znaczący sposób na pogarszający się ogólny stan demografii w Polsce Wschodniej.

This dissertation examines the origins and persistence of state capacity in three regions: the former colonies of the British Empire, the former Japanese colonies of Korea and Taiwan, and Latin America. In all three regions, I find that countries differ significantly in state capacity, and that these differences are highly persistent. In the cases of the former British colonies, Korea, and Taiwan, I find that differences in state capacity were already well-established during the last few decades of colonial rule by Britain and Japan, respectively, in the mid-20th century. In the case of Latin America, I find that differences in state capacity were also highly apparent in the independent Latin American countries by the early 20th century, and that they have persisted up to the present day. This project shows the persistence of state capacity across the 20th century in these three regions and also suggests reasons for the origins of these differences in state capacity. First, I find that measures of state capacity in 38 former colonies of the British Empire at the time of independence strongly predict modern-day levels of GDP and HDI in the independent countries. Using three measures of colonial-state capacity – taxes collected per capita, the size of the colonial police force per capita, and extent of the British legal system – I find that all three variables strongly predict modern-day per capita income as well as educational and health indicators, after controlling for initial conditions, as well as geographical and other precolonial variables. The analysis also suggests that the reasons that the British established colonies with greater state capacity in some territories but not in others do not appear to be related to natural or geographical advantages that would predict modern-day economic performance, or even to how much economic potential they thought the territory might have. The British were more likely to establish an intense colonial administration where it was inexpensive to do so. In particular, it was less costly when there was little indigenous resistance to British colonization, and where there were no native polities through which they could rule indirectly.Next, I show how the state capacity developed under colonial rule in four Asian countries (Taiwan, South Korea, India, and Singapore), under two different colonial rulers (Japan and Britain), was maintained and affected policy-making and implementation in the first decade after independence. This chapter investigates the mechanisms through which state capacity developed under colonial rulers was maintained or undermined during the first decade after independence in South Korea, Taiwan, India, and Singapore. All of these countries maintained their colonial civil service after independence, but the penetration of the civil service to local levels of government was much higher in South Korea, Taiwan, and Singapore than in India. South Korea, Taiwan, and India also had more well-qualified locals to replace departing British officials. Finally, the professionalism of the civil service in India was significantly undermined by patronage and the reservation system for certain ethnic and caste groups.Finally, I show that state capacity established after independence also strongly affected development outcomes in Latin America, the only large region in the developing world where most states were already independent by the early 20th century. Latin American states today show considerable variation in GDP and HDI levels. This chapter demonstrates that this variation can likewise be traced to a significant divergence in the levels of state capacity achieved by these states in the early 20th century. By the early 20th century, some Latin American states had achieved more state capacity than others, but significant investment in mass welfare of citizens had not yet occurred. Yet state capacity in early 20th-century Latin America is a strong determinant of levels of health and education in the present day. In addition, there is no relationship between the years that a state was ruled by a democratic or leftist regime, and its modern-day economic development, or its modern-day levels of health and education.

On the basis of the complex analysis, an algorithm for constructing a complex economic-mathematical model that characterizes the influence of the main macroeconomic factors on the development of the bioeconomy is proposed. Based on the criteria of importance, availability of data and measurability, the following indicators were necessary and sufficient: from the group of supply factors - the area of agricultural land; the area of organic farming areas; crop area and yield of biotech crops; number of enterprises producing and processing biomass and enterprises using biotechnology; from the group of demand factors - interest rates; real exchange rate; the value of net exports; the state, consumer and investment costs. The method of factor analysis in the Statistica program was selected for the constructing an economics-mathematical model in accordance with the objectives and specifics of the research tasks. In order to obtain the integral indicator of the bioeconomy development Ірб, the distribution of input parameters for stimulants and disintegrants was performed, then the factor loadings were calculated using the method of the main components. As a result of the multiple correlation, the following factors have been identified as the most significant in terms of impact on the integral indicator of the bioeconomic development: the volume of scientific and technical works, in UAH millions, government expenditures, in UAH millions, consumer expenses, in UAH millions, exchange rate, UAH to USD. Based on the results of the research, it was concluded that an increase in state expenditures, as well as an increase in consumer expenditures, an increase in the volume scientific and scientific works, the strengthening of the exchange rate of the national monetary unit, have a positive impact on the value of the integral indicator of the bioeconomy development Ірб, which corresponds to the improvement of the bioeconomy development. The set of links between such macroeconomic factors as the volume of scientific and technical works, the size of public expenditures, consumer expenditures, exchange rate and bioeconomy contributes to the development of the foundation for the formation of a balanced long-term policy towards the development of the national economy of Ukraine. The use of the theoretical, methodological and practical developments is aimed, first of all, at the effective development of bioeconomy based on the use of renewable energy sources, including biomass, creation of agro-biotechnological clusters, resource conservation policy, and the formation of a new system of interaction between business, state and society. ; На основі проведеного комплексного аналізу запропоновано алгоритм побудови комплексної економіко-математичної моделі, яка характеризує вплив основних макроекономічних факторів на розвиток біоекономіки. Спираючись на критерії важливості, доступності даних та вимірюваності, необхідними та достатніми виявились такі показники: з групи факторів пропозиції – площа сільськогосподарських угідь; площа територій органічного землеробства; площа посівів та урожайність біотехнологічних культур; кількість підприємств з виробництва і переробки біомаси та підприємств, що використовують біотехнології; з групи факторів попиту – процентні ставки; реальний обмінний курс; величина чистого експорту; величина державних, споживчих та інвестиційних витрат. При побудові економіко-математичної моделі у відповідності з цілями та специфікою задач дослідження було обрано метод факторного аналізу в середовищі Statistica. З метою одержання інтегрального показника розвитку біоекономіки Ірб було здійснено розподіл вхідних показників на стимулятори та дестимулятори, після чого проведено розрахунок факторних навантажень з використанням методу головних компонент. У результаті проведеної множинної кореляції найбільш значущими з точки зору впливу на інтегральний показник розвитку біоекономіки виявлено такі фактори: обсяг наукових та науково-технічних робіт, млн грн; державні витрати, млн грн; споживчі витрати, млн грн; обмінний курс, грн/дол. США.Базуючись на результатах дослідження, зроблено висновок, що збільшення обсягу державних витрат, як і зростання величини споживчих витрат, ріст обсягів проведення наукових та науково-технічних робіт, а також зміцнення обмінного курсу національної грошової одиниці мають позитивний вплив на значення інтегрального показника розвитку біоекономіки Ірб, що відповідає поліпшенню розвитку біоекономіки. Використання отриманих теоретичних, методологічних і практичних розробок, перш за все, спрямовано на ефективний розвиток біоекономіки, що базується на засадах використання поновлюваних джерел енергії, включаючи біомасу, створення агробіотехнологічних кластерів, проведення політики ресурсозбереження, формування нової системи взаємодії бізнесу, держави і суспільства.

TAGGING is about deciding what to say about specific textiles or items of clothing; where and how to say it; and what aspects of it to investigate for added value such as patentability or design registration.To make this concrete: a mundane and familiar example of tagging is a wash-care label, in the form of a tag sewn into a garment. Interestingly, some washing machine makers have high levels of customer complaints because their washing machines use a mix of standard and non-standard washcare symbols. Ideally, all manufacturers and retailers would restrict themselves to standard wash-care symbols. Looking at less familiar aspects of tagging, these include language, legal requirements, local market expectations and additional requirements and practices in specialist markets such as using standard safety tests to evaluate protective clothing.Tagging practices in retailing or e-tailing can include value-adding activities such as in stock control and theft reduction, as well as apps to tag all the items in a consumer's wardrobe, or tags to help in finding garments that are a good fit to the body shape and size of a customer, or in other ways can help to simplify shopping.Tagging innovations such as dynamic and personalised tagging can also help designers and manufacturers to penetrate high-value niche markets such as those that involve access to a personal shopper. Tagging in professional databases can be much more complicated than tagging practices in retailing, but the basic decisions are the same: telling people what they need to know, in ways that they appreciate and that can be validated by others if required. In every case, tagging practices need to be aligned with local and global practices, industry norms and regulations regarding what to say it; who to say it to; how to say it to them (e.g., what kind of label to use, and where to attach it); what they can do with the information you provide; how they can validate what you tell them; and what you are not telling them that they should be told.Tags can be used in more ways in textiles and clothing. One way is political, and is used by the world's largest clothing retailer Inditex. They select data to share with customers and shareholders. This would help big manufacturers and retailers not only to reassure people in their ecosystem, but also to protect those organisations from infringing local laws and mores.To summarise, in the textile and clothing world, tagging can be physical, in the form of a human-readable label attached to a garment, or virtual, as a record in a database that merges data from many possible sources, or a combination of both, like a database of wash-care icons for clothing labels, or a traceability database that shows the manufacturing history and current location of each item in a retailer's stock, and that uses data from unique electronic tags attached to each item and used for anti-theft or for stock-taking tag.Tags therefore can serve multiple purposes and can be part of the business processes associated with every stage in the lifetime of a garment or a piece of textile.

The state of the agrarian insurance market in Ukraine is analyzed. The data of insurance of crops in the period from 2005 to 2018 are given. Compares the indicators of 2018 underwriting year to the indicators of previous years: the number of concluded contracts, the size of the insured sown area, the sum of insurance contracts, insurance premiums, insurance payments and the number of types of insured crops. The trend of use of combined insurance protection is monitored: insurance against total death during the period of hibernation plus spring frosts. It was determined that the reason for a sharp increase in the conclusion of contracts for animal insurance in 2018 underwriting year is the conclusion of contracts with individuals. The essence and necessity of agrarian insurance for agricultural commodity producers are determined. The role of the state in the process of organization of agrarian insurance in Ukraine is determined. Participation of the state in support of agricultural risk insurance is dictated, on the one hand, by the uniqueness of agricultural risks, and, on the other hand, the need to make financial assistance to the state of agriculture targeted and targeted. It has been determined that due to lack of budget funds and for a number of other objective reasons, the government has refused to finance the previously introduced subsidized agricultural insurance program. Therefore, the state lost the opportunity to influence the market of agrarian insurance. The general level of development of insurance of agricultural risks at the present stage is investigated and the main reasons for the reluctance of agricultural enterprises to conclude insurance contracts for the safeguarding of their crops and future yields from possible risks are identified. Among these reasons are: high level of distrust of agricultural producers to insurers and low awareness of the general mechanism of agrarian insurance. Defined tasks that need to be done to increase the interaction between insurers and insurers in the agrarian insurance sector. The issues of cooperation of the Ministry of Agrarian Policy and Food with the IFC Project "Development of Financing of the Agrarian Sector in Europe and Central Asia", which is aimed at establishing a constructive dialogue with the insurers, is disclosed. Відслідковується зберігання тенденції використання комбінованого страхового захисту: страхування від повної загибелі на період перезимівлі плюс весняні заморозки. Визначено, що причиною різкого збільшення укладання договорів на страхування тварин у 2018 андеррайтинговому році є укладання договорів з фізичними особами. Визначається сутність та необхідність аграрного страхування для сільськогосподарських товаровиробників. Визначається роль держави у процесі організації аграрного страхування в Україні. Участь держави у підтримці страхування сільськогосподарських ризиків диктується, з одного боку, унікальністю сільськогосподарських ризиків, а з другого – необхідністю зробити фінансову допомогу держави сільському господарству адресною і цільовою. Визначено, що через брак бюджетних коштів та з ряду інших об'єктивні причини уряд відмовився від фінансування раніше запровадженої програми субсидованого аграрного страхування. Тому держава втратила можливість впливу на ринок аграрного страхування. Досліджено загальний рівень розвитку страхування сільськогосподарських ризиків на сучасному етапі та визначено основні причини небажання сільськогосподарських підприємств укладати страхові договори по убезпеченню своїх посівних площ та майбутнього врожаю від можливих ризиків. Серед цих причин: високий рівень недовіри виробників сільськогосподарської продукції до страховиків та низька обізнаність в загальному механізмі аграрного страхування. Визначені завдання, які необхідно виконати для збільшення взаємодії між страхувальниками та страховиками в аграрній страховій сфері. Розкрито питання співпраці Міністерства аграрної політики та продовольства з Проектом IFC "Розвиток фінансування аграрного сектору в Європі та Центральній Азії", завданням якої є встановлення конструктивного діалогу зі страховиками. Надані рекомендації щодо впровадження в Україні аграрного страхового пулу.

The article highlights first the historical background: two long-term trends have most strongly influenced the development of the non-profit sector throughout its millennial history. Ап analysis of the French civil society nowadays is made on the basis of the System of national accounts concept using the most recent statistics on this sector ignored by the statistical system two decades ago. The number, size and hu­man resources of civil society organizations (CSOs) are analysed first, then their financial resources by public and private origin and their economic contribution and social impact . The final part of the research deals with recent1 trends and issues. The evolution of the French non-profit sector during the Millennium decade is outlined. Then focuses on the impact of the financial, economic and social crisis on the French third sector is highlighted. The sharing of educational, health and social services provision between the state, the local governments and the civil society obviously depends on functions that have been devolved to local governments as well as on the level of externalization or subcontracting which authorities consider to be relevant. Recourse to the non-profit sector makes it possible to reduce public employment, which is very high in France. Grass-roots associations provide local services adapted to the local population through voluntary work. That is the reason why the central and local governments and social security affords an almost total financing to the welfare CSOs and a partial financing to the others while the public sector regulates the CSOs and guarantees universal access to the services provided as well as the equal treatment of all users. The whole civil society sector associations and foundations is currently looking for its place in the public sphere, either in close partnership with public authorities or within the social and solidarity economy with the cooperatives and the mutual societies. Civil society organizations have demonstrated their ability to respond to the new needs of a more diverse population, and they have proved their resilience during less favourable times. ; В статье описаны две долгосрочные тенденции, оказавшие значительное влияние на развитие некоммерческих организаций (НКО) Франции на протяжении всей его тысячелетней истории. Анализируется современное состояние гражданского общества Франции с использованием методов системы национальных счетов и на основе последних статистических данных о НКО, которые еще два десятилетия назад не учитывались статистической системой. Исследуются численность, размер и человеческие ресурсы НКО, их финансовые ресурсы, а также их экономический вклад и воздействие на общество. Заключительная часть статьи посвящена описанию современных тенденций и проблем в этой сфере. Представлен анализ эволюции французского некоммерческого сектора в течение последнего десятилетия. Выявлено влияние финансового, экономического и социального кризиса на НКО Франции. Распределение предоставления образовательных, медицинских и социальных услуг домашним хозяйствам между государством, местными органами власти и гражданским обществом зависит от функций, которые были переданы местным органам власти, а также от уровня экстернализации или субподряда, которые власти считают актуальными. Привлечение некоммерческого сектора позволяет снизить уровень занятости в секторе государственного управления, который во Франции очень высок. Ассоциации, связанные с деятельностью общин, предоставляют свои услуги местному населению на общественных началах. По этой причине центральные и местные органы власти и органы социального обеспечения осуществляют почти полное финансирование социальных НКО и частичное финансирование других типов НКО, в то время как сектор государственного управления регулирует НКО и гарантирует всеобщий доступ к предоставляемым ими услугам, а также равный (справедливый) доступ к ним всех пользователей. Весь сектор гражданского общества ассоциации и фонды в настоящее время ищет свое место в общественной сфере: либо вступая в тесное партнерство с органами государственного управления, либо в рамках социальной и солидарной экономики, объединяясь с кооперативами и другими видами ассоциаций. Организации гражданского общества продемонстрировали свою способность реагировать на новые потребности различных слоев населения и доказали свою устойчивость в не столь благопри­ятные времена.

Modern transformations of socio-economic systems require the revision of existing methods and ways of managing them. This process acquires a particular relevance regarding a human factor, which, at this stage of development, becomes crucial in the activities of any economic entity. After all, the very person is the engine of development, generates profit and ensures the capitalization of the assets of enterprises, creates competitive advantages. It should be noted that such changes are important for transport enterprises, which are a strategically important sector of the functioning and development of the state, especially in the aspect of integration of Ukraine's transport system into the European one. At the same time, enterprises of the domestic transport system have certain specific features that need to be studied, taken into account when managing their human resources and, possibly, changes in accordance with the updated business conditions.Therefore, the purpose of the article is to determine the impact of the sector specificity of Ukrainian transport companies in managing their human resources.As a result of the study, it is established that the transport industry has a diverse composition of enterprises depending on the mode of transport, and each component varies from each other. Of course, the management of the human resources of transport enterprises is influenced by: the size of the enterprise, which is primarily determined by the number of employees, its organizational and legal form, ownership, etc. The second feature of transport companies is the varying degree of state interference in their economic processes. Another specific feature is the social significance of transport companies, which stipulates special requirements for their personnel as a factor in ensuring the safety of transport services. In addition, transport provides transportation services to socially vulnerable population and remote communities, which is not always economically feasible.Consequently, we can conclude that transport enterprises have a number of features – legislative, economic, organizational and legal, which will impact the process of employees' management. Therefore, there is a need to take them into account when developing an efficient system for assessing and managing the human resources of transport companies. ; Сучасні трансформації соціально-економічних систем вимагають перегляду існуючих методів та способів управління ними. Варто зазначити, що для підприємств транспорту, які є стратегічно важливим сектором функціонування та розвитку держави, такі зміни є важливими, особливо в аспекті інтеграції транспортної системи України в європейську. В той самий час підприємства вітчизняної транспортної системи мають певні специфічні риси, які потребують вивчення, врахування під час управління їх кадровим потенціалом та, можливо, змін відповідно до оновлених умов господарювання.Саме тому метою статті є визначення впливу галузевої специфіки українських транспортних підприємств під час управління їх кадровим потенціалом.У результаті дослідження було встановлено, що транспортна галузь має різноманітний склад підприємств, що залежать від виду транспорту, і кожна складова відрізняється одна від одної. Звичайно, на управління кадровим потенціалом підприємств транспорту впливають: розмір підприємства, який передусім визначається чисельністю працюючих, його організаційно-правова форма, форма власності тощо. Другою особливістю підприємств транспорту є різний ступінь втручання держави в їх економічні процеси. Ще однією специфічною рисою є соціальна значущість підприємств транспорту, яка обумовлює особливі вимоги до їх кадрового складу як до фактора гарантування безпеки надання транспортних послуг. Крім того, транспорт надає послуги перевезення соціально вразливим верствам населення та у віддалені населені пункти, що не завжди є економічно доцільним.Отже, можемо зробити висновок, що транспортні підприємства мають ряд особливостей – законодавчих, економічних, організаційно-правових, які будуть впливати на процес управління працівниками. Тому є потреба в їх врахуванні під час розроблення ефективної системи оцінювання та управління кадровим потенціалом транспортних підприємств.

The inability of monetary policy to effectively stabilize the economy during the 2008 economic and financial crises has led to a global economic sphere of budgetary activism in recent years, which can be traced back to the "glorious thirty". This has been revived in the literature through the effectiveness of discretionary fiscal policies. The objective of this thesis is to analyze the effectiveness of fiscal policies on macroeconomic stabilization in monetary union more precisely in the Central African Economic and Monetary Community (CEMAC). For, despite an abundant empirical literature review, there is still considerable uncertainies about the extent and direction of the effects of discretionary fiscal policy, particularly in developing countries, which has somehow been marginalized. In pursuit of this objective, apart from the introductory chapter, this thesis is organized around three main empirical chapters (essays) : a first empirical chapter that analyzes the effects of fiscal policy shocks on economic activity ; a second empirical chapter that analyzes the macroeconomic effects of fiscal consolidations ; and a third empirical chapter that examines the cyclicality of fiscal policy in the CEMAC zone. Empirical results from the first empirical chapter shows that, the size of fiscal multipliers is less than unity in all CEMAC countries, and that the effects of fiscal policy shocks on different macroeconomic variables (Economic growth, private consumption, private investment, inflation) vary considerably from one country to another, but still remain positive for public spending and negative for tax revenues most of the time. After having identifing the different episodes of fiscal consolidation, the empirical analysis of the second trial reveals that fiscal consolidations in the CEMAC zone depends essentially on its economic situation and its previous state of public finances, and that they have an overall Keynesian effect on economic activities. The results of the third empirical chapter indicates that fiscal policy is, on average, procyclical in the CEMAC zone, and secondly that this procyclicality is mainly explained by its economic and socio-political factors. ; L'incapacité de la politique monétaire à stabiliser efficacement l'économie pendant la crise économique et financière de 2008 a donné suite sur la sphère économique mondiale au cours de ces dernières années à un activisme budgétaire dont on peut situer le dernier d'une telle ampleur pendant les « trente glorieuses ». Cela a dans la littérature relancé le débat sur l'efficacité des politiques budgétaires discrétionnaires. L'objectif de cette thèse est d'analyser l'efficacité des politiques budgétaires en matière de stabilisation macroéconomique en union monétaire, en l'occurrence dans la Communauté Économique et Monétaire de l'Afrique Centrale (CEMAC). Car, malgré une littérature empirique abondante, il subsiste une grande incertitude quant à l'ampleur et même à l'orientation des effets de la politique budgétaire discrétionnaire, et ce encore plus dans les pays en développement qui ont été parfois quelque peu marginalisés. Dans la poursuite de cet objectif, en plus d'un chapitre introductif, cette thèse est organisée autour de trois chapitres empiriques (essais) : un premier chapitre empirique qui analyse les effets des chocs de politique budgétaire sur l'activité économique ; un deuxième chapitre empirique qui analyse les effets macroéconomiques des consolidations budgétaires ; et un troisième chapitre empirique qui étudie la cyclicité de la politique budgétaire dans la zone CEMAC. Les résultats empiriques issus du premier essai montrent d'une part que la taille des multiplicateurs budgétaires est inférieure à l'unité dans la totalité des pays de la CEMAC, et d'autre part que les effets des chocs de politique budgétaire sur les différentes variables macroéconomiques (croissance économique, consommation privée, investissement privé, inflation) varient considérablement d'un pays à un autre, mais demeurent tout de même positifs pour les dépenses publiques et négatifs pour les recettes fiscales la plupart du temps. Après avoir identifié les différents épisodes de consolidations budgétaires, l'analyse empirique du deuxième essai révèle que les consolidations budgétaires dans la zone CEMAC dépendent essentiellement de la conjoncture économique et de la situation antérieure des finances publiques, et qu'elles ont globalement des effets keynésiens sur l'activité économique. Les résultats du troisième essai quant à eux indiquent d'une part que la politique budgétaire est en moyenne procyclique dans la zone CEMAC, et d'autre part que cette procyclicité est expliquée essentiellement par des facteurs économiques et sociopolitiques.

Problem setting. Conservation of the cultural heritage is one of the priority tasks of state and local authorities. We can observe ineffectiveness of the legal regulations, certain lack of funding for sites maintenance in the sphere of cultural heritage. Successful heritage management system depends on the political, social, institutional and economic context. This paper aims at exploring the successful international practices in the field of cultural heritage policy, which can improve efficiency of the cultural heritage management system in Ukraine, implement innovative mechanisms in cultural resources management and use additional funding sources for programs and projects from special funds and involvement of public-private partnership tools. Another important question is relationship between state and local authorities in foreign countries, distribution of their functions, responsibilities and funding.Recent research and publications analysis. Certain aspects of state policy implementation in the field of cultural heritage protection were researched by Ukrainian scientists, such as: L. Prokopenko, K. Hevel, T. Katarhina, V. Kholodok and others. Cultural heritage policy integrated studies and monitoring are carried out by international organizations, such as: UNESCO, ICOMOS, the Council of Europe. Information systems HEREIN (European Cultural Heritage Information Network) and The Compendium of Cultural Policies and Trend are also functioning successfully.Highlighting previously unsettled parts of the general problem. The successful international practices of the power distribution between state authorities and non-governmental organizations and attraction of new sources of funding for the preservation of cultural heritage are important issues for further detailed analysis.Paper main body. In the world practice there are different forms of cultural heritage management: state, private and trust. The system of public institutions is in charge of the state policy formation and implementation in the spheres of culture and arts, cultural heritage protection, distribution of their remit. Their responsibilities and financing depend on functions, cultural policy priorities (national / state policy) and public administration system. Normally, the constituent regions of federal states have more powers in heritage management than central executive body. Moreover, there are countries without central Ministry with cultural competence and different regional Ministries (Regions and Community in Belgium) that are supposed to manage heritage.System of public administration affects approaches to financing in the sphere of cultural heritage in different countries. Cultural funding can be provided through direct funding, targeted transfers to regional budgets, from budgets of different levels, job creation, legal base formation, etc. Budget financing is one of the main forms of support of the heritage protection system. Public funding is inadequate, in particular in countries with rich cultural heritage or in those in transition. Financial incentives should be shifted to the private and public sectors or individuals.Grant aid is available not only from state level, but also from public and private organizations. The Heritage Lottery Fund, The National Trust, the Architectural Heritage Fund and Historic England are examples of funding organisations in England. There are organizations which range in sizes and functions and operate at national or local levels. The Historic Savannah Foundation is a local, private, nonprofit, preservation organization set up to preserve buildings, squares in the city of Savannah (state of Georgia, USA).Tax incentives is a good mechanisms in which governments can encourage private and public sectors to invest in heritage protection. These may take the form of tax relief to private individuals or businesses, income tax credits for conservation work, tax deductions etc. This paper aims to research the examples of good practice that provides in different countries.Conclusions of the research and prospects for further studies. Consequently, good foreign practices in the sphere of cultural heritage protection are important for Ukraine. Those practices allow state authorities and non-governmental organizations better distribute their functions, involve more parties in order to protect the nation's heritage and engage them into law and policy-making process that affects heritage sites (associations of owners of heritage objects, volunteer organizations, trusts, funds, etc.) and creates favorable conditions for the investment in the cultural heritage preservation initiatives (tax incetieves). ; Розглянуто сучасний стан реалізації державної політики у сфері культурної спадщини у зарубіжних країнах. At the same time, enterprises of the domestic transport system have certain specific features that need to be studied, taken into account when managing their human resources and, possibly, changes in accordance with the updated business conditions.Therefore, the purpose of the article is to determine the impact of the sector specificity of Ukrainian transport companies in managing their human resources.As a result of the study, it is established that the transport industry has a diverse composition of enterprises depending on the mode of transport, and each component varies from each other. Of course, the management of the human resources of transport enterprises is influenced by: the size of the enterprise, which is primarily determined by the number of employees, its organizational and legal form, ownership, etc. The second feature of transport companies is the varying degree of state interference in their economic processes. Another specific feature is the social significance of transport companies, which stipulates special requirements for their personnel as a factor in ensuring the safety of transport services. In addition, transport provides transportation services to socially vulnerable population and remote communities, which is not always economically feasible.Consequently, we can conclude that transport enterprises have a number of features – legislative, economic, organizational and legal, which will impact the process of employees' management. Therefore, there is a need to take them into account when developing an efficient system for assessing and managing the human resources of transport companies. ; Сучасні трансформації соціально-економічних систем вимагають перегляду існуючих методів та способів управління ними. Особливої актуальності цей процес набуває відносно людського фактора, який, на даному етапі розвитку, набуває вирішального значення в діяльності будь-якого суб'єкта господарювання. Адже саме людина є рушієм розвитку, генерує прибуток та забезпечує капіталізацію активів підприємств, створює конкурентні переваги. Варто зазначити, що для підприємств транспорту, які є стратегічно важливим сектором функціонування та розвитку держави, такі зміни є важливими, особливо в аспекті інтеграції транспортної системи України в європейську. В той самий час підприємства вітчизняної транспортної системи мають певні специфічні риси, які потребують вивчення, врахування під час управління їх кадровим потенціалом та, можливо, змін відповідно до оновлених умов господарювання.Саме тому метою статті є визначення впливу галузевої специфіки українських транспортних підприємств під час управління їх кадровим потенціалом.У результаті дослідження було встановлено, що транспортна галузь має різноманітний склад підприємств, що залежать від виду транспорту, і кожна складова відрізняється одна від одної. Звичайно, на управління кадровим потенціалом підприємств транспорту впливають: розмір підприємства, який передусім визначається чисельністю працюючих, його організаційно-правова форма, форма власності тощо. Другою особливістю підприємств транспорту є різний ступінь втручання держави в їх економічні процеси. Ще однією специфічною рисою є соціальна значущість підприємств транспорту, яка обумовлює особливі вимоги до їх кадрового складу як до фактора гарантування безпеки надання транспортних послуг. Крім того, транспорт надає послуги перевезення соціально вразливим верствам населення та у віддалені населені пункти, що не завжди є економічно доцільним.Отже, можемо зробити висновок, що транспортні підприємства мають ряд особливостей – законодавчих, економічних, організаційно-правових, які будуть впливати на процес управління працівниками. Тому є потреба в їх врахуванні під час розроблення ефективної системи оцінювання та управління кадровим потенціалом транспортних підприємств.
