Als Amman 1922 Hauptstadt von Transjordanien wurde, gab es 6000 Einwohner in der kleinen Stadt. Heute zählt Amman mit dem Ballungszentrum Zarqa 1,5 Mill. Einwohner. Neben Amman ziehen Irbid und etwa 40 Klein- und Mittelstädte im Norden 85% der Bevölkerung an. Die schnelle urbane Expansion kann z. T. durch die Palästinaflüchtlinge der Kriege von 1948 und 1967 erklärt werden. Eine derartige Konzentration schafft ernsthafte Probleme, verstärkt durch die regional-politische Situation, die das Land von seinen traditionellen Handelswegen abgeschnitten hat. Dezentralisierungsbemühungen - anministrative Neuaufgliederungen, regionale Entwicklungspläne - haben nicht die gewünschten Resultate gebracht. Eine wirkliche Reorganisation ist vermutlich ohne einen regionalen Rahmen nicht denkbar, der eine Übereinkunft mit Jordaniens Nachbarn erforderlich macht. (DÜI-Ott)

Apres une breve analyse des systemes de production et leur occupation de la zone, le document traite - a l'aide du cas du village de Kaniko - les contraintes au niveau du terroir villageois qui menent aux problemes actuels de surexploitation et d'erosion (chapitre 2). L'approche actuelle de la lutte anti-erosive et quelques resultats preliminaires sont discutes au chapitre 3, pour aboutir aux contraintes qui se posent quant a la diffusion de cette lutte au chapitre 4. Le chapitre 5 offre quelques options pour une approche de la gestion du terroir et au chapitre 6 on trouve les consequences que cela implique pour la recherche des systemes de production rurale. L'Action du maire face au public: a propos d'un amenagement urbain sur le littoral languedocien

Analyses of public action tend to ignore its political dimension, focusing more on the output of the action & assessing legitimacy in terms of efficiency. The example of urban planning on the Languedocian coast shows that the legitimacy of the mayor's action is linked to his capacity to control the municipal public sphere. This control requires (1) the political selection of "compatible" public & private partners & (2) the constitution of support within populations representative of the municipality's sociological profile. The mayor is then able to build an acceptable representation of his action. 32 References. Adapted from the source document.
