Background: Promoting Responsible Research and Innovation (RRI) is a major strategy of the "Science with and for Society" work program of the European Union's Horizon 2020 Framework Programme for Research and Innovation. RRI aims to achieve a better alignment of research and innovation with the values, needs, and expectations of society. The RRI strategy includes the "keys" of public engagement, open access, gender, ethics, and science education. The Structural Transformation to Attain Responsible BIOSciences (STARBIOS2) project promotes RRI in 6 European research institutions and universities from Bulgaria, Germany, Italy, Slovenia, Poland, and the United Kingdom, in partnership with a further 6 institutions from Brazil, Denmark, Italy, South Africa, Sweden, and the United States. Objective: The project aims to attain RRI structural change in 6 European institutions by implementing action plans (APs) and developing APs for 3 non-European institutions active in the field of biosciences; use the implementation of APs as a learning process with a view to developing a set of guidelines on the implementation of RRI; and develop a sustainable model for RRI in biosciences. Methods: The project comprises interrelated research and implementation designed to achieve the aforementioned specific objectives. The project is organized into 6 core work packages and 5 supporting work packages. The core work packages deal with the implementation of institutional APs in 6 European institutions based on the structural change activation model. The supporting work packages include technical assistance, learning process on RRI-oriented structural change, monitoring and assessment, communication and dissemination, and project management. Results: The project is funded by Horizon 2020 and will run for 4 years (May 2016-April 2020). As of June 2018, the initial phase has been completed. The participating institutions have developed and approved APs and commenced their implementation. An observation tool has been launched by the Technical Assistance Team to collect information from the implementation of APs; the Evaluation & Assessment team has started monitoring the advancement of the project. As part of the communication and dissemination strategy, a project website, a Facebook page, and a Twitter account have been launched and are updated periodically. The International Scientific Advisory Committee has been formed to advise on the reporting and dissemination of the project's results. Conclusions: In the short term, we anticipate that the project will have a considerable impact on the organizational processes and structures, improving the RRI uptake in the participating institutions. In the medium term, we expect to make RRI-oriented organizational change scalable across Europe by developing guidelines on RRI implementation and an RRI model in biosciences. In the long term, we expect that the project would help increase the ability of research institutions to make discoveries and innovations in better alignment with societal needs and values.

С одной стороны, универсальность денег и их преобразующая сила, а также тенденция дематериализации указывают на аналогию денег с божественной силой. С другой стороны, в истории человечества деньги зачастую ассоциировались с чем-то дьявольским и грязным. Каково происхождение указанной амбивалентности и в чём её значение основные вопросы работы. ; In this work the essence of money conception ambivalence is revealed. On the one hand, money universality and its transforming power, its power over people, the ability to define moral principles and also the tendencies of democratization point to money analogy with the divine power. On the other hand, in human history, myths and traditional conceptions, money associated with something devilish and dirty, with appearing of the evil spirit very often.The connection of money with divine we can find in the following points. The Polanyis'' investigation has shown that money appearance did not mean its usage as a universal exchange process. In particular, money usage as a source of payment was not connected with economical bargains. Firstly, any payment was like a punishment of guilt, it was stated by Gods and by their vicars on the Earth. It was impossible to buy goods for this money but it was possible to get expiation. Money universality in modern society allows speaking about the importance of utilitarian ethics where money takes the moral God''s power. Money thanks to its ability to calculate everything and, on ground that, to compare establishes has its own world order. Gold as one of the most ancient money equivalents is also one of the most ancient God''s symbols. There is an opposite view. One of the main reasons of mythological conceptions about money is that there is a motive which sounds like "Money belongs to the evil spirit". For example, according to the ancient Babylonians'' view point money is hellish eruption. In Russian peasant culture there is a superstition that money is brought by devil or snakes. In modern Russian society the associative relation of money with something dark and dirty is rather spread and well-established. The mentioned ambivalence can be continued with the following factors. Firstly, money universality, their power over people causes a clash between their uselessness as a subject taken beyond exchange function. This contrast is between the most important and, as a matter of fact, uselessness. Money performs the abstract usage, but itself it is "dead". Secondly, money property itself is to destroy the conception of interpersonal relationships, to introduce calculation principles that form the reaction of hatred and contempt expressed in conception about devilish essence of money.

This article aims to tentatively establish a genealogical analysis of the tilting of the gaze in the city of Córdoba, showing the entanglements between the angles of vision and the landscape. We tried to attend to those events when society and the urban environment were considered to have to be protected against something placed as a disease, whether it was interpreted in the biological or socio-political order. It is pointed out that one of the most used performances to install Covid 19 in the order of the sensible, had to do with various strategies for tilting the gaze, especially a "zenith way of appearing" from different cartographies. These placed in the order of visibility that which is present in our "surrounding world" remained hidden from our "perceptual world". By raising the idea of "way of appearing" in / of the landscape, it allows going beyond the physical or morphological presence (of a Real in philosophical terms) and certain dichotomies typical of the modern paradigm. The point then is that this "zenith mode of appearing" is neither good nor bad, nor is it neutral. We must look for other couplings - even zenith - so that this "gesture" or "way of appearing" that we carry out enables more supportive ethics and political projects that are developed from the collective. ; El presente artículo se propone establecer de manera tentativa un análisis genealógico de la basculación de la mirada en la ciudad de Córdoba, mostrando los enmarañamientos entre los ángulos de la visión y el paisaje. Se trata de atender a aquellos acontecimientos en los que se consideraba que sociedad y medio urbano habían de ser protegidos ante algo colocado en tanto organismo extraño/enfermedad, sea ésta interpretada en el orden de lo biológico o socio-político. This article is about the results of a research conducted between 2015 and 2016 in a police battalion of a municipality in the state of São Paulo focusing on the case of policewomen and our own difficulties to access the field. The text is divided in two parts. In the first part, we propose a critical revision of the Brazilian literature underlying the general absence of an indepth discussion about the research conditions. In the second part, we try to show how our theoretical analysis – such as the analysis of the masks of the State, the potential disruptor of gender inside the police, and the persuasive masculinity – were illuminated by the methodological limits we faced while trying to develop an ethnographic approached. The State appears as a fundamental piece in this text. The state does not merely hides itself and becomes opaque but also generates, through the employees in interaction with us as social sciences' researchers, several layers of masks that allows it to suggest itself while refusing to be guessed and known, thus limiting the flow of communication that is the basis of social research. We conclude by the necessity of involving the academy in this problem of state's un clogging finally criticizing a normative "ethics" that may only serve to enhance and make the old opacities of the state and military police more creative. ; Esse artigo tem o intuito de discutir os resultados de uma pesquisa com mulheres policiais em um batalhão de um município do estado de São Paulo entre 2015 e 2016 a partir das dificuldades sensíveis de acesso ao campo. O texto é dividido em duas partes. Na primeira, submetemos a literatura da especialidade no Brasil a uma revisão crítica pela ausência manifesta de uma discussão aprofundada da situação de pesquisa sobre gênero em instituições policiais. Na segunda parte, tentamos evidenciar a forma como determinadas opções teóricas – a análise das máscaras do Estado, o potencial disruptor de gênero nas polícias, a masculinidade persisiva – foram iluminadas pelos limites metodológicos à abordagem de cariz etnográfico e opacidades enfrentados na pesquisa. O Estado aparece como uma peça fundamental neste texto, pois ele não simplesmente se esconde e se torna opaco como gera, por intermédio dos seus funcionários em interação conosco, na condição de pesquisadoras em ciências sociais, diversas camadas de máscaras que permitem que este se vá sugerindo e simulando, enquanto se nega a ser adivinhação e conhecido, limitando desse modo o fluxo da comunicação que é a base da pesquisa social. Concluímos pela necessidade de comprometer as universidades na desocultação destes processos em instituições públicas tecendo uma crítica a "éticas" acadêmicas normativas que sirvam apenas para aprimorar e tornar mais criativas as velhas opacidades do Estado e das polícias militares.

For the authors, climatic change and the ever widening ecological hoof-print are both to a great extent theupshot of mindless urban growth. Buildings are only beaten by private transport and contaminatingindustries as the principal cause of that urban un-sustainability that grew ever the graver during the"building bubble". No policy is here thought worthwhile unless it be accompanied by such a major political,economic, cultural and social change as would put a stop to our immoderate laying waste of our scantresources.Any valid idea of sustainability thus calls for the overthrowing of market arguing in favour of the sanedemands of reason and ethics. The objectives of this research were; 1) to analyze the context,problems andobstaclesinthecommunitydevelopmentbyBuddhistaccording to Aparihaniyadhamma in Yasothon Province, 2) to study the mean to apply the appropriate concepts and theoriesandAparihaniyadhamma for communitydevelopmentby Buddhistin YasothonProvince, and 3) to propose a model of the community development by Buddhist according to Aparihaniyadhamma in Yasothon Province. The research findings were found as follows:1)Most respondents were male, 70 people, representing 51.0,the highest age from 40-49 years, representing 31.3,there are 76 undergraduate studies, 56.7,with monthly income from 5,001-10,000 baht or 38.5,there is a relationship in the community which is 94 people living in the community, representing 67.2.;2)The general condition that is a problem is government organizations or government agencies. Should care about the welfare and infrastructure in the community.And the development of people in the community to have morality and ethics in order to be a valued person with virtue.Should consider the factors of human resource development, namely the level of individual wisdom in receiving and learning cultivating public consciousness,reduce selfishness and training skills in knowledge and ethics.The development of people in the community must be promoted in the career of innovation. And united at the meeting ( =4.49,S.D.=.54), the aspect of regular meeting( =4.40,S.D.=.60), and non-destructiveor abandonment provisions following order ( = 4.33, S.D.=.86) ; การวิจัยเรื่องนี้มีวัตถุประสงค์ 1) เพื่อศึกษาวิเคราะห์สภาพทั่วไปของปัญหาและอุปสรรคในการพัฒนาชุมชนเชิงพุทธโดยใช้หลักอปริหานิยธรรมในจังหวัดยโสธร 2) เพื่อศึกษาการประยุกต์ใช้หลักอปริหานิยธรรมในการพัฒนาชุมชนเชิงพุทธโดยใช้หลักอปริหานิยธรรมในจังหวัดยโสธรและ 3) เพื่อสร้างแนวทางการพัฒนาชุมชนเชิงพุทธโดยใช้หลักอปริหานิยธรรมในจังหวัดยโสธรผลการวิจัยพบว่า1)ผู้ตอบแบบสอบถามส่วนมากเป็นเพศชาย จำนวน 70 คนคิดเป็นร้อยละ 51.0 มีอายุมากที่สุดตั้งแต่ 40-49 ปี คิดเป็นร้อยละ 31.3 มีการศึกษาอยู่ในระดับปริญญาตรี 76 คน คิดเป็นร้อยละ 56.7 มีรายได้ต่อเดือนตั้งแต่ 5,001-10,000บาท คิดเป็นร้อยละ 38.5 มีความสัมพันธ์ในชุมชนโดยเป็นผู้อาศัยอยู่ในชุมชน94 คน คิดเป็นร้อยละ67.22) สภาพทั่วไปที่เป็นปัญหา คือ องค์กรภาครัฐหรือหน่วยงานราชการ ควรดูแลเกี่ยวกับเรื่องของสวัสดิการและโครงสร้างพื้นฐานในชุมชน และการพัฒนาคนในชุมชนให้มีจริยธรรม คุณธรรม เพื่อให้เป็นบุคลาคลที่ทรงคุณค่า ทรงคุณธรรม โดยควรคำนึงถึงปัจจัยแห่งการพัฒนาทรัพยากรบุคคล คือ ระดับภูมิปัญญาของแต่ละบุคคลในการรับและเรียนรู้ การปลูกฝังจิตสำนึกแห่งการมีจิตสาธารณะ ลด ละ ความเห็นแก่ตัว และการฝึกอบรมทักษะความรู้ด้านคุณธรรม จริยธรรม การพัฒนาคนในชุมชนจะต้องมีการส่งเสริมด้านอาชีพนวัตกรรม เปิดโอกาสให้คนรุ่นใหม่มีส่วนร่วมในการแสดงความคิดเห็นเพื่อพัฒนาชุมชน และจะต้องมีการส่งเสริมสนับสนุนพระพุทธศาสนา รวมทั้งการนำหลักอปริหานิยธรรมมาใช้ในการการดำเนินชีวิตให้มีความเจริญก้าวหน้า3)ผู้ตอบแบบสอบถามมีความคิดเห็นต่อแนวทางการพัฒนาชุมชนเชิงพุทธโดยใช้หลักอปริหานิยธรรมในจังหวัดยโสธร โดยรวมอยู่ในระดับมากที่สุด( =4.56,S.D.=.40) เมื่อพิจารณารายด้านพบว่า ผู้ตอบแบบสอบถามมีความคิดเห็น โดยเฉลี่ยจากมากไปหาน้อยตามลำดับ คือ ด้านเคารพผู้หลักผู้ใหญ่( = 4.73,S.D.=.35), ด้านคุ้มครองกุลสตรี มิให้ถูกข่มเหง ( =4.67,S.D.=.48),ด้านเคารพ เจดีย์ อนุสาวรีย์คนสำคัญของชาติ( =4.65,S.D.=.43), ด้านให้การคุ้มครองอารักขาสมณะ ชี พราหมณ์ ผู้ปฏิบัติดีปฏิบัติชอบในรัฐ ( = 4.65,S.D.=.44), ด้านเมื่อประชุมก็พร้อมกันเข้าประชุม และพร้อมเพรียงกันเลิกประชุม( =4.49,S.D.=.54),ด้านหมั่นประชุมกันเนืองนิตย์( = 4.40,S.D.=.60), และด้านไม่ทำลายหลักการ( =4.33,S.D.=.86) ตามลำดับ

AbstractThis paper discusses the philosophical-theoretical three significant issues related to the existence of political communicates, namely the nature of political communication, political communication principles, and reason Pancasila in political communication. Reason is Pancasila is the embodiment of the values of Pancasila as the foundation of ethics in political communication. So that political communication is no longer used only as a tool to achieve political purposes, but should be submissive to the interests and ideals of the nation and the country as stated in the Preamble to the Constitution of 1945. Reasoning first principle of Pancasila politics in the context of political communication is to provide a theological foundation that political communication that is built to be in harmony with the values of divinity. The second reason Pancasila in political communication, namely that political communication should be conducted in a fair and uphold the values kemanusiaam. The third reason Pancasila in political communication is political communication are built and made to be oriented in maintaining the unity and integrity. The fourth reason in political communication contains Pancasila philosophy that any differences in political communication is a natural thing, but it must be remembered that the distinction should be guided by wisdom (wisdom) within the scope of deliberations. Reason fifth of Pancasila in political communication implies that political communication is done must uphold the values of justice regardless of their origins. AbstrakTulisan ini membahas secara filosofis-teoretis tiga persoalan penting yang terkait dengan eksistensi komuniksi politik, yaitu hakikat komunikasi politik, prinsip-prinsip komunikasi politik, dan nalar Pancasila dalam komunikasi politik. Nalar Pancasila yang dimaksud adalah pengejawantahan nilai-nilai Pancasila sebagai landasan etik dalam melakukan komunikasi politik. Sehingga komunikasi politik tidak lagi dijadikan hanya sebagai alat untuk meraih kepentingan politik, tetapi harus berkhidmat kepada kepentingan dan cita-cita bangsa dan negara sebagaimana tercantum dalam Pembukaan Undang-Undang Dasar 1945. Nalar politik sila pertama Pancasila dalam konteks komunikasi politik adalah memberikan landasan teologis bahwa komunikasi politik yang dibangun harus selaras dengan nilai-nilai ketuhanan. Nalar kedua Pancasila dalam komunikasi politik, yaitu bahwa komunikasi politik harus dilakukan secara adil dan menjunjung tinggi nilai-nilai kemanusiaam. Nalar ketiga Pancasila dalam komunikasi politik adalah komunikasi politik yang dibangun dan dilakukan harus diorientasikan dalam menjaga persatuan dan kesatuan. Nalar keempat Pancasila dalam komunikasi politik mengandung filosofi bahwa setiap perbedaan dalam komunikasi politik adalah hal yang wajar, namun harus diingat bahwa perbedaan itu harus dilandasi oleh kebijaksanaan (wisdom) dalam lingkup musyawarah. Nalar kelima dari Pancasila dalam komunikasi politik mengandung pengertian bahwa komunikasi politik yang dilakukan harus menjunjung tinggi nilai-nilai keadilan tanpa membedakan asal-usul mereka. Kata kunci: nalar Pancasila, komunikasi politik, hakikat dan prinsip-prinsip komunikasi politik.

The points discussed in the session are related to United Nations peacekeeping in the twenty-first century and the international police education for the rule of law. It is noted that 100 countries contribute police officers to the United Nations, and that 49 of those countries contribute 25 or fewer officers. There is a gender imbalance, with only 7.75 % of forces being made up of women. In the past, UN policing priorities were: monitoring to verify police performance and impartiality, observing to ascertain police strengths and weaknesses and reporting to document police infractions. The UN Peacekeeping Mission Statement aims to build institutional police capacity in post-conflict environments and the capability objective is to training the right person to do the right thing at the right time. Although the goal is clear, obstacles to achieving it remain. In particular, there are critical capability gaps with regard to training specialized personnel and the provision of specialized equipment in current police peacekeeping operations. This makes it impossible for peacekeeping forces to always deliver effectively on mandated tasks. Some years ago police officers were given training before being deployed to Darfur, Sudan. This gave very good results and has since been used in many other United Nations Member States as well. However, this is only the beginning and it is hoped that much more will be done to build capability. During the session, the relationship between unprepared police officers and increased public risk and crime are discussed, together with practical and philosophical barriers to education and ways of overcoming those barriers, and the potential for distance education. Also, a model curricula for international police education and training on the rule of law are suggested. Reference is made to the objectives of democratic policing; the importance of a strong commitment to the rule of law, to policing ethics and to human rights standards; the essential nature of police accountability to the law and to the society they serve; and the need for cooperation with communities, recognizing that effective policing requires partnership with those being served. Because the police are the most visible manifestation of government authority, their main duties are to: - Maintain public tranquility and law and order - Protect and respect individual fundamental rights and freedoms - Prevent and combat crime - Provide assistance and service to the public - Enhance the legitimate individuals of the State if they demonstrate in their daily work that they are - Respond to public needs and expectations - Use the authority of the State in the people's interest Finally, it is mentioned that an international program for educating police on the rule of law is currently under development.
