Стаття присвячена дослідженню актуальних питань управління фінансово-господарської діяльності інтегрованих підприємств аграрного сектору України на інноваційних засадах. Здійснено теоретичний аналіз підходів до організації таких структур у продовольчому підкомплексі. Досліджено стан розвитку агрохолдингів за трьома групами показників: розміром земельного банку, фінансово-господарськими та репутаційно-інноваційними результатами діяльності. Обґрунтовано доцільність створення інтегрованих формувань, що діють за принципом логістичних хабів. Використано системний підхід для дослідження наукових підходів щодо переваг та недоліків функціонування інтегрованих підприємств в аграрному секторі економіки на основі комплексного аналізу ресурсних засад їх діяльності. Значна увага приділена аналізу сучасного стану фінансово-господарської діяльності інтегрованих підприємств. За допомогою методу системного аналізу оцінено теоретично-методологічні підходи до розуміння важливості принципів управління такими структурами на інноваційній основі. Виявлено особливості у трактуванні різними вченими суті та стратегії управління інтегрованими підприємствами. Проаналізовано структуру земельного банку найбільших агрохолдингів з їх ранжуванням за трьома групами. Розкрито роль та значення фінансово-господарської діяльності інтегрованих підприємств та визначено їх вплив на економіку. Запропоновано вирішувати задачі оптимального розподілу продовольства інтегрованими логістичними структурами через систему оптових продовольчих ринків. Розроблено Концепцію створення і розвитку оптових продовольчих ринків (хабів) на основі інноваційної моделі. Досліджено та розкрито суперечності і відмінності сучасних наукових підходів до трактування напрямів розвитку інтегрованих структур. На основі цього запропонований власний підхід до формування стратегічних напрямів розвитку організаційно-правових форм, який базується на створенні великих інтегрованих логістичних утворень з використанням переваг замкнутого циклу виробничої діяльності. На підставі запропонованої стратегії управління інтегрованими підприємствами розроблено практичні рекомендації, які є науковою базою для вдосконалення взаємодії їх учасників. Використання пропозицій державними органами та науковими установами дозволить забезпечити розвиток аграрного сектору економіки та необхідну підтримку інтегрованим підприємствам різних організаційно-правовим форм, підвищити ефективність та конкурентоздатність власного виробництва, рівень продовольчої та економічної безпеки країни на інноваційних засадах. ; The article is devoted to the research of actual problems of management of financial and economic activities of integrated enterprises of the agricultural sector of Ukraine on an innovative basis. Theoretical analysis of approaches to the organization of such structures in the food sub complex is carried out. The state of development of agricultural holdings is studied according to three groups of indicators: the size of the land bank, financial, economic, reputational, and innovative results of activity. The expediency of creating integrated formations operating on the principle of logistics hubs is substantiated. A systematic method was used to investigate scientific approaches to the advantages and disadvantages of the functioning of integrated enterprises in the agricultural sector of the economy based on a comprehensive analysis of the resource basis of their activities. Considerable attention is paid to the analysis of the current state of financial and economic activities of integrated enterprises. Using the method of system analysis, theoretical and methodological approaches to understanding the importance of the principles of management of such structures on an innovative basis are evaluated. The peculiarities in the interpretation of the essence and management strategy of integrated enterprises by different scientists are revealed. The structure of the land bank of the largest agricultural holdings with their ranking by three groups is analyzed. The role and significance of financial and economic activity of integrated enterprises are revealed and their influence on the economy is determined. It is proposed to solve the problems of optimal food distribution by integrated logistics structures through the system of wholesale food markets. The Concept of creation and development of wholesale food markets (hubs) based on innovative model is developed. The contradictions and differences of modern scientific approaches to the interpretation of the directions of development of integrated structures are investigated and revealed. Based on this, we propose our own approach to the formation of strategic directions for the development of organizational and legal forms, which is based on the creation of large integrated logistics entities using the benefits of a closed cycle of production activities. Based on the proposed strategy of management of integrated enterprises, practical recommendations have been developed, which are a scientific basis for improving the interaction of their participants. The use of proposals by government agencies and research institutions will ensure the development of the agricultural sector and the necessary support for integrated enterprises of various organizational and legal forms, increase the efficiency and competitiveness of their own production, food and economic security on an innovative basis.

Bu tezde, AK Parti'nin Ahmet Davutoğlu etkisindeki dış politika vizyonu, özellikleri ve sonuçları incelenmektedir. Davutoğlu Dış Politikası (DDP) söylemlerinin yoğun olarak kullanıldığı bu dönemle, Geleneksel Türk Dış Politikası (GTDP) bakış açılarının hâkim olduğu dönemler mukayeseli olarak ele alınmıştır. Bir başka deyişle bu tez, GTDP'nin realist, güvenliği önceleyeci, görece olarak içe kapanmacı, statüko eksenli ve komşularla mesafeli dış politika anlayışına alternatif olarak beliren Davutoğlu çizgisindeki AK Parti'nin temsil ettiği idealist, değer odaklı, proaktif ve Türkiye'yi bölgesel bir güç yapma hedefindeki dış politika vizyonunu detaylı bir biçimde ele almaktadır. 'Yumuşak Güç', 'Komşularla Sıfır Sorun', 'Proaktif Dış Politika', 'Akil Ülke', 'Merkez Ülke', 'Düzen Kurucu Ülke' ve 'Çok Boyutlu Çok Kulvarlı Dış Politika' başta olmak üzere DDP döneminde yoğun olarak kullanılan dış politika kavramları ayrı ayrı analiz edilerek, bu kavramların Türkiye'nin Osmanlı hinterlandında artan etkinliğine ne tür katkılar yaptığı tartışılmaktadır. Teorik çerçevesi genel olarak Stratejik Derinlik'te çizilen, kimi çevrelerce Yeni Osmanlıcılık olarak da ifade edilen yaklaşımlarca çerçevelenen bu tez, 2002-2016 arası döneme yoğunlaşmaktadır. Çalışmada, Davutoğlu etkisindeki AK Parti dış politikası kapsamlı bir biçimde tartışılarak, süreç içerisinde izlenen politikaların başarısızlığa uğrama sebepleri ve Davutoğlu'na yönelik eleştiriler de ele alınmaktadır. Araştırma ve analiz için nitel araştırma yöntemlerinden doküman analizi ve betimleme analizi yöntemleri kullanılmıştır. Çalışmanın sonuçlarına göre DDP, GTDP ile farklılıklar taşımaktadır. AK Parti dış politikasının temel felsefesi ve ideolojik ekseni ağırlıklı olarak Ahmet Davutoğlu tarafından belirlenmiştir. Davutoğlu döneminde uygulanan politikaların sonuçlarının başlangıçtaki hedeflerle örtüşmediği ortaya çıkmıştır. Türk Dış Politikası'nda komşularla ilişkiler, Davutoğlu'nun etkili olduğu AK Parti iktidarı döneminde uygulanan idealist uygulamalarla 'sırf sorun'dan 'sıfır sorun'a evrildi. Ancak Arap Baharı'nın yarattığı yeni durumla 'sıfır sorun'dan 'sırf sorun'a dönen komşularla ilişkiler, ulusal ve küresel konjonktürün negatife dönmesi DDP'nin çizdiği hedefleri gerçekleştirme hususunda yetersiz kalmasına neden oldu. Türk dış politika vizyonu tekrar 'sırf sorun'a evrilerek döngüsünü tamamlamış oldu. Bölgede katılımcılık ilkesi ile yeni bir düzen inşa etmeye çalışan DDP vizyonunun, Arap Baharı ile birlikte hedeflerinden giderek uzaklaştığı, başlangıçtaki idealizmin yerini karamsar bir realizme bıraktığı söylenebilir. ; In this thesis, the AK Party's foreign policy vision, characteristics and results under the influence of Ahmet Davutoğlu are discussed. This period, in which Davutoğlu Foreign Policy (DFP) discourses were used extensively, and the periods when Traditional Turkish Foreign Policy (TTFP) perspectives were dominant were handled in comparison. In other words, this thesis aims to discussed AK Party's idealistic, value-oriented, proactive, and the foreign policy vision to make Turkey is a regional power in detail. This period has a foreign policy characteristic in Davutoğlu's line. And it emerged as an alternative to TTFP understanding that is realistic, security-focused, relatively introverted, status quo-oriented and away from neighbors. 'Soft Power', 'Zero Problems with Neighbors', 'Proactive Foreign Policy', 'Wise Country', 'Central Country', 'Establishing Country' and 'Multi-Dimensional Multi-Lane Foreign Policy' concepts which were used extensively during the DFP period, were analyzed separately and what kind of contribution to Turkey's increasing activity of these concepts are discussed in the Ottoman hinterland made. This thesis, whose theoretical framework is generally drawn in Strategic Depth, focuses on the period between 2002-2016. In the study, the foreign policy of the AK Party on the axis of Davutoğlu is discussed comprehensively, the reasons for the failure of the policies followed in the process and the criticisms against Davutoğlu are also discussed. For the research and analysis, document analysis and descriptive analysis method, which are qualitative research methods, were used. According to the results of the study, the Ak Party's foreign policy has historically been different from the Traditional Turkish Foreign Policy. The main philosophy and ideological axis of the AK Party's foreign policy was determined mainly by Ahmet Davutoğlu. It has been revealed that the results of the policies implemented during the Ahmet Davutoğlu period do not match the initial objectives. The foreign policy ideals, under the influence of Ahmet Davutoğlu, were insufficient to achieve the goals set by the national and global conjuncture turning negative. The relations with neighbors that have turned from 'zero problems' to 'completely problems' and the Arab Spring turned into bloody wars, the Turkish foreign policy vision turned into a 'completely problem' and completed its cycle. It can be said that the vision of the DFP, which is trying to build a new order with the principle of participation in the region, gradually moved away from its goals with the Arab Spring, and the original idealist utopia was replaced by a pessimistic realism

Este artigo apresenta os resultados de uma análise da cobertura do The New York Times sobre os tiroteios escolares de Columbine (1999), Virginia Tech (2007), Sandy Hook (2012) e Marjory Stoneman (2018), considerados os mais letais dos Estados Unidos nos últimos 25 anos. Por meio de uma análise de conteúdo baseada na teoria do enquadramento, o estudo revela que, após o tiroteio de Sandy Hook, foi apresentada uma mudança narrativa que foi acentuada com o ocorrido de Marjory Stoneman, no qual o debate político se tornou o protagonista, mais além do próprio ocorrido. Isso, por sua vez, influenciou o ciclo de vida das notícias. Uma análise do ambiente sociopolítico que cercava cada um desses eventos nos permitiu concluir que, à medida que esse debate se tornava mais concorrido, os atores políticos relacionados aos acontecimentos se tornaram mais relevantes, sintoma da mudança da sociedade em que ocorrem os eventos. Dessa forma, o jornal assumiu um papel mais crítico em relação à sua gestão e deu mais importância ao quadro de conflitos sobre o quadro de interesse humano. Essa relação entre produção de notícias, eventos trágicos e política nos permite discutir como a voz e o poder de um meio, reconhecendo seu próprio potencial transformador, podem determinar aspectos básicos da cobertura, como a caracterização dos atores envolvidos ou os temas sobre os quais os artigos são enfatizados. ; Este trabajo presenta los resultados de un análisis a la cobertura realizada por el diario The New York Times a los tiroteos escolares de Columbine (1999), Virginia Tech (2007), Sandy Hook (2012) y Marjory Stoneman (2018), considerados los más letales de Estados Unidos en los últimos 25 años. A través de un análisis de contenido basado en la teoría del encuadre, el estudio revela que, tras el tiroteo de Sandy Hook, se presentó un cambio narrativo que se acentuó con el suceso de Marjory Stoneman, en el cual el debate político se convirtió en el protagonista, más allá del suceso mismo. Esto, a su vez, influyó en el ciclo de vida de las noticias. Un análisis del entorno sociopolítico que rodeó a cada uno de estos sucesos permitió concluir que, al tiempo que este debate se masificó, los actores políticos relacionados con los hechos adquirieron mayor relevancia, un síntoma de la sociedad cambiante dentro de la cual se desarrollan los eventos. De esta forma, el diario tomó un rol más crítico respecto a su gestión y dio más importancia al marco de conflicto sobre el marco de interés humano. Esta relación entre producción noticiosa, sucesos trágicos y política permite discutir cómo la voz y el poder de un medio, al reconocer su propio potencial transformador, puede determinar aspectos básicos de la cobertura, como la caracterización de los actores involucrados o los temas en los cuales se hace énfasis en los artículos. ; This article presents the results of an analysis of the coverage by The New York Times to the Columbine (1999), Virginia Tech (2007), Sandy Hook (2012) and Marjory Stoneman (2018) school shootings, considered as the deadliest school shootings in the United States in the last 25 years. Through a content analysis based on the framing theory, the study reveals that, after the Sandy Hook shooting there was a narrative shift that was accentuated with the Marjory Stoneman event, in which the political debate played a leading part, beyond the event itself. This in turn, influenced the life cycle of the news. An analysis of the sociopolitical context surrounding each of these events allowed us to conclude that, as this debate became more widespread, the political actors related to these events acquired greater relevance, a symptom of the changing society in which the events unfolded. In this way, the newspaper took a more critical role regarding its management and gave more importance to the conflict frame over the human interest frame. This relationship between news production, tragic events and politics allows us to discuss how the voice and power of a media, by recognizing its own transformative potential, can determine basic aspects of the coverage, such as the characterization of the actors involved or the topics that are emphasized in the articles.

Using the theoretical-methodological perspective based on experience frameworks, this paper aims at analyzing and understanding the way in which organizations communicate aspects that are related to occupational safety and health. In this sense, we carry out an analysis of the narratives related to this topic and propose a diagnosis mechanism to subjectively measure the burden of the regulatory, strategic, and moral frameworks of these narratives. A panel of Latin American experts applied a three-round Delphi analysis on five case studies in Colombia to illustrate how this mechanism works. In addition to the use of a robust research paradigm, this work contributes by proposing a scheme capable of presenting the motivations and interests of occupational safety and health professionals in perspective, finding imbalances in the way relevant information is transmitted through official messages and channels. Therefore, its use is susceptible to study in this and other areas of knowledge of the organizational discipline, and its adoption could be worthwhile in order to generate more and better knowledge in this regard. ; Haciendo uso de la perspectiva teórico-metodológica basada en los marcos de la experiencia, el presente trabajo tiene como propósito analizar y entender la forma en la que, usualmente, se comunican los aspectos relacionados con la seguridad y la salud en el trabajo en el contexto organizacional. En este sentido, se despliega un análisis sobre las narrativas propias de esta temática y se propone un mecanismo de diagnóstico para medir subjetivamente la carga de los marcos reglamentario, estratégico y moral de dichas narrativas. Un análisis Delphi de tres rondas aplicado por un panel de expertos latinoamericanos sobre cinco casos de estudio en Colombia ilustra la manera en la que el mecanismo en mención puede funcionar. Adicional al uso de un paradigma investigativo robusto, el trabajo contribuye, toda vez que propone un esquema capaz de exponer en perspectiva, las motivaciones y los intereses de los profesionales de la seguridad y salud en el trabajo, encontrando desequilibrios en cuanto a la forma de transmitir información relevante por medio de mensajes y canales oficiales. Por tanto, su uso es susceptible de estudio en esta y otras áreas del conocimiento de la disciplina organizacional, y su adopción podría valer la pena en aras de generar más y mejor conocimiento al respecto. ; Cette étude tente d'analyser et de comprendre la communication des aspects sanitaires et sécuritaires en milieu professionnel au travers d'une perspective théorico-méthodologique basée sur l'expérience. En ce sens, nous réaliserons une analyse de la littérature sur le sujet et proposerons un mécanisme de diagnostic pour mesurer subjectivement le poids des cadres réglementaires, stratégiques et moraux. Une analyse de type Delphi, appliquée sur trois cycles par un groupe d'experts latino-américains, illustre la façon dont ce mécanisme peut fonctionner en Colombie. Outre l'utilisation d'un paradigme d'étude, ce travail propose un schéma exposant une perspective des motivations et des intérêts des professionnels de la santé et de la sécurité au travail, et permet comprendre certains déséquilibres en termes de transmission d'informations pertinentes. Par conséquent, son utilisation est sujette à de plus amples études dans ce domaine et dans d'autres champs de la connaissance de la discipline organisationnelle. ; Fazendo uso da perspectiva teórica-metodológica com base nos referenciais da experiência, o presente trabalho tem como objetivo analisar e compreender a forma como os aspectos relacionados à segurança e à saúde no trabalho são habitualmente comunicados no contexto organizacional. Nesse sentido, desdobra-se uma análise das narrativas próprias desse tema e propõe-se um mecanismo diagnóstico para mensurar subjetivamente a carga dos marcos regulatórios, estratégicos e morais dessas narrativas. Uma análise Delphi de três rodadas aplicada por um painel de especialistas latino-americanos em cinco estudos de caso na Colômbia ilustra como o mecanismo em questão pode funcionar. Além da utilização de um paradigma de estudo robusto, o trabalho contribui, pois propõe um esquema capaz de expor em perspectiva, com as motivações e interesses dos profissionais de segurança e saúde ocupacional, encontrando desequilíbrios quanto à forma de transmitir informações relevantes por meio de mensagens e canais oficiais. Portanto, seu uso está sujeito a estudo nesta e em outras áreas do conhecimento da disciplina organizacional, e sua adoção pode valer a pena para gerar mais e melhor conhecimento a esse respeito.

Objetivo: Este artículo analiza las movilizaciones ciudadanas que reclamaron un acuerdo de paz definitivo entre el gobierno colombiano y las FARC, entre octubre y noviembre de 2016. Para ello, se comparan estas manifestaciones de protesta social con hechos de movilización social previos durante la etapa de negociación. Este ejercicio analítico tiene como objetivo identificar la visibilidad, resonancia y legitimidad que estas formas de movilización social recibieron de algunos de los principales medios de comunicación colombianos. Metodología: Partiendo de una metodología de enfoque mixto que combina e integra simultáneamente datos cualitativos y cuantitativos, utilizamos diferentes referencias conceptuales que han llamado la atención sobre las estrechas relaciones de los movimientos sociales y los medios de comunicación. Para ello, se construyó una base de datos en la que se registraron hechos noticiosos sobre el proceso de paz entre enero de 2013 y diciembre de 2016. De ese conjunto de noticias se eligieron aquellas que se referían a las movilizaciones a favor o en contra de los acuerdos de paz. Esta información fue sistematizada a partir de una matriz en la que se tipificaron los hechos noticiosos, distinguiendo el sesgo informativo entre negativo, neutral o positivo, así como tipificando al actor o actores involucrados en la noticia y el sesgo atribuido a cada uno. Conclusiones: La información analizada establece que las movilizaciones ciudadanas a favor de lograr un acuerdo de paz definitivo, en octubre y noviembre de 2016, tuvieron un posicionamiento mediático más visible y favorable, y al mismo tiempo, fueron más efectivas o legítimas que los otros ciclos de protesta experimentada durante el proceso de negociación. De esta forma, el artículo aporta evidencias que dan cuenta del impacto mediático de tales movilizaciones en el proceso de opinión pública en torno a los acuerdos de paz en Colombia. Originalidad: Al analizar y describir las nuevas formas de acción colectiva que han surgido en Colombia en los últimos años, a partir de innovadores referentes conceptuales y metodológicos, es posible identificar cómo se han transformado los repertorios de acción, así como las demandas y estrategias de movilización de movimientos sociales, todo lo cual da cuenta de la efectividad de estas expresiones de movilizaciones por la paz frente a formas anteriores de acción colectiva. © 2020 Universidad de los Andes, Bogotá Colombia. Reservados todos los derechos. ; Objective: This article analyzes the citizen mobilizations that demanded a definitive peace agreement between the Colombian government and the FARC, between October and November 2016. To that end, these expressions of social protest are compared with previous social mobilization events during the negotiation stage. This analytical exercise aims to identify the visibility, resonance and legitimacy that these forms of social mobilization received from some of the main Colombian media. Methodology: Based on a mixed approach methodology which simultaneously combines and integrates qualitative and quantitative data, we utilize different conceptual references that have drawn attention to the close relationships of social movements and the media. For this purpose, a database was built in which news events about the peace process were recorded between January 2013 and December 2016. From that set of news, we chose those that referred to the mobilizations for or against the peace agreements. This information was systematized from a matrix in which the news events were typified, distinguishing the informative bias between negative, neutral or positive, as well as typifying the actor or actors involved in the news and the bias attributed to each one. Conclusions: The information analyzed establishes that the citizen mobilizations in favor of achieving a definitive peace agreement, in October and November 2016, had a more visible and favorable media positioning, and at the same time, were more effective or legitimate than the other cycles of protest experienced during the negotiation process. In this way, the article provides evidence that accounts for the media impact of such mobilizations in the public opinion process around peace agreements in Colombia. Originality: By analyzing and describing the new forms of collective action that have emerged in Colombia in recent years, from innovative conceptual and methodological references, it is possible to identify how repertoires of action have been transformed, as well as the demands and mobilization strategies of social movements, all of which account for the effectiveness of these expressions of mobilizations for peace compared to previous forms of collective action. © 2020 Universidad de los Andes, Bogota Colombia. Problem setting. Ukraine started recently an important public administration reform as well as an ambitious parliamentary reform. In this regard, one of the main objectives of all State bodies (in particular, Verkhovna Rada of Ukraine Apparatus) will be to introduce the new tool of policy analysis in their day-to-day activity.Recent researches and publications analysis. During the last period, many Ukrainian and international scientists analyzed the different aspects of the policy analysis tool, i.e.: V. Bakumenko, M. Bilynska, O. Bosak, M. Gazizov, R. Hertzog, V. Goshovska, B. Gurne, D. Zapysnyy, M. Kanavets, Y. Kalnysh, O. Kilievytch, V. Kniazev, O. Kopylenko, V. Kostytskiy, Y. Lykhach, A. Maliuga, G. Marcou, V. Mironenko, N. Nyjnyj, E. Rakhimkulov, O. Rudenko, V. Tolkovanov, V. Tertychka and others. At the same time, the issue of the practical implementation of this tool in the State bodies' activity is still underestimated by the scientists and practitioners which will require further researches on this important issue.Highlighting previously unsettled parts of the general problem. Study of policy analysis as a new modern is a complex task. First, the public administration is a new area in the humanitarian cycle of Ukrainian science developed in the context of the dramatic changes that have been taken place in post-totalitarian society. Secondly, most of Ukrainian scientists, politicians, civil servants are not aware of this important tool for decision-making process. Therefore, the main objective of this scientific article is to promote public awareness about policy analysis and to facilitate its implementation of the State bodies' activity.Paper main body. The article provides a deep analysis of the issues related to the development and further implementation of the policy analysis tool in the activity of the State bodies.It is justified that introduction of this tool becomes extremely important in the framework of the public administration modernization process and the implementation of the parliamentary reform.It is highlighted the reasons of the promoting policy analysis tool as well as the experiences of other countries (in particular, EU countries) regarding its introducing in the public authorities' activity.It is underlined that the policy analysis is a well-known in Europe and in the world tool. It is recommended by the international and European organizations for the implementation in all public institutions in order to increase their effectiveness and to improve the decision-making process.The particular attention is paid to the analysis of the different scientific schools from the different countries that realize the researches of the different issues related to the policy analysis tool and its implementation in the State bodies' activity.It is stressed that there are three main stages of the public policy analysis realization, i.e. perspective, retrospective, integrated. At the same time, it is defined eight steps for the public policy analysis implementation, i.e.: formulating the problem, collection of the information, preparation of the alternative decisions, definition of the criteria for problems' solution, evaluation of the consequences regarding the implementation of the alternative decisions, comparison of the alternative decisions, selecting a decision, ensuring the necessary support for further implementation of an adopted decision.It is also underlined the utility of public policy analysis not only as a theoretical subject, but also as a useful tool for the practical work of the public authorities. There are following important features: definition of the concrete actions for the public policy implementation, justification of the public bodies' decisions, increasing the effectiveness in the activity of the public bodies, collection and dissemination of the best practices in the decision making process etc.Conclusions of the research and prospects for further studies. On the basis of the conducted research, it is presented the practical recommendations regarding further implementation of the public policy analysis tool in the activity of the executive and legislative power bodies as well as the realization of the main goals of the parliamentary reform and the public administration reform. ; Досліджено актуальні питання розробки та упровадження аналізу політики у діяльності органів державної влади. Дано визначення аналізу політики як діяльності зі створення знань про процес вироблення політики й у ході цього процесу. Аргументовано, що особливого значення набуває використання цього інструменту в умовах модернізації державного управління та реалізації парламентської реформи. Всебічно проаналізовано питання причини виникнення та історичної еволюції аналізу політики як в Україні, так і в інших зарубіжних країнах. Визначено та дано комплексну характеристику трьох основних етапів виміру аналізу публічної політики, що розрізняються між собою за часом здійснення аналізу, а саме: перспективний, ретроспективний, інтегрований. На основі проведеного дослідження вироблено практичні рекомендації щодо упровадження аналізу політики у діяльність органів державної влади, зокрема Апарату Верховної Ради України.

У статті проаналізовано рівень підготовки майбутніх лікарів у Німеччині, який базується на науковій основі та гарантованій якості підготовки фахівців медицини. Обґрунтовано, що медичне навчання закладає необхідний фундамент для медичної професії в середовищі, яке характеризується швидким науковим прогресом. Усвідомлення неможливості оптимальної реалізації визначених напрямів удосконалення системи професійної підготовки майбутніх лікарів в умовах традиційних навчальних планів, незважаючи на їх оновлення відповідно до нового законодавства, запропоновано огляд розробки й паралельної реалізації експериментальних навчальних планів, що здійснюється владою федеральної землі, в якій знаходиться ЗВО. Обґрунтовано цілі реформ та очікуваних результатів якісного удосконалення медичної освіти, врегулювання можливостей переходу від експериментального до традиційного навчального плану з урахуванням вимог післядипломної освіти, зарахування кількісних і якісних показників підготовки студентів, визначено об'єктивні оцінки ефективності навчальних планів у процесі апробації та реалізації кінцевих результатів. Пояснено, що до медичної кваліфікації належать як формування навичок і умінь в області наукових досліджень, так і підготовка персоналу для викладання, наукових розвідок. Професорсько-викладацький склад забезпечує викладання базових предметів та клінічних дисциплін й викладання предметів до клінічного та клінічного циклу забезпечують штатні викладачі. The article analyzes the level of future doctors' training in Germany, which is based on a scientific basis and guarantees quality of medical professionals' preparation. It is substantiated that medical education is the necessary foundation for the medical profession in an environment characterized by rapid scientific progress. Awareness of the impossibility of optimal implementation of certain areas of improvement in the system of professional training for future doctors in the context of traditional curricula, despite their updating in accordance with new legislation, offers a review of development and parallel implementation of experimental curricula by the federal state. It has been emphasized the substantiation of the purposes of reforms and expected results of qualitative improvement of medical education, regulation of possibilities under transition from experimental to traditional curriculum taking into account requirements of postgraduate education, enrollment of quantitative and qualitative indicators of preparation of students, objective estimations of efficiency of curricula in the process of testing and implementation of the final results. Medical qualifications include both the formation of skills and abilities in the field of scientific research and the training of personnel for teaching and scientific research. The teaching staff provides the academic process for basic subjects and clinical disciplines and the teaching of subjects for the clinical cycle is provided by full-time teachers. High-quality specialist training must meet the standards of higher education, academic requirements, and the constitutional right to health care.Funding. In this report, we present the main findings from the project, "Assistance or barriers? – The use of education as vocational rehabilitation for young people with disabilities". Chapter 1 gives a summary of the status of knowledge regarding young people with disabilities and their transition into the labor marked. We also present an overview of the most important measures initiated by the government to increase labor marked participation for this group. In January 2004, the rules regulating who were entitled to economic support for educational purposes within a rehabilitation program changed. In chapter 2, we look into the effects of these changes. We use data covering everyone in a certain age group who were granted education as vocational rehabilitation in the years between 2002 and 2005. The analysis indicates that the changes may have resulted in both fewer young people receiving economic support for education as vocational rehabilitation, and fewer young people with disabilities entering the labor force. Chapter 3 addresses a particular group, namely young people (25-35 years) with physical disabilities, mainly defined as cerebral palsy and spina bifida. Two of the topics discussed are: The educational situation for youth with physical disabilities compared to a randomly selected population in the same age group. To what extent is the length of education for young people with physical disabilities important for their situation in the labor marked? As much as 64 percent of the sample with physical disabilities have primary school as their highest level of education, compared with 17 percent in a randomly selected youth population. The level of employment for the group with a physical disability was 38 percent, compared with 86 percent for the randomly selected group. There is a clear indication that an increase in the level of education may have a particularly positive effect for young people with physical disabilities in relation to labor marked participation. In Chapter 4, the topic is of how social workers in NAV administer the regulations that govern access to education as rehabilitation. We start with a brief review of the rule changes in rehabilitation support that was introduced from January 2004. The chapter is based on qualitative interviews with 30 caseworkers in NAV (The Norwegian Labor and Welfare Administration). There is a political ambition that in general young people (under 26 years) shall finance their own education through loans and grants provided by the Norwegian State Educational Loan Fund. This is also true for young people with disabilities, when they do not have so significant impairments that they fall within the exemption criteria. Many of the informants share this point of view. They find it unreasonable and unfair to other young people if young people with disabilities receive economic support to pay for their educational expenses. They should not have any "special advantages" even if they are disabled. Chapter 5 addresses the issues of judgment and discrimination, and discusses what discretion is and how the caseworkers in NAV practice it. Among other things, it is discussed how the use of discretion can be affected by factors "outside the formal rules and regulations". In chapter 6, the perspective moves a notch up. Instead of questioning the issue if all young people with disabilities get the same or an equivalent treatment in the NAV system, we look at the situation for disabled young people compared to the situation for other young people. Using the ideas of justice developed by Amartya Sen, in particular the capability approach, we ask if is fair that young people with disabilities as a rule should finance their education themselves? One of the reasons for asking this question is that young people with disabilities cannot expect to achieve the same life-cycle income as others. ; Unge med nedsatt funksjonsevne har en lavere deltagelse på arbeidsmarkedet enn befolkningen ellers. I rapporten benyttes to sett registerdata for å belyse dette temaet. Videre benyttes intervjuer med saksbehandlere i NAV for å belyse forvaltningen av dagens regelverk for støtte til utdanning. Den første registerstudien indikerer at reduksjonen i støtte til utdanning fra 2004 reduserte antallet som fikk støtte til utdanning. Færre ble også yrkesaktive. Den andre registerstudien viser at et flertall unge med en fysisk funksjonsnedsettelse bare har grunnskole som høyeste fullførte utdanning, og at en stor del faller utenfor arbeidsmarkedet. I den kvalitative undersøkelsen sier mange saksbehandlere at de forvalter det nye regelverket slik at de sjeldnere enn før benytter utdanning som tiltak.

The subject of the study is the personnel management information system. Infrastructure design processes of the framework model of complex socio-technical systems for project management and human resource management programs, formation of a database of members of project BOS teams and their evaluation using the index method to optimize the selection of project team members in a security-oriented system were studied. Purpose: to develop a model of an automated personnel management information system for implementation in the projects of security-oriented system using the index method of team members' evaluation. New models should be designed with the features of a complex socio-technical system and a sequence of implementation and adaptation stages in the project environment. This model should not be expensive to implement and take into account the life cycle processes of the organization from the selection of personnel to their management. Task: the information system of human resource management in projects of the security-oriented system is modeled. A set of software and hardware, telecommunications and organizational tools needed by a security-oriented organization for the functioning and interaction of communication and information flows has been worked out. Automation of selection and formation of project teams in complex socio-technical organizations is being developed due to the index assessment of candidates. The following methods are used: human resource management using automated HRM systems, expert information systems and index numerical indicators. The following results were obtained: a model of information expert system was developed and the process of knowledge accumulation due to software was described, an index method was proposed on the example of military formations in security-oriented systems. Conclusions: a generalized model-scheme of expert information system for personnel selection in security-oriented systems based on the index method has been developed. ; Предметом исследования является информационная система управления персоналом. Процессы проектирования инфраструктуры модели фреймворка сложных социотехнических систем по управлению проектами и программами менеджмента человеческих ресурсов, формирование базы данных членов проектных БОС команд и их оценки используя индексный метод для оптимизации процессов отбора членов проектных команд в безопасности-ориентированной системе. Цель работы: разработка модели автоматизированной информационной системы управления персоналом для внедрения в проектах безопасность-ориентированной системы с использованием индексного метода оценки членов команд. Новые модели следует проектировать с особенностями сложной социотехнической системы и последовательностью этапов внедрения и адаптации в проектном среде. Данная модель должна быть не дорогой для внедрения и учитывать процессы жизненного цикла организации начиная с отбора персонала к их управлению. Problem setting. Ukraine started recently an important public administration reform as well as an ambitious parliamentary reform. In this regard, one of the main objectives of all State bodies (in particular, Verkhovna Rada of Ukraine Apparatus) will be to introduce the new tool of policy analysis in their day-to-day activity.Recent researches and publications analysis. During the last period, many Ukrainian and international scientists analyzed the different aspects of the policy analysis tool, i.e.: V. Bakumenko, M. Bilynska, O. Bosak, M. Gazizov, R. Hertzog, V. Goshovska, B. Gurne, D. Zapysnyy, M. Kanavets, Y. Kalnysh, O. Kilievytch, V. Kniazev, O. Kopylenko, V. Kostytskiy, Y. Lykhach, A. Maliuga, G. Marcou, V. Mironenko, N. Nyjnyj, E. Rakhimkulov, O. Rudenko, V. Tolkovanov, V. Tertychka and others. At the same time, the issue of the practical implementation of this tool in the State bodies' activity is still underestimated by the scientists and practitioners which will require further researches on this important issue.Highlighting previously unsettled parts of the general problem. Study of policy analysis as a new modern is a complex task. First, the public administration is a new area in the humanitarian cycle of Ukrainian science developed in the context of the dramatic changes that have been taken place in post-totalitarian society. Secondly, most of Ukrainian scientists, politicians, civil servants are not aware of this important tool for decision-making process. Therefore, the main objective of this scientific article is to promote public awareness about policy analysis and to facilitate its implementation of the State bodies' activity.Paper main body. The article provides a deep analysis of the issues related to the development and further implementation of the policy analysis tool in the activity of the State bodies.It is justified that introduction of this tool becomes extremely important in the framework of the public administration modernization process and the implementation of the parliamentary reform.It is highlighted the reasons of the promoting policy analysis tool as well as the experiences of other countries (in particular, EU countries) regarding its introducing in the public authorities' activity.It is underlined that the policy analysis is a well-known in Europe and in the world tool. It is recommended by the international and European organizations for the implementation in all public institutions in order to increase their effectiveness and to improve the decision-making process.The particular attention is paid to the analysis of the different scientific schools from the different countries that realize the researches of the different issues related to the policy analysis tool and its implementation in the State bodies' activity.It is stressed that there are three main stages of the public policy analysis realization, i.e. perspective, retrospective, integrated. At the same time, it is defined eight steps for the public policy analysis implementation, i.e.: formulating the problem, collection of the information, preparation of the alternative decisions, definition of the criteria for problems' solution, evaluation of the consequences regarding the implementation of the alternative decisions, comparison of the alternative decisions, selecting a decision, ensuring the necessary support for further implementation of an adopted decision.It is also underlined the utility of public policy analysis not only as a theoretical subject, but also as a useful tool for the practical work of the public authorities. There are following important features: definition of the concrete actions for the public policy implementation, justification of the public bodies' decisions, increasing the effectiveness in the activity of the public bodies, collection and dissemination of the best practices in the decision making process etc.Conclusions of the research and prospects for further studies. On the basis of the conducted research, it is presented the practical recommendations regarding further implementation of the public policy analysis tool in the activity of the executive and legislative power bodies as well as the realization of the main goals of the parliamentary reform and the public administration reform. ; Досліджено актуальні питання розробки та упровадження аналізу політики у діяльності органів державної влади. Дано визначення аналізу політики як діяльності зі створення знань про процес вироблення політики й у ході цього процесу. Аргументовано, що особливого значення набуває використання цього інструменту в умовах модернізації державного управління та реалізації парламентської реформи. Всебічно проаналізовано питання причини виникнення та історичної еволюції аналізу політики як в Україні, так і в інших зарубіжних країнах. Визначено та дано комплексну характеристику трьох основних етапів виміру аналізу публічної політики, що розрізняються між собою за часом здійснення аналізу, а саме: перспективний, ретроспективний, інтегрований. На основі проведеного дослідження вироблено практичні рекомендації щодо упровадження аналізу політики у діяльність органів державної влади, зокрема Апарату Верховної Ради України.

The relevance of the article is determined by the need to bring into action advanced progressive ideas of foreign military education, to introduce innovations that are skillfully combined with the educational traditions of the past. For systemic scientific analysis, the system of training of future border guard officers of post-Soviet states is of practical interest. Most typical for stetes of the post-Soviet space, members of the Eurasian Economic Union, is the educational standard of higher education of future specialists of border protection units of the Republic of Belarus. On this basis, it will be relevant to summarize, systematize and comprehend the experience of training of future border guard officers of the Republic of Belarus and to introduce positive benefits into the system of training of future bachelors of state border security. Purpose. Carrying out a comparative analysis of the educational standard of higher education of future specialists of management of border protection units of the Republic of Belarus with the standard of higher education in specialty 252 «State border security» for the first (bachelor) level of higher education of Ukraine. It also provides a generalized description of the specialized educational institutions of the border profile of post-Soviet states and specialties related to the specialty "State Border Security". Methods. Scientific analysis of research problem; generalization and systematization of theoretical data on border guards training; comparison, classification, induction and deduction. Results. The educational standards and curricula of most post-Soviet stetes are similar. The fundamental differences are the content of the curricula and methods of organizing the training. Typical specializations for training border guards of post-Soviet states are highlighted. The peculiarities of the higher education standard of future specialists of management of the border protection units of the Republic of Belarus, which are determined by the national higher education standards and the designation of the border authority, have been revealed. In particular, the differences are the number of cycles of training of future border guards, the amount of training time for professional training in the specialty, etc. Originality. The comparative analysis of the higher education standard of the future specialists of management of units of border protection of the Republic of Belarus with the standard of higher education in the specialty 252 "State border security" for the first (bachelor) level of higher education of Ukraine helps to improve the training of border guards. Conclusion. The system of training of border guards officers, first of all, of the tactical level, is conditioned by the specifics of the functioning of the border agencies and the need to use them to ensure national security at the state border. The content of the training of future border guards differs in practical direction, which makes it relevant and demanded by practice of border protection. We consider the prospects of further scientific researches - to study the peculiarities of the training of officers of the United States Customs and Border Protection and the introduction of best practices in the educational process of The National Academy of the State Border Guard Service of Ukraine named after B.Khmelnitsky. ; У статті проведено порівняльний аналіз стандартів вищої освіти майбутніх спеціалістів управління підрозділами охорони кордону Республіки Білорусь та майбутніх бакалаврів за спеціальністю 252 «Безпека державного кордону» України. Також надано узагальнену характеристику спеціалізованих навчальних закладів прикордонного профілю країн пострадянського простору та спеціальностей, споріднених зі спеціальністю «Безпека державного кордону». Визначено, що освітні стандарти та навчальні плани підготовки офіцерів-прикордонників більшості країн пострадянського простору подібні між собою. Принципові відмінності полягають у змісті програм навчальних дисциплін і методах організації навчання. Виділено типові спеціалізації, по яким здійснюється підготовка офіцерів-прикордонників країн пострадянського простору. Здійснено порівняння спеціальностей, рівнів, термінів навчання у навчальних закладах прикордонного профілю Білорусі та України. Виявлено особливості освітнього стандарту вищої освіти майбутніх спеціалістів управління підрозділами охорони кордону Республіки Білорусь, які обумовлені національними стандартами вищої освіти та призначенням прикордонного відомства. Зокрема, відмінності полягають у кількості циклів підготовки майбутніх офіцерів-прикордонників, кількості навчального часу для фахової підготовки за спеціальністю та ін. Особливістю Білоруського стандарту вищої освіти майбутніх спеціалістів управління підрозділами охорони кордону є законодавчо визначений мінімальний перелік компетенцій, які мають бути сформовані у курсанта під час вивчення навчальних дисциплін. Такий підхід, та інші позитивні надбання, варто запровадити для підготовки майбутніх бакалаврів безпеки державного кордону України. Порівняльний аналіз існуючих підходів до навчання майбутніх офіцерів-прикордонників свідчить, що система навчання офіцерів-прикордонників, передусім, тактичного рівня, зумовлена специфікою функціонування прикордонних відомств і потребою їх застосування для забезпечення національної безпеки на державному кордоні.

Hoy prima la necesidad de garantizar la sostenibilidad y calidad del recurso hídrico, entendiendo que su gestión se deriva del ciclo hidrológico que vincula una cadena de interrelaciones entre diferentes componentes naturales y antrópicos, por lo que se asocia como un proceso de aprendizaje intertemporal del ser humano. La mayoría de los países le dan máxima prioridad al suministro de agua, dado que es una de las necesidades básicas humanas; sin embargo, según la UNESCO en el informe mundial sobre desarrollo de los recursos hídricos del 2019, un tercio de la población mundial no tiene acceso al agua potable administrada de forma segura. Este es el caso de varias comunidades del departamento de Boyacá, Colombia y en particular de las comunidades rurales del municipio de Tibasosa en donde, a pesar de contar con dos afluentes hídricos principales como el nacimiento "La mana del padre", y "El rio Chicamocha", que pueden suplir la necesidad hídrica; la fuente de abastecimiento se concentra en el rio Chicamocha, cuya disponibilidad y calidad del recurso hídrico es deficiente por ser uno de los ríos más contaminados de Colombia. El objeto de este estudio es la identificación de las capacidades que debe reunir una comunidad que tiene como propósito la puesta en marcha de una Planta de Tratamiento de Aguas Residuales (PTAR) domésticas, para lo cual se realizó una investigación en términos de características importantes tales como la formación técnica y humana, innovación y desarrollo tecnológico, organización social y del trabajo, planificación y gestión de calidad, sistematización-investigación e incidencia política y social. Posteriormente se llevó a cabo el planteamiento de una metodología para el manejo y desarrollo coordinado de las capacidades, con el propósito de gestionar el recurso hídrico en interacción con los demás recursos naturales, y propender por maximizar el bienestar social y económico resultante, en el área rural del municipio de Tibasosa, Boyacá. ; Today, the need to ensure the sustainability and quality of water resources prevails, understanding that its management is derived from the hydrological cycle that links a chain of interrelationships between different natural and anthropic components, so it is associated as an intertemporal learning process of human beings. Most countries give top priority to water supply, given that it is one of the basic human needs; however, according to UNESCO in the 2019 World Water Development Report, one third of the world's population does not have access to safely managed drinking water. This is the case of several communities in the department of Boyacá, Colombia and in particular of the rural communities of the municipality of Tibasosa where, despite having two main water tributaries such as the birth "La mana del padre", and "El rio Chicamocha", which can supply the water need; the source of supply is concentrated in the Chicamocha river, whose availability and quality of the water resource is deficient because it is one of the most polluted rivers in Colombia. The purpose of this study is the identification of the capacities that a community must have in order to start up a domestic wastewater treatment plant (WWTP), for which an investigation was carried out in terms of important characteristics such as technical and human training, innovation and technological development, social and work organization, planning and quality management, systematization-research and political and social incidence. This doctoral thesis is based on three publications (two peer-reviewed, one submitted). Its objective was to test existing methods and to develop innovative methods for generating highly resolved climate data with focus on the spatio-temporal distribution of precipitation as both, the spatial and temporal resolution as well as the length of such data sets are limited. For this purpose, satellite and radar-based remote sensing data, ground-based station data, and modelling methods were applied and combined. The Free State of Saxony (Germany) served as an investigation area as its mountainous regions are prone to heavy precipitation events and related (flash) floods like e.g., in 2002, in 2010, and in 2013. Two approaches were developed to generate hourly data when there are no station data available or only daily data. The first approach applies four different algorithms to estimate area-wide rain rates by using the satellite data of Meteosat Second Generation (MSG-1) and compares them to the gauge adjusted radar data product RADOLAN RW. The analyses of five spatial und six temporal integration steps by means of four fit scores and statistical relations show a stepwise improvement. That means, the integration leads to increasing probability of detection (POD) and critical success index (CSI), decreasing false alarm ratio (FAR) and Bias, and improved statistical relations especially for heavy rain rates. The best results are achieved for the lowest resolution of 120 km × 120 km and 24 h. However, this resolution is too low for applications in (flash) flood risk management for small and medium sized catchments. Such satellite-based estimated rain rates may serve as a data source for unobserved regions or as an indicator for large catchments or longer periods. A second approach comprises the newly developed Euclidean distance model (EDM) that generates hourly climate data by means of a temporal disaggregation procedure. The delivered data are point data for the climate variables temperature, precipitation, sunshine duration, relative humidity, and wind speed. They show high correlations and conserve (i) the statistics in comparison to the observed hourly data and (ii) also the consistency over all disaggregated climate elements. The results reveal that the EDM performs best for climate elements with a continuous diurnal cycle like temperature, for the winter half-year, and when the basic climate stations are characterised by similar climate conditions. The EDM proves to be a very robust, flexible and fast working model. Hence, the work presented here succeeded in developing two innovative locally-independent approaches that are applicable to the climate data of any region or station without complex model parametrisation. Simultaneously, the method can be applied to future daily climate data allowing the generation of hourly data that are needed for climate impact models. ; Diese Dissertation basiert auf drei Publikationen (zwei begutachtet, eine eingereicht). Ziel war es, existierende Methoden zur Generierung hochaufgelöster Klimadaten zu untersuchen und innovative Methoden zu entwickeln mit dem Fokus auf der raumzeitlichen Niederschlagsverteilung, da sowohl die räumliche und zeitliche Auflösung als auch die Länge solcher Datenreihen begrenzt sind. Hierfür wurden satelliten- und radarbasierte Fernerkundungsdaten, Bodenstationsdaten sowie Modellierungsverfahren angewendet und kombiniert. Als Untersuchungsgebiet wurde der Freistaat Sachsen (Deutschland) gewählt, da dessen Gebirgsregionen starkregen- und damit hochwassergefährdet sind, wie bei den Hochwasserereignissen von 2002, 2010 und 2013 sichtbar wurde. Es wurden zwei Ansätze entwickelt, die die Generierung von Stundendaten ermöglichen, wenn keine Daten oder nur Tagesdaten vorhanden sind. Der erste Ansatz verwendet vier verschiedene Algorithmen zum Abschätzen flächendeckender Niederschlagsintensitäten unter Verwendung der Daten des Satelliten Meteosat Second Generation (MSG-1) und vergleicht diese mit den an Bodenstationsdaten angeeichten Radardaten des RADOLAN RW Produktes. Die Analysen von fünf räumlichen und sechs zeitlichen Integrationsstufen mit Hilfe von vier Fit Scores und statistischer Kennwerte zeigen eine schrittweise Verbesserung der Ergebnisse. Das heißt, dass durch Integration steigende Werte der probability of detection (POD) und des critical success index (CSI), sinkende Werte der false alarm ratio (FAR) und des Bias sowie verbesserte statistische Kennwerte erreicht werden. Dies gilt insbesondere für Starkniederschlagsintensitäten. Die besten Ergebnisse werden bei der niedrigsten Auflösung von 120 km × 120 km und 24 h erreicht. Jedoch ist diese Auflösung für Anwendungen des Hochwasserrisikomanagements kleiner und mittlerer Einzugsgebiete zu gering. Solche satellitenbasierten Niederschlagsintensitäten können als Datenquelle für unbeobachtete Regionen oder als Indikator für große Einzugsgebiete oder längere Zeitintervalle dienen. Ein zweiter Ansatz beinhaltet das neu entwickelte Euclidean distance model (EDM), das mittels zeitlicher Disaggregierung stündliche Klimadaten generiert. Die erzeugten Daten sind punktbezogene Daten der Klimavariablen Temperatur, Niederschlag, Sonnenscheindauer, relative Feuchte und Windgeschwindigkeit. Sie weisen hohe Korrelationen auf und sie wahren (i) die statistischen Kenngrößen im Vergleich mit den beobachteten Stundendaten und (ii) die Konsistenz über alle Klimaelemente hinweg. Die Ergebnisse zeigen, dass das EDM für Klimaelemente mit einem kontinuierlichen Tagesgang, wie z.B. die Temperatur, für das Winterhalbjahr und bei der Verwendung von Basisstationen mit ähnlicher klimatischer Charakteristik die besten Ergebnisse liefert. Das EDM erweist sich als ein sehr robustes, flexibles und schnell arbeitendes Modell. Somit ist es mit der hier vorliegenden Arbeit gelungen, zwei innovative Ansätze zu entwickeln, die ohne komplexe Modellparametrisierung auf Daten einer jeden Klimaregion oder Klimastation angewendet werden können.

Es objetivo de la Unión Europea y de todos sus estados miembros, potenciar la economía circular en todos los sectores. En 2015, la Comi-sión Europea adoptó un plan de acción para contribuir a la transición hacia una economía circular, estableciendo 54 medidas para "cerrar el círculo" del ciclo de vida de los productos: de la producción y el consumo a la gestión de residuos y el mercado de materias primas secundarias. Sin duda la gestión adecuada de los residuos de construcción demolición es fundamental en este proceso, ya que significan a aproximadamente un tercio de los residuos generados en la Unión. El Gobierno de España también ha trabajado en esta dirección con la Estrategia Española de Economía Circular, "España Circular 2030", en la que uno de sus ejes principales de actuación es la gestión de residuos, en la que, entre otros objetivos, se propone la revisión del RD 105/2008 por el que se regula la producción y gestión de los residuos de construcción y demolición y que proporciona el marco legal a esta gestión de RCD en la edificación, a través de herramientas como el estudio y el plan de gestión de RCD.Una de las deficiencias más habituales detectadas por los agentes del sector, es no contar con unos ratios orientativos consistentes de generación de RCD que faciliten la elaboración de estos documentos preceptivos, así como el seguimiento de la gestión tanto por los téc-nicos competentes como por las administraciones públicas.El objetivo del presente trabajo ha sido intentar dar solución a la dispersión de ratios de generación de residuos de construcción y demoli-ción, generando una serie de tablas parametrizadas que puedan servir de ayuda y orientación para calcular los ratios de RCD suscepti-bles de generarse en una obra de construcción o demolición para las grandes regiones climáticas de España.Para la recogida de datos se ha recurrido tanto a fuentes públicas como privadas. Se han consultado bases de datos de entidades de reco-nocido prestigio, recopilado ratios provenientes de normativas autonómicas y locales y, de manera activa, se ha solicitado información a los agentes más relevantes del sector: Colegios Profesionales, Universidades, entidades que desarrollan trabajo específico en este campo, proyectos relacionados de ámbito europeo y actores privados en el sector.El resultado son unas tablas parametrizadas por grandes zonas climáticas, tanto para nueva construcción como demolición de edificios residenciales y terciarios. In 2015, the European Commission adopted an action plan to contribute to the transition towards a circular economy. Establishing 54 measures to "finish the circle" of products life cycle: from production and consumption to waste management and the markets for recy-cling services and secondary raw materials. Certainly, the correct management of construction and demolition waste is essential in this process, it represents approximately the third part of the waste generated by the European Union.The Government of Spain has also worked in the same direction with the strategy called Spanish Circular Economy, "España Circular 2030", in which one of its main axes is the management of wasting, in which, among other objectives, it proposes the review of the RD 105/2008 which regulates the production and management of construction and demolition waste. This Royal Decree provides the legal framework for this management of RCD in building, through tools such as the study and the management plan of RCD.One of the most common problems detected by construction sector agents is not having estimated ratios for the generation of RCD. The objective of this work has been trying to solve the dispersion of these construction and demolition waste generation ratios, making some parameterized tables that can help calculating the RCD ratios produced in a construction or demolition work, by the climatic regions of Spain.The data have been obtained from different sources, both public and private. The parameterized tables have been made by consulting the databases of prestigious entities, in addition, ratios have been compiled from regional and local regulations, actively, information has been requested from the most relevant agents in the sector: Professional Associations, Universities, related European projects and private actors in the sector.
