In order to reduce the impact of global warming, the European Commission has decided in the continuation of the Kyoto protocol to reduce drastically greenhouse gas emissions. In this matter, the progressive replacement of thermal vehicles by electric ones is considered as a key objective. For that purpose, several prerequisites must be considered for the rapid deployment of Electrical Vehicles (EV) in the European market. The first of these prerequisites consists in the design of a new generation of batteries with higher energy efficiency, larger capacity and improved robustness. The second one is the design and rapid deployment of cost effective charging infrastructures. At last, the emergence of European standards in all these matters is an imperious necessity for the viability of the EVs European market. This thesis is mainly focused on the second of these three prerequisites. It is widely admitted that in the short term, EVs usage will be essentially limited to urban areas before being extended to the whole territory. As it is considered by the French National TELEWATT research project to which we have contributed, street lighting networks can be used judiciously to deploy in the short term low cost charging infrastructures. The basic principle of this project consists in coupling to each street light one or two EV's charging stations if one or two parking spots are located nearby. Various electrical constraints specified in the TELEWATT project must be satisfied to enable EVs' charging without degrading the quality of the lighting system. In this thesis, we begin to demonstrate the feasibility of such an operation. For that purpose, we have developed a simulator enablingto depict the dynamic behavior of the global system. The strength and originality of this simulator resides in its capacity to determine in real-time and with the necessary precision if an EV can effectively be connected to a charging station. The response to this question depends on static and dynamic characteristics of the street lighting network and on the state of charge of the batteries of both the connected and candidate EVs. The dynamism of the charging process of each EV strongly depends on the instantaneous power consumed by the global infrastructure. The second original result of this thesis consists in the design of scheduling policies to activate the various charging stations. Our objective is to propose via these scheduling policies, various types of guaranteed Quality of Service (QoS) to the end-users. Such guarantees can be declined for instance in terms of expected state of charge for a given parking term ; De façon à réduire l'impact du réchauffement climatique, la Commission Européenne a décidé dans le prolongement du protocole de Kyoto de réduire drastiquement les émissions de gaz à effet de serre. En la matière, le remplacement progressif des véhicules thermiques par des véhicules électriques est considéré comme un objectif clé. Dans ce but, plusieurs prérequis doivent être pris en compte pour le déploiement rapide des véhicules électriques sur le marché européen. Le premier de ces prérequis consiste en la conception d'une nouvelle génération de batteries avec une efficacité énergétique accrue, une plus grande capacité et une robustesse améliorée. Le second prérequis est la conception et le déploiement rapide et économique d'infrastructures de recharge. Enfin, l'émergence de normes européennes dans tous ces domaines est une impérieuse nécessité pour la viabilité économique du marché européen des véhicules électriques. Cette thèse se focalise essentiellement sur le second de ces trois prérequis. Il est largement admis qu'à court terme, l'usage des véhicules électriques sera essentiellement limité aux zones urbaines avant d'être étendu à tout le territoire. Tel que cela est pris en compte par le projet de recherche national TELEWATT dans lequel nous avons été impliqués, les réseaux d'éclairage publics en zones urbaines peuvent être utilisés judicieusement pour déployer à court terme des infrastructures de recharge bon marché. Le principe de base de ce projet consiste à connecter à chaque candélabre une ou deux stations de recharge pour véhicule électrique si une ou deux places de parking sont disponibles dans l'environnement proche. Diverses contraintes électriques spécifiées dans le projet TELEWATT doivent être satisfaites pour permettre la recharge de véhicules électriques sans perturber la qualité de l'éclairage. Dans cette thèse, nous commençons par démontrer la faisabilité d'une telle opération. Pour cela, nous avons développé un simulateur permettant de décrire le comportement dynamique du système global. La force et l'originalité de ce simulateur réside dans sa capacité à déterminer en temps-réel et avec laprécision nécessaire si un véhicule électrique peut effectivement être connecté à une borne. La réponse à cette question dépend des caractéristiques statiques et dynamiques du réseau d'éclairage et de l'état de charge des véhicules déjà connectés comme des véhicules candidats. La dynamique du processus de recharge de chaque véhicule électrique dépend fortement de la puissance instantanée consommée par l'infrastructure globale. Le second objectif original de cette thèse consiste en la conception de politiques d'ordonnancement d'activation des diverses bornes de recharge. Notre objectif est de proposer, via ces politiquesd'ordonnancement, divers types de qualité de service (QoS) garanties aux usagers. De telles garanties peuvent par exemple se décliner en termes d'état de charge attendu pour une certaine durée de stationnement.

This thesis is devoted to optimize the health care logistics which can support emergency management plans to reduce the impacts of natural and/or man-made disasters. After the review of relevant papers, two main gaps have been found in the current studies. One is that most of the researches are not based on real cases. The other is that some main characteristics of disasters are neglected when disasters are studied. Therefore, based on real case scenarios, the thesis studies different disasters (natural and/or man-made disasters) separately according to the characteristics of disasters. Natural disasters may be predicted but are difficult to avoid. Therefore, the evacuation of potential victims and the dimensioning of relief resources are crucially important. A three-step approach is proposed to study the resource dimensioning and the organization of emergency management plan (French White Plan) facing natural disasters. In our three-step approach, the first step builds a framework model to get the insights of emergency management plan clearly. The second step establishes a global model (a linear model) to predict the quantity of required resources for evacuation. The third step proposes a detailed simulation model to reflect the real world more precisely. The hospital evacuation under the guidance of a French Extended White Plan in case of a flood has been taken as a real case scenario to test the correctness of our approach. The man-made disasters and the outbreak of diseases can be large-scale disasters which require a high demand of resources. In this thesis, a model for logistics response to bioterrorist attack with a non-contagious agent and another model for the logistics response to epidemics have been proposed. Multi-period and multi-echelon inventory management problems have been studied. The two models (a linear model and a non linear model respectively) combine the main characteristics of disasters: the propagation of the disease, the relevant medical interventions and the logistics deployment together. The number of patients in different disease stages and the required medical resources for each period can be estimated. The factors affecting the number of deaths and the different medical intervention policies can also be evaluated with the two models. With the help of the models, the decision makers can get an idea of the disaster situation and the relevant medical responses from a strategy level. A logistics response to an anonymous bioterrorist attack with anthrax to a shopping center and the logistics response to the outbreak of H5N1 are taken as real case scenarios to test the effectiveness of the models respectively. ; Cette thèse est consacrée à l'optimisation de la logistique sanitaire pour soutenir les plans de gestion de crise afin de réduire les effets des catastrophes naturelles et/ou humaines en termes de santé publique. Les catastrophes naturelles peuvent être prédites, mais elles sont difficiles à éviter. Par conséquence, la prise en charge des victimes potentielles et le dimensionnement des moyens logistiques de secours y afférent sont d'une importance cruciale. Une approche analytique en trois étapes est proposée afin d'étudier le dimensionnement des ressources et l'organisation des plans de gestion de crise (plan blanc) d'origine naturelle. La première étape propose un modèle de référence pour concevoir un plan de gestion de crise. La deuxième étape considère un modèle d'optimisation linéaire pour prédire le nombre de ressources nécessaires. La dernière étape présente un modèle dynamique pour simuler l'ensemble de l'organisation de manière fine. L'évacuation d'un hôpital dans le cadre d'un plan blanc étendu à plusieurs hôpitaux pour faire face à un tsunami fluvial a été considérée comme scénario pour évaluer la justesse de notre approche. Les catastrophes d'origine humaine et la propagation des maladies peuvent donner lieu à des désastres de grande ampleur qui mobilisent de nombreuses ressources humaines et matérielles. Par exemple, un modèle de réponse logistique face à une attaque bioterroriste avec un agent non-contagieux ainsi qu'un modèle pour la réponse logistique aux épidémies ont été proposés. Elles traduisent un problème de gestion d'inventaire multi-échelons et multi-périodes. Ces deux modèles dynamiques de flux requièrent une optimisation linéaire et une optimisation non-linéaire respectivement. Ils intègrent les caractéristiques de la gestion de ces catastrophes: la propagation de l'infection ou de la maladie, les réponses médicales appropriées et le déploiement de la logistique associée. Avec ces deux modèles, le nombre de patients aux différents stades de la maladie et le nombre des ressources médicales nécessaires pour chaque période peuvent être calculés. Les facteurs qui influent sur le nombre de décès et l'efficience des différentes politiques d'intervention médicale, peuvent également être évalués. Les deux modèles peuvent ainsi aider les décideurs à prévoir les conséquences de la situation en cas de catastrophe ainsi que de connaître les informations d'une réponse pertinente, ceci à un niveau stratégique. Une réponse logistique à une attaque bioterroriste anonyme à l'anthrax dans un centre commercial et une réponse logistique à une pandémie H5N1 sont pris comme scénarios pour tester l'efficacité des modèles correspondants.

This research focuses on the dynamics of fusion and dispersion throughout Guadeloupean social and cultural groups. The unresolved conflict inherited from slavery and colonization has become latent and underlies all kinds of social relationships. This conflict, which is at the origin of Guadeloupean society and culture, now encompasses dynamic dispersion. It is therefore a matter of diverse conflicting forms unfolding within the economic, social, cultural and political fields that emerge through the cultural fabric.This conflict, originally between the dominated and the dominant or oneself and the other, has been incorporated into the culture, and is shaped and transmitted by its bias. The study of representations and practices related to consummation, perspectives of social change, collective memory and hierarchical relationships at work, captures the reproduction and transmission of certain interpretations of reality, patterns of behavior and ways of relating to each other.This conflict is left with now opposing value systems, cultural and identity references, paradigms of thought and even figures as the real protagonists disappeared at the end of colonization, in fact, these are contradictory internal and transverse forces within this society. Since the politico-cultural assimilation that took place in France with the law of departmentalization of 1946, the boundaries between oneself and the other have become partially blurred, reinforcing feelings of déréalisation and the threat of the extinction of the collective. The dynamics of the unification of the socio-cultural body then occurs in adversity, in a power struggle relationship with another. This phenomenon leads to forms of re-centering of identity and attempts to evict the other in oneself. The dominant figure is thus projected outside itself. This recurring schematic is particularly highlighted in the notions of pwofitasyon, of mass and neg identities resulting in attempts to produce cultural authenticity and the appropriation of power.It is therefore also a matter of studying the parameters within which individual and collective subjects are constructed, identities produced and their relationships, and how these subjects are created with diversity to construct an existence of oneself .In such a context, the ongoing management of this conflict is manifested by the fluidity of positions, porous references and multiple allegiances and cultural tools that give shape to the syncretic process. Thus, this transversal and global conflict resulted in the emergence of peripheral subjects, whose existence is determined by the imbalance in the relationship with the other. And because these subjects have included a part of the other, they only exist within this conflicting relationship, their quest for identity consists not just of positioning oneself at the margin of the other, but also at the margin of themselves. ; Cette recherche porte sur les dynamiques de fusion et de dispersion traversant le corps social et culturel guadeloupéen. Le conflit hérité de l'esclavage et de la colonisation n'ayant pas été résolu, a été mis en latence devenant sous-jacent à toutes sortes de relations sociales. Ce conflit, à l'origine de la société et de la culture guadeloupéennes, engendre désormais des dynamiques de dispersion. Il s'agit donc ici de relever diverses formes conflictuelles se déployant dans les champs économique, socioculturel et politique, pour en faire émerger la trame culturelle.Ce conflit opposant originellement dominés et dominants ou soi et l'autre, a été intégré à la culture, il la façonne et se transmet par son biais. L'étude des représentations et pratiques liées à la consommation, des perspectives de changement social, de la mémoire collective ou des relations hiérarchiques au travail, permet de saisir la reproduction et la transmission de certaines grilles d'interprétations de la réalité, de schèmes de comportements et de modes de relation à l'autre. Les protagonistes réels ayant disparu à la fin de la colonisation, ce conflit oppose désormais des systèmes de valeur, des références culturelles et identitaires, des paradigmes de pensée ou en encore des figures, en somme, des forces contradictoires internes et transversales à cette société. L'assimilation politico-culturelle à la France ayant cours depuis la loi de départementalisation de 1946, les frontières entre soi et l'autre se sont partiellement estompées, renforçant les sentiments de déréalisation et la menace de disparition du collectif. Les dynamiques d'unification du corps socioculturel se réalisent alors dans l'adversité, dans une relation de pouvoir problématique avec un autre. Ce phénomène entraîne des formes de recentrement identitaire et des tentatives d'expulsion de l'autre en soi. La figure du dominant est ainsi projetée hors de soi. Ce schéma récurrent est notamment mis en avant dans les notions de pwofitasyon, de masse et d'identités nèg donnant lieu à des tentatives de production d'authenticité culturelle et d'appropriation du pouvoir. Il est donc aussi question d'étudier les paramètres selon lesquels les sujets individuels et collectifs se construisent, les identités produites et leurs relations, mais aussi les façons dont ces sujets composent avec la diversité pour se construire une existence.Dans un tel contexte, la gestion permanente de ce conflit se manifeste par la fluidité des positions, la porosité des références et la multiplicité des allégeances et des outils culturels, donnant forme au processus syncrétique. Ainsi, ce conflit transversal, global, donne lieu à l'émergence de sujets périphériques, dont l'existence est surdéterminée par le déséquilibre de la relation à l'autre. Et parce que ces sujets ont intégré une part de cet autre, qu'ils n'ont d'existence qu'à l'intérieur de cette relation conflictuelle, leurs quêtes identitaires consistent à se positionner à la marge de l'autre, mais aussi d'eux-mêmes.

The emergence of new technologies has changed the use of these technologies in order to access to the various systems that take place in our daily life anywhere and anytime. Indeed, the democratization of devices and the evolution of mobile technologies have changed the way these systems are used in a pervasive environment. As part of the company, these new technologies have expanded the boundaries of Information Systems (IS) beyond the physical boundaries of the organization. Chiefs Information Officers (CIOs) are confronted with new modes of interaction with their SI. Information Systems are thus faced with an environment for which they were not specifically designed. These systems must now face a pervasive environment, and in the future, integrate physical as well as logical and organizational elements. We are now witnessing the emergence of a new generation of Information Systems: " Pervasive Information Systems" (PIS). The Pervasive Information Systems want an answer to this important evolution of SI. Against, they must manage the heterogeneity and dynamism of the environment in a transparent manner to best meet the users needs. Thus, currently we are facing a problem of design and implementation of PIS that meets all the needs of transparency, adaptation to the environment and adaptation to the user. Although, PIS represent today a new generation of SI that is difficult to conceptualize, with few methods and models available. Thus, it becomes essential to establish a more formal framework to help designers better understand PIS and especially to the better control of it, while ensuring the necessary transparency to these systems. In this thesis, we propose a new intentional and contextual vision of PIS. This new vision represents a user centric vision of PIS, which is transparent, non-intrusive and understandable to the user. It is based on service orientation, context-awareness and intentional approach to solve the problems of transparency, adaptation to the environment and adaptation to users. Subsequently, we propose a more comprehensive solution to achieve this intentional and contextual vision of PIS. We propose a conceptual framework for describing and formalizing PIS and all its elements to help CIOs in their system design. We then propose mechanisms for services discovery and prediction that are integrated in the architecture of PIS manager. Finally, we propose a methodological approach for the design and the implementation of PIS that supports the transition between the conceptual framework to its implementation with the proposed architecture. ; L'émergence des nouvelles technologies a fait évoluer l'usage de ces technologies dans la perspective d'accéder aux différents systèmes qui prennent place dans notre vie quotidienne à n'importe quel endroit et à tout moment. En effet, la démocratisation des dispositifs et l'évolution des technologies mobiles ont bouleversé la manière dont on utilise ces systèmes dans un environnement pervasif. Dans le cadre de l'entreprise, ces nouvelles technologies ont élargi les frontières des Systèmes d'Information (SI) bien au-delà des frontières physiques de l'organisation. Les directeurs des Systèmes d'Information (DSI) sont ainsi confrontés à de nouveaux modes d'interaction entre le SI et son environnement. Les Systèmes d'Information sont ainsi confrontés à un environnement pour lequel ils n'ont pas été particulièrement conçus. Ces systèmes doivent maintenant faire face à un environnement pervasif, et à l'avenir, intégrer des éléments physiques ainsi que logiques et organisationnels. Nous assistons donc aujourd'hui à l'émergence d'une nouvelle génération de Systèmes d'Information: les " Systèmes d'Information Pervasifs " (SIP). Les Systèmes d'Information Pervasifs se veulent alors une réponse à cette importante évolution des SI. Par contre, ils se doivent de gérer l'hétérogénéité et le dynamisme de l'environnement de manière transparente afin de satisfaire au mieux les besoins des utilisateurs. Nous ainsi sommes face à un problème de conception et de réalisation d'un SIP répondant à tous les besoins de transparence, d'adaptation à l'environnement et d'adaptation à l'utilisateur d'un SIP. Or les SIP constituent aujourd'hui une nouvelle génération des SI qui est difficile à conceptualiser, avec peu de méthodes et de modèles disponibles. Ainsi, il devient essentiel de mettre en place un cadre plus formel permettant d'aider les concepteurs à mieux comprendre les SIP et surtout à mieux les maîtriser, tout en assurant la transparence nécessaire à ces systèmes. Dans ce travail de thèse, nous proposons une nouvelle vision intentionnelle et contextuelle des SIP. Cette nouvelle vision représente une vision centrée utilisateur d'un SIP transparent, non intrusif et compréhensible à l'utilisateur. Elle se base sur l'orientation service, la sensibilité au contexte et sur une approche intentionnelle afin de résoudre les problèmes de transparence, d'adaptation à l'environnement et d'adaptation aux utilisateurs. Par la suite, nous proposons une solution plus globale pour concrétiser cette vision intentionnelle et contextuelle des SIP. Nous proposons un cadre conceptuel des SIP décrivant et formalisant l'ensemble de ses éléments afin d'aider la DSI dans sa conception du système. Nous proposons ensuite des mécanismes de découverte et de prédiction de services qui sont intégrés dans une architecture de gestionnaire de SIP qui est conforme à ce cadre conceptuel. Finalement, nous proposons une démarche méthodologique de conception et de réalisation d'un SIP qui supporte le passage entre le cadre conceptuel et l'implémentation de l'architecture proposée.

Abstract This study explores the relationship between the socio-political context in Guatemala and women's chosen strategies to struggle for recovery in the aftermath of the war related violence and state terrorism (1960-1996). It examines how the widows in the grassroots organization National Coordinator for Guatemalan Widows (CONAVIGUA) have struggled to "defend life" after surviving the extreme violence in the 80s, and how their chosen strategies are influenced by the socio-political context in post war Guatemala. It also examines how the women benefit from their activism and engagement in justice seeking processes through CONAVIGUA, and if the women have experienced any positive psychological change such as Post Traumatic Growth (PTG) (Tedeschi &Calhoun, 2004) as a result of their struggle. The study is based on interviews of 19 widows from four different municipalities in the Chimaltetango province in Guatemala. The women are ethnically homogeneous Mayan- Kakchiquel, and their age's ranges from 40 to 79 years old. The interviews were subjected to Interpretative Phenomenological Analysis (IPA). The IPA analysis resulted in three superordinate themes; (1), Strategies in the context of wider oppression; (2), Painful memories of war and cultural resistance; and (3), Growth through participation with setbacks. An engagement in multiple strategies to survive was identified, including searching for explanations of the causes of the war, political and economic participation and transgression of gender roles, and efforts to strengthen their own and their communities' cultural identity. The strategies were related to the women's socially constructed gender roles, and their ethno-political group belonging. The women expressed growth in several domains of the PTGI (Tedeschi & Calhoun, 2004), though they suffering from distress related to the injustice and social exclusion in post war Guatemala. ; Abstract- norsk versjon Studien undersøker forholdet mellom den sosiopolitiske konteksten i Guatemala og 19 kvinners valgte strategier for bearbeiding av den krigsrelaterte volden og statsterrorismen fra 1960 til 1996. Studien undersøker hvordan enkene i grasrotsorganisasjonen Nasjonal koordinator for guatemalanske enker (CONAVIGUA) har kjempet for å «forsvare livet» etter å ha overlevd den ekstreme volden på 80- tallet, og hvordan deres valgte strategier påvirkes av den sosiopolitiske situasjonen i dagens etterkrigs- Guatemala. Studien undersøker om, og hvordan, kvinnene har dratt nytt av sin aktivisme og engasjement i rettferdighetssøkende prosesser gjennom deltakelsen i CONAVIGUA. Den undersøker om kvinnene har opplevd noen form for positiv psykologisk endring og vekst (PTG) gjennom denne deltakelsen. Studien er basert på intervjuer av 19 enker fra fire forskjellige kommuner i Chimaltetango-provinsen i Guatemala. El estudio explora además cómo las mujeres se han beneficiado de su activismo y compromisos con la búsqueda de la justicia a través de la participacíon en CONAVIGUA, y explora si através de esta lucha las mujeres experimentan cambios psicológicos positivos, como el Crecimiento Postraumático (PTG) (Tedeschi & Calhoun, 2004) . El estudio se basa en entrevistas a 19 viudas de cuatro municipios de la provincia de Chimaltetango en Guatemala. Las participantes son étnicamente Maya - Kakchiquel, con rangos de edad de 40-79 años. Las entrevistas fueron analizadas cone método de análisis fenomenológico interpretativo (IPA). Del análisis de IPA resultaron tres temas de orden superior; (1) Estrategias en el contexto de opresión generalizada; (2), Memorías dolorosas de la guerra y resistencia cultural; y (3), Crecimiento a través de participación, y retrocesos. Las mujeres hacen uso de múltiples estrategias para resistir y sobrevivir, incluyendo esfuerzos para explicarse las causas de la guerra, su participación política y económica y transgresión de roles de género, y esfuerzos para fortalecer la identidad cultural. Los roles de género socialmente construidos y la pertenencia étnica-política han influenciado cuáles estrategías han sido accesibles para las mujeres. Ellas experimentan crecimiento (PTG) en varios dominios del PTGI (Tedeschi & Calhoun, 2004), pero sufren de sequelas relacionadas con la continuada injusticia y exclusión social en Guatemala.

Given the limited ability of many of these countries to raise domestic resources through taxation, external finance is essential to support a multi-year public investment program aimed at developing public capital in infrastructure, health, and education. Thus, governments, aid agencies, and citizens from industrialized countries have often transfer capital flows to those countries to help them follow a sustainable growth and finance their development. The most external financial resources for development included foreign aid, foreign direct investment and workers' remittances. The effectiveness of these external flows to sustain development has long been a hotly contested subject among economists. Hope and frustration surrounding the development finance flows and their ability to promote growth and reduce poverty, generated an important literature with conflicting policies recommendations.The broad subject of this thesis is whether foreign aid and the other External Capital Flows are effective in promoting development. We propose a transversal analysis of the effectiveness of external development financing developed around the three groups concerned by this debate: the recipients, the aid architecture and the actors of development, and the researchers - whose results influence policymakers actions. The first part uses meta-analysis methodology to draw a literature review on external development finance flows with a particular interest on the research processes follow by the empirical studies, in order to explain the conflicting results in the empirical studies. The underlying idea of meta-analysis is to subtract the empirical evidences from authors' characteristics, econometric or methodological choices, to sum up the effective knowledge from existing works. The second part focuses on recent evolutions in aid architecture with the increasing influence of emerging donors. This part of the thesis analyzes the impact of non-DAC donors' aid allocation on government fiscal choices in recipient countries and on traditional donors' aid allocation.The third part of the thesis proposes new evidences of the impact of external capital flows for development and international measures for development. First, we propose an analysis of the link between development financing and business cycles fluctuations in developing countries. We conclude the thesis by addressing one of the major difficulties in the development assistance, that is assessing the impact of different policies and programs designed to support the less developed countries. We evaluate the impact of Least Developed Country (LDC) status on economic growth and the vulnerability to economic shocks. ; Etant donnée la capacité limitée de la majorité des pays en développement à mobiliser des ressources domestiques suffisantes notamment à travers la taxation, le financement extérieur du développement s'est avéré essentiel pour soutenir des programmes d'investissement publics visant à construire un capital public dans les infrastructures, la santé ou l'éducation. Ainsi, au nom du développement, les gouvernements, les institutions internationales et les citoyens des pays industrialisés se sont accordés sur le fait qu'un transfert de capitaux vers les pays en développement serait nécessaire pour les aider à financer leur développement. Les principaux flux extérieurs de capitaux pour le financement du développement sont composés de l'aide au développement, des investissements directs étrangers et des transferts de migrants (travailleurs étrangers) vers leur pays d'origine. L'impact macroéconomique de ces flux extérieurs de capitaux pour le développement est un sujet de controverse entre les économistes. L'espoir et la frustration, entourant ces flux de financement du développement étant donné leur importance en termes de croissance et de réduction de la pauvreté, ont généré une importante littérature en sciences économiques avec des recommandations de politiques économiques opposées. De manière générale, cette thèse porte sur l'efficacité de l'aide et des autres flux extérieurs de capitaux à promouvoir le développement dans les pays du SUD. Nous proposons dans cette optique une vision transversale de la question d'efficacité du financement extérieur du développement en regroupant au sein d'une même analyse les trois acteurs principaux liés à ce débat : Les pays récipiendaires, les pays donateurs et l'architecture de l'aide, et les économistes - responsables des recommandations de politiques auprès des décideurs.La première partie de cette thèse emploie la méta-analyse pour effectuer une « autopsie » du processus de recherche en analysant les études empiriques effectuées sur l'efficacité des flux externes de capitaux pour le financement du développement, afin de mettre en évidence les limites à l'origine de l'hétérogénéité des résultats obtenus par les économistes et donc les insuffisances des recommandations de politiques économiques issues de leurs travaux.La deuxième partie s'intéresse à l'influence des pays émergents dans l'architecture de l'aide au développement et leur incidence sur la qualité de l'allocation de l'aide et le comportement budgétaire des pays à faibles revenus recevant cette aide. Enfin dans la troisième partie de notre analyse nous présentons de nouvelles évidences empiriques sur l'impact des flux capitaux extérieurs et autres mesures pour le développement. Nous nous attaquons ici à l'une des difficultés majeures des actions en faveur du développement : L'évaluation d'impact des programmes et politiques mis en place. Nous proposons dans ce cadre une méthodologie d'évaluation d'impact macroéconomique que nous appliquons à l'initiative « Pays Moins Avancés » dont nous mesurons l'incidence sur la croissance et la vulnérabilité macroéconomique des pays ayant bénéficié de ce programme sur les trente dernières années.Cette coupe transversale de l'efficacité du financement du développement permet d'aborder cette problématique sous une perspective unique et intuitive.

RESUMO: As doenças mentais são comuns, universais e associadas a uma significativa sobrecarga pessoal, familiar, social e económica. Os Serviços de Saúde Mental devem abordar de forma adequada as necessidades dos pacientes e familiares tanto ao nível clínico como também ao nível social. O presente estudo foi realizado num período de grande transformação nos sistemas de saúde primário e de saúde mental em Portugal, num Departamento de Psiquiatria desenvolvido com base nos princípios da OMS. Os objectivos incluem a caracterização: 1) das Unidades Funcionais do Departamento; 2) dos pacientes internados pela primeira vez no internamento de agudos; 3) da utilização dos serviços nas equipas comunitárias após a alta; e 4) da avaliação de alguns dos indicadores de qualidade do departamento, com recurso ao modelo de Donabedian sobre a articulação entre a Estrutura-Processo-Resultados. Metodologia: Foi escolhido um estudo de coorte retrospectivo. Todos os pacientes internados pela primeira vez entre 2008 e 2010 foram incluídos no estudo. Os seus processos clínicos e a base de dados do hospital onde são registados todos os contactos que estes tiveram com os profissionais de saúde mental foram revistos de forma a obter dados sociodemográficos e clínicos, durante o período do estudo e após a alta. Os instrumentos utilizados foram o WHO-ICMHC (Classificação Internacional de Cuidados de Saúde Mental), para caracterizar o Departamento, o AIESMP (Avaliação Inicial de Enfermagem em Saúde Mental e Psiquiatria) para recolha dos dados sociodemográficos, e o VSSS (Escala de Satisfação com os Serviços de Verona) de forma a avaliar a satisfação dos pacientes em relação aos cuidados recebidos. A análise estatística incluiu a análise descritiva, quantitativa e qualitativa dos dados. Resultados: As Unidades Funcionais do Departamento revelaram níveis elevados de articulação e consistência com as necessidades de cuidados psiquiátricos e reabilitação psicossocial dos pacientes. Os 543 pacientes admitidos pela primeira vez eram maioritariamente (56.9%) mulheres, caucasianas (81.2%), com diagnóstico de perturbações do humor (66.3%), internadas voluntariamente (59.7%), e uma idade média de 45.1 anos. Estas eram significativamente mais velhas, mais frequentemente empregadas, casadas/coabitar e tinham uma prevalência mais elevada de perturbações do humor, comparativamente aos homens. O internamento compulsivo era mais significativo nos homens (54.7%). A taxa de abandono no pós-alta (4.2%) e a taxa de reinternamentos (2.9%) na quinzena após a alta revelaram-se inferiores aos padrões na literatura internacional. De forma global, a satisfação dos pacientes com os cuidados de saúde mental foi positiva. Conclusões: Os cuidados prestados mostraram-se eficazes, adaptados e baseados nas necessidades e problemas específicos dos pacientes. A continuidade e a abrangência de cuidados foram difundidos e mantidos ao longo do processo de cuidados. Este Departamento pode ser considerado um exemplo de como proporcionar tratamento digno e eficiente, e uma referência para futuros serviços de psiquiatria. --- ABSTRACT: Mental health disorders are common, universal, and associated with heavy personal, family, social and economic burden. Mental health services should be aimed at adequately addressing patients' and families' needs at clinical and social level. The current study was carried out at a time of great transformation in the health and mental health systems in Portugal, in a Psychiatric Department developed taking in consideration the WHO principles. The objectives included characterizing: 1) the Psychiatric Department's different units; 2) the patients admitted for the first time to the inpatient unit; 3) their use of community mental health services after discharge; and 4) assessing some of the department's quality indicators, with resource to Donabedian's Structure-Process-Outcome model. Methodology: A retrospective cohort design was chosen. All the firstly admitted patients in the period between 2008 and 2010 were included in the study. Their clinical records and the hospital's database which registers all of the contacts the patients had with the mental health professionals during the study period, were reviewed to retrieve sociodemographic and clinical data and information on follow-up. The instruments used were the WHO International Classification of Mental Health Care (ICMHC) to characterize the department, the Initial Nurses' Assessment in Mental Health and Psychiatry (AIESMP) for patients' sociodemographic data, and the Verona Service Satisfaction Scale (VSSS) to assess patients' satisfaction with care received. Statistical analysis included descriptive, quantitative and qualitative analysis of the data. Results: The Department's Functional units revealed high levels of articulation, and were consistent with patients' needs for psychiatric care and psychosocial rehabilitation. The 543 patients firstly admitted were mainly (56.9%) female, Caucasian (81.2%), diagnosed with mood disorders (66.3%), voluntarily admitted (59.7%), and with a mean age of 45.1 years. Female patients were significantly older, more frequently employed, married/cohabiting and had a higher prevalence of mood disorders when compared to males. Involuntary admission was more significant in males (54.7%). Dropout rates during follow-up (4.2%) and readmission rates (2.9%) in the fortnight following discharge were lower than standards in international literature. Overall patients' satisfaction with mental health care was positive. Conclusions: The care delivered was effective, adapted and based on the patients' specific needs and problems. Continuity and comprehensiveness of care was endorsed and maintained throughout the care process. This department may be considered an example of both humane and effective treatment, and a reference for future psychiatric care.

Der Erfolg des Hochgeschwindigkeitsverkehrs auf der Schiene in Frankreich ist seit über dreißig Jahren unbestritten. Parallel zur Verbreitung des TGV wurden jedoch die Verbindungen mit klassischen Fernverkehrszügen vernachlässigt, d.h. ausgedünnt bzw. abgeschafft. Der französische Schienenpersonenfernverkehr (SPFV) steht daher in der Kritik: Für viele mittlere Städte, die nicht an das TGV-Netz angebunden sind, hat sich in den letzten Jahrzehnten die Qualität ihrer Schienenanbindung verschlechtert. Die Definition eines Attraktivitätsindexes und damit auch die Festlegung von Qualitätskriterien im SPFV bietet die Möglichkeit, Angebote im SPFV zu bewerten. Mit dem Attraktivitätsindex kann des Weiteren ein vorhandenes Angebot gezielt verbessert werden: Ein optimales Angebot ist unter allen rentablen Angeboten jenes mit der höchsten Attraktivität. In dieser Studie wird diese Methodik entwickelt und damit für Frankreich ein optimiertes SPFV-Angebot auf Basis eines Stundentakt entworfen, denn der Taktverkehr ist als Nutzungsoptimierung der Infrastruktur eine Lösung für eine finanziell optimierte Weiterentwicklung des Schienenpersonenverkehrs. Das hier erarbeitete Angebot bietet eine gleichmäßige Anbindung der Städte ans SPFV-Netz und verbessert so die Attraktivität des SPFV in Frankreich um 16,6 %. Dabei entsteht ein Drittel der Zusatznutzen durch die Einführung des Stundentaktes, während sich zwei Drittel der Verbesserung aus dem Aufbau eines besseren Liniennetzes herleiten. Das optimierte Angebot beinhaltet nicht nur das aktuelle TGV-Netz, sondern auch heute vernachlässigte klassische Zuglinien, die wirtschaftliches Potential haben. Das Gewicht von Paris wird zu Gunsten seines Vorortsschienennetzes reduziert, da – wie sich herausstellte – Umstiege zwischen Pariser Bahnhöfen eine erhebliche Erhöhung des Fahrwiderstandes verursachen. Die hier entwickelte Methodik kann als Entscheidungshilfe dienen, da sie die Auswirkungen politischer bzw. unternehmerischer Entscheidungen darstellen kann. Die bis 2019 in Frankreich geplante Öffnung des nationalen Schienenpersonenverkehrs für die Konkurrenz ist eine Chance, für neue Akteure im SPFV, die die von der SNCF vernachlässigten Marktlücken nutzen können. Dafür ist jedoch die Unterstützung des Staates notwendig, der zumindest die Anpassung des Schienennetzes an das optimierte Angebot und damit eine nachhaltige Netzqualität finanzieren sollte. ; The success of railroad high-speed traffic in France for over thirty years is undisputed. In parallel to the development of the TGV, connections with classic long-distance trains have been neglected, i.e. reduced or preventively dismantled. Therefore, French long-distance traffic has come under criticism: In the last decades the quality of long-distance connections has been downgraded for a wide range of middle cities not connected to the TGV-network. The definition of an index of attractiveness and with it the determination of criteria of quality for long-distance traffic enables an evaluation of long-distance offers. By means of this index of attractiveness a current offer can be upgraded purposefully: An optimal offer is amongst all profitable offers the most attractive. This methodology has been developed in this study and used to design an optimized offer for long-distance traffic in France with a one hour interval timetable, since an interval timetable upgrades the usability of a railway network and is also a solution for a financially optimized development of passenger railway traffic. The optimized offer provides a uniform connection of the cities to the long-distance railway network upgrading the attractiveness of long-distance traffic in France by 16.6 %. One third of the additional benefit is a result of the introduction of the interval timetable, while two thirds of the improvement are a result of a better network. The optimized offer does not only coincide with the TGV-network but also with classic lines that are neglected today in spite of their profitable potential. The weight of Paris has been reduced in favor of the suburbs network because – as it has been proven – transfers between main stations of Paris increase the travel resistance significantly. This developed methodology can be used as decision-making support as it can show the consequences of political and corporate decisions. The opening of national long-distance traffic in France by 2019 is a chance for new stakeholders to fill the market gaps abandoned by the SNCF. The support of the state by financing at least the adaptation of the railway network to the optimized offer and therefore a sustainable network quality, is however inevitable. ; Le succès du transport ferroviaire à grande vitesse en France depuis plus de trente ans est indiscutable. Parallèle au développement du TGV, les liaisons par trains grandes lignes classiques ont cependant été délaissés, c'est-à-dire réduites voir supprimées. Le transport de voyageurs grandes lignes français est ainsi critiqué, car la qualité des dessertes ferroviaires de nombreuses villes moyennes s'est dégradées ces dernières décennies. La définition d'un indice d'attractivité et ainsi la détermination de critères de qualité pour une offre ferroviaire grandes lignes offre la possibilité d'évaluer des offres grandes lignes. A l'aide de l'index d'attractivité, une offre actuelle peut en outre être améliorée de manière ciblée : Une offre optimale est définie comme l'offre ferroviaire rentable ayant la plus grande attractivité. La méthode est développée dans cette étude puis employée pour la construction d'une offre ferroviaire grandes lignes optimisée pour la France sur la base d'un cadencement horaire, puisque le cadencement optimise l'utilisation du réseau ferroviaire et est ainsi une solution pour un développement du transport ferroviaire de voyageurs à coûts optimisés. L'offre élaborée ici offre une desserte plus homogène des villes et améliore ainsi l'attractivité du transport ferroviaire grandes lignes en France de 16,6 %. Le cadencement est responsable pour un tiers de l'amélioration de l'offre, tandis que les deux tiers restant sont dus à un meilleur réseau de lignes. L'offre optimisée ne couvre pas seulement le réseau TGV actuel, mais également des relations classiques aujourd'hui délaissées, qui ont pourtant un potentiel commercial. Le poids de Paris est réduit au profit de son réseau de banlieue, car – comme cela a été prouvé – les changements entre les gares parisiennes entraînent une hausse importante du coût ressenti du trajet. Le modèle développé ici peut être utilisé comme outil d'aide à la décision, car il montre les conséquences des décisions politiques ou managériales. L'ouverture du transport national de voyageurs en France jusqu'en 2019 est une chance pour de nouveaux acteurs, de s'emparer des marchés délaissés par la SNCF. Le soutien de L'État est pour cela cependant indispensable, car l'État doit au moins financer l'adaptation du réseau ferroviaire à l'offre optimisée et ainsi une qualité de réseau durable.

Cette thèse pose la question de la territorialisation de l'action publique avec pour champ d'application la culture. Il s'agitde déterminer dans quelle mesure le management stratégique du portefeuille territorial d'évènements culturels participeau management de la proximité territoriale et, par extension, à l'attractivité durable du territoire.Il s'agit dans un premier temps de rappeler les enjeux territoriaux d'un management de la proximité. L'un des conceptscentraux mobilisés ici est le management territorial stratégique, entendu comme le nouveau paradigme de l'actionpublique locale. L'approche par les dynamiques de proximité est ensuite proposée comme grille de lecture du territoire,l'activation des potentiels de proximité permettant un renforcement de l'attractivité territoriale (Chapitre 1).Reste que l'action culturelle peut prendre des formes variées. Or, nous avons pu constater un déplacement de lapolitique culturelle française, anciennement fondée sur le développement d'équipements relais pour mailler le territoireet favoriser la démocratisation culturelle, et aujourd'hui soumise à un phénomène de « festivalisation ». Si l'évènementapparaît comme une forme moderne d'action culturelle, l'essoufflement constaté sur certains territoires et la mise enconcurrence accrue des « destinations évènementielles », invitent à replacer l'analyse de l'évènement culturel dans uneapproche stratégique fonctionnelle et dynamique du portefeuille territorial d'évènements culturels. Il s'agit alors des'interroger sur les différentes fonctions attribuées aux évènements et ce au regard d'une logique stratégique territoriale(Chapitre 2).Parmi les nombreux échelons territoriaux existants dans le système français, nous avons choisi d'analyser la stratégieculturelle au niveau d'un Etablissement Public de Coopération Intercommunale (EPCI) : la Communauté du Pays d'Aix(CPA). Ainsi, la méthodologie qualitative engagée (entretiens semi-directifs avec analyse de contenu) s'appuie-t-elle surune étude de cas unique (le portefeuille territorial d'évènements culturels de la CPA) enchâssée (les sous-unités d'analyseétant les évènements culturels eux-mêmes) (Chapitre 3). La sélection de trois évènements implantés sur le territoire de laCPA – « Par les Villages », la saison culturelle « Picasso-Aix 2009 », le Festival d'Aix-en-Provence – permet d'interrogerempiriquement la pertinence d'une approche fonctionnelle et dynamique du portefeuille territorial.Les résultats s'articulent autour de trois propositions (Chapitres 4-6) : (1) l'action culturelle locale est génératrice d'unevaleur ajoutée territoriale multi-dimensionnelle et favorise ainsi l'attractivité durable du territoire ; (2) la gestion duportefeuille territorial d'évènements culturels se fonde sur une approche fonctionnelle dont la grille de lecture analytiqueest la proximité territoriale ; (3) le management stratégique du portefeuille territorial d'évènements culturels implique lagestion d'un contenu à la fois « matériel » (des projets culturels) et « humain » (des porteurs de projets culturels). ; This work is a theoretical and methodological analysis of the public action territorialisation in the cultural field. We wantto determine to which extent the strategic management of a territorial events portfolio takes part in the reinforcement ofterritorial proximity, and, by extension, in the sustainable attractiveness of this territory.First, we recall the territorial issues of a strategic management thought in the way of territorial proximity. One of thecentral concepts mobilized in this reflection is the territorial strategic management. It is understood as the new paradigmof the local public action. The "dynamics of proximity" approach is then proposed as an analytic framework of the localgovernance system. The activation of the potentials of proximity make a strengthening of territorial attractiveness possible(Chapter 1).Moreover, the cultural action can take many forms. However, we have seen a shift in French cultural policy. Formerlybased on the development of equipment used to cover the territory and promote the democratization of culture, it isnow subject to a phenomenon of "festivalization". If the event is seen as a modern form of cultural action, the possiblerunning out of steam as the development of a real competition on the "event destinations" marketplace invite us to placethe analysis of the cultural event in a functional and dynamic approach of the territorial events portfolio. The aim is thusto consider the various functions assigned to the different events under a territorial strategic logic (Chapter 2).Among the numerous territorial levels existing in the French system, we chose to analyze the cultural strategy at the levelof a community council: the greater one of Aix-en-Provence. Thus, the qualitative methodology used (semi-structuredinterviews with content analysis) is based on a single and embedded case study: the cultural events portfolio of thecommunity council mentioned previously with the analysis of sub-units which are the cultural events themselves. Theselection of three events located on the territory allows us to empirically examine the relevance of a functional anddynamic approach of the territorial portfolio. These events are "Par les Villages", a local event; the cultural season of"Picasso-Aix 2009", a hallmark event; and the "Festival d'Aix-en-Provence", the major institutionalized hallmark eventinternationally known (Chapter 3).The results are based on three proposals (Chapters 4-6). (1) Local cultural action generates a "territorial added value" andsupports multi-dimensional and long-term attractiveness of the territory. (2) The strategic management of the culturalevents portfolio is based on a functional approach whose analytical reading grid is the territorial proximity. (3) Thestrategic management of this portfolio involves managing content in both "material" (cultural projects) and "human"(holders of cultural projects).

This Phd intends to explore the relationship between utopia and literature among two major writers of the Italian Twentieth century, Elio Vittorini (1908 – 1966) and Italo Calvino (1923 – 1985), taking into account a wide range of their novels and other literary output. Through this journey we are seeking to produce a parable of literary utopianism in the second Italian Twentieth Century, starting from the Forties, where literary work was related to an external political commitment to arrive, through a series of political disappointments and societal transformations to an attempt at redefining literature's political functions that leads us to the Seventies. The period of around thirty years covered by this thesis is rich in evolutions, from the estrangement of the Communist Party writers to a new 'neocapitalist' phase from which Italy emerges profoundly transformed. At the end of the Seventies, we were at the juncture of two periods, modern and postmodern, in a transition that also corresponds to a crisis and a questioning of utopia, through the notions of progress, perfectibility, teleology and totality that were connected to it. Our research attempts to outline these evolutions and their consequences on the work of writers – their literary production, but also their critical and theoretical work on the definition of literature and its functions. However, my thesis also functions at another level, and attempts a definition of utopian models in literature, as the selected books are all characterised, in their more or less distant relationship with the utopian genre, by a certain type of literary utopianism. After a theoretical introduction focusing on the possible definitions of utopia, we start with Vittorini and the 'cultural utopianism' of the Politecnico years, a journal animated by the author between 1945 and 1947, in a chapter where we also study Conversazione in Sicilia (Conversations in Sicily, 1941) and Le città del mondo ("The cities of the world", 1951 – 1956). A long study is subsequently dedicated to Menabò, a journal directed by the two authors between 1959 and 1966, that reflected a poetical, political and epistemologistical crisis. We compare two 'works of crisis', Le donne di Messina (Women of Messina, 1964) by Vittorini and La giornata di uno scrutatore (The Watcher, 1963) by Calvino. A last part concentrates on the 'utopian' Calvino of the Parisian years, from his passion for Fourier to his formulation of the 'utopia pulviscolare', a shattered, spatialised, anti-teological utopia of which Le Città invisibili (Invisible Cities, 1972) is the literary embodiment and the point of arrival of our journey. ; La thèse se propose d'explorer les rapports entre utopie et littérature chez deux auteurs majeurs du XXe siècle italien, Elio Vittorini (1908-1966) et Italo Calvino (1923-1985), prenant en considération un large pan de leurs œuvres et de leur travail d'écrivain. À travers ce parcours, c'est une petite parabole de l'utopisme littéraire dans le second XXe siècle italien que l'on cherche à tracer, en partant des années quarante, où le travail littéraire était fonction d'un engagement politique externe, pour arriver, à travers une série de déconvenues politiques et de transformations sociales, à une tentative de redéfinition des fonctions politiques de la littérature qui nous mène jusqu'aux années soixante-dix. La trentaine d'années parcourue dans cette thèse est en effet riche en évolutions, du détachement des écrivains du Parti communiste, au passage à une nouvelle phase « néocapitaliste » dont l'Italie sort considérablement transformée. Nous nous trouvons donc à l'articulation entre deux périodes, moderne et postmoderne, dans une transition qui correspond aussi à une crise et à une remise en question de l'utopie, à travers les notions de progrès, de perfectibilité, de téléologie et de totalité qui lui étaient liées. Notre recherche cherche à cerner ces évolutions et leurs retombées sur le travail littéraire de nos écrivains – travail d'écriture bien sûr, mais aussi travail critique et théorique sur la définition de la littérature et ses fonctions. Cependant, elle évolue également sur un second plan : celui d'une définition des modèles utopiques en littérature, les œuvres dont nous nous occupons mettant en place, dans leurs rapports plus ou moins lointains au genre utopique, un certain type d'utopisme littéraire. Après une partie d'introduction théorique se concentrant sur les définitions possibles de l'utopie, nous partons donc de Vittorini et de l' « utopisme culturel » des années du Politecnico, revue animée par l'auteur entre 1945 et 1947, chapitre auquel répond l'analyse des œuvres Conversazione in Sicilia (Conversation en Sicile, 1941) et Le città del mondo (Les Villes du monde, 1951-1956). Une longue étude est ensuite consacrée au Menabò, revue dirigée par les deux auteurs entre 1959 et 1966, au cœur d'une crise poétique, politique, épistémologique dont la revue se fait l'écho. Sont parcourues en miroir deux « œuvres de la crise », Le donne di Messina (Les Femmes de Messine, 1964) de Vittorini et La giornata d'uno scrutatore (La Journée d'un scrutateur, 1963) de Calvino. Une dernière partie se concentre sur le Calvino « utopiste » des années parisiennes, de sa passion pour Fourier à sa formulation de l' « utopia pulviscolare », une utopie pulvérisée, spatialisée, anti-téléologique, dont les Città invisibili (Les Villes invisibles, 1972) sont la mise en forme littéraire, constituant le point d'arrivée de notre parcours.

Preface With an estimated 5.6 million people living with HIV in 2009, South Africa's epidemic remains the largest in the world (UNAIDS, 2010). It is approximated that 40million South Africans depend on traditional medicine for their primary health care needs and regularly visit Traditional Health Practitioners (THPs). Patients often move freely between traditional and allopathic systems of medicine. In fact, up to 90% of people living with HIV and AIDS first consult THPs before visiting practitioners of allopathic medicine. Thus THPs bear the brunt of the HIV and AIDS epidemic. With this in mind it became necessary to convene a conference where the potential contribution of traditional medicine in the fight against HIV and AIDS could be objectively assessed. It also facilitated learning and sharing experienses from practitioners, researchers, governments and NGOs/or funders that have advanced in integrating traditional medicine in HIV and AIDS. The conference covered four key priority areas in accordance with the National Strategic Plan for HIV and AIDS and STI: prevention; treatment, care and support; research, monitoring and surveillance; and financing. The Conference was titled "Traditional medicine in the era and HIV/AIDS in South Africa" and held at the International Convention Centre, Durban between 28th to 30th July 2010. This historic conference, funded by PEPFAR/CDC South Africa, was attended by more than 1500 delegates from South Africa, Belgium, Botswana, Cameroon, China, Lesotho, Nigeria, Tanzania, Uganda, United States of America, and Zambia. On each day there were 200 high school learners and 200 community members in attendance. In addition there were researchers, CAM practitioners, donors, doctors, nurses, THPs, policy makers, and members of the media. It was organised in partnership with the Department of Science and Technology, the KwaZulu-Natal Provincial Government and the University of KwaZulu-Natal and had the support of the Department of Health, the South African National AIDS Council (SANAC) and the South African Broadcasting Corporation (SABC) among others. National Parliament was represented by members of the Health and, Science and Technology Portfolio Committees, respectively. National government departments in attendance included Health, Science and Technology, and Trade and Industry. All provinces of South Africa were represented with the exception of Northern and Western Cape provinces. The House of Traditional Leaders and Local Government were represented by Her Majesty, Queen of LinduZulu, local chiefs, Mayors and Councilors. The US Government (PEPFAR) was represented by the Health Attaché in the US Embassy, US Consul General in Durban, PEPFAR Liaison Officer (KZN) and CDC (South Africa). A call for abstracts was published in 3 major national newspapers and on the internet on a number of websites. Abstract themes had to fit within the strategic areas of the National Strategic Plan for HIV/AIDS/TB. The conference received more than 70 abstracts, reviewed by a panel of national and international experts. About 50 abstracts were accepted for oral presentation and 12 as posters. Additional speakers from the 7 provincial departments of health and 7 Provincial AIDS Council THP sector representatives informed the conference on their programmes. The Department of Science and Technology and the Technology Innovation Agency shared their plans and strategies for research and development of traditional medicines in South Africa. The conference was primarily abstract-driven. Abstract contents were either research-based data using established scientific methods or demonstrated experience and information from individuals or institutions working in the field in the form of case studies or case presentations. The non-abstract-driven components of the conference addressed a variety of current viewpoints and issues including government programmes, interactive case-based sessions, and satellite symposia. The television and print media broadcasted the proceedings of the conference. Selected speakers and delegates were interviewed live. Highlights The highlights of the conference included the following: 1. South Africa could demonstrate its capacity to carry out world class clinical trials on traditional medicine. 2. Provincial Governments and Provincial AIDS Councils shared their plans and strategies to include traditional medicine in their implementations plans. 3. Traditional Health Practitioners were in full support of integrating HIV Counseling and Testing, Traditional or Medical Male Circumcision, and other national strategies in their practices but required support and capacitation for HIV testing. 4. It is necessary to intensify research on traditional medicines since a number of HIV positive patients who do not qualify for antiretroviral therapy choose them. 5. There were best practice projects promoting collaboration between traditional health practitioners and public health care workers in the fight against HIV/AIDS. 6. The media will continue to report positive and negative aspects of traditional medicine 7. The Department of Science and Technology funds the most research on indigenous knowledge systems including traditional medicines in South Africa. 8. The USA remains the largest foreign funder of HIV research and programmes on traditional medicine. This special edition carries some of the scientific papers presented at the conference. La tesi di ricerca si propone di esaminare due tipologie della canzone sociale nel XIX secolo, ed in particolare attorno al 1848. Lo studio del canto nei contesti presi in esame (l'Italia e la Francia) viene analizzato attraverso due piste di ricerca parallele tra loro. Da una parte si è utilizzato il concetto di sociabilité per conoscere i luoghi di produzione e di diffusione del canto (l'importanza della strada, dell'osteria, delle goguette parigine, degli chansonniers des rues e dei cantastorie) e le circostanze di utilizzazione della canzone (la canzone in quanto forma d'espressione orale ma anche come scrittura murale, foglio volante e volantino). Dall'altra l'analisi si è focalizzata sui contenuti dei testi musicali per mette in luce le differenti tematiche, le immagini linguistiche e le figure retoriche cantate dall'artigiano-operaio per far emergere le differenze dell'idea di nazione tra i due contesti presi in esame. L'attenzione posta alla comparazione condurrà all'evidenziazione di punti di contatto tra le due nazioni. Il canto, infatti, costituisce un terreno privilegiato per comprendere l'immagine dell'"altro": quale immagine possedevano i lavoratori francesi dell'Italia risorgimentale? E gli artigiani italiani come percepivano la nazione francese? Il canto viene analizzato non solamente come un "testo" ma anche come una "pratica sociale". Queste operazioni permetteranno di sondare più in profondità la funzione sociale svolta dalla canzone all'interno della cultura popolare e la sua importanza in quanto forma d'espressione e vettore di politicizzazione. La duplice utilizzazione del canto, in quanto "testo" e "pratica", consente di inserire la ricerca all'interno di un filone storiografico che dalla storia sociale si muove a quella culturale. La canzone sociale rappresenta un fertile terreno di ricerca, non solamente all'interno di un singolo territorio nazionale, ma possiede un prezioso valore euristico in funzione comparativa. ; The thesis aims to examine two types of social song in the nineteenth century, and in particular around 1848. The study of the song in the Italian and French context is analyzed through two lines of research. In the first part of the thesis, through the concept of sociability, attention is focused on the spread of the music production. The archival research, based on police documents, puts in relevance the sites of song diffusion (such as streets, tavern, cafés-concerts, the popular music associations and the goguettes) and the different uses of the song (the song as a form of oral expression but also as a writing on the wall and protest leaflet). In the second part the author conducts a detailed study of musical texts to highlight the different themes, images, figures of speech and some important aspects about politics and thoughts of artisans-workers to emphasize the differences of the idea of nation between the two contexts considered. It will be clear the role of songs as a place of emancipation and worker's claim. The point of view adopted allows the author to consider the song in its entirety, both as "text" and as "social practice". These operations allow to probe the social function of the song within the popular culture and its importance as a form of expression and vector of politicization. The author presents an international historical overview of studies on the popular song, paying particular attention to the new approaches came from the social and cultural history. The study of social song is a heuristic research tool, not only in a national context, but especially for its comparative function. ; La thèse de doctorat vise à analyser deux typologies de la chanson sociale au milieu du XIX siècle, et en particulier autour du 1848. L'approche à l'étude du chant dans le deux contextes examinés (l'Italie et la France) privilégie deux pistes de recherches parallèles : d'une part on a utilisé le concept de sociabilité pour prendre en considération les lieux de production et de diffusion du chant populaire (on pense à l'importance du cabaret, à la goguette parisienne et à la sociabilité informelle qui se forme sur la rue et sur la place) et les nombreux usages de la chanson (le chant comme forme d'expression orale mais aussi comme inscription murale, l'affichage de vers manuscrits et la distribution de chansons, comme un tract et une feuille volante, sur le trottoir ou aux coins des rues). De l'autre part on a analysé les contenus de textes musicaux pour mettre en évidence les thématiques, les images linguistiques, les représentations et les figures de rhétorique chantées par l'ouvrier-artisan. Dans cette partie on s'est interrogé, en outre, sur les différentes représentations de l'idée de nation dans les deux contextes et sur les images de l'autre : quelle image avaient les ouvriers quarante-huitards de l'Italie du Risorgimento ? Et dans quelle manière les artisans italiens regardaient la nation française ? Analyser la chanson comme un texte et comme une pratique permet de comprendre la fonction sociale du chant au sein de la culture et de la vie populaire et de mieux définir son importance en tant que forme de prise de parole et vecteur de politisation. Cette recherche se situe au carrefour des démarches issues de l'histoire sociale et de l'histoire culturelle. L'étude de la chanson sociale représente un outil de recherche euristique, non seulement dans un contexte national, mais surtout pour sa fonction comparative.

Nowadays, Global Navigation Satellite System (GNSS) provide accurate three dimensional positioning and navigation anywhere and anytime on the Earth's surface and are being utilized in numerous civilian and military applications. The US Global Positioning System (GPS) is currently being modernized to transmit radio signals on an additional third frequency, while the European Galileo is a newly developed system which will transmit on three civil frequency bands. One of the major error sources affecting GNSS is the delay caused when the signals pass through the ionosphere on their way to the Earth's surface. This delay is inversely proportional to the square of the carrier frequency, and directly proportional to the Total Electron Content (TEC) of the ionosphere. In the last 20 years, several techniques using dual frequency GNSS measurements have been developed to estimate the TEC. With these techniques, systematic errors are confined to at least - 2.5 and 2.5 TECU for a mid-latitude site, and to at least - 5.5 and 5 TECU for a low-latitude location. In the last decades, knowledge about the ionosphere has grown considerably thanks to the use of GNSS measurements, and in turn the GNSS have highly benefited from this improved knowledge. Nowadays the availability of triple frequency GNSS signals enables the development of new processing techniques. We have therefore dedicated this work to developing a TEC reconstruction methodology based on triple frequency GNSS measurements and aimed at improving the accuracy of the final TEC values with regards to existing techniques. The structure of this study is as follows. Firstly, we provide information about GNSS, focusing on concepts, definitions and assumptions which will be used throughout this study. Then, we introduce the concepts of ionospheric propagation of radio signals and give a review of the literature on existing techniques used to extract the TEC with dual frequency GNSS measurements. We further present the complete design of the triple frequency TEC reconstruction methodology. We start by giving the set of combinations which allows us to resolve the original integer ambiguities, then we address the principles of TEC reconstruction, and finally we give an accuracy assessment of the computed TEC values. We also present an innovative technique to calibrate the satellite and receiver code hardware delays. We continue with testing the features developed on a simulated GPS and Galileo observation dataset, as well as on a real GIOVE observation dataset. Finally, we conclude this work by providing a critical overview of our investigations and suggesting various improvements of the current limitations. ; De nos jours, les systèmes globaux de positionnement par satellites (GNSS) fournissent une couverture globale de positionnement et de navigation tri-dimensionnelle à la surface de la Terre, et sont utilisés dans de nombreuses applications civiles et militaires. Le système américain GPS est actuellement en cours de modernisation, et ce notamment dans l'optique de transmettre des signaux dans une bande de fréquence supplémentaire. Le système européen Galileo est quant à lui en plein développement et transmettra ses signaux dans trois bandes de fréquence civiles. Une des principales sources d'erreur affectant les GNSS est le délai engendré lorsque les signaux traversent l'ionosphère en direction de la Terre. Ce délai est inversement proportionnel au carré de la fréquence du signal, et directement proportionnel au Contenu Électronique Total (TEC) de l'ionosphère. Jusqu'à présent, les techniques utilisées pour calculer le TEC étaient basées sur l'utilisation de mesures GNSS double fréquence. L'exactitude du TEC obtenu est de ce fait limitée par la présence d'erreurs systématiques à - 2.5 et 2.5 TECU aux latitudes moyennes, et à - 5.5 et 5 TECU aux basses latitudes. Durant les dernières décennies, les GNSS ont largement contribué à améliorer les connaissances concernant la distribution des électrons libres dans l'ionosphère. De la même manière, les GNSS ont fortement bénéficié de cet accroissement du savoir ionosphérique. La disponibilité de signaux GNSS triple fréquence permet le développement de diverses techniques nouvelles. Nous avons choisi de consacrer nos recherches au développement d'une nouvelle technique de reconstruction du TEC basée sur l'utilisation de mesures GNSS triple fréquence, et ce dans le but d'améliorer l'exactitude du TEC obtenu par rapport aux techniques existantes. Ce travail aborde la problématique comme suit. Tout d'abord, nous présentons des informations générales à propos des GNSS, en se concentrant sur les concepts, définitions et hypothèses qui seront nécessaires tout au long du travail. Ensuite, nous expliquons les concepts concernant la propagation des signaux radios dans l'ionosphère, et nous réalisons un état de l'art des techniques existantes de calcul du TEC. Par la suite, nous présentons en détail la conception de la technique de calcul du TEC triple fréquence. Pour cela, nous présentons les combinaisons qui permettent de résoudre les ambiguités entières, nous exposons les principes de calcul du TEC et nous procédons à une étude détaillée des erreurs affectant les valeurs du TEC. En aval de la méthode de calcul du TEC, nous présentons également une technique innovatrice qui permet de calibrer les délais de codes dans l'électronique du satellite et du récepteur. Nous procédons ensuite à la validation des méthodologies développées à l'aide de données simulées GPS et Galileo, ainsi que de données réelles provenant des satellites GIOVE. Pour conclure ce travail, nous portons un avis critique sur nos recherches et suggérons diverses améliorations possibles.

Within the framework of economic constraints and demographic changes which the health care sector is confronted to, the Home Health Care (HHC) which has been created sixty years ago, has known an important growth during this last decade. The main objective of this alternative to the traditional hospitalization consists in solving the problem of hospitals' capacity saturation by allowing earlier discharge of patients from hospital or by avoiding their admission while improving or maintaining the medical, psychological and social welfare of these patients. In this thesis, we are interested in the operations management within the HHC structures. In the first part of this thesis, we develop a qualitative analysis of the operations management in the HHC context. More specifically, we identify the complexity factors that operations management has to face up within this type of structures. For each complexity factor, we discuss how it can affect the organization of the care delivery. These factors pertain to the diversity of the services proposed, the location of care delivery, the uncertainty sources, etc. Thereafter, we survey operations management based models proposed in the literature within the HHC context. Based on this literature review, we identify several emerging issues, relevant from an organizational point of view, that have not been studied in the literature and thus represent unexplored opportunities for operations management researchers. In the second part of this thesis, we are interested in the partitioning of the area where the HCC structure operates into districts. This districting approach fits the policies of improvement of the quality of care delivered to patients and the working conditions of care givers as well as costs' reduction. We begin by proposing a classification of the different criteria that may be considered in the districting problem. We then propose two mathematical formulations for the HHC districting problem for which we consider criteria such as the workload balance, compactness, compatibility and indivisibility of basic units. After that, we present a numerical analysis of the computational experiments carried out on randomly generated instances to validate these two models. We also present two possible exploitations of these models and propose two extensions to these basic formulations. After formulating the problem with a static approach, we also develop a dynamic extension which allows the integration of the different variations that can be observed within the activities of an HHC structure from period to period. We then introduce a new partitioning criterion that concerns the continuity of care evaluated on the basis of two sub-criteria. Depending on the preferences of the decision-makers concerning the sub-criteria related to the continuity of care in the districting problem, we then distinguish three scenarios for which we propose the associated mathematical formulations. ; Dans le cadre des contraintes économiques et des évolutions démographiques auxquelles doit faire face le secteur de la santé, l'Hospitalisation à Domicile (HAD) qui a été créée il y a une soixantaine d'années s'est largement développée en France durant cette dernière décennie. L'objectif principal de cette alternative à l'hospitalisation complète est de raccourcir les séjours hospitaliers voire même de les éviter en vue de remédier à l'engorgement des hôpitaux tout en améliorant les conditions de vie des patients. Dans cette thèse, nous nous intéressons à la gestion des opérations dans les structures d'HAD. Dans la première partie, nous développons une analyse qualitative de la gestion des opérations dans les établissements d'HAD. De façon plus détaillée, nous identifions les différents facteurs de complexité auxquels la gestion des opérations doit faire face dans ce type de structures. Ces facteurs peuvent concerner la diversité de l'offre des services, le lieu de production des soins, les sources d'incertitudes, etc. Nous présentons ensuite les travaux existants dans la littérature qui s'intéressent à la gestion des opérations dans les HADs. Sur la base de cette synthèse, nous identifions des pistes de recherche qui n'ont pas encore été traitées dans la littérature. Dans la deuxième partie, nous nous intéressons à la problématique de partitionnement géographique du territoire desservi par une structure d'HAD. Cette approche de partitionnement peut s'insérer dans une politique d'amélioration de la qualité du service des soins délivrés aux patients et des conditions de travail des équipes soignantes. Nous commençons d'abord par proposer une classification des différents critères utilisés dans la littérature pour modéliser ce problème. Nous proposons ensuite deux modèles de partitionnement prenant en compte un ensemble de critères tels que l'équilibre de la charge de travail, la compacité, la compatibilité et l'indivisibilité des unités de base. Nous présentons également quelques exploitations possibles de ces modèles et proposons deux extensions à la formulation de base. Après avoir formulé le problème avec une approche statique, nous développons également une extension dynamique qui permet d'intégrer les différentes variations pouvant être observées dans l'activité d'une HAD d'une période à l'autre. Nous introduisons un nouveau critère de partitionnement qui concerne la continuité des soins, évaluée sur la base de deux sous-critères. En fonction des préférences des décideurs par rapport à la prise en compte de la continuité des soins dans le problème de partitionnement, nous distinguons alors trois scénarii pour lesquels nous proposons les modèles associés

A lawyer can settle conflicts of legal provisions through the application of several rules. They can be used like universal tools, in every juridical domain. The aim of the operation consist in determining the law which has to be applied. Each behavior can be translated in juridical terms. In this way, only one set of laws has to be taken into account. The lawyer can use the principles created by doctrine and precedents in order to solve conflicts of legal provisions. The article 2 of the Civil Code is the foundation of them. In the intellectual property domain, the legislator can intervene and suggest transitory provisions. The judge is not allowed to enforce the law retroactively, no matter the facts or the acts under consideration. The purpose of this investigation lies in the adaption of these rules for intellectual property issues. Therefore, "vested interests" and "legal status" concepts are confronted with specificities of intellectual property as such a corpus o findependent rules. In a certain extent, there is a link between this discipline and the law of property. When the lawyer has to choose the law to apply, there are disturbing parallels to be made. He may easily make a mistake. Furthermore, the concepts of "declaratory act", "softer penal act", "public order law", and "proceedings act" can be used to resolve special problems in the intellectual property domain. When a conflict of legal provisions is under discussion, the judge has to ensure a certain security of the procedure. The judge must always be able to justify precisely his choice. It's a significant guarantee for any persons subject to trial. It has been widely recognized that intellectual property offers a large selection of rights. As a result, the judge is tempted to follow several different lines of thought and case law on the subject is not always uniform. On the contrary, legal precedents could be unified if the judge has used the "legal status" concept. It should be written in an efficient way : "to be entitled to exercise an intellectual property right". The independence of the discipline is confirmed and its internal disparities disappear. The "vested interests" concept does not seem to be appropriate to the characteristics of intellectual property. Moreover, the concept of "public order law" doesn't square properly with intellectual property issues. The concept of "proceedings act" is delicate to use. Lastly, it appears that the concept of "declarative law" is implicitly used by judges to prove the retroactivity of the law. Finally, the concept of "codification act" should be applied to this situation. ; Le droit transitoire est une discipline dont la vocation est universelle. Cet ensemble de règles a pour finalité de permettre la découverte de la loi applicable à un fait ou un acte donné. Tout comportement a une traduction juridique, même neutre, selon une norme unique. À ce titre, peu importe le domaine du Droit concerné. De nombreuses règles, forgées par la doctrine et la jurisprudence à partir de l'article 2 du Code civil, permettent à l'interprète de la loi nouvelle de décliner le principe de non rétroactivité selon les spécificités d'une espèce. Par exception, le législateur peut proposer lui-même des dispositions transitoires, qui s'avèrent pour la plupart, en droit de la propriété intellectuelle, conformes au principe de sécurité juridique. D'une manière générale, l'opération de qualification nécessaire porte sur l'acte ou le fait étudié ou bien sur la norme nouvelle elle-même. L'étude menée a pour objet la transposition de cette opération de qualification au sein du domaine précis de la propriété intellectuelle. Dans cette optique, les notions de « droit acquis » et de « situation juridique » sont confrontées aux spécificités de la discipline, dont la filiation apparente avec le droit des biens est parfois source d'erreurs. En plus de ces qualifications qui se rapportent aux éléments saillants d'une espèce donnée, sont également recherchées en droit de la propriété intellectuelle les illustrations des qualifications classiques de « loi interprétative », de « loi pénale plus douce », de « loi d'ordre public » et de « loi de procédure ». Leur signification transitoire est appréciée au regard de l'exigence de sécurité juridique, fil conducteur de toute discussion relative à la résolution d'un conflit de lois dans le temps. Au cours de cette étude, les systèmes de protection très disparates qu'offre le droit de la propriété intellectuelle à tout créateur ou « découvreur », apparaissent comme autant de facteurs d'une diversité jurisprudentielle gênante. À l'inverse, le mécanisme de réservation d'une chose intellectuelle semble constituer un dénominateur commun intéressant. Celui-ci trouve une traduction efficace avec la notion de « situation juridique » écrite de cette manière : « titularité d'un droit de propriété intellectuelle ». Par suite, l'indépendance de la matière se confirme et ses disparités internes sont gommées. Seulement, si l'exigence de sécurité juridique commande de retenir la notion de « situation juridique », il convient, au contraire, de se méfier de la notion de « droit acquis ». De plus, il est constaté que l'utilisation de la notion de «loi d'ordre public » n'est pas conforme à l'exigence de sécurité juridique, quand le maniement de la qualification de « loi de procédure » se révèle souvent délicate. Enfin, la notion de « loi interprétative » semble implicitement justifier de nombreux choix jurisprudentiels, orientés par l'absence de nouveauté manifeste de la norme nouvelle. Il convient alors de proposer la qualification de « loi de codification ».
