The authors explore the display of leadership in the State Border Guard in order to find out whether there is a place for leadership and the human factor in the relationship between management and subordinates in the strictly regulated organization. The aim of the research: to study the role of leadership and its display in the State Border Guard. Tasks of the research: 1) to describe the nature of leadership and its role in the organization's activities; 2) to conduct a survey on the most significant aspects of leadership manifestation in regards inspectors and officers from different border guard units of the State Border Guard; 3) to make conclusions and develop proposals regarding the necessity of leadership and possibilities for its display. The research methods: 1) literature analysis, observation; 2) surveying, data processing, analysis, and interpretation. At the end of the research, the authors conclude that the respect and appreciation provided by the superior to the subordinates is as important as a good salary and work conditions at the State Border Guard. Hence, in the opinion of the subordinates, a superior who can display the respect and appreciation to the subordinates will be able to become the leader. Even in a strictly regulated organization such as the State Border Guard, the superior can offer his/her subordinates the assistance – not by completing a task on behalf of the subordinate, but by providing the advice and guidance. This behaviour is an attribute of a democratic management style creating a favourable ground for leadership development.

Abstract
The article aims at integrating the cultural psychology perspective of into the multidisciplinary field of border studies. It analyses the border phenomenon as a co-genetic system. The authors investigate the psychological side of people who relate to the border out of different motives. Then, it expands some of the theoretical concepts current in border studies by introducing psychological dimensions such as intentionality and directionality. Finally, the framework is applied to two case-studies representing the northern and southern European Union frontiers: the case of Estonian officer Eston Kohver in the Setumaa region on the Estonian–Russian border; and the experiences of border guards in the re-bordering process on the Spanish–Moroccan border. It offers an innovative conceptual resource based on a triadic co-genetic epistemological approach, which allows us to overcome the binary oppositions still very present in the contemporary debates in borders studies.

In the paper, the main problems and conflicts that arise and could arise in the administrative cases are reflected, including various procedural documents. The authors describe the main problems in the work of State Border Guard employees in drafting administrative protocols of offenses, administrative detention protocols, inspection protocols, accepting explanatory persons, explaining human rights. The paper also identifies the main factors, why the State Border Guard has a relatively high percentage of appealed procedural documents. The article compares some of the norms of the Latvian Code of Administrative Offenses and some provisions of the Constitution which, in the opinion of the authors, are contradictory. These norms relate directly to the administrative detention of persons and the free movement of persons. The work is mainly based on the problems related to the completion of procedural documents that are ascertained by interviewing employees of the State Border Guard, who are directly involved in the review of administrative cases.

What practices of (in)securitization involve the notions of border and border control in the European Union? How do these practices operate? How are they assembled? In the resulting assemblage, is the notion of borders – understood as state borders – still relevant for the control of individuals and populations moving across the frontiers of the EU? Drawing on empirical observations and with a specific focus on how border control is translated into different social universes, this article seeks to show that practices of control are routinely embedded in a practical sense that informs what controlling borders does and means. This practical sense is itself informed by different professional habitus and work routines involving deterrence and the use of force, interrogation and detention, surveillance of populations on the move and the profiling of (un)trusted travellers. Its strength varies in relation to its shared dimension by most of the operators, and is adjusted to the materiality of borders as well as to the local contexts in which it is deployed. It activates, or does not activate, the maximal use of various control technologies (satellites, pre-registration and interoperable exchange of data between the state and private bureaucracies, biometrics identifiers, body-scanners). For understanding practices of (in)securitization, actual work routines and the specific professional 'dispositions' are therefore more important than any discourses actors may use to justify their activities.

The article presents an analysis of the results of officers' survey of the State Border Guard Service of Ukraine (SBGSU), which was conducted to study the current state of solving socially important issues for SBGSU servicemen that may cause staff turnover and problems in SBGSU personnel management. This problem is characteristic not only to SBGSU, but also of other law enforcement agencies of Ukraine and foreign countries. To this end, the works of scientists, data statistics reports from different sources were studied, as well as the survey of 112 servicemen who are serving at the SBGSU in different positions and in different areas of professional activity was conducted.Generalization and interpreting the survey results made it possible to find out about officers' attitudes to service at SBGSU bodies and to assess the status of social issues solving. It is concluded that such circumstances are one of the main factors that a large number of servicemen do not want to continue contracts for military service at SBGSU after the first contract closure at a young age. It has a great importance for resolving staffing issues and determining which issues should be given greater attention in future, including the legislative level. This is important for search appropriate options for the content of the personnel policy and the social and legal support of SBGSU servicemen. Stability ensuring of the personnel will help to increase the general level of professional skill and correspondingly ensure the security of the state border, increase the effectiveness of counteracting illegal activities, management of the state border security in modern conditions.f the state border security in modern conditions.

The European Border and Coast Guard (EBCG) was officially launched in October 2016. In the European Commission's view, it marks a milestone in the history of the integrated management of European Union (EU) borders. This article describes the main features of the new agency, focusing on two key issues. First, it analyzes the powers that the new agency is entrusted with in an attempt to understand whether it will be able to articulate a "European space of control" where an authentically postnational border police will take the lead over national border agencies. Second, it explores whether, and to what extent, the reform of the EU border agency has been accompanied by the development of mechanisms to exercise effective democratic and judicial control over its activities. The discussion concludes by arguing that the views of those who believe that the evolution of EU justice and home affairs policies does not raise particular challenges for the exercise of democratic control over EU security agencies and the protection of fundamental rights during their operations are fundamentally flawed, and that new ways to ensure proper scrutiny over security policies that take account of the peculiarities of EU institutional structure need to be devised.

When the Second World War broke out, Romania was undergoing in a rather difficult economic, political, military and especially diplomatic situation. Germany's territorial expansion triggered the fall of the system of alliances Bucharest was relying on, given that France signed the armistice in April 1940. That is why the pressures exerted by Germany forced Romania's entry under Berlin's sphere of influence, an actual example being that the German Military Mission was sent into our country, with the clear purpose, among others, to take over oil resources and processing capacities in the Ploiești area.
The act of 23 August 1944, through which Romania turned its weapons against Germany, with the clear intention of joining the United Nations, led to a state of confusion among Romanian and German troops deployed in Valea Prahovei. However, the dynamic orders of the Romanian General Staff were to annihilate any German resistance in the area, even by the force of arms, if needed. This mission was assigned to the 18th Oilfield Guard Detachment, commanded by Brigadier General Grigore Moșteoru. This large unit was subordinated to the 5th Territorial Army Corps, commanded by Major General Constantin Vasiliu-Rășcanu. The conclusion of this study illustrates the effort and heroism of Romanian troops, who annihilated, between 31 August and 1 September 1944, sometimes after heavy battles and human losses, any resistance of the German units who were thus forced to retreat to the North and lose all control over the oil resources in the Ploiești area. These aspects are highlighted from a military, economic and socio-historical perspective, by using
the documentation technique.

Abstract
STRADAR project is dedicated to streaming real-time data in a distributed dispatcher and teleinformation system of the Border Guard. The Events Visualization Post is a software designed for simultaneous visualization of data of different types in BG headquarters. The software allows the operator to visualize files, images, SMS, SDS, video, audio, and current or archival data on naval situation on digital maps. All the visualized data can be synchronized in time.
