Japan's commitment to foreign aid has undergone a series of changes since its first aid initiative to India in the 1950s. After discussing four distinct stages (1955-65, 1965-73, 1973-80 and since 1980) in Japan's official development assistance (ODA) policy, the author takes a critical look at his country's ODA in 1985 and 1986.
