Abstract

The author briefly addresses questions about achievements & weaknesses of the EU regarding global governance before 11 September 2001. With the event of the terrorist attacks on the Twin Towers, the question of quality of global governance has been dramatically re-launched. Solidarity in the fight against terrorism was strong & immediate. Together with the USA, the EU assisted in the founding of a large alliance of international communities brought together by this fight against terrorism. The article elaborates on the negative & positive effects this had on Europe & the new hierarchies between states regarding security policies & military actions. George W. Bush launched a novel version of multilateralism within the framework of an international alliance that is based on the restoration of the international order against terrorism but could extend to a politicization of economic issues of governance. This is legitimate & important for the isolation of terrorism but it could inevitably overturn the priorities between politics & economy. The author offers thoughts & draws some conclusions on the implications on Europe. 2 References. E. Sanchez
