Abstract
This book brings together seven talks, covering the period between 1986-1994, in which Mahmood Mamdani, one of Uganda's leading political thinkers, assesses the successes and failures of the National Resistance Movement (NRM). Holding the view that "there can be no democracy without freedom of discussion", he analyses the major political issues of contemporary Uganda: the function of the NRM's resistance councils; the IMF's economic programmes; decentralization and "ebyaffe" (Buganda monarchy); multi-partyism vs movement; and the "Asian question".
