Abstract
In order to assess the role played by policies in informal sector development the International Labour Organization initiated a series of studies on policies and their impact on the urban informal sector in selected countries in sub-Saharan Africa. This paper looks at the consequences of economic change on the urban informal sector. The author traces the trends in formal sector employment and their implications for employment in the informal sector. He focuses on the political response to deteriorating economic situation and shows the absence of a clear understanding either of the role played by the informal sector or of the measures to remedy the situation.
