Simeon Wheeler writes to Alden Partridge that he and Mr. Webster (Nathan Webster?) have received word from Doctor Collins (William Collins?) to return to the Academy in Portsmouth, Virginia; will do so if it is financially feasible and permanent; folks in Charleston, South Carolina, are not amenable to military instruction; will work as agent there for the Citizen Soldier (newspaper); mentions the debt of Thomas D.
