E-Procurement Success
The Air Force currently funds projects chartered with studying and developing e-Procurement systems. Through review and analysis of various e-Procurement projects, factors attributing to successful implementation of e-Procurement systems will be deduced and provided as a useful guide for federal agencies initiating e-Procurement projects. By identifying critical success factors this research should: 1) improve preimplementation planning, 2) improve spend decisions, and 3) decrease implementation time by eliminating unnecessary steps. This research utilized the current literature to identify specific factors important in the e-Procurement implementation process. Once the factors were determined, a survey was developed to measure the factors in organizations with an e-Procurement system. All fifty state governments were contacted to determine if they had implemented e-Procurement systems and, if they responded affirmatively, were surveyed regarding what they have identified as the factors most instrumental in their e-Procurement implementation. The survey looked specifically at six key areas of e-Procurement implementation: 1) technology, 2) management, 3) processes, 4) suppliers, 5) budget, and 6) benefits. Each organization's tangible and intangible benefits were assessed to further substantiate the value organizations should be getting from e-Procurement.

Dissertação de mestrado em Engenharia de Sistemas ; Since its creation, one of the European Union big premises is creating the proper conditions for their member states unification on several levels. Therefore, efforts have been carried out to unify the European Union into a single market. On the actual economic context, it is undeniable the information technology impact upon the way company conduct business, especially regarding buying and selling of goods and services. Thus, Vortal (Portuguese market leader on electronic procurement and having strong intentions to expand internationally, with its Vortal Next> platform), is closely following the strategic changes occurring within the European Union, regarding electronic procurement. A big change will happen by 2016, where all public procurement procedures will have to be carried out electronically by then. Under the referred measure, it is expectable for procurement platforms to be created, or at least, more users joining the existing ones. Having then more users on the market, it can be seen as a business opportunity, if there is a way to overcome the existing interoperability problems between procurement platforms. That would allow the users residing in a certain platform to be able to conduct business with users residing in other platforms on a transparent fashion. Having the need for a solution that solves the interoperability problem between procurement platforms, three E-Procurement Open Standards are analyzed and compared: cXML, XVergabe and PEPPOL. It is presented then the architecture of an integration solution, called Driving E-Procurement, where an Open Standard is used in order to attain interoperability between Vortal Next> platform and every platform using cXML. However, the solution is thought and design for the future possibility of integration with platforms using other Open Standards such as XVergabe or PEPPOL. The Electronic Procurement is commonly known as e-Procurement which is a part of the information and communications technology revolution that is profoundly transforming the way businesses and people conduct their day-to-day activities. The e-Procurement is a term used to describe many different forms of e-commerce – to add value or reduce the costs of an organization's procurement operations. The e-Procurement is the electronic management of all purchasing activity, often starting with low-value, high-volume, non-strategic goods and services that support the business. It is being used at an accelerating rate by businesses and at all levels of government in most of the developed countries. The e-Government and e-Procurement issues are similar in all nations and each country is on its own journey based on unique geography, people, culture, and resources.
