The Iraq War has once again spotlighted the divisions within the European Union that have prevented a unified foreign policy & strategy in its leadership. While the common market & currency, along with the accession of ten new member states have contributed greatly to a sense of European unity, the reliance on majority consensus & "soft security" neither ensures effective supranational policy making, nor does it eliminate the tension caused by the international leadership claims of three European Union members: GB, France, & Germany. The former two are both nuclear powers & permanent members of the Security Council, while the latter is one of the world's leading economies, & the dominant one in Europe; each has its own interests & orientations (eg, the transatlantic reflex of GB, the Continental reflex of France, & the pacifism of Germany). It is proposed that the European Union give more coordinating & directive power to the Union Ministry for Foreign Affairs to ensure a common foreign policy for the continent. A. Siegel

Reducing heat demand of buildings, due to legal and technological advances in the EU, shifts the ratio of operational vs. embodied energy towards an increasing share of the latter. This leads to a shifting focus on building materials (embodied) energy use. In this study the relationship between heat demand and embodied energy use was investigated, using Dutch residential buildings as a case study. The analysis was performed using the 3SCEP HEB (Center for Climate Change and Sustainable Energy Policy High Efficiency Buildings) model and a constructed Embodied Energy Database Management System (EEDMS), containing embodied energy use of materials most common in Dutch residential construction. The resulting embodied energy use in Dutch dwelling archetypes varies from 52 to 106 MJ/(m²·a), annualised over building lifetimes and 3.0 to 6.4 GJ/m2 in total. These values are for the building construction and exclude recurrent embodied energy and technical installations. For operational energy use the range is 124 to 682 MJ/(m2·a). A total energy use reduction of 36% can be reached in 2050 through 46% reduction in operational energy use and 35% increase in embodied energy use, compared to 2015. This research confirms that the relative importance of embodied energy use is increasing: the embodied energy use in standard homes is about 10–12% of the total energy use, while it is 36–46% in energy efficient homes. Particularly in light of the goal to reach a maximum global temperature increase of well below 2 °C by 2100, it is important to include embodied energy use in future policy objectives.

European electricity markets ensure the matching between supply and demand at all times. Due to their time-scale operations, the balancing markets are the last resources to achieve so and ensure the grid frequency. The increasing shares of non-dispatchable power capacities intensify the demand for flexibility. District heating systems (DHs) are potential sources of flexibility if interface technologies are in place like CHP or power-to-heat, together with thermal storage. This study assesses the technical potential of DHs to contribute to frequency containment reserves (FCR), automatic and manual frequency restoration reserves (aFRR and mFRR) markets. Through a review of case-studies, we gain insight and derive appropriate assumptions to estimate the potential at country and EU levels. Based on the POTEnCIA Central scenario up to 2050 — a description of the evolution of the EU energy system with the assumption of no further policies introduced beyond 2017 —, we find that the potential is highest for the provision of aFRR, followed by mFRR and FCR. Specifically, the aFRR technical potential is currently 32 GW — 4 times the aFRR contracted in 2019 in the EU — and it only slightly decreases by 2050. Overall, this study highlights the lack of data on current (and future) DHs and their variety in size and composition. A sensitivity analysis is performed by examining different scenarios for DHs deployment. This research emphasizes the large untapped potential to exploit flexibility from DHs, however, the evaluation of the actual potential shall be done on a case-by-case basis.

Antea Group and KULeuven were awarded a project in Flanders to identify the regions exporting high sediment loads to unnavigable watercourses and the sedimentation zones within them. Two types of models are applied: hydrological sediment export models (SEM) and hydraulic sediment transport models (STM). The influence of erosion control measures on sediment export as well as river engineering measures needs to be taken into account. A concept will be developed to connect the SEM and STM, enabling the sediment to be routed from upstream to the sedimentation zones. Results of the study will be used by the Flemish government to plan erosion control measures, estimate future sedimentation volumes, steer sedimentation and optimize river engineering and dredging works. Finally, model results could also be used to obtain better insights to the re-suspension risks of contaminated sediment in watercourses.

In 2002, in The Netherlands a national study of gastroenteritis outbreaks was performed. Epidemiological information was collected by the Public Health Services (PHS) and the Food Inspection Services (FIS) using standardized questionnaires. Stool samples were collected for diagnostic testing. For foodborne outbreaks, food samples were taken. In total, 281 gastroenteritis outbreaks were included, mainly from nursing homes and homes for the elderly (57%), restaurants (11%), hospitals (9%) and day-care centres (7%). Direct person-to-person spread was the predominant transmission route in all settings (overall 78%), except for restaurant outbreaks where food was suspected in almost 90% (overall in 21% of outbreaks). The most common pathogen was norovirus (54%), followed by Salmonella spp. (4%), rotavirus group A (2%), Campylobacter spp. (1%) and only incidentally others. In conclusion, most outbreaks were reported from health and residential institutions, with norovirus as the dominant agent. Control should aim at reducing person-to-person spread. In foodborne outbreaks norovirus was common, due to contamination of food by food handlers. Salmonella, as the second foodborne pathogen, was mainly associated with raw shell eggs. These results stress the continuous need for food safety education, complementary to governmental regulation.

In this perspective, we discuss how this capacity is supported by energy and climate-economy models, and how international modelling teams are organised within structured communication channels and consortia as well as coordinate multi-model analyses to provide robust scientific evidence. Noting the lack of such a dedicated channel for the highly active yet currently fragmented European modelling landscape, we highlight the importance of transparency of modelling capabilities and processes, harmonisation of modelling parameters, disclosure of input and output datasets, interlinkages among models of different geographic granularity, and employment of models that transcend the highly harmonised core of tools used in model inter-comparisons. Finally, drawing from the COVID-19 pandemic, we discuss the need to expand the modelling comfort zone, by exploring extreme scenarios, disruptive innovations, and questions that transcend the energy and climate goals across the sustainability spectrum. A comprehensive and comprehensible multi-model framework offers a real example of "collective" science diplomacy, as an instrument to further support the ambitious goals of the EU Green Deal, in compliance with the EU claim to responsible research.
