2019 marked 20 years since EU Member States decided to create a joint EU approach to security and defense. The paper raises the question on finding new approaches to provide security and defense in Europe in the current context, as well as the formation of a new paradigm for research on regional security in Europe. Traditional approaches to the study of European integration (neofunctionalism and intergovernmentalism) are of little use for theorizing the development of European defense in conditions of new challenges and threats to national and regional security, as well as transatlantic solidarity violations. The article studies European Strategic Autonomy (ESA), which refers to the ability of the European Union, in conjunction with Member States, to independently determine its own priorities according to which to take decisions and implement them in the fields of foreign policy, security and defense. ESA is not synonymous with independence, nor does it deny membership in military-political alliances, since a more realistic scenario implies positioning itself as a European pillar of NATO. The implementation of the idea of building a "european sovereignty" in the field of security and defense implies that the European Union should take bigger responsibility for its own security, the security of its neighbors, andshould strengthen its role in transatlantic relations without opposing NATO. In order to move from rhetoric to concrete policy steps, the EU needs to develop a plan of measures for political, institutional and industrial action. It means that achieving real autonomy requires time and joint efforts by EU institutions and Member State governments. However, political and institutional autonomy can be built exclusively within the whole Union, while military-industrial autonomy can be initiated and implemented by a group of the most economically and technologically advanced EU Member States.

The article deals with the problems of legal and institutional support for the implementation of the Common Defense Policy of the EU in current circumstances. The peculiarities of legal regulation of this policy and certain organizational and legal forms of its provision have been determined. It has been established that the legal instrument that provides the implementation of the General Defense Policy, which is an integral part of the Common Foreign and Security Policy of the EU, has its own features related to the nature of the cooperation of the member states in this area. It is about not so significant, in comparison with economic sphere, restriction by the member states of their sovereign rights in determination of questions of external safety and defense. The consequence of this is the adoption of acts that are predominantly «soft» by their character.The EU initiatives in the field of strengthening the Union's defense capabilities in the context of the implementation of the Global Strategy for the European Union's Foreign and Security Policy have been analyzed as well as the international legal framework for cooperation between the EU and NATO with regard to ensuring common defense and security objectives, and also the legal nature of the European Union's acts in the field of the Common Defense Policy has been determined. ; Рассматривается проблемы правового и институционального обеспечения реализации Общей оборонной политики ЕС в современных условиях. Определены особенности правового регулирования этой политики и отдельные организационно-правовые формы ее обеспечения. Установлено, что правовой инструментарий, обеспечивающий реализацию Общей оборонной политики, которая является неотъемлемой частью Общей внешней политики и политики безопасности ЕС, имеет свои особенности, связанные с природой сотрудничества государств-членов в этой сфере. Речь идет о не столь значительном, в сравнении с экономической сферой, ограничении государствами-членами своих суверенных прав в определении вопросов внешней безопасности и обороны. Следствием чего является принятие актов, имеющих преимущественно «мягкий характер». ; Розглянуто проблеми правового та інституційного забезпечення реалізації Спільної оборонної політики Європейського Союзу в сучасних умовах, зокрема у зв'язку з посиленням нестабільності у світі, наявністю низки внутрішніх проблем та значної кількості зовнішніх загроз. Визначено особливості правового регулювання цієї політики та окремі організаційно-правові форми її забезпечення. Проаналізовано ініціативи ЄС у сфері посилення обороноздатності Союзу у світлі реалізації Глобальної стратегії ЄС у сфері зовнішньої політики та політики безпеки, міжнародно-правовий формат співпраці ЄС та НАТО щодо забезпечення спільних оборонних та безпекових цілей, визначено правову природу актів Європейського Союзу у сфері Спільної оборонної політики.Встановлено, що правовий інструментарій, який забезпечує реалізацію Спільної оборонної політики, котра є невід'ємною частиною Спільної зовнішньої політики і політики безпеки ЄС, має свої особливості, пов'язані з природою співпраці держав-членів у цій сфері. Йдеться про не настільки значне, в порівнянні з економічною сферою, обмеження державами-членами Європейського Союзу своїх суверенних прав у визначенні питань зовнішньої безпеки і оборони. Наслідком чого є прийняття актів, що мають переважно «м'який характер», що у свою чергу забезпечує гнучкість у прийнятті спільних рішень та одночасний захист національних інтересів держав-членів ЄС. Специфіка співпраці держав-членів ЄС у сфері оборони та безпеки визначається також постійним пошуком оптимальних моделей її реалізації через використання передусім міжурядових методів.Також наголошується, що, не дивлячись на широкомасштабність заходів у сфері посилення обороноздатності та безпеки у ЄС, документи, прийняті у відповідній сфері за останні роки, не передбачають створення європейської армії. Однак це жодним чином не впливає на таку можливість, оскільки це передбачено в Установчих договорах Європейського Союзу.

Topicality. The topicality of the issue presented in the article is due to the insufficiency of research on the Environmental Law Europeanization in domestic legal science.
The purpose of the article. The purpose of the article is to study the essence of the concept of "law Europeanization" and the peculiarities of its implementation in the field of Environmental Law of EU member states and candidate states.
Research methods. The Europeanization concept arose and developed as a result of changes occurred within the theory of integration itself. The article deals with the influence of the process of deepening of the integration and expansion of the European Union on the obligations of the member states regarding the protection of the environment and climate.It is observed that the construction and functioning of the EU legal order is a decisive factor of integration, which is viewed as a project of building a single market, complemented by the range of policies implementation, in particular in the field of environmental and climate protection.
Results. The concept of Environmental Law Europeanization was analyzed, and the way how the legal systems of the EU member states contribute to the development of the European Union Environmental Law, which is supranational by its legal nature, was examined.It is emphasized that the Europeanization of law cannot be addressed as a homogeneous process, nor as a process that leads to the same result in each of the member states.Despite the obvious dominance of international law and globalization as factors determining the national law reform, it can be argued that the peculiarities of legal regulation of relations in the field of environmental and climate protection are caused by the consequences of "soft" or indirect Europeanization. In many cases, the rules of the EU legal order, which are incompatible with national rules, create pressure on national governments, prompting them to adapt national environmental legislation to European environmental legal standards. Attention is drawn to the fact that within the framework of the process of European integration, the process of de-Europeanization can occur to a certain extent and for various reasons.
The significance of the results. The conclusions obtained as a result of the research will contribute to the awareness of the phenomenon of Europeanization of the EU member states and candidate states national law, in particular such a component as Environmental Law, its directions and forms, and may be useful in the process of domestic environmental legislation to the European Union environmental legislation adaptation.

The purpose of the article is a comprehensive study of the competences and authority of the Corps of the Operative-Flash Action (KORD), as a special body implementing public security and order. The authors used the following methods of scientific knowledge when writing the article: formal logical; comparative analysis; systemic structural; formal legal; logical and normative. A comprehensive study of the competence and powers of KORD has been conducted in the article. It has been determined that the authority of this unit of the National Police of Ukraine are represented by a set of rights and obligations, and the competence includes its powers. The competence of this unit includes both rights and obligations fixed at the legislative level, and professional knowledge that a policeman must have at a high level and correctly apply it in his official activities. It has been argued that the KORD is provided with competence in order to consolidate the scope of the rights and powers of a police officer, which allows regulating the prohibition of going beyond its borders at the legislative level. The analysis of the existing regulatory framework and existing studies related to the competence of law enforcement agencies has been conducted. Three groups of rights of the KORD have been distinguished: 1) rights that directly contribute to the performance of official duties; 2) rights that have an indirect effect on the performance of the special unit employees' duties; 3) the right to exercise constitutional rights and freedoms.
