A MAJOR REASON FOR THE FAILURE OF FAMILY PLANNING PROGRAMS IS THE FACT THAT THE BUREAUCRATIC STRUCTURES RESPONSIBLE FOR THIS TASK ARE GUEREXTENDED. AN OPEN SYSTEMS PERSPECTIVE IS NEEDED IN INTERATIONS WITH THE CLIENT POPULATION. RATHER THAN MAINTAINED THE STATUS QUO IN THE BUREAUCRATIC ORGANIZATION. ONE CAN INCREASE ORGANIZATIONAL CAPACITY TO THE POINT WHERE CONCRETE ACTION IS POSSIBLE.
