Logistical network design with robustness and complexity considerations

PurposeThis paper aims to propose a logistical network design framework with robustness and complexity considerations.Design/methodology/approachThe paper defines robustness, complexity, and normalised efficiency of a logistical network. A mathematical model is then constructed based on the conceptual framework and applied to a hypothetical case study with varying robustness requirements. The mathematical model is formulated as an Mixed‐Integer Linear Programming problem. Furthermore, the paper introduces a graph‐theoretic view of the logistical network and presents its topological properties such as average path length, clustering coefficient, and degree distribution.FindingsThe results show that logistical network configurations can be obtained with desirable robustness levels whilst minimising cost. The relationships of robustness versus normalised efficiency and complexity are also presented. The results show that relationships between logistical network topological properties and robustness exist, as in other real world natural and man‐made complex networks.Practical implicationsLogistical network design is one of the earliest strategic decisions in supply chain management that supply chain managers have to make. Practitioners and researchers typically focus on optimising efficiency and/or responsiveness of logistical networks. It is argued that logistical network designers should also consider robustness and complexity as they are important characteristics of logistical network functionality. The logistical network design frame work successfully incorporates robustness and complexity into design considerations.Originality/valueThis paper newly introduces other important performance measures, robustness and complexity, into the logistical network design objective. The design framework is highly relevant and adds value to logistical network designers and managers.
Addressing Asian American Misrepresentation and Underrepresentation in Research

Asian Americans are the fastest growing racial/ethnic minority group in the United States and have unique, heterogenous health status and outcomes across a range of conditions between disaggregated Asian subgroups. Despite the rapid growth of this group, clinical and epidemiologic research lags considerably in adequately and appropriately representing Asian Americans. Too often, Asian American participants and populations are inappropriately aggregated into a single race category in research, masking important differences between ethnic subgroups. In this commentary, actionable recommendations are provided to investigators in order to enhance inclusion and representation of Asian Americans in a broad scope of research programs. Contrasting perspectives on China's rare earths policies: Reframing the debate through a stakeholder lens
This article critically compares China's rare earth policy with perspectives upheld in the rest of the world (ROW). We introduce rare earth elements and their importance for energy and present how China and the ROW are framing the policy debate. We find strongly dissonant views with regards to motives for foreign direct investment, China's two-tiered pricing structure and its questionable innovation potential. Using the metaphor of "China Inc.", we compare the Chinese government to a socially responsible corporation that aims to balance the needs of its internal stakeholders with the demands from a resource-dependent world. We find that China's internal stakeholders have more power and legitimacy in the REE debate than the ROW and reconceptualise various possible mitigation strategies that could change current international policy and market dynamics. As such, we aim to reframe the perspectives that seem to govern the West and argue in favor of policy formation that explicitly acknowledges China's triple bottom line ambitions and encourages the ROW to engage with China in a more nuanced manner.

Quality Adjustment for Health Care Spending on Chronic Disease: Evidence from Diabetes Treatment, 1999–2009

Although US health care expenditures reached 17.6 percent of GDP in 2009, quality measurement in this important service sector remains limited. Studying quality changes associated with 11 years of health care for patients with diabetes, we find that the value of reduced mortality and avoided treatment spending, net of the increase in annual spending, was $9,094 for the average patient. These results suggest that the unit cost of diabetes treatment, adjusting for the value of health outcomes, has been roughly constant. Since input prices have not been declining, our results are consistent with productivity improvement in health care.

Increasing Trends in the Use of Hospital Observation Services for Older Medicare Advantage and Privately Insured Patients

Policy and financial pressures have driven up use of observation stays for patients in traditional Medicare and the Veterans' Affairs Healthcare System. Using claims data (2004-2014) from OptumLabs™ Data Warehouse, we examined whether people in private Medicare Advantage (MA) and commercial plans experienced similar changes. We found that use of observation increased rapidly for patients in MA plans—even though MA plans were not subject to the same pressures as government-run programs. In contrast, use of observation remained constant for people in commercial plans—except for enrollees 65 and older, for whom it increased somewhat. Privately insured patients returning to the hospital after an inpatient stay were increasingly likely to be placed under observation. Our results suggest that observation is rapidly replacing inpatient admissions and readmissions for many older patients in MA and commercial plans, while younger patients continue to be admitted as inpatients at relatively constant rates.

Perspective on the hydrogen economy as a pathway to reach net-zero CO2 emissions in Europe†
The envisioned role of hydrogen in the energy transition - or the concept of a hydrogen economy - has varied through the years. In the past hydrogen was mainly considered a clean fuel for cars and/or electricity production; but the current renewed interest stems from the versatility of hydrogen in aiding the transition to CO2 neutrality, where the capability to tackle emissions from distributed applications and complex industrial processes is of paramount importance. However, the hydrogen economy will not materialise without strong political support and robust infrastructure design. Hydrogen deployment needs to address multiple barriers at once, including technology development for hydrogen production and conversion, infrastructure co-creation, policy, market design and business model development. In light of these challenges, we have brought together a group of hydrogen researchers who study the multiple interconnected disciplines to offer a perspective on what is needed to deploy the hydrogen economy as part of the drive towards net-zero-CO2 societies. We do this by analysing (i) hydrogen end-use technologies and applications, (ii) hydrogen production methods, (iii) hydrogen transport and storage networks, (iv) legal and regulatory aspects, and (v) business models. For each of these, we provide key take home messages ranging from the current status to the outlook and needs for further research. Overall, we provide the reader with a thorough understanding of the elements in the hydrogen economy, state of play and gaps to be filled.

Carbon capture and storage (CCS): the way forward
Carbon capture and storage (CCS) is broadly recognised as having the potential to play a key role in meeting climate change targets, delivering low carbon heat and power, decarbonising industry and, more recently, its ability to facilitate the net removal of CO2 from the atmosphere. However, despite this broad consensus and its technical maturity, CCS has not yet been deployed on a scale commensurate with the ambitions articulated a decade ago. Thus, in this paper we review the current state-of-the-art of CO2 capture, transport, utilisation and storage from a multi-scale perspective, moving from the global to molecular scales. In light of the COP21 commitments to limit warming to less than 2 °C, we extend the remit of this study to include the key negative emissions technologies (NETs) of bioenergy with CCS (BECCS), and direct air capture (DAC). Cognisant of the non-technical barriers to deploying CCS, we reflect on recent experience from the UK's CCS commercialisation programme and consider the commercial and political barriers to the large-scale deployment of CCS.
