This paper identifies determinants of compliance with various types of national numerical fiscal rules. Based on 51 fiscal rules in 20 EU member states from 1995 to 2015, the analysis identifies determinants among specific rule characteristics and their fiscal frameworks, as well as their political, (socio-)economic and supranational environments. While the average compliance across all rules and countries is around 50%, compliance with rules constraining stock (rather than flow) variables, set out in coalitional agreements, as well as rules covering larger parts of general government finances is significantly higher. Furthermore, independent monitoring and enforcement bodies (issuing real-time alerts) turn out to be significantly associated with a higher probability of compliance. Several theories of the deficit bias of governments due to government fragmentation, decentralization and political budget cycles are also significant with regards to compliance with fiscal rules. However, neither the economic environment or business cycle, nor forecast errors (except for an unexpectedly higher primary balance) on average seem to play a significant role.

This study analyses the link between fiscal frameworks and their budgetary impact. We look at different features of national numerical fiscal rules in combination with fiscal councils and medium-term budgeting frameworks. We construct our own time-varying dataset for national fiscal frameworks for the period 1990-2012 covering all 27 EU Member States and estimate a dynamic panel on aggregate and disaggregated fiscal policy variables. We find strong support that numerical fiscal rules help to improve the primary balance, and that the budgetary impact can be further strengthened when supported by independent fiscal councils and an effective medium-term budgeting framework.

Germany introduced a new fiscal rule, the 'debt brake', after the Global Financial Crisis and since then experienced a strong decline in its public debt to GDP ratio until the coronavirus pandemic struck. The past ten years and the reaction to the current crisis in Germany illustrate the intended effects of fiscal rules very well. Debt ratios are reduced during normal economic times, such that fiscal policy can forcefully counteract a severe crisis. Escape clauses are therefore an essential part of the design of fiscal rules. Much of the success of fiscal rules depends on the public and political acceptance of the fiscal rules and thus high political costs of not complying with them. Furthermore, the design and framework of the rules among others by restricting cyclically adjusted figures and a strong legal anchoring are important. It will be important for Germany and other economies to repeat the reduction in the debt to GDP ratio in order to be prepared for the next unexpected crisis. This also means improving the design and framework of fiscal rules, e.g., by making the cyclical adjustment less uncertain and susceptible to revisions, improving the transparency of fiscal policy and rule compliance, as well as discussing as to how fiscal rules can contribute to improving the quality of public finances. However, an abolishment of fiscal rules would hamper the ability of fiscal policy to cope with the long-term challenges and to prepare for unexpected short-term challenges.

Die Corona-Krise hat die deutsche Wirtschaft in die tiefste Rezession seit dem Zweiten Weltkrieg gestürzt. Aufgrund der weltweiten Verbreitung sind Lieferketten gestört und der internationale Handel erheblich beeinträchtigt, was die exportabhängige deutsche Wirtschaft besonders stark trifft. Das von der Bundesregierung aufgelegte Programm zur Stützung der Wirtschaft wird von den Autoren in vielen Punkten kritisiert. Einige bewerten vor allem die temporäre Senkung der Umsatzsteuer als eine Maßnahme nach dem Gießkannenprinzip mit geringem Konjunkturimpuls. Sie sehen vor allem die Unternehmen als Leidtragende und Impulsgeber für eine Rückkehr zu einem Wachstum auf Vorkrisen-Niveau. Sie schlagen eine Verbesserung des steuerlichen Umgangs mit Verlusten und eine Senkung der Ertragsteuern vor. Andere legen den Schwerpunkt auf öffentliche Investitionen als Wachstumsmotor und fordern Zukunftsinvestitionen für eine innovative, digitale und klimaneutrale Wirtschaft.

Es gibt öffentliche Investitionsbedarfe in Deutschland, etwa zur Bewältigung des Strukturwandels, im Rahmen der Klimapolitik oder der öffentlichen Infrastruktur. Deren genaue Höhe ist jedoch äußerst unsicher. Einer Erhöhung der Investitionen stehen die ausgelasteten Kapazitäten in der Bauwirtschaft und den Planungsämtern, kommunale Finanzprobleme sowie Regulierungen und lange Verfahrensdauern entgegen. Die sprunghafte Erhöhung der Investitionsausgaben in künftigen Haushaltsplänen durch eine Änderung oder Umgehung der Schuldenbremse dürfte nicht zu entsprechend höheren realen Investitionen führen. Vielmehr ist davon auszugehen, dass wie in den vergangenen Jahren die Preise steigen und überschüssige Mittel von einem ins nächste Jahr verschoben werden. Die Schuldenbremse bietet derzeit genug Spielräume für eine schrittweise Steigerung der Investitionen, die angesichts der Hindernisse und Unsicherheiten angezeigt ist. Die Änderung oder Umgehung der Schuldenbremse ist in der Diskussion um öffentliche Investitionen derzeit fehlplatziert. Vielmehr besteht die Gefahr, die Glaubwürdigkeit der europäischen Fiskalregeln aufs Spiel zu setzen, die für das Funktionieren der Europäischen Währungsunion und die unabhängige Geldpolitik notwendig sind.

This study presents a new firm- and project-level dataset containing data on over two million projects co-funded by the EU structural and cohesion funds in 25 EU member states during the programming period 2007-2013. Information on individual beneficiary firms and institutions is linked with business data of Bureau van Dijk's ORBIS database. Moreover, text mining techniques are applied to categorise the EU cohesion policy projects into fifteen thematic categories. Stylised facts reveal substantial regional heterogeneity in the distribution of funds to certain projects and beneficiaries (with respect to their size or industry). Furthermore, regional funds distribution differs across less developed and higher-income as well as urban and rural regions. In an econometric analysis, we control for project and firm characteristics that we expect to determine the single project's value, which is confirmed by the results. Nevertheless, there remains unexplained variation in individual project volumes, which differs systematically across countries.

This study introduces a new firm-level dataset containing over two million projects co-funded by the European Union's (EU) structural and Cohesion funds in 25 EU member states in the multi-annual financial framework 2007-2013. Information on individual beneficiary firms and institutions published by regional authorities is linked with business data from Bureau van Dijk's ORBIS database. Moreover, we show how modern text mining techniques can be used to categorise EU funded projects into fifteen thematic categories proposed by the European Commission. A first analysis of the dataset reveals substantial heterogeneity of beneficiaries and projects across and within countries. While in the majority of lagging regions the largest project expenditure is dedicated to transportation and energy infrastructure, in most other regions the major part is assigned to innovation and technological development as well as business (including SME) support. In an econometric analysis we control for project and firm characteristics and find that the highest single project values are associated with older beneficiary firms that are larger in size. Furthermore, the projects with topmost expenditure are carried out in Dutch and British regions.

This paper investigates whether preference-based (empirical) power indices differ significantly from their preference-free (theoretical) counterparts. Drawing on the most comprehensive sample of EU Council votes to date (1993-2011), we use item-response models to estimate the EU27 member states' preferences (ideal points) in a one-dimensional policy space. Their posterior distributions are then used for the calculation of empirical versions of the Banzhaf and the Shapley-Shubik index, invoking the concepts of connected coalitions and bloc voting. Our ideal point estimates indicate significant differences between member states' preferences, which often translate into significant differences between empirical and theoretical power under individual voting. However, the formation of voting blocs appears to offset differences in countries' ideal points as the bloc size grows. This result does not hold up for the Shapley-Shubik index, whose empirical variants differ from the theoretical one, both under individual and bloc voting. [Copyright Elsevier B.V.]

Bisher war die Partnerschaft mit Frankreich durch häufig unterschiedliche Vorstellungen über Governance-Modelle geprägt. Auf die EU bezogen wird die Risikoteilung als französisches Prinzip betrachtet und die Marktdisziplin als deutscher Ansatz. Kürzlich hat eine Gruppe prominenter deutscher und französischer Experten einen Bericht vorgelegt, in dem beide Prinzipien verbunden werden. The two countries constitute the core of the European Union. But a strong partnership must be based on strong economic performance and social cohesion. The French economy is generally regarded as weak, but it seems that the German economic results are overrated. Regarding the EMU, a Franco-German expert group recently published a report in which they try to combine the French and German philosophies on governance: risk-sharing or collective insurance (identified as the French view) and a combination of rules and market discipline that ensure 'sound' domestic policies (identified as the German view).
