Recently, government intends to build a well-organized management in all governmen- tal divisions. Financial management given to all of them must reflect the well-organized and accountable management. To gain this government need to respond to the program application of institutional accounting system as a means to exhibits financial transpar- ency and responsibility toward society. The role of management is very important in its implementation; that is to maintain report accuracy, which is responsive, communicative, accountable, and transparent, which will create a good governmental management.

This research is a qualitative research that uses an ethnomethodology approach to study the preservation of Osing culture in Banyuwangi in academic texts. At present, the Government of Banyuwangi packs a variety of indigenous cultures and cultures in an event known as Banyuwangi Festival, an event that invites both domestic and foreign audiences. Meanwhile, cultural actors with all the limitations of their funds are trying to maintain the indigenous culture that has taken root in their village by establishing a cultural studio that is funded independently. Local companies have mostly channeled social responsibility funds but not in the form of social culture. The results of this study which was also the result of the Focus Discussion Group (FGD) forum were agreed that local companies would channel cultural CSR funds by providing direct guidance to cultural actors or cultural studio owners. As the implementation of the policy, the agreement is then stated in the academic text sheet.

Purpose: The purpose of this research is to optimize the creative industry through the development of a triple helix model that connects universities, industry, and government. Design/methodology/approach: The method used is an ethnographic approach starting from the collection of literature sources and supported by field data. Findings: The results showed that batik entrepreneurs in Lumajang district, apart from preserving culture, were also used to improve the economy of the surrounding community. The batik culture is in the form of regional motifs such as the batik motif of the great banana, sand, and semeru mountain which are applied to the cloth with the batik process which will later be used as uniforms for the Lumajang Regency Government. Increasing the capacity of batik craftsmen also needs improvement through training activities. Research limitations/implications: This research is limited to bamboo craftsmen in Papring Banyuwangi. Practical implications: This research can be used as input for stakeholders to be used as a reference in optimizing the creative industry. Batik is one of the characteristics of Indonesia as a form of cultural heritage. Batik has developed and has given birth to various types and patterns of batik that are unique to each region. Batik has become the main focus of several researchers in recent years. One area that continues to strive to preserve its regional culture is in Kampoeng Batara, Papring Environment, Banyuwangi. The purpose of this research is to improve the economy of the Papring Banyuwangi environmental community through training and mentoring of typical Batik Papring Banyuwangi. The method used is a qualitative approach. Data were obtained from interviews with 15 trainees. The indicators used are knowledge, understanding, stamping skills, coloring skills, and creativity. The results show that there is an increase in the economy of the Banyuwangi Papring community through training and mentoring of typical Batik Papring Banyuwangi. The high public interest in batik production is indicated by an increase in sales within 1 month of more than 100 pieces. In addition, the form of improving the ability of the community participating in batik training has been achieved from the results of the assessment before and after the training. Efforts to preserve Banyuwangi culture through batik have been achieved and are able to improve the mindset of the community to continue to preserve their culture.
