A "STRATEGIC COMPASS" OF THE EUROPEAN UNION. STRENGTHENED SECURITY AND MORE EFFECTIVE DEFENSE OF THE EUROPEAN UNION – THE PLAN OF ACTION UNTIL 2030
The article focuses on the analysis of A Strategic Compass for Security and Defence of European Union adopted on March 2022 with the perspective of its implementation over the next 5-10 years. The return of war in Europe due to Russia's aggression against the sovereign Ukrainian state accelerated the start of an intense debate in the EU on building common military defense capabilities of the EU member states and strengthening the issue of defending its interests. The EU must develop it to act independently and must draw conclusions from recent crises by reducing "critical dependencies." Can the Strategic Compass become a response to threats in the new constellation of forces in the international order and thus a real project for building its own strategic power projection in international relations? The expansion of military component of the implementation of security policy should achieve an equivalent level of intervention in relation to the economic and civilian activities implemented so far as a comprehensive EU approach to responding to external conflicts and crisis challenges of the modern world. Should the EU be a global military power? The EU's four main priority activities within its "strategic compass" were analyzed in detail: acting, securing, investing, partnership with NATO and the UN and with the countries of the global South; the EU's security in the context of China and Russia; the "Strategic Compass"; and the EU's taking greater responsibility for its own security and defense on a regional and global scale.
Publikacja recenzowana / Peer-reviewed publication ; Zasadniczym celem artykułu jest próba zaprezentowania dotychczasowych procesów i etapów tworzenia WPBiO UE i nakreślenie możliwych szans jej przyszłego rozwoju. Ponadto gruntownie przeanalizowane zostały możliwości realizacji postanowień opublikowanej w lipcu 2016 r. najnowszej "Globalnej Strategii Polityki Zagranicznej i Bezpieczeństwa UE" oraz jej implikacje w kontekście m.in. procesu wyjścia z UE Wielkiej Brytanii (Brexit), oddziaływania zagrożeń płynących z szeroko pojętego obszaru sąsiedztwa UE oraz uwzględniającym rozszerzone pojęcie bezpieczeństwa międzynarodowego. Dodatkowo autor omawia m.in. kwestię ewentualnego powstania wspólnej siły militarnej Unii Europejskiej, jako zintegrowanych jednostek zbrojnych państw członkowskich UE w ramach sektorowo konsolidującej się "armii europejskiej". ; This article looks closely at CDSP: what it is, what it came from and how it will and should work for the European Union. It will examine the 2016 EU Global Strategy that lays out the strategy for the CSDP, while the Lisbon Treaty clarifies the institutional aspects and strengthens the role of the European Parliament. The CSDP has recently undergone major strategic and operational changes while taking into account Brexit's security implications. It is continuing to evolve to meet security challenges and demand for increased EU responses in the constantly changing security environment where irregular and hybrid threats grow. To improve rapid response capabilities an integrated defence structure could and should result in building of a common European army in the near future.

Publikacja recenzowana / Peer-reviewed publication ; The article aims to present the stand of relationship between Germany and Poland in context of changes that took place in the EU Common Foreign, Security and Defense Policy and New East Policy of Germany and Germany's Russia policy deeply infl uence threw aggressive Russian policy agents Ukraine and adders postsoviet countries. Author also analyses Poland's "resets" with Germany and Russia and interested in changing German-Russian relationship in the future. German see Russia as a partner due to its global role while Poles see it as a partner due to its geographic proximity and needs to stabilize the region. While Germans do not see Russia as a direct threat Poles understand why Ukraine, Belarus, and the Caucasus see it as a threat. Poland and Germany has consistently supported the strengthening of cooperation between member states within Common Foreign, Security and Defense Policy of the European Union with an aim of making this international organization gain a status of the key player in the international politics in the future.

The aim of this article is to analyse the global and European foreign, security and defence policies of the Federal Republic of Germany and their implications for the broad international environment of Germany. Special attention is paid to the issues of Germany's emancipation in the international order after the end of the East-West conflict, when it became clear that the regional conflicts and their transnational impact gained a new and multidimensional character for the German security policy. Given this evolution of the international system, Germany has gradually changed its former foreign and security policies. The state currently intends to take greater responsibility for international politics, which translates into a simultaneous increase in its political and economic power in the international arena. This new global role of the Federal Republic of Germany is manifested by the so-called White Paper on German Security Policy and the Future of the Bundeswehr approved on 13 July 2016. This document presents primarily the hierarchy of threats in today's world, their definitions and attempts to neutralize them in compliance with German interests. Instruments to ensure a smooth achievement of this goal include the modernization of the German armed forces, the creation of intervention troops and their participation in multinational military operations conducted by NATO and the European Union.

After obtaining full sovereignty in the years 1989/1990 Poland had long time no influence on the design of the security and defense policy of the European Union. Initially skeptical, Poland supports today the ESDP active. Poland participates in the EU rapid intervention force and participates in civil-military vehicle use. The objective of Poland is to realize the division of responsibilities between the ESDP, which is to serve the conflict resolution, and NATO as an instrument of collective military defense.
