AbstractCivilians play an increasingly important and complex role in armed conflicts, both as victims and as perpetrators. While this overall trend towards 'civilianization' encompasses all types of present-day conflicts, it is twofold: it takes on a very different nature in high-technology warfare than in the context of low-technology combats that are typical of many civil wars. This article explores these two trends, shows how they merge in asymmetric warfare and outlines key implications for international stabilization and state-building efforts. The present-day conflict landscape is presented from a security policy point of view, placing the ongoing debates on the civilian participation in hostilities in a broader strategic context.

The result of a long collaboration between a Kenyan-Somali mediator and a Swiss scholar-practitioner, Mediation and Governance in Fragile Contexts introduces an innovative, practical approach to resolving an enduring issue: How can conflicts be resolved in polarized societies? This approach breaks out of the insider/outsider dichotomy to develop a framework for achieving peace in the most challenging of contexts—a framework that unites outsider perspectives on mediation methodology with the rich experiences and reflections that only local peace practitioners can provide. The authors lay out the framework step by step, present case studies that show it in action, and clarify how local peace and security structures can act as a bridge between short-term mediation and long-term state-building efforts around the world.

Policy-makers are increasingly concerned about the impact of climate variability and change on the health of vulnerable populations. Variations and trends in climatic factors and extreme weather events impact many health outcomes, including malaria, heat stress and undernutrition. Climate Information for Public Health Action is based on the premise that climate knowledge and information can help protect the public from climate-sensitive health risks. With a focus on infectious disease, hydro-meteorological disasters and nutrition, the book explores why, when and how data on the historical, current and future (from days to decades) climate can be incorporated into health decision-making. Created as a collaborative effort between climate and health experts, this book targets a broad technical public health community, alongside development practitioners and policy-makers engaged in climate change adaptation. It may also guide climate experts in the development of climate services tailored to health needs. Written in an accessible, informative style, while maintaining the highest technical and scientific standards, it will also be a valuable resource for students and academics studying and working in the emerging field of environment and health.
Globally, 2.01 billion tonnes of municipal solid waste (MSW) were generated in 2016, about 37% of which was disposed of into landfills. This study evaluates the environmental and financial viability of producing ethanol from autoclaved MSW via fermentation. Experimental screening of four different microorganisms (i.e., S. cerevisiae, Z. mobilis, E. coli, and S. pombe) and process modelling indicate that MSW-derived ethanol can significantly reduce greenhouse gas emissions relative to gasoline (84% reduction following EU Renewable Energy Directive accounting methodology, and by 156–231% reduction following the US Energy Independence and Security Act methodology). Utilisation of wastes for biofuel production in the UK benefits from policy support and financial support for renewable fuels (Renewable Transport Fuel Certificates). Financial analysis highlights that microorganisms achieving higher ethanol yield and productivity (S. cerevisiae and Z. mobilis) can achieve financial viability with higher cumulative net present value than E. coli, S. pombe. However, the positive net present value can be achieved primarily due to the benefit of gate fees received by diverting wastes to autoclave and ethanol production (64% of total revenues), rather than from revenues from ethanol sales (7% of total revenues). Key process improvements must be achieved to improve the financial viability of ethanol production from MSW and deliver a clear advantage over waste incineration, specifically improving hydrolysis yield, reducing enzyme loading rate and, to a lesser extent, increasing solid loading rate. The results provide significant insights into the role of policy and technology development to achieve viable waste-to-biofuel systems.

This article focuses on the dilemmas and trade-offs that third parties face when mediating violent political conflicts. Should they ignore human rights violations because pushing the issue could jeopardize relationships with political actors who grant access for humanitarian aid? Will bringing moderates and hardliners together help the peace process or radicalize moderate actors? What should dialogue facilitators do when the act of identifying non-mainstream groups to be included into dialogue increases division and polarization? The activity of peacemaking is inherently characterized by such process and strategy dilemmas where two equally compulsory imperatives seem not to be attainable at the same time. The article proposes a framework to break out of either-or thinking in these situations. We argue that: 1) making oneself aware of how a decision is perceived, and 2) systematically exploring a set of different strategies for creating new unexpected options helps to ease these decisions and avoid rotten compromises. The model reworks and combines existing problem-solving strategies to create a new explorative option generation approach to peacemaking dilemmas and trade-offs. Some of these strategies, such as sequencing and incrementalization, are already well-established in peacemaking. Others, such as compartmentalization and utilization, are rather unconsciously used. All identified strategies, however, are not yet systematically employed to manage third parties' own dilemmas and trade-offs. Under the suggested framework, these strategies can act in complement to synthesize creativity and strategic thinking with surprising ease. Using examples from the authors' peacemaking activities and observations in Myanmar, Thailand, and Ukraine, the article demonstrates the real-world benefits of the framework in terms of decision assessment and optional thinking.

This paper proposes a heat-wave definition for Bangladesh that could be used to trigger preparedness measures in a heat early warning system (HEWS) and explores the climate mechanisms associated with heat waves. A HEWS requires a definition of heat waves that is both related to human health outcomes and forecastable. No such definition has been developed for Bangladesh. Using a generalized additive regression model, a heat-wave definition is proposed that requires elevated minimum and maximum daily temperatures over the 95th percentile for 3 consecutive days, confirming the importance of nighttime conditions for health impacts. By this definition, death rates increase by about 20% during heat waves; this result can be used as an argument for public-health interventions to prevent heat-related deaths. Furthermore, predictability of these heat waves exists from weather to seasonal time scales, offering opportunities for a range of preparedness measures. Heat waves are associated with an absence of normal premonsoonal rainfall brought about by anomalously strong low-level westerly winds and weak southerlies, detectable up to approximately 10 days in advance. This circulation pattern occurs over a background of drier-than-normal conditions, with below-average soil moisture and precipitation throughout the heat-wave season from April to June. Low soil moisture increases the odds of heat-wave occurrence for 10–30 days, indicating that subseasonal forecasts of heat-wave risk may be possible by monitoring soil-moisture conditions.

Climate resilience is increasingly prioritized by international development agencies and national governments. However, current approaches to informing communities of future climate risk are problematic. The predominant focus on end-of-century projections neglects more pressing development concerns, which relate to the management of shorter-term risks and climate variability, and constitutes a substantial opportunity cost for the limited financial and human resources available to tackle development challenges. When a long-term view genuinely is relevant to decisionmaking, much of the information available is not fit for purpose. Climate model projections are able to capture many aspects of the climate system and so can be relied upon to guide mitigation plans and broad adaptation strategies, but the use of these models to guide local, practical adaptation actions is unwarranted. Climate models are unable to represent future conditions at the degree of spatial, temporal, and probabilistic precision with which projections are often provided, which gives a false impression of confidence to users of climate change information. In this article, we outline these issues, review their history, and provide a set of practical steps for both the development and climate scientist communities to consider. Solutions to mobilize the best available science include a focus on decision-relevant timescales, an increased role for model evaluation and expert judgment and the integration of climate variability into climate change services

Little has been documented about the benefits and impacts of the recent growth in climate services, despite a growing call to justify their value and stimulate investment. Regional Climate Outlook Forums (RCOFs), an integral part of the public and private enterprise of climate services, have been implemented over the last 20 years with the objectives of producing and disseminating seasonal climate forecasts to inform improved climate risk management and adaptation. In proposing guidance on how to measure the success of RCOFs, we offer three broad evaluative categories that are based on the primary stated goals of the RCOFs: 1) quality of the climate information used and developed at RCOFs; 2) legitimacy of RCOF processes focused on consensus forecasts, broad user engagement, and capacity building; and 3) usability of the climate information produced at RCOFs. Evaluating the quality of information relies largely on quantitative measures and statistical techniques that are standardized and transferrable, but assessing the RCOF processes and perceived usability of RCOF products will necessitate a combination of quantitative and qualitative social science methods that are sensitive to highly variable regional contexts. As RCOFs have taken up different formats and procedures to adapt to diverse institutional and political settings and varied technical and scientific capacities, objective evaluation methods adopted should align with the goals and intent of the evaluation and be performed in a participatory, coproduction manner where producers and users of climate services together design the evaluation metrics and processes. To fully capture the potential benefits of the RCOFs, it may be necessary to adjust or recalibrate the goals of these forums to better fit the evolving landscape of climate services development, needs, and provision.

There is growing awareness among governments, businesses, and the general public of risks arising from changes to our climate on time scales from months through to decades. Some climatic changes could be unprecedented in their harmful socioeconomic impacts, while others with adequate forewarning and planning could offer benefits. There is therefore a pressing need for decision-makers, including policy-makers, to have access to and to use high-quality, accessible, relevant, and credible climate information about the past, present, and future to help make better-informed decisions and policies. We refer to the provision and use of such information as climate services. Established programs of research and operational activities are improving observations and climate monitoring, our understanding of climate processes, climate variability and change, and predictions and projections of the future climate. Delivering climate information (including data and knowledge) in a way that is usable and useful for decision-makers has had less attention, and society has yet to optimally benefit from the available information. While weather services routinely help weather-sensitive decision-making, similar services for decisions on longer time scales are less well established. Many organizations are now actively developing climate services, and a growing number of decision-makers are keen to benefit from such services. This article describes progress made over the past decade developing, delivering, and using climate services, in particular from the worldwide effort galvanizing around the Global Framework for Climate Services under the coordination of UN agencies. The article highlights challenges in making further progress and proposes potential new directions to address such challenges.
