The historical period after the beginning of the global economic crisis has accelerated the transformation of the Balkan subsystem of the European system of international relations. In a strategic sense, the European Union faces a complex dilemma: to Europeanize the Balkans, or to risk the balkanization of Europe. The European Union, together with the United States, has overcome the scenario of European balkanization. Symbols for this were the completion of the process of joining NATO Albania, Montenegro, and Macedonia. It is critically important to overcome the conflict between Serbia and Kosovo. Russia is trying to maintain its influence in Serbia, which remains the last Russian outpost in the Balkans. Serbian society remains divided into a liberal pro-European segment focused on European and Euro-Atlantic integration, and a nationalist segment that hopes to reestablish the "Great Serbia" project on the verge of the 21st century. The peace in the Balkans can only bring the completion of the process of including this region into the system of European and Euro-Atlantic integration. ; Історичний період після початку світової економічної кризи прискорив процес трансформації балканської підсистеми європейської системи міжнародних відносин. В стратегічному сенсі Європейський Союз постав перед складною дилемою: європеїзуватиБалкани або ризикувати балканізацією Європи. ЄС разом зі США подолав сценарій балканізації Європи. Символами цього стало завершення процесу вступу до НАТО Албанії, Чорногорії та Македонії. Критично важливим є подолання конфлікту між Сербією і Косово. Росія намагається зберегти свій вплив у Сербії, яка залишається останнім російським форпостом на Балканах. Сербське суспільство залишається поділеним на ліберальний проєвропейський сегмент, орієнтований на європейську і євроатлантичну інтеграцію, і націоналістичний, який сподівається відновити загиблий на межі ХХІ ст. проект «Великої Сербії». Мир на Балкани може принести тільки завершення процесу включення цього регіону у систему європейської та євроатлантичної інтеграції.

The article highlights the political renaissance of European right-wing populist skeptics in most countries of the European Union. These political parties to the global economic crisis in 2008, when the process of European integration was on the rise, remained on the margins of politics. The crisis of the liberal model of globalization, the influx of refugees from crisis areas of conflict in the Middle East and North Africa, increased social contradictions reanimated populist right-wing ideology. This socio-political response to this reality has pushed the popularity of far-right nationalist political forces in most Central European countries. In terms of ideology classification of these political forces are represented as populists "left" orientation (the French "National Front") and "right" populists (the party "Alternative for Germany"). This fact confirms the erosion of traditional ideological markers in politics and the crisis of determining its strategy and tactics. ; У статті висвітлюється політичний ренесанс європейських правих популістських скептиків у більшості країн-членів Європейського Союзу. Зазначені політичні партії до світової економічної кризи 2008р., коли процес європейської інтеграції перебував на підйомі, залишались на маргінесі політики. Криза ліберальної моделі глобалізації, наплив біженців із кризових зон конфліктів на Близькому Сході та в Північній Африці, посилення соціальних протиріч реанімували ідеологію правих популістів. Соціально-політична реакція на цю реальність сприяла популярності ультраправих націоналістичних політичних сил у більшості центральноєвропейських країн. З погляду класифікації цієї ідеології зазначені політичні сили представлені як популістами «лівої» орієнтації (французький «Національний фронт»), так і «правими» популістами (партія «Альтернатива для Німеччини»). Цей факт засвідчує розмивання традиційних ідеологічних маркерів в політиці та кризу визначення її стратегії і тактики.

The article considers the two vectors of the European integration process: closer integration among the EU member states and regionalization of the EU countries according to the criteria of close neighbourhood or deep cooperation. The author traces development trends of regional cooperation of the EU member states at different stages of development of international relations i.e. the impact of the EU enlargement on regionalization process, competition and confrontation with Russia, the complications in the field of European integration due to the negative outcome of the Dutch referendum on ratification of the Association Agreement between the EU and Ukraine, as well as the British referendum on withdrawal from the EU. It is stressed that the interregional cooperation is particularly important at this critical stage of European integration. ; У статті розглядаються два вектори європейського інтеграційного процесу: тісніша інтеграція країн-членів Євросоюзу та регіоналізація країн ЄС відповідно до критеріїв близького сусідства або поглибленого співробітництва. Автор прослідковує тенденції розвитку регіональної співпраці країн-членів ЄС в умовах різних етапів розвитку сучасних міжнародних відносин. Мова йде про вплив на процес регіоналізації розширення ЄС, конкуренції і конфронтації із Росією, ускладнень процесу європейської інтеграції внаслідок негативного результату нідерландського референдуму щодо ратифікації Угоди про асоціацію між ЄС та Україною, а також британського референдуму про вихід із ЄС. Наголошується на тому, що особливо важливою є міжрегіональна співпраця в структурі Євросоюзу на нинішньому кризовому етапі розвитку процесу європейської інтеграції.
