Abstract
The development of the lifelong education system is one of the most important areas of educational activity, which implies the continuity of processes in the systems of preschool, general secondary, primary, secondary, higher, postgraduate and additional professional education. The effectiveness and the possibility of educational activities are determined by the interconnections between the various stages of the innovation cycle, producers and consumers of services; firms, market, government and other social partners. Continuing education can be seen as part of a lifelong learning concept. Continuing education is not just a pedagogical system, characterized by certain structural features, functional relationships and teaching technologies, but also a specific component of the whole society. It becomes continuous, connected with life, and not just final, prescribed to a person during his studies at school, secondary school or university. The development of the lifelong education system allows creating all the necessary conditions to ensure the response of the education system to the dynamically changing needs of the individual, society, and the economy. In addition, many scientists note that the continuing education system plays an important role in the formation of personnel for the innovative development of Russian regions. The development of the lifelong education system is aimed at supporting the competent development of the individual, at implementing the concept of developing education. A competency-based approach to education creates all the necessary conditions for the diverse development of the individual, the formation of competencies and personal qualities that allow effective action in various life situations. The concept of lifelong education is based on the principles of continuity, flexibility, fast dynamics associated with changing needs in the labor market, for the implementation of education "not FOR life, but THROUGH life". The article is devoted to the problem of implementation of continuing education in Russia and its impact on the quality of education in our country.

The authors analyze the development of the German mass media over the 30-year period of the existence of the united country, outline the main trends, and identify the features and prospects for the German's mass media development as the crucial institution of a modern democratic society. The context of the transformation of the modern media space seems relevant in scientific and practical terms.

The intensive development of information technologies has led to the need to study the problems of the influence of Internet communications on political processes in the state, in particular, experts say that modern society is at the stage of active introduction and use of Internet technologies in the political process both at the international and national levels, so political actors are forced to adapt to the requirements and principles interactions in the Internet space; also, the Internet, having become one of the forms of political communication, makes it necessary to determine the optimal ways of its practical application and functioning in the state process, which will contribute to the establishment of an active dialogue between the public and the authorities. Chinese government circles, realizing the need to maintain parity with Western countries, contribute to the active development and improvement of their own cyber tools that can both maintain the integrity of the Chinese information infrastructure and actively interact with the world community.

The objective of the research is to study the characteristics of leisure activities of young people in self-isolated conditions during the coronavirus pandemic. As a research method, the authors use an online survey that allowed them to more effectively visualize the features of leisure activities and the peculiarities of their regulation among self-isolated students. The article also considers the leisure strategies of young people in conditions of self-isolation and social fortune. The novelty of the research lies in the fact that the hierarchy of leisure preferences of young people was studied for the first time during the period of self-isolation. It is concluded that the leisure practices of young people are identified by the regular use of the Internet, instead of the use of sports or any other practice. The priority areas of the Internet application are: study and communication, reading books and consulting news. In addition, there is the ability to communicate on social networks, search for video and audio recordings and games on the network. Preferred game genres are shown to be multiplatform simulators and strategies.
