"This timely book explores how Northern European countries have sought to balance their welfare states with increased levels of migration from low-income countries outside the EU. Using case studies of the Netherlands, Germany, Denmark, and Sweden, leading scholars analyse the varying approaches to this so-called 'progressive dilemma'. Providing an in-depth analysis of the relationship between public policies and the flow of migrants into these Northern European states, the book considers which destination-country policies most attract asylum seekers and other migrants. Chapters explore how the four states have responded to increased levels of immigration, examining their handling of issues related to integrating admitted applicants into the labour market, educating the children of immigrants, and naturalisation. The book explores the ways in which social cohesion can be established and undermined. It examines the US and UK, where social cohesion declined in the latter part of the 20th century, and Sweden and Denmark, where social cohesion increased, and puts forward a social constructivist explanation for this shift.

AbstractThis article describes how contemporary publics think about the nation along Kohn's classic distinction between 'civic' and 'ethnic' nationalism. The article makes three contributes to the existing literature. Firstly, it introduces a new statistical tool, multi‐classification analysis, to establish and analyse the two‐dimensional structure found in this and previous studies. Secondly, it derives at an alternative interpretation, with a first dimension distinguishing the level of mobilization of nationalist attitudes and a second dimension distinguishing the relative emphasis given to civic and ethnic elements. Thirdly, it demonstrates how this set‐up can be used to describe differences within countries, across countries and across time using all three rounds of International Social Survey Programme data on national identity. The descriptions demonstrate a move towards mobilized ethnic nationalism in Eastern Europe, while a stable non‐mobilized civic nationalism prevails in many West European countries, despite the rise of new right‐wing parties.

The acceptance of income differences varies across countries. This article suggests belief in three narratives of modernity to account for this: the "tunnel effect," related to perceptions of generational mobility; the "procedural justice effect," related to the perceived fairness in the process of getting ahead; and the "middle-class effect," related to perceptions of the social structure of society. The importance of the suggested narratives is tested by means of the International Social Survey Program (ISSP) 2009 module, which includes 38 countries. The finding is that belief in the three narratives can account for a considerable part of the cross-national variation. Beliefs in procedural justice and the existence of a middle-class society clearly go together with high acceptance of current income differences, while the "tunnel effect" is more complex. In general, belief in generational mobility goes together with acceptance of current income differences. But personal experience of such upward social mobility actually lowers acceptance of current income differences, especially if overall generational mobility in society is believed to be backward. The framework explains most country-cases, which points to the existence of general patterns. But the models also indicate that the Philippines, and to a lesser extent the US and France, are special cases.
