In the article the problem of interaction of the authorities and NGOs as an indispensable factor of civil society formation in Ukraine is raised. At the same time the author conducts research of the methodological position, taking into account that the notion of "civil society" characterizes a quality state of society as a whole in terms of its self-organization, the degree of democracy development, realization of rights and freedoms of the person as a citizen.
The author determines changes in the attitude of Ukraine's economically active population to business, as well as the level of its readiness to business. The structure of stimulating motives to the economic activity in the sphere of business and small enterprise is analyzed, and the social opinion of the population's able-bodied part as for the perspectives of the development of business in Ukraine is determined.
The author analyzes the state of realization of the state's youth policy in countries of the CIS on the modern stage. The main attention is given not so much to the results of its realization and the problems of socialization of the young generation, as to which legislative normative base acts now in the post-Soviet countries and which executive power bodies are established with the purpose to realize the state's youth policy. The comparative analysis allows one to see the position of Ukraine in this sphere.
The author considers the problem of the readiness of youth to the development of a public society as an important condition of the political and economic development of Ukraine, by applying the methodological positions which are based on that the public society is not only an institutional phenomenon, and characterizes the qualitative state of the society on the whole from the viewpoint of its self-organization, degree of the development of democracy, and realization of rights and freedoms of a person as a citizen.
