The Forest Stewardship Council (FSCJ label is one of t he most robust and widely accepted standards aimed at assessing long-term sustainable forest management worldwide. Through audits, accredited certification bodies assess the level or conformity of a company's performance against the standard to grant or not the certificate on behalf of the FSC. In this paper, we assess the scope auditors have to shape the implementation of the FSC standard in Brazil. Our work is based on the analysis of certification bodies· rules and of 250 full assessment and annual audit reports covering the period 2005-2017. including native and plantations reports. All reports were publicly available on FSC database. The analysis was completed with interviews with key informants. We show that most indicators of the Brazilian FSC standard leave no scope for interpretation. However, companies are certified and re-certified with a significant number of minor non-conformance with social, legal and environmental indicators. We conclude that some indicators are too broad and need to be clarified. Also, conformity with some indicators depends on actions from governments. The development of new national standards is an opportunity to limit the risks of interpretation of indicators. The updating of standards is also an opportunity to clarify the role of public policies in respect of specific indicators. States wishing to promote FSC certification could seize this opportunity to identify what improvements are needed in the functioning of their institutions and public policies.

This new version should be used to update national standards. This issue of Perspective proposes recommendations for drafting these new national standards and reviewing certain audit procedures. The study's recommendations are illustrated with specific cases in Brazil, Indonesia and the countries of the Congo Basin. Indicators for the new national standards need to minimise any scope for interpretation during certification audits. Audits should no longer accept recurrence of the same non-conformities, even when these issues are minor. With Gabon announcing in September 2018 the obligation to obtain FSC certification in order to allocate or maintain forest concessions from 2020 onwards, it is important to reduce existing weaknesses in this certification.

Nous analysons les effets de la certification Forest Stewardship Council sur les communautés forestières au Brésil, en tenant compte des dynamiques sociales et institutionnelles préexistantes. Nos enquêtes montrent que l'adoption de la certification forestière par les petits exploitants peut apparaître plutôt rentable à court terme. Cependant, une mauvaise articulation entre cette régulation privée et les institutions publiques existantes rend ce dispositif difficilement soutenable à long terme.

Dans l'État du Pará, 60 % des forêts destinées à l'aménagement sont des forêts paysannes. Les concessions forestières d'entreprise ne pourront fournir au mieux que la moitié de la consommation actuelle. À quelques exceptions près, les communautés traditionnelles et les familles paysannes n'ont ni l'expérience technique ni la capacité économique pour conduire l'exploitation commerciale des bois : l'aménagement est réalisé par le biais d'accords avec une entreprise, selon différentes modalités. Dans ce contexte, les contrats entre communautés et entreprise sont de nature très variée et aboutissent au contrôle total par les entreprises privées de toutes les opérations, du plan d'aménagement à l'exploitation. Les politiques publiques et la législation forestière cherchent aujourd'hui à améliorer les capacités des communautés locales à défendre leurs intérêts dans le cadre de tels partenariats. Cette étude analyse le cadre financier de l'entreprise par rapport à l'organisation paysanne pour son exécution, et les éléments clés qui permettent un meilleur contrôle : les inventaires pré- exploitation, la diversification de la production de bois d'oeuvre et de produits forestiers non ligneux, la commercialisation, le suivi et le contrôle des opérations d'exploitation. Il est proposé des pistes de politiques publiques qui doivent aider à la diffusion de l'aménagement paysan dans différentes contextes fonciers : unités de conservation et forêts de production, périmètres de colonisation agricole. L'article discute des modalités d'action et d'implantation d'un service public d'assistance technique et financière au profit des agriculteurs et des communautés. Le potentiel de l'intégration de la gestion forestière au sein des systèmes de production paysans est discuté dans le cadre du débat actuel de réforme du code forestier.

This project provides tools and knowledge to support local public and private actors in the transition towards more sustainable agricultural production (beef, milk, grains, timber, pepper, fruits,etc.), and natural resources conservation, through enhanced landscape governance in the "Green Municipality" of Paragominas, State of Pará, in the Brazilian Amazon. This research will foster innovative partnerships between the public and private spheres and help integrate production options within the cattle, timber and agricultural sectors, small and large farmers. Ultimately, this project aims to reduce deforestation and greenhouse gas emissions through the development of more intensive production and nutrient recycling. This project supports multi-stakeholder dialogue at municipal and state levels, also leading to greater social inclusion. Local multi-stakeholder platforms will receive data, analysis and options needed for more informed policy decision-making. The research will also facilitate knowledge exchange between local stakeholders and public agencies at state and federal levels, as well as business platforms supporting sustainability in the Brazilian Amazon.

The beef industry has been the main driver of deforestation in the Brazilian Amazon in the last 40 years. This situation has started to reverse in the last ten years, thanks to two agreements between the main meatpackers, NGOs and the government, in which the former commit to stop using any of their suppliers involved in illegal deforestation. The purpose of this contribution is to analyze the features of the main institutional arrangements that emerged aimed at guaranteeing that cattle suppliers do not cause further deforestation, their progress, and limits toward achieving those goals. Our analysis draws on a historical review of the events underpinning the process of building and adopting rules in the beef supply chain, complemented with information from semi-structured interviews with key stakeholders in the public and private sector, and civil society, in the main beef producing states in the Brazilian Amazon. We show that meatpacking companies' effective control of cattle ranchers only got underway with the implementation of more stringent and innovative public policies. More, the existing cattle agreements have enabled more progress towards eliminating deforestation but control only occurs over direct suppliers of the slaughterhouses, minimal law compliance is required, and the accountability mechanisms of the agreements are still weak. We discuss possible pathways to improve the effectiveness of existing commitments.
