This systematic review aimed to assess the effectiveness of pre-harvest interventions to control the main foodborne pathogens in pork in the European Union. A total of 1180 studies were retrieved from PubMed® and Web of Science for 15 pathogens identified as relevant in EFSA's scientific opinion on the public health hazards related to pork (2011). The study selection focused on controlled studies where a cause–effect could be attributed to the interventions tested, and their effectiveness could be inferred. Altogether, 52 studies published from 1983 to 2020 regarding Campylobacter spp., Clostridium perfringens, Methicillin-resistant Staphylococcus aureus, Mycobacterium avium, and Salmonella spp. were retained and analysed. Research was mostly focused on Salmonella (n = 43 studies). In-feed and/or water treatments, and vaccination were the most tested interventions and were, overall, successful. However, the previously agreed criteria for this systematic review excluded other effective interventions to control Salmonella and other pathogens, like Yersinia enterocolitica, which is one of the most relevant biological hazards in pork. Examples of such successful interventions are the Specific Pathogen Free herd principle, stamping out and repopulating with disease-free animals. Research on other pathogens (i.e., Hepatitis E, Trichinella spiralis and Toxoplasma gondii) was scarce, with publications focusing on epidemiology, risk factors and/or observational studies. Overall, high herd health coupled with good management and biosecurity were effective to control or prevent most foodborne pathogens in pork at the pre-harvest level.

AbstractHepatitis E virus (HEV) is a foodborne zoonotic pathogen and known as the causative agent of hepatitis E in humans. The specific role of porcine liver as a vehicle for human HEV infections has been highlighted in different studies. Nevertheless, gaps of knowledge still exist regarding possible HEV cross-contamination both at consumer and production level. Furthermore, people working in the food production industry, e.g. veterinarians and abattoir employees, are exposed to an increased risk of HEV infection. The aim of the present study was to investigate HEV cross-contamination on the surface of porcine liver in a German abattoir. The sample set included 250 samples of porcine liver parenchyma and the corresponding 250 superficial layer samples of the same livers, which were analyzed for the presence of HEV ribonucleic acid (RNA). Afterwards, the initial status of the tested liver parenchyma was compared with the occurrence of HEV RNA in the corresponding superficial layer. HEV RNA was detectable in 34% (85/250) of superficial layer samples, with 58% (49/85) of the samples originated from initially HEV negative livers. To our knowledge, this is the first study that provides an insight in the potential of HEV cross-contamination at abattoir level in Germany. Furthermore, it could be identified that the joint storage of livers in Euro meat containers has a significant impact on the presence of HEV RNA on the surface of porcine liver.

AbstractListeria (L.) monocytogenes as the cause of human listeriosis is widespread in the environment and a hazard considering food safety. Almost all animal species as well as humans can be asymptomatic carriers of this bacterium. In pigs, the tonsils are identified as the organ with the highest detection rate compared to other sample matrices. We sampled 430 pigs in total in two slaughterhouses in Northwest and East Germany, two structurally different and important regions in pig production, to re-examine pigs as a possible source of Listeria-contamination of pork products. We detected a low prevalence of L. monocytogenes in tonsil samples of 1.6% (7/430) on single animal level and of 11.6% (5/43) on herd level with no significant difference between the two German regions. Apart from L. monocytogenes, the usually non-pathogenic L. innocua had a prevalence of 1.2% (5/430) on single animal level. From 200 pigs from Northwest Germany, intestinal content samples were analysed in addition to tonsil samples from the same animals, but no positive sample was found for L. monocytogenes (0.0%, 0/200), while four pigs were positive for L. innocua (2.0%, 4/200). Although the prevalence of L. monocytogenes in tonsils is low, the risk of cross-contaminating meat with the pathogen is still given.

AbstractIn the highly automated processing in broiler abattoirs, some process steps reduce the bacterial counts and inactivate or remove pathogens, while others can lead to an increase. The present study compared the reduction of Enterobacteriaceae counts (EBCs) on breast skin samples in 3 broiler abattoirs using different scalding techniques: (A) conventional immersion scalding (360 s), (B) conventional immersion scalding with thermal treatment of the water (204 s), and (C) the AeroScalder® using hot, humid, saturated air as the scalding medium (360 s in air). In 3 commercial broiler abattoirs in Germany and The Netherlands, a total of 320 breast skin samples per abattoir (before and after scalding, after plucking, before and after chilling) and water samples from the scalders were taken and examined for EBC. After scalding, a significant EBC reduction by 0.7 log was determined only for the conventional immersion scalder (Abbatoir A); the reductions of the other 2 scalders were 0.1 log (Abattoir B) and 0.2 log (Abattoir C) and not statistically significant. The EBCs after scalding differed by up to 0.5 log cfu/g when the 3 scalders were compared, and these counts can be seen as similar. For all 3 abattoirs, the largest EBC reductions (p < 0.001) of 2.8 to 3.6 logs were found after plucking. Compared to the immersion scalders, EBCs in water samples were lowest in those taken from the AeroScalder®. Hence, we conclude that the conventional immersion scalders and the AeroScalder® reduced EBCs in a comparable manner. However, the greatest reductions in EBCs were seen after the plucking steps in the studied abattoirs, not after the scalding as such.

AbstractA practical and representative sampling method for microbiological examination of the slaughter process is useful for identifying abattoir-specific risk factors within the pig slaughter line. The aim of this study was to examine the suitability of an agar contact method (ACM), where the agar was homogenized before the microbiological processing, in comparison with the wet-dry double swabbing method (WDSM) for quantitative determination of total viable counts (TVC) on pig skin surfaces. In our experimental trial, pig skin pieces were artificially contaminated at 2 levels (3 log and 7 log cfu/ml) with a suspension of bacteria species commonly found on pig skin and cultivated in vitro. Within our field trial, pig carcasses were investigated at pre-chilling in an abattoir under standard processing conditions. For both sampling methods, TVC was determined, and statistical equivalence tests were calculated. Linear regression models showed the similarity of the sampling methods, with coefficient of determination (R2) > 90% and slope parameters of nearly 1 for both trials separately. Statistically significant equivalence between the 2 sampling methods was proven in both trials (with p < 0.0001 within an equivalence range of ± 0.5 log cfu/ml, respectively). The field trial revealed TVC on carcass surfaces sometimes at or below the lower detection limit for the ACM, while TVC from all carcasses were able to be determined by WDSM. Overall, low contamination levels were less reliably detectable by ACM than by WDSM. The ACM can be seen as an additional and suitable sampling procedure for pig skin and can contribute to the identification of abattoir specific risk factors for investigations of the hygienic status at process stages along the pig slaughter line.

After first detections of carbapenemase-producing Enterobacteriaceae (CPE) in animals, the European Union Reference Laboratory for Antimicrobial Resistance has provided a protocol for the isolation of carbapenemase-producing Escherichia (E.) coli from cecum content and meat. Up to now, only few isolates were recovered using this procedure. In our experience, the choice of the selective agar is important for the efficacy of the method. Currently, the use of the prevailing method fails to detect CPE that exhibit a low resistance against carbapenems. Thus, this study aims to evaluate the suitability of selective media with antibiotic supplements and commercial ChromID® CARBA agar for a reliable CPE detection. For comparative investigations, detection of freeze-dried carbapenemase-resistant bacteria was studied on different batches of the ChromID® CARBA agar as well as on MacConkey agar supplemented with 1 mg/L cefotaxime and 0.125 mg/L meropenem (McC+CTX+MEM). The suitability of the different media was assessed within a time of 25 weeks, starting at least six weeks before expiration of the media. Carbapenem-resistant isolates exhibiting a serine-based hydrolytic resistance mechanism (e.g., blaKPC genes) were consistently detected over 25 weeks on the different media. In contrast, carbapenemase producers with only slightly reduced susceptibility and exhibiting a zinc-catalyzed activity (e.g., blaVIM, blaNDM, and blaIMP) could only be cultivated on long-time expired ChromID® CARBA, but within the whole test period on McC+CTX+MEM. Thus, ChromID® CARBA agar appears to be not suitable for the detection of CPE with slightly increased minimum inhibitory concentrations (MIC) against carbapenems, which have been detected in German livestock and thus, are of main interest in the national monitoring programs. Background The traditional meat inspection system is often found to be inefficient. Meat inspection in European countries is in a phase of modernisation to reflect improvements in livestock health and advances in understanding meat safety. The key point of progress is to replace the traditional meat inspection with risk-based meat inspection, including the elements of a meat safety assurance system (MSAS). Scope and approach Modernisation of meat inspection was launched by the European Food Safety Authority's (EFSA) opinions and recommendations in the period 2011–2013 and consequent amendments to the EU meat inspection legislation in the period 2014–2019. For this study, the EU-funded RIBMINS COST Action conducted a comprehensive survey using an in-depth questionnaire to estimate the level of implementation of new risk-based meat inspection systems in Europe, stakeholders' confidence in the new systems and the main identified obstacles. Key findings and conclusions The implementation of new meat inspection systems is still ongoing, as they have been fully implemented in just 61%, 42% and 38% of the surveyed countries in the pig, bovine, and poultry sectors, respectively. The main identified obstacles are existing trade agreements with 3rd countries, costs of implementation, inadequate food chain information and resistance from meat inspectors. Improvement of all components of the current meat inspection systems is a prerequisite for further modernisation.

The traditional meat safety system has significantly contributed to public health protection throughout the last century. However, it has been recognised that this system suffers many flaws – the main being its limited ability to control the currently most important meat-borne hazards. The European Food Safety Authority evaluated meat inspection in the public health context, prioritised meat-borne hazards and proposed a generic framework for a new, risk-based meat safety assurance system. The proposed system aims to combine a range of preventive and control measures, applied at farms and abattoirs and integrated longitudinally, where official meat inspection is incorporated with producers' food safety management systems into a coherent whole. The modernisation process has recently started as a direct result of changes to relevant legislation in the European Union. Many challenges have been experienced while many opportunities are foreseen. More focus on targeted and risk-based inspection along the supply chain as well as use of new technologies may be a cost-effective and feasible way forward. Practical implementation of the system is expected to be a slow and careful process followed by thorough development, fine-tuning, and testing of practical feasibility and general impacts. Further progress that will lead to the full implementation is dependent on intensive research to fill knowledge gaps, enhance education and training and foster close collaboration of all the new system's stakeholders.

AbstractIn the EU, a post-mortem inspection of finishing pigs comprises visual inspections of the carcass and offal followed by additional examinations, such as palpation and incision of parts, when needed. Moreover, it can include various laboratory tests. Since European meat inspection is regulated by the EU, one may assume that post-mortem inspection is performed in the same way in the Member States. However, previous studies showed that variations exist. This article shows the results of a survey performed in September 2020 on how visual meat inspection of finishing pigs is applied in Europe. By using a questionnaire, palpations, incisions and other procedures for 10 gross pathological findings and laboratory methods applied by official veterinarians to evaluate the fitness of meat for human consumption were assessed. We received 44 responses from 26 European countries. Most respondents reported that visual meat inspection was a generally applied inspection method. The main reason for not applying visual meat inspection was export requirements. The most important reasons for applying palpations and incisions in addition to visual inspection were findings detected in ante- or post-mortem inspection. There was considerable variation in the use of palpations and incisions, other post-mortem procedures and laboratory tests to assess meat fitness for human consumption. The respondents mentioned some country-specific practices, but we also observed variations within the responding official veterinarians that could not be explained by country of origin or years of work experience. Additional detailed studies on the variation are needed before harmonisation of meat inspection procedures are attempted.

To investigate this, information was gathered about the code systems in Denmark, Finland, Germany, Italy, Norway, Portugal and Spain. Moreover, meat inspection data covering pigs slaughtered in 2019 were collected. A comparison of the number of codes available, the terminology and the frequencies of the findings registered was undertaken. Codes with a similar meaning were grouped. Hereby, two lists were compiled showing the most common codes leading to total and to partial condemnation. Substantial variations in the percentage of condemned pigs and in the terms used were identified, and possible reasons behind this are discussed. Moreover, a strengths-weaknesses-opportunities-threats (SWOT)-like analysis was applied to the coding systems. Finally, the reasons for unfitness of meat given in the EU Food Inspection Regulation 2019/627 were compared to the national code lists. The results show the systems in force varied substantially, and each system had its advantages and disadvantages. The diverse terminology observed made it a challenge to compare data between countries. Development of harmonised terminology for meat inspection findings is suggested, enabling comparison of data between abattoirs, regions, and countries, while respecting the national epidemiological situation, the local food safety culture, and the trade agreements in force.
