This article examines the dynamics of an emerging multi-use paradigm for satellite remote sensing (RS). From the beginning of the space age, RS satellites have served as dual-use technologies. The advancements to RS technology since that time have largely been driven by the security and economic interests of States. While these interests are to some extent mutually supporting, they have also created a complex environment where non-governmental actors such as commercial satellite operators are increasingly involved in matters of national security and defence. Furthermore, the growing number of RS data providers globally, and more open and easily accessible data and analysis tools online, are creating a new use paradigm for RS in civil-military relations. These developments are extending the dual-use technology dilemma to one of multi-use, where non-governmental actors, including ordinary individuals, are becoming entangled in government affairs. This article traces the trajectory of these processes, and discusses potential implications for RS capable States.
This Article examines the development and contributions of the Charter on Cooperation to Achieve the Coordinated Use of Space Facilities in the Event of Natural or Technological Disasters (Charter). As a voluntary mechanism among spacefaring nations and transnational entities, the Charter provides remote sensing data and information for international disaster response efforts. Over the past fifteen years, the Charter members have continued to contribute and cooperate in an effective manner, in spite of increasing legislative and economic controls over the access and distribution of data at the State level. This Article finds that the behaviors of Charter members largely fall outside of traditional, geopolitical rationales over security and commercial interests, and argues that the guiding dynamics of the Charter stem from a historical construct of actions and ideals from actors within scientific and technical communities. Drawing from normative concepts within international relations theory, the Article concludes that the Charter has become a progressive case for the potential influence of non-binding legal frameworks on interstate cooperation.
The use of digital technologies, social media platforms, and (big) data analytics is reshaping crisis management in the 21st century. In turn, the sharing, collecting, and monitoring of personal and potentially sensitive data during crises has become a central matter of interest and concern which governments, emergency management and humanitarian professionals, and researchers are increasingly addressing. This article asks if these rapidly advancing challenges can be governed in the same ways that data is governed in periods of normalcy. By applying a political realist perspective, we argue that governing data in crises is challenged by state interests and by the complexity of other actors with interests of their own. The article focuses on three key issues: 1) vital interests of the data subject vis-à-vis the right to privacy; 2) the possibilities and limits of an international or global policy on data protection vis-à-vis the interests of states; and 3) the complexity of actors involved in the protection of data. In doing so, we highlight a number of recent cases in which the problems of governing data in crises have become visible.

This study was designed to test two alternative explanations for the foot-in-the-door phenomenon. The involvement hypothesis predicts that agreement to a small request will lead to greater compliance with a large request only when the initial and final requests are concerned with the same issue. The doer personality hypothesis predicts that there will be no difference in compliance with the large request between the dissimilar and similar conditions. It was found that the issue similarity variable had no effect on compliance. However, within the similar issue condition there was a cumulative effect of persuasive message and small request.
