Abstract: The cities of the Pearl River Delta (PRD) have been experiencing an unprecedented urban expansion for the past four decades, leading to emergence of one of the most populous and dynamic urban regions. However, these rapidly expanding cities located in a low-lying delta area also face increasing flood risk due to a combination of anthropogenic and natural factors. We use the concept of boundary spanning in combination with an institutionalist perspective to shed light on the barriers and opportunities for development of adaptive capacity in the face of that risk in Hong Kong and Guangzhou. As recognised in the flood risk management literature, such boundary spanning is necessary to effectively address the challenge of spatial adaptation to the growing flood risk, as it entails, for instance collaborating between policy sectors (horizontal boundaries), across levels of government (vertical boundaries) and between short-term and long-term planning agendas (temporal boundaries). Through the prism of institutions (e.g. planning system), ideas (e.g. dominant values in planning) and interests (e.g. rational choice-driven strategic behaviour of the actors involved), we assess how contextual institutional and cultural factors matter for the ability of those cities to address the growing flood risk in the face of climate change. The study builds on analysis of spatial planning and flood risk management policy documents, interviews with practitioners and experts, and site visits. Our findings show that due to institutional lock-ins and conflicting policy goals, horizontal boundary spanning remains hindered in both cases, despite emerging policy innovations, such as the Sponge City Plan in Guangzhou or the rollout of multi-functional and Nature-Based Solutions in Hong Kong. The responsibilities of institutions in both cities remain blurred, 'planning for growth' ignores flood and climate risk issues, and urban expansion into vulnerable areas continues. Important differences, however, exist in terms of vertical boundary spanning, pointing to different policy implications for each of the two cities.

The shift of academic attention from city marketing to city branding heralds a new era of representation and signification of cities as brands. Conscious practices of nationwide program implementation could be used not only for improving urban resilience but for city brands promotion. In China, to cope with the frequent occurrence of urban water issues, a nationwide initiative called Sponge City Program (SCP) has been launched since 2013. Given the significant impact of online social media on brand image, various levels of the Chinese Governments have begun to use online social media for city program promotion. In particular, brand community formed by stakeholders on online social media can significantly influence the brand image by co-creating contents. In this paper, we first analyze the current application of online social media for city marketing in China based on the SCP implementation. Next, we propose a framework/typology to inform how Chinese' social media could be used for effective city branding. Finally, we conclude by discussing the implications of online social media use in China.

Environmental justice has drew worldwide attention since the 1982 protest in USA to against duping toxic waste. In the globalization era, worldwide scholars and environmental activists are actively engaged in related studies and social movements. However, these researches and movements usually ignore the influences of local contexts on local environmental justice configurations, including related researches in China. Whilst, evidences have been provided that different forms of capital from contexts, such as economic, social, political, natural capital and cultural capital, will affect the local concept of environmental justice. That is to say environmental justice should have different discourse from what has been researched in western countries in different contexts. Thus, this research will discuss the common ground of environmental justice study framework and promote the new conceptual framework "environmental justice capital" for having a better understanding environmental justice in contexts. Additionally, the framework of "environmental justice capital" will be put in Chinese contexts as a preliminary discussion to get an initial image of environmental justice in China.

Nature-based solutions (NBS) are an innovative concept that mimics the processes of natural ecosystems, popularized principally in the European Union. With a substantial body of literature amassed since the term's inception in 2015, there is a need to systematically review existing literature to identify overarching gaps and trends, according to disciplinary focus, geographic scope, and key themes, and direct future research inquiry and policy recommendations. This review consists of bibliometric analysis and thematic analysis for NBS studies in urbanism. NBS studies were found to relate strongly with other concepts of 'Ecosystem Services', 'Green Infrastructure', 'Climate Change', and 'Risk management and Resilience', which align with four major thematic goals set by the European Commission. Within NBS scholarship, various sub-themes have emerged, namely, 'Greening', 'Urban Development', 'Water', 'Wellbeing', and 'Governance'. Furthermore, we illustrate that the amount and thematic focus of NBS research have been unevenly distributed worldwide. Analysis of emerging trends shows a recent increase in topics, such as adaptive governance of NBS, and the incorporation of social justice in sustainability transitions. Based on an assessment of extant NBS literature, we offer some recommendations for the future direction of the research fields.

For managing the worsening urban water disasters in China, the Government of China proposed the concept of "Sponge City" in 2013 and initiated the strategy in 30 pilot cities from 2015. Despite the promise of the concept, there have been many challenges in implementing the "Sponge City" program (SCP). In this manuscript, we discuss the hydrology-related challenges in implementing the SCP. In particular, we consider two key challenges: (1) Determination of the "Volume Capture Ratio of Annual Rainfall" (VCRAR), as controlling urban stormwater runoff is one of the core targets of the SCP; and (2) Estimation of a proper rainfall threshold, which influences the layout of green-infrastructures in the SCP to achieve the core VCRAR target. To discuss these challenges, we consider the city of Beijing, the capital of China, as a case study. Our analysis shows that the trade-offs between the investment for the SCP and its potential economic benefits should be considered by undertaking a proper determination of VCRAR. The VCRAR estimated for Beijing from the present analysis is 0.73. This value is more reasonable than the empirical value of 0.80 that is presently used, as it can guarantee the positive rate of return on the investment. We also find that the nonstationary characteristics of rainfall data and their spatiotemporal differences are important for the estimation of the rainfall threshold in SCP. For instance, even using the daily rainfall data over a period of 30 years (1983–2012) in Beijing, as required by the National Assessment Standard, the estimated rainfall threshold of 27.3 mm underestimates the reasonable rainfall threshold that should at least be larger than 30.0 mm. Thus, the former cannot ensure the VCRAR target of 0.80. Based on these results, we offer proper approaches and key suggestions towards useful guidelines for delivering better SCP in the Chinese cities.

Ningbo is a coastal megacity located at the East Coast of China and developing rapidly with proactive trading and export economic activities. The city owns a ranked top ten international port and it is the major strategic spot of 21st century maritime Silk Road from the "Belt and Road" policy established for promoting further international trades and developments. In future, populations and economy in Ningbo are expected continuously growing in the next few decades. The demand of quality freshwater resources thus is enormously increasing. Ningbo municipal government has established the "Five water management" (五水共治) policy in 2013 that aims to manage (i) sewage discharge; (ii) flooding; (iii) surface water; (iv) water conservation and (v) freshwater supply. Indeed, the municipal government also liaised and initiated the "Sponge City Program" after 2015 that Ningbo was selected as one of the pilot city; these policies and practices are successful up to now. This article adopts the case study of Ningbo to investigate the reasons of municipal government to promote the policy, to understand the public perception of this water management policy in Ningbo through conducted semi-structured interviews. During the 2017 and 2019, we conducted a questionnaire (N = 110) and interviews (N = 10) that follow up for justification of the public perception with the local communities. Our findings indicated that the communities had not been engaged closely with these practices, but generally supporting these two urban water management practices; and agreed that the urban water conditions (urban floods and pollution) had been improved. Also, the article discusses whether these (5 Water and SCP) practices can be extensively applied in other Chinese cities. We will provide recommendations at the end of the article.

The 'Blue‐Green City' concept provides a viable framework for putting this into practice. Ningbo, is a coastal city with high flood risk, whose history as a Chinese 'water town' demonstrates that approaches to water management implicit to the 'Blue‐Green' concept were practiced in ancient times, and lessons can be learned from these applications. Furthermore, recent launch of the 'Sponge City' campaign by China's National Government demonstrates the political will to implement sustainable flood and water management in ways consistent with the 'Blue‐Green' ideals. Selection of Ningbo for a pilot project presents the opportunity to integrate new 'Sponge city' approaches with ancient 'Blue‐Green' principles, within the contexts of both new urban development and retrofit. Reinventing traditional approaches to urban water management and governance offers the possibility of maintaining flood risk at acceptable levels without constraining urban growth in China and other countries experiencing rapid urban development.

Abstract. Sustainable flood risk management (SFRM) has become popular since the 1980s. Many governmental and non-governmental organisations have been keen on implementing the SFRM strategies by integrating social, ecological, and economic themes into their flood risk management (FRM) practices. However, the justifications for SFRM are still somewhat embryonic, and it is not yet clear whether this concept is influencing current policies in different countries. This paper reviews the past and current flood management experiences from flood defence to SFRM in four developed countries to highlight lessons for coastal megacities in development. The paper explores recent strategies such as "Making Space for Water", Planning Policy Statement 25 (PPS25), and the National Planning Policy Framework (NPPF) in the UK and "Room for the River" in the Netherlands, which were implemented to mitigate flooding, integrate FRM with sustainability concepts, and deliver sound FRM practice for future generations. In this context, the United States has also established a National Flood Insurance Program (NFIP), and in a different approach, Japan has developed an advanced flood warning and evacuation contingency system to prepare for climatic extremes. These case studies give good lessons in achieving long-term SFRM to deliver sound flood management practices considering socio-economic and environmental concerns. Most developing coastal megacities especially in Asia are still heavily reliant on a traditional hard-engineering approach, which may not be enough to mitigate substantial risks due to human factors (e.g. large population, rapid socio-economic growth, subsidence from excessive groundwater extraction) and natural factors (e.g. climate change including sea-level rise and land subsidence). It is clear that different countries and cities have their interpretation of SFRM, but this paper explores how policymakers can adopt "mixed options" to move towards long-term thinking about sustainability with social, economic, and environmental considerations.
