This article is a study of the several hundred North Yemenis who went out from isolated Yemen for education between 1947 and 1959. It focuses on their backgrounds, what and where they studied, the impact on them of this experience, what they did when they returned and, finally, the
impact they have had on the Yemen most hoped to change. The major conclusion is that their impact has been modest and that this is best explained by Yemen's socio-cultural system and the political structure it supports.

On 22 May 1990, the Yemen Arab Republic (YAR) and the People's Democratic Republic of Yemen (PDRY) carried out their old pledge to unite into a single Republic of Yemen. This historic event occurred less than three years after the YAR, seemingly secure and comfortable in its separateness, celebrated its silver jubilee in 1987. This article traces and assesses political development and socioeconomic modernization in the YAR over this more than 25-year period, and hazards some guesses on the implications of these changes for current efforts to implement Yemeni unification.

Analyses indicate that the Republic of Yemen (ROY) needs to effect major reforms in the next several years if Yemeni society is to again become viable; and that, given the re-election of President Salih in 2006, the best hope for this coming about depends on the emergence of a credible
and formidable opposition able to pressure the regime to effect reforms. The evolution of the Joint Meeting Parties (JMP) through 2006 suggests that such an opposition has emerged and could have the required effect between now and the next parliamentary elections.
