This article describes extant research and suggests new lines of inquiry on campaign finance. The literature is described in relation to two broad theoretical traditions: one derived from the rational actor model, and the other stemming from organizational theory. These frameworks provide some order to research which has focused on a variety of actors and questions, from individuals, political action committees, and parties as contributors to congressional and presidential candidates as recipients, and to the nature of the contribution transaction. Previously under utilized sources of data are referenced.

A major need in teaching policy analysis is to build awareness of the needs of policy analysis clients. One way of doing so is the creation of internships. Another method is to involve students in community based research projects. Community based research projects, some experiences with which are reviewed, offer certain advantages over internships, but also such disadvantages as a highly politicized environment & the difficulty of large classes in reaching agreement. WE FIND THAT EARLY FUND RAISING BY HOUSE CHALLENGERS DOES STIMULATE LATER RECEIPTS, ESPECIALLY FOR THOSE WHO LACK EXPERIENCE IN ELECTED OFFICE. FOR THESE CANDIDATES, EARLY MONEY FROM ANY SOURCE IMPROVES LATER FUND RAISING FROM ALL SOURCES. FOR CANDIDATES WHO HAVE HELD ELECTED OFFICE, HOWEVER, ONLY EARLY MONEY FROM INDIVIDUAL CONTRIBUTORS IS A SIGNIFICANT PREDICTOR OF LATER RECEIPTS FROM PACS.
