Considered are the stages of the SAET laboratory facilities development. Initially main area of activities was assumed to be specific indication of bacterial threats and laboratory control over the ambient environment objects for the presence of particularly dangerous infectious disease agents. Significant increment in the workload occurred during the period of localization and elimination of epidemic cholera manifestations in the 1970s, when primary tasks of bacteriological unit consisted in carrying out mass bacteriological investigations of samples from humans, environment objects, and food items. Assignment of new functions to the laboratory facilities, such as performance of sanitary-microbiological investigations, monitoring over ambient environment objects for the presence of vibrio-flora and natural-focal infectious disease agents, clinical material assays - is associated with SAETs participation in liquidation of medical-sanitary consequences of natural disasters and human cost relief as aftermaths of military conflicts, as well as participation in management of mass events with international representation. Most important issues in the development of SAET laboratory facilities are implementation of advanced diagnostic technologies, automatization of various stages in the process of analysis performing, standardization of diagnostic investigations, and ensuring compliance of the facilities with national and international requirements. ; Проанализированы этапы развития лабораторной базы СПЭБ. На первом этапе основное направление деятельности лабораторной базы состояло в проведении специфической индикации бактериальных средств поражения и лабораторного контроля объектов окружающей среды на зараженность возбудителями особо опасных инфекционных болезней. Значительное увеличение нагрузки на лабораторную базу СПЭБ произошло в период локализации и ликвидации эпидемических проявлений холеры в 70-х годах прошлого века, когда основными задачами лабораторного отделения было проведение массовых бактериологических исследований материала от людей, объектов окружающей среды и пищевых продуктов. Расширение функций лабораторной базы - проведение санитарно-микробиологических исследований, мониторинг объектов окружающей среды на вибриофлору и природно-очаговые инфекционные болезни, исследование клинического материала - связано с участием СПЭБ в зонах ликвидации медико-санитарных последствий стихийных бедствий, вооруженных конфликтов с гуманитарными последствиями, в проведении массовых мероприятий с международным участием. Для совершенствования лабораторной базы СПЭБ важным является внедрение современных диагностических технологий, автоматизация различных этапов проведения анализа, а также стандартизация диагностических исследований и обеспечение соответствия лабораторной базы СПЭБ требованиям отечественных и международных стандартов.

The epidemic rise in the incidence of West Nile fever (WNF) in the season of 2018 was observed in the countries of the European Union (EU) and bordering states and exceeded the values of all previously recorded epidemic rises of 2010–2012. An increase in the incidence rate was registered in the USA and Canada, however, it did not exceed the indicators of epidemic rises of 2007–2012. In the territory of the Russian Federation, the WNF epidemiological process became more intense mainly in the territory of the Southern and North Caucasian Federal Districts. In general, in Russia, the incidence rates were 2 times lower than the average annual rates, but significantly exceeded those of 2017. The epidemic process had a number of peculiarities in the seasonality, the structure of morbidity and the clinical manifestation of WNF. Genotyping of the isolated WNV RNA fragments from clinical and biological material showed that I, II and IV West Nile virus genotypes were circulating in the European part of Russia. Forecast of epidemic situation development in 2019 reveals further increase in the incidence and does not exclude the possibility of a significant localincrease of WNF incidence in certain regions of Russia. ; Эпидемический подъем заболеваемости населения лихорадкой Западного Нила (ЛЗН ) в сезон 2018 г. наблюдался на территории стран-членов Европейского Союза и граничащих с ними государств и превысил значения всех ранее зафиксированных эпидемических подъемов 2010–2012 гг. Рост заболеваемости зарегистрирован в США и Канаде, однако он не превысил показателей эпидемических подъемов 2007–2012 гг. На территории Российской Федерации эпидемический процесс ЛЗН активизировался, в основном, на территории Южного и Северо-Кавказского федеральных округов. В целом по России показатели заболеваемости в 2018 г. в два раза ниже среднемноголетних, но заметно превысили 2017 г. Эпидемический процесс имел ряд особенностей в сезонности проявления, структуре заболеваемости и клиническом проявлении ЛЗН . Генотипирование выделенных фрагментов РНК ВЗН из клинического и биологического материала показало, что на европейской части России циркулировали 1-й, 2-й и 4-й генотипы вируса Западного Нила. Прогноз развития эпидемической ситуации в 2019 г. предполагает дальнейший рост заболеваемости и не исключает возможности значительного локального повышения заболеваемости ЛЗН в отдельных субъектах Российской Федерации.
