The aim of this paper is to suggest a model which assists in the ability to judge the access offered to the public by Information Technology, IT and Public Information Systems, PIS. It has its starting point in the Swedish Government's endeavour to turn Sweden into the first "information society for all". A study of the available statistics concerning the access to a PC and the Internet in Swedish homes could make one think that this vision may soon be realised. Naturally, access to the technical equipment is a fundamental condition in order to be able to use the Public Information Systems, but unfortunately, is not the only one. Several studies have shown that it is not possible to equate possession and use. A number of access models or frameworks designed to judge whether or not a person has access to the ICTs do exist. However, it is my opinion that there is a deficiency in these models; their starting point is not the individual user's prerequisites, but rather they judge the external conditions available for possible access. Assisted by four empirical studies, interviews and questionnaires, a number of access barriers experienced by the users have been identified. The studies show that in addition to the technological hindrances, a more elusive set also exists, originating from the prevailing norms and values in the user's environment. These barriers are categorised into five groups; to have, to be able, to will, to may and to dare. Together these notions form the User Centred Access Model, UCAM, which is suggested for use in charting and communicating the necessary considerations that must be taken into account in the development of Public Information Systems ; PI - Publika Informationssystem

BackgroundAs a member of the HDR UK Alliance, Cystic Fibrosis Trust is committed to adopting and maintaining the transparency standards within the UK CF Registry (UKCFR). Our website is the primary source for providing information on UKCFR and data access processes. We aimed to review use and accessibility across all user groups to shape website enhancements.
This project aimed to improve transparency by conducting user experience (UX) research, and based on user feedback, enhance our website. For this project, we reviewed all of the HDR UK Transparency Standards. For this poster, we will focus on Standards 3 (Clear Website Navigation and 4 (Consider Target Audience).
IntroductionThe primary objective was to enhance Transparency Standards by understanding audience needs and customise website improvements based on their needs. We envisaged that the outcome would be an improved and streamlined data access process to support transparency and trust among both data applicants and the public.
MethodsWe employed a multi-method approach which incorporates public involvement throughout the whole process. We conducted on-site polls to intercept website visitors and gather quick feedback during their visit. Additionally, we created and distributed targeted surveys to various groups, including public and CF professionals, to delve deeper into their website experiences.
Results

The website's overall rating is high at 7.4/10.
UX research respondents: public 57% public and 43% CF Professionals.
The top reasons for visiting the website are accessing reports and statistics and finding out more about UK CF Registry.
Ease of finding information has fairly even spread, indicating room for improvement.

The aim is to examine the discursive organization of "user-centred" team meetings in the Swedish rehabilitation sector. The "users" are aged between 4 and 30 and have been ascribed different kinds of impairments. The teams consist of one user and/or her/his relatives and different professionals. The analysis is primarily based on transcriptions of 18 audiotaped team meetings held by 10 different teams and focuses on two dimensions of dominance in interaction: the amount of talk and topic control. The findings point to professional dominance, but parents also have a great influence on the topic control. The degree of participation and the control of topics of the users who participate in the meetings vary, but most of the users become involved primarily by responding to the questions and suggestions of professionals and parents. In order to increase the users' control of the interactions the participants need to continuously discuss the organization of the conversations. The findings are related to complicating aspects of the conversations, including institutionalization, representation difficulties, varying communicative abilities, and expectations of expertise and adult liabilities.

peer-reviewed ; A movement has begun in the Irish public sector to embed Service Design as an innovative approach to conquer political and cultural divides in public organisations. Service Design utilises practical and scalable tools and techniques to address everyday problems by creating services which are more useful, usable, efficient and user-centred. There are many steps on the road to introducing Service Design as a sustainable approach to the point that it becomes instilled into the culture of an organisation across all departments and staff levels. This article examines approaches to enable public sector organisations to embrace and implement Service Design tools and methodologies as demonstrated through two stories; one from a higher education institution and the other a local county council.

Despite the knowledge on the interaction between humans and computers, too many IT systems show great deficits when it comes to usability. Every day we run into technology that makes our every day life and our work unnecessarily complex and difficult because of the IT systems that are not designed to support our tasks in a usable way. This thesis deals with different aspects of usability and the process of how to develop usable IT systems effectively. Primarily, the systems concerned are used in professional work, such as case handling systems in large government organisations. The main objective of this research is to understand which essential factors in the system development process that facilitate the development of usable IT systems. Another key subject is how human-computer interaction (HCI) knowledge can be integrated into systems development, in particular the integration of user-centred design (UCD) and agile software development. The research is based on a qualitative approach and on reflections from my own experience in development projects. It also includes exploratory studies and design cases. The attempts of bridging the gap between HCI and software engineering have not been notably successful in practice. To address some of these problems, there is a need for a more precise definition of user-centred design, which is proposed in the thesis. Also, the complicated reality of systems development is not considered enough by HCI researchers and practitioner. To reach better results, UCD has to be integrated as a natural part of the development process. In the thesis, I argue that the agile approach together with UCD can be a good starting point for this integration. The agile approach emphasises that responding to change in development is more important than strictly adhering to a plan. Also, it prioritises regular deliveries of working software over extensive models and documentation. However, from an HCI perspective, agile processes do not inherently provide the required support for user-centred design. Nevertheless, the basic values and specific methods of agile development may have the potential to work very well together with UCD. For instance, iterative development is fundamental to both user-centred design and agile development. Finally, the research addresses how iterative methods can be used to find design solutions that support the users to cope with the problems of overview and control in case handling work.

This paper describes the IES Cities platform conceived to streamline the development of urban apps that combine heterogeneous datasets provided by diverse entities, namely, government, citizens, sensor infrastructure and other information data sources. This work pursues the challenge of achieving effective citizen collaboration by empowering them to prosume urban data across time. Particularly, this paper focuses on the query mapper; a key component of the IES Cities platform devised to democratize the development of open data-based mobile urban apps. This component allows developers not only to use available data, but also to contribute to existing datasets with the execution of SQL sentences. In addition, the component allows developers to create ad hoc storages for their applications, publishable as new datasets accessible by other consumers. As multiple users could be contributing and using a dataset, our solution also provides a data level permission mechanism to control how the platform manages the access to its datasets. We have evaluated the advantages brought forward by IES Cities from the developers' perspective by describing an exemplary urban app created on top of it.
