Research in the field of the developed theoretical and methodological provisions and scientific methods application which have a universal character in the cargo delivery by all means of transport and improving the reliability of transportation by reducing risks in the North of Russia is being carried out. This research corresponds to the "Arctic" program which was adopted by the government of Russia. The application of the modern means of mobile communication, satellite navigation, Geo-informatics, information technology is an important condition for the improvement of economic activities production management of transport companies involved in the delivery of goods to the Northern regions of Russia. Currently, process management of the cargo transportation to the Northern regions of the Russian Federation is at a low technological level, modern technical means and mathematical methods for optimizing the process are not used, the influence of climatic conditions on the process of Northern delivery goods transportation is poorly studied. On the basis of factor analysis with the use of systematic approach and the method of statistical modeling, measures for reducing risks in the essential goods transportation organization and management which appear in multimodal goods transportation and technological process to the North of Russia according to the requirements of GOST R 51901.1-2002 are determined. This made it possible to increase the reliability of the Northern delivery processes by 10–15 percent. According to the experts of the LLC "Shipping company "Vitim-Les" of Kirensk the developed method of calculating the upper beginning and ending ice phenomena confidence time limit while planning the transportation of goods of Northern delivery allowed to reduce the transportation time by 10–15%. ; Для развития экономики страны определяется перспективным развитие исследований в области использования разработанных теоретико-методологических положений и научных методов, имеющих универсальный характер, для решения важных вопросов доставки грузов потребителям всеми видами транспорта и повышения надежности перевозок за счет снижения рисков в условиях Севера России, что соответствует принятой правительством России научнопрактической программе «Арктика». Использование современных средств мобильной связи, спутниковой навигации, геоинформатики, вычислительной техники является необходимым условием совершенствования управления производственно-хозяйственной деятельностью транспортных компаний, участвующих в доставке грузов для районов Севера России. В настоящее время управление процессом перевозок грузов в северные районы РФ находится на низком технологическом уровне, не используются современные технические средства и математические методы для оптимизации процесса, слабо изучено влияние особенностей климатических условий на процесс перевозки грузов северного завоза. На основе факторного анализа с использованием системного подхода и метода статистического моделирования определены меры по снижению рисков при организации и управлении перевозками грузов первой необходимости, возникающие в транспортно-технологическом процессе мультимодальных перевозок грузов для севера России с учетом требований ГОСТ Р 51901.1-2002. Это позволило повысить надежность процессов доставки грузов северного завоза на 10–15 %. Разработанная методика расчета верхней доверительной границы времени окончания и начала ледовых явлений при планировании перевозок грузов северного завоза позволила сократить время перевозки на 10–15 %, по оценкам специалистов предприятий ООО «Судоходная компания "Витим-Лес"» города Киренска.

El régimen jurídico del transporte multimodal no está constituido por ninguna normativa uniforme de carácter internacional, sino por una multiplicidad de sistemas nacionales y supranacionales que responden a diversos planteamientos legales. Ante la ausencia de un marco jurídico de carácter internacional y a pesar de la actividad del derecho privado, han sido varios los gobiernos y órganos intergubernamentales que han decidido promulgar legislaciones en orden a resolver los problemas existentes ante la falta de seguridad jurídica. Así nos encontramos con normativa multimodal dispersa en derecho interno, internacional y privado; así como con distintos sistemas de responsabilidad, tales como el network system, el uniform system y el modified network system. En este artículo realizaremos un análisis pormenorizado de las distintas legislaciones y cuerpos legales existentes y cómo contempla cada uno de ellos el controvertido tema de la responsabilidad del operador de transporte. ; The legal regime of multimodal transport is not composed by international uniform rules. It is composed by a multitude of national and supranational systems that respond to different legal approaches. In the absence of an international legal framework and despite the activity of private law there have been several governments and intergovernmental bodies who have decided to enact laws in order to solve the problems due to the lack of legal certainty. Thus we find scattered multimodal legislation, at national, international and private level; and with different systems of responsibility, such as the network system, the uniform system and the modified network system. In this article we will make a detailed analysis of the various existing laws and as each of them contemplates the controversial issue of the liability of transport operator.
In recent years, multimodal transportation has achieved rapid development with the support of the governments and stakeholders. Multimodal transportation is characterized by high transportation efficiency, low transportation cost, energy saving and environmental protection. However, the existing transportation industry development indicators are defined and counted from the perspective of a single subsystem. This contribution establishes a performance evaluation index for three container multimodal transportation subsystem from four aspects: capacity, transportation cost, service quality and sustainable development based on system engineering techniques. In order to fully reflect the differences between the decision-makers' subjective experience and preference and objective information, this contribution uses the combination of Analytic Hierarchy Process (AHP) and entropy method to determine the weight of indexes. The methodology is applied to examine performance of three container multimodal transportation subsystems in Ningbo-Shaoxing (China) multimodal transportation system. The results show that: multimodal railway is superior to highways and multimodal inland waterway. The methodology and discussion of the AHP-entropy method may be useful for similar transport systems in a make decision framework. ; Incoming
