The 2015 Paris Agreement requires all participating countries to reduce emisson level. Indonesia as Non-Annex I accepted the norms of the 2015 Paris Agreement by ratifying this agreement. Meanwhile, Indonesia's emissions level continues to increase due to the rate of deforestation and forest degradation in Indonesia which ranks highest in the world. This study aims to analyze Indonesian policy in ratifying the agreement by using the Constructivism Perspective in explaining the International Regime and the Concept of Norm Influence by Finnemore and Sikkink. The study uses qualitative methods with explanatory designs. Data collection techniques are sourced from secondary sources as well as data analysis techniques carried out by reduction, presentation, and drawing conclusions as well as verification. This study found that the United States as a hegemonic state acting as the norm entrepreneurs by granting climate change financial assistance of $500 million through the GCF for Indonesia as a developing country was a condition affecting Indonesia in ratifying the agreement. The objective of this paper is to review the impact of crisis and policy measures taken during the crisis, to evaluate the effectiveness of those measures and to analyze the exit strategy in Indonesia. The econometric model was used to evaluate the impact of monetary and fiscal policy to economic output using quarterly data from 1990 - 2010. The result shows that monetary and fiscal policies have significant impact to economic output. In the short run the changes in real GDP is significantly affected by changes in real monetary supply in the previous three quarter and real fiscal expenditures. The lesson learned from this research among other are that cooperation and coordination among the policy makers and the timely responses are very important in tackling the crisis; an effective conventional monetary policy in normal times may become less effective in a crisis thus unconventional monetary policy indeed necessary as timely policy response and the improvement for more timely disbursement of government expenditure is important to increase the effectiveness of this policy to stimulate economic output. Moreover, several Indonesian exit strategy and policies to face future challenges are very important to reach the ultimate objective of sustainable economic growth while maintaining macroeconomic stability.

Left with the colonial heritage of a lopsided economy, a lack of trained personnel in practically every field, Indonesia, even though rich in natural resources, was born poor. Because it needs peace and tranquility to stabilize its economy and its government, Indonesia is pursuing an independent for eign policy free of alignment with either Western or Communist bloc, but not without international responsibility. Even though it prefers to remain "uncommitted" the true principle of de mocracy is very much alive in Indonesia, having been practiced for centuries in the villages. This principle, allowing all voices to be heard, is now being applied on the national level in the concept of the oft-misunderstood guided democracy of the In donesian government, with a cabinet, responsible to a parlia ment based on general free elections and assisted by an advisory council composed of representatives of all walks of life. Striv ing for peace and given time to correct past mistakes, Indonesia has faith in its ability to achieve and maintain a strong govern ment.

Coronavirus becomes a pandemic disease faced by more than two hundred countries that impacts multi-dimensional aspects, the various policy is carried out as an effort to tackle the coronavirus, it is polarized into 2 (two) policy, namely lockdown and social distancing. Indonesia as a country infected by the coronavirus does the same thing, but empirically the policy taken is debated. On the one hand, the central government sets social distancing policy, on the other hand, some regional governments set local-scale lockdown policy. This article uses a qualitative approach with a descriptive analysis method, the data sources in this study are based on two sources both the primary data obtained through focused observations in the Bandung City and literature studies of various documents that relevant to the coronavirus topic. The results revealed that the driving factors.The inhibiting factors in the implementation of social distancing policy consist of 3 (three), namely: First, the capacity of the organization both at the central government level and the regional government level. Second, the different strategies implemented by the government in which the central government implements a social distancing policy strategy, while the regional governments implement a lockdown policy strategy. Introduction: Indonesia has several institutions, policies, and laws to protect children from all forms of violence, including bullying that impacts physical, psychological, and social health and even death. However, the number of cases of bullying in adolescents still increases. It is related to a lack of knowledge about bullying and is associated with norms in the community. Method: The analysis uses a discourse analysis approach, "What's the problem represented to be". This method analyzes how the problem of bullying among adolescents is formed, and the forms of bullying prevention are represented in state documents. The analysis steps include: collecting the policy documents related to child protection and health (seven laws and three national policies); Reading the policy text as a whole; rereading the text and underlining the concepts; doing coding and theme analysis; and answering the question. Results: Three main problems of bullying in adolescents that can be identified include: Theme 1. Terminology of children and adolescents; Theme 2. Children are a vulnerable and disempowered group; Theme 3. Agreement and clarity on child protection related to violence, especially bullying, with perpetrators and victims being children. Conclusions: Laws and policies have a crucial role in constructing and representing the problem of adolescent bullying in Indonesia. Nurses can use these results to develop adolescent bullying prevention programs through firmness and alignment with policies and legislation.

The wave of migration of Rohingya refugees has come unstoppably in the waters of Aceh since late 2015. The violence that engulfs the Rohingyas in Myanmar, such as homicide and arson, has forced some Rohingyas to flee. They are trying to survive by moving to areas they consider to be providing protection. With less decent boats, the Rohingyas migrated to the coast of Thailand, Malaysia, to Indonesia. The Armed Forces of the Republic of Indonesia have sought to close the refugee entry into the territory of the Unitary State of the Republic of Indonesia in order to safeguard the security of foreign infiltration. Nevertheless, the Indonesian army continues to assist the refugees by providing food and water supplies to the boat. However, the urge of local and international community finally made the Indonesian government open the territory of Indonesia for Rohingya refugees. Why is the Indonesian government willing to accept Rohingya refugees? What is Indonesian policy towards Rohingya refugees? This article will describe the reasons and steps of the Indonesian government to handle the wave of migration of Rohingya refugees by the end of 2015 as a form of Government of Indonesia's policy towards Rohingya refugees.

Frequent riots in prisons between prisoners and officers are a never-ending problem and becoming a problem in Indonesia. Overcapacity and lack of human resources are the trigger factors. As is known, one of the main problems that occur in Indonesian prisons is overcapacity. This is a commitment from the government, in this case the ministry of law and human rights, is needed to find the best solution by providing adequate facilities and infrastructure by increasing human resources, both in quality and quantity. Therefore this research is important to know how the governance of correctional institutions in Indonesia. In this study the authors used qualitative methods through literature study. The result of the study in this research is that the management of correctional institutions in Indonesia is not yet optimal, the problem of law enforcement, lack of facilities and infrastructure and human resources are urgent issues to be resolved immediately.

This study is a comprehensive account of Indonesian foreign policy. It analyses the perceptions of the country's foreign policy elite about other states and the manner in which these shape the decision-making process and determine policy outcomes. It demonstrates that the dynamics of Indonesian foreign relations in the reformasi period can be understood in terms of elite perceptions. Policy-makers' perceptions are as important as realities, insofar as they shape their real actions. The balance-of-threat theory is the principal analytical tool used to examine elite perceptions. The study argues that the key realist balance-of-power theory lacks the power to explain past dynamics or to predict future direction of Indonesian foreign relations. The balance-of-threat theory is employed here as a predictor about how Indonesia will behave and whether it will implement policies intended to prevent other countries from endangering Indonesia's national interests and security. The combined qualitative and quantitative research strategy is based on, but by no means limited to, archival study, content analysis of literature and official statements of relevant Indonesian policy-makers and the survey data. The latter approach draws on a series of 45 in-depth interviews with members of the Indonesian foreign policy elite. Indonesian relations with the United States and China are the highest concern of the elite. The leaders believe that, in the future, Indonesia will increasingly have to manoeuvre between the two rival powers. While the United States is currently seen as the main security threat to Indonesia, China is considered the main malign factor in the long run with power capabilities that need to be constrained and counter-balanced. Criminal law enforcement in Indonesia has always been a very crucial and the sexiest issue. Almost 35 years the ideaof criminal law enforcement has been carried out and so far several concepts of the National Criminal Code have been born which continue to experience developmental dynamics that are quite interesting to study.The desire to realize a better criminal law and be able to fulfill the aspirations of the people is the ideal criminal law politics (penal policy).National Criminal Law must have characteristics that are typical of Indonesia, authentic and original, encompassing customary law, systemsof values andbeliefs, characteristics of modern states and international values.Pancasila as the source of all sources of law, which has not received serious attention needs to be used as a recommendation for the paradigm of penal reform.Pancasila has at least the main principles that must be implemented in all formulations of criminal legislation. These principles are among others, principles based on the source of religious values (Godhead / Divine God), the value of humanity (humanism), the value of unity and peace, the value of democracy and the value of social justice.Therefore, Indonesian criminal law must have values that are based on Pancasila, both in the form of legal norms (addresaat norm), on the types of acts that are regulated (straafbar), in the form of punishment or sanctions (straafmaat), as well as regulatory aspects and implementation of law enforcement law (formal law).

Technological sophistication does not escape cyber threats. The higher the complexity of technology, the more vulnerability to cyber attacks continues to increase. In Indonesia, there are only a few Maritime Cyber Security policies and social security socialisation within government institutions. It needs to become a priority for the government, given the increasing sophistication of technology every year and the growing vulnerability of cyber threats. This study used a qualitative method with a Grounded Theory design, and data collection techniques were literature study and interviews. Cyber regulations in Indonesia are still regulated in the Information Technology and Electronic Law (abbreviated as the ITE Law) or Law number 11 of 2008 and handled by the National Cyber and Crypto Agency. Meanwhile, the regulations related to Maritime Cyber have not given special rules in Indonesia. Several international countries implemented these government policies because they believe in the importance of maritime security. This is due to increasingly sophisticated technological developments and the changing times that are increasingly digitising. The Indonesian government must immediately prioritise maritime security issues related to cyber threats in the Indonesian shipping area and establish an institution responsible for cyber problems in Indonesia's maritime space. The existence of rules or policies related to cyber security in the marine space will improve shipping safety and security in Indonesia. In this paper, the author formulates the research problem of how the Indonesian government's policy deals with the threat of Maritime Cyber in the shipping sector in Indonesia.
