Purpose: Despite the huge potential of social media, its functionality and impact for enhanced risk communication remain unclear. Drawing on dialogic theory by integrating both "speak from power" and "speak to power" measurements, the article aims to propose a systematic framework to address this issue. Design/methodology/approach: The impact of social media on risk communication is measured by the correlation between "speak from power" and "speak to power" levels, where the former primarily spoke to two facets of the risk communication process – rapidness and attentiveness, and the latter was benchmarked against popularity and commitment. The framework was empirically validated with data relating to coronavirus disease (COVID-19) risk communication in 25,024 selected posts on 17 official provincial Weibo accounts in China. Findings: The analysis results suggest the relationship between the "speak from power" and "speak to power" is mixed rather than causality, which confirms that neither the outcome-centric nor the process-centric method alone can render a full picture of government–public interconnectivity. Besides, the proposed interconnectivity matrix reveals that two provinces have evidenced the formation of government–public mutuality, which provides empirical evidence that dialogic relationships could exist in social media during risk communication. Originality/value: The authors' study proposed a prototype framework that underlines the need that the impact of social media on risk communication should and must be assessed through a combination of process and outcome or interconnectivity. The authors further divide the impact of social media on risk communication into dialogue enabler, "speak from power" booster, "speak to power" channel and mass media alternative. © 2021, Emerald Publishing Limited.

Digitalization can be defined as a socio-technical process of applying digitalization techniques in social and institutional contexts that make digital technologies infrastructural. The context of increasing digitalization and connection of the real world to the digital world has led to changes in people everyday lives, markets, business relationships and value chains. Education accompanies and adapts to the new digital age. Digital education is a political intention. But is it already a reality? The pandemic situation outbreak of COVID-19 in 2020 came, suddenly, to put the use of technologies at an immediate and high level, but perhaps without full preparation. This unexpected use demonstrates the imperative need for concerted action to guarantee conscious and democratic access. If education values digital, another question arises as how to use the new ways to achieve a priority for the European Union: education about the European Union. It seems so obvious and simple and it is still so fragile and scattered. European literacy is still a skill to be acquired at a minimum level for most of the population in the Member States, as known by the Commission. In this context, it is intended to debate the valuation of the European Union's intentions in achieving access to digital media for education. This study, based on the literature review methodology, intends to look at the legislative and preparatory documents and cases presented in the literature that consecrate the issue of digital education. For this purpose, an integrative literature review will be used. Theoretical-academic, it is consolidated through systematic and methodologically selected normative interpretation of national, international legal texts and European Union law.

Abstract Purpose: This paper rectifies a dearth in current research and investigates the coevolution of traditional and sustainable business models under one corporate roof. By taking on a paradox perspective, firms' solutions, and mechanisms to cope with the paradoxical tensions that arise throughout the coevolution are determined and analyzed. Design/Methodology/Implications: This is executed by conducting seven case studies of Western-European firms, consulting firms, and governmentally-owned consulting institutions. Findings: Findings display the array of responses firms deploy to address paradoxical areas of competing demands of economic, social, and environmental foci, organizational culture and mindset, training and staffing, resource allocation, and the stakeholder environment during the coevolution of traditional and sustainable business models.Furthermore, four coping strategies firms utilize are derived from the data, namely splitters, operational perfectionists, strategic mandators, and transformers. Research limitations: All cases under investigation resemble Western-European firms, which limits the generalizability of the findings at hand. Furthermore, the sample size and the mixed industries cases have been selected from stipulate a limitation. Practical implications: This paper outlines four pathways firms deploy to address paradoxical tensions arising during the coevolution of traditional and sustainable business models under one corporate roof. Originality/Value: This study contributes to the discussion related to the integration of traditional and sustainable business model research, as it sheds light onto a previously largely unresearched phenomenon: a situation where both business models coevolve under one corporate roof. Purpose: The present study was conducted with the sole aim to explore the role of social media in promotion of cyber deception among youth which further lead to deviance among the existing societal order. Methodology: sample size of 354 respondents (youth) were randomly selected for taking primary data through structured questionnaire technique. Further, the primary data was coded into SPSS for further analysis in terms of descriptive and inferential statistics Findings: Based on the study results, the study explored that cyber deception caused by the excessive usage of social media which further lead to psychological and physical problems among youth. Moreover, virtual social world and social games are the stakeholders of cyber deception; online shopping of various companies intentionally did cyber deception; content communities and social networking users are the major deception; youth are sharing fake picture from their profile for deception. Likewise, the study also explored that manipulation of sender identity information. Female are more indulged in deceptive behavior than male, usually girl's misuse of social media sites to influence and cash wealthy and loved ones and kidnaping is done through cyber deception Implications: Thus keeping in view the above results, the government should make such polices to overcome on the premises of the study in an urgent basis with corroboration to busy the future generation in more positive ground on sustainable development projects were the order of the day, along with parents must focus on their youth in terms of proper check and balance on weekly basis with corroboration of proper socialization will subjugate the tumbling factor in today world i.e., cyber deception

International audience ; Public management is currently undergoing major changes in a changing environment. From an instrumental point of view, the authors speak the shift from a logic of control, focused on internal resources, to a logic of steering aimed at encompassing all the activities and organizing the performance at all levels. In this context, this study is intended to analyze the degree of evolution of local management tools, in an empirical way, based on the case of real estate management. For this purpose, we first characterize the tools of wealth management in the context of paradigmatic evolution, from control to heritage control, according to the model of Hatchuel and Weil (1992), then we test our model of real estate management. This research use a quantitative methodology, after processing 192 responses to a national questionnaire. Our results highlight both the relevance of our research model, also the need to develop the tools of heritage management. ; Au coeur d'importantes évolutions, le management public adapte ses pratiques instrumentales, en passant, selon la littérature, d'une logique de de contrôle à celle de pilotage, organisant la performance à tous les niveaux d'une organisation. Dans ce contexte, cette étude vise à analyser le degré d'évolution des outils de la gestion locale, de manière empirique, en s'appuyant sur le cas de la gestion patrimoniale. Pour cela, nous caractérisons ces outils en mobilisant à la fois cette évolution paradigmatique, du contrôle au pilotage, mais aussi le modèle d'Hatchuel et Weil (1992). Nos résultats mettent alors en évidence la pertinence de notre modèle de recherche, ainsi que la nécessité de développer les outils du pilotage patrimonial au regard des pratiques actuelles.

Purpose: Colombia presents with one of the largest armed conflicts in the world. Children exposed directly or indirectly to armed conflicts live the emotional footprints left by war. This paper aims to identify mental health problems among children survivors of Colombia's armed conflict and associated factors. Design/methodology/approach: A cross-sectional study with (n = 80) children aged 7 to 11 years (M = 9.8 years; SD = 1.4) was conducted using the Child Behavior Checklist, Family APGAR and MOS social support survey adaptation to children. Linear regression analyses were also performed with emotional and behavioral problems as the outcomes and related factors as the predictors. Findings: Clinical levels of emotional and behavioral problems were found in 56.3% of children. Internalizing problems (63.7%) were more common than externalizing problems (51.2%). Older children had greater emotional problems at the trend level, and those with higher functioning families had lower emotional problems. Children with higher perceived social support had lower behavior problems at the trend level. Research limitations/implications: This study includes a sample facing multiple risks and uses a holistic approach to consider family and social resources that may support children who are survivors of the armed conflict in Colombia. These results provide a foundation for future promotion and prevention programs related to children's mental health problems to support peacebuilding within the framework of the Colombian post-conflict process. Originality/value: To the best of authors' knowledge, this is the first study to collect empirical data on the mental health of children survivors of Colombia's armed conflict focused in the Atlantic Department.

Мета дослідження – поглиблення уявлень про категорію новини в контексті газетного дискурсу, з'ясування особливостей подання різнопланових новин на сторінках газети «День». Методологія дослідження. У ході дослідження використано описовий метод – для висвітлення теоретичних аспектів теми, зокрема виокремлення особливостей категорії новини; порівняння – для виявлення способів подання новин у газеті «День»; синтезу, індукції та дедукції – для формулювання висновків.Результати. У статті проаналізовано сутнісні характеристики категорії новини на прикладі матеріалів газети «День», особливості подання новинних матеріалів за певною тематикою, зокрема, політичні, суспільні та культурні.Наукова новизна. Порівняльний аналіз подання політичних, суспільних та новин культурного життя на сторінках газети «День» сприятиме поглибленню уявлень про категорію новини, її магістральних характеристик. Практичне значення. Матеріали дослідження сприятимуть синтезованому осмисленню категорії новини в контексті газетного дискурсу. In the course of the research, a descriptive method was used to highlight the theoretical aspects of the topic, in particular, to outline the features of the news category; a comparison method – to determine the ways of presenting news in the «Day» newspaper; methods of synthesis, induction and deduction – to formulate conclusions.Results. A traditional radar actively transmits pulses and receive the corresponding echoes. By computing the time taken to receive the echoes the system is able to detect targets and estimate their ranges. However, mainly for military applications, an active radar has a major drawback: it can be detected by the enemy since it radiates electromagnetic pulses. As such, there is currently high research and development activity in the field of passive radar systems. In this alternative scenario, the radar does transmit any signal. Instead, it uses signals already present in the environment, such as TV, radio broadcasts and satellite digital video broadcast as transmitters of opportunity. By measuring the time difference between the signal received by the transmitter of opportunity and the signal echoed by the targets, the radar can detect targets and estimate their ranges. In scenarios which use very low power illuminators of opportunity, such as satellite DVB-S or GPS, relatively long integration times are required in order to obtain reasonable values of signal to noise ratio. This implies that, besides frequency correction, the coherency of local oscillators in the receivers need to be maintained during long time intervals, which can be very difficult. The paper presents a novel phase correction technique for passive radar which uses targets of opportunity, already present in the target area, as references to maintain the coherency of the oscillators for all the integration interval. The proposed methodology is quite simple and enables the use of low-cost hardware with independent oscillators for the reference and surveillance channels which can be geographically distributed. The obtained results illustrate the effectiveness and applicability of the method.

Purpose: This paper responds to calls for a new raison d'être in the field cross-cultural management (CCM) and culture-sensitive studies of international business (IB) more broadly. It argues that one way of addressing the crisis of confidence in the field is to develop a line of inquiry focussed on corporate-driven cultural globalization. This paper also proposes a theoretical approach informed by international political economy (IPE) and postcolonial theory and outlines a research agenda for future work on cultural globalization. Design/methodology/approach: The paper is a desk-based analysis that draws on relevant research in the wider social sciences to insert cultural globalization into the CCM/IB field's intellectual project. Findings: The paper finds the field of CCM and culture-sensitive IB studies more broadly to be almost exclusively focussed on studying the impact of cultural differences. Surprisingly, little attention has been devoted to the phenomenon of corporate-driven cultural globalization. Research limitations/implications: The paper redirects the field and presents a research agenda, calling for studies on the role of four related actors in cultural globalization: MNEs, global professional service firms, business schools and CCM/IB researchers themselves. Practical implications: CCM/IB scholars may be able to reorient themselves towards the phenomenon of cultural globalization and, in so doing, also seize an opportunity to contribute to important debates about it in the wider social sciences. Originality/value: The paper suggests possibilities for renewal by redirecting CCM/IB towards the study of cultural globalization and by encouraging the field to develop a postcolonial sensibility in future research on the phenomenon.

This paper deals with an optimal control problem associated with the Kuramoto model describing the dynamical behavior of a network of coupled oscillators. Our aim is to design a suitable control function allowing us to steer the system to a synchronized configuration in which all the oscillators are aligned on the same phase. This control is computed via the minimization of a given cost functional associated with the dynamics considered. For this minimization, we propose a novel approach based on the combination of a standard Gradient Descent (GD) methodology with the recently-developed Random Batch Method (RBM) for the efficient numerical approximation of collective dynamics. This article is the product of research supported by a data analysis methodology. The main objective is to study the theoretical position of the Mexican Supreme Court of Justice and the Judicial Power of the Federation before and after issuing the new Amparo Law regarding the applicability of the principle of non-retroactivity in the case of jurisprudence (the system of precedents in Mexico). The main findings are that even when the traditional doctrine of the Supreme Court of Justice was surpassed by the Legislative Power, by establishing the Law of Amparo the guarantee for the governed within the scope of judicial precedents, the proper development of the judicial doctrine in the jurisprudence of the Judicial Power has been reluctant to achieve a consistent position on the subject. ; Este artículo es producto de una investigación soportada en una metodología de análisis de datos. El principal objetivo es estudiar la posición teórica de la Suprema Corte de Justicia mexicana y del Poder Judicial de la Federación, tanto antes como después de la expedición de la nueva Ley de Amparo, en torno a la aplicabilidad del principio de irretroactividad tratándose de la jurisprudencia (el sistema de precedentes en México). Teniendo como principal hallazgo que, aun cuando la doctrina tradicional de la Suprema Corte de Justicia al respecto fue superada por el Poder Legislativo, al establecerse en la Ley de Amparo esa garantía para el gobernado en el ámbito de los precedentes judiciales, el desarrollo propio de la doctrina judicial en la jurisprudencia del Poder Judicial ha sido reticente para lograr una posición congruente en el tema.

World trends are showing a continuous increase in the number of inhabitants living in cities. It is expected that 70% of total world and 80% of total European population will live in cities by 2050. By increasing the number of inhabitants, the challenges of city management are growing as well. With the aim of achieving maximum living standards and quality of life of their inhabitants, the implementation of smart city model proves to be a necessity. The Republic of Croatia, as a member of the European Union, is obliged to follow recommendations contained in a series of documents and conclusions, as well as use the sources of funding available to European member states. The paper provides a framework for understanding the concept of smart cities through an overview of scientific literature, examples of good practice from Europe and the world, and a detailed analysis of the state and degree of development of smart cities in the Republic of Croatia, focusing on key dimensions of smart city development. It has been proven that investing in key dimensions of a smart city: Population, technology, and institutions, generates revenue growth, economic development, and better living quality of city population. The research methodology for this paper is based on a mixed method that involves collection, analysis, and integration of quantitative and qualitative research. The aim of the paper is to provide a framework for understanding the concept of a smart city, point out the advantages of such management mode, as well as the key dimensions to be invested in, in order to boost economic development and quality of life of the dominant, city population.

This study aims to determine and describe whether there is an influence of internal supervision on the financial performance of the North Gorontalo Regency Government. Design/Methodology/Approach: The sample involved 84 respondents of local government officials from the planning division, and those in charge of activities at all regional organizations in North Gorontalo District-Indonesia. This study used an explanatory method with a quantitative approach. Furthermore, the reflective model measurement used convergent and discriminant validity. In addition, the Partial Least Square-Structural Equation Modeling (PLS-SEM) technique was used as the data analysis. The results showed that Internal Control had a positive but not significant effect on the Government's Financial Performance of North Gorontalo Regency. The results of data analysis explain that the higher the Internal Control carried out by APIP, the significant value of the influence of the North Gorontalo Regency Government's Financial Performance, on the contrary, the lower the Internal Control carried out by APIP, the lower the significant value of the influence of the North Gorontalo Regency Government's budget performance. The supervision in question is the supervision carried out internally by the local government by the Government Internal Supervisory Apparatus (APIP), and is directly responsible to the regional head of the Regent/Deputy Regent. In carrying out its functions, APIP conducts independent assessments within the organizational unit based on the relevant authority, with the aim of knowing the entire process of activities starting from planning, implementation, programs and activities, until the evaluation of audit reviews, monitoring, and other supervisory activities on the implementation of tasks. and organizational functions.

There is increasing political interest in the use of voluntary agreements (VA) as a policy instrument. The attraction has grown also in environmental policy, VAs are expected to be less costly, more effective and more cost-efficient than regulation. Using a realist review methodology, our analysis focuses on the effect of contextual factors and mechanisms on private forest owners' willingness to enter into formal voluntary nature conservation agreements. The framework we use to analyse the effects includes: forest owner characteristics, forest attributes, institutional context and process, advisors and other forest owners, and contract design, for contextual factors – and economic attitudes, environmental attitudes, sense of autonomy, sense of justice and fairness, trust as well as knowledge, for mechanisms. The analysis allowed merging findings from different types of VAs in varying contexts in a systematized way, and consolidating evidence of how the mechanisms influence the programme implementation process, and its outcome. 43 reviewed articles, from an originally retrieved set of 2231 papers, provide evidence for environmental attitudes supporting willingness to enter into an agreement. Environmental attitudes are strengthened by forest owners' wishes to protect a heritage, suggesting considerable influence through personal, emotional attachment to the forest. This finding shows the central role played by sense of autonomy, with economic compensation also importantly affecting the willingness to enter a VA. Along with these results, the developed comprehensive analytical framework shows how VAs can become more effective if tailored for different contexts and types of forest owners. ; Previously included in thesis in manuscript form, with title: "Voluntary agreements to protect private forests"

International audience ; This paper aims to present the results of the mathematical activity of students measured in a the context of a school exhibition in a priority educational network. On this occasion, we present the system as well as the adopted methodology based on a multilevel analysis in categories of actions. The results of this analysis allowed us to identify a first category of invariants – artifactual, cognitive and social – giving favorable conditions for the emergence of mathematical activity in a school exhibition (Da Ronch, 2019a, 2019b). In a vision of democratization of mathematics and access to its practices, the objective of this second part is to show the preliminary study of the conditions and constraints of the mathematical activity and more generally the scientific approach at the level of our society and its non-formal education institutes. ; Cette contribution vise à présenter les résultats de l'activité mathématique d'élèves mesurée dans le cadre d'une exposition scolaire en réseau d'éducation prioritaire. A cette occasion, nous présentons le dispositif ainsi que la méthodologie adoptée basée sur une analyse multiniveau en catégories d'actions. Le résultat de cette analyse nous a permis d'élaborer une première caractérisation d'invariants – artefactuel, cognitif et social – donnant des conditions favorables à l'émergence d'une activité mathématique en contexte d'exposition scolaire (Da Ronch, 2019a, 2019b). Dans une vision de démocratisation des mathématiques et d'accès à ses pratiques, la deuxième partie de ce texte a pour but de présenter un premier travail sur l'étude des conditions et contraintes de viabilité de l'activité mathématique, et plus généralement de la démarche scientifique à l'échelle de notre société et de ses institutions de l'éducation non formelle.
